787422 text/html 2026-10-24 721326 2026-10-24 310 59513 CAIB ![CDATA[<p style="text-align:justify"><span style="line-height:1"><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">Antecedentes</span></strong></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. La competencia lectora constituye un aprendizaje fundamental para el desarrollo personal, académico y social del alumnado y tiene un carácter transversal, dado que permite acceder al conocimiento y favorece el aprendizaje en todas las áreas, materias y ámbitos curriculares.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. La Resolución del Consejo de la Unión Europea, de 26 de febrero de 2021, relativa a un marco estratégico para la cooperación europea en el ámbito de la educación y la formación con vistas al Espacio Europeo de Educación y más allá (2021-2030) (2021/C 66/01) establece los objetivos de referencia a escala de la Unión Europea en materia de educación y formación. Entre estos objetivos, fija que, de aquí al año 2030, el porcentaje de jóvenes de quince años con un bajo rendimiento en comprensión lectora, matemáticas y ciencias tiene que ser inferior al 15 %.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. La Ley Orgánica 2/2006, de 3 de mayo, de educación establece que, con el fin de fomentar el hábito y el dominio de la lectura, los centros educativos deben dedicar un tiempo diario a la lectura y que las administraciones educativas tienen que promover planes de fomento de la lectura.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">4. Asimismo, el artículo 113 de la misma ley establece que los centros de enseñanza tienen que disponer de una biblioteca escolar y encomienda a las administraciones educativas completar progresivamente la dotación de las bibliotecas de los centros públicos. Este precepto permite vincular la biblioteca escolar con los planes de lectura de los centros y con la adquisición de fondos bibliográficos para facilitar el acceso del alumnado a la información y al conocimiento.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">5. La Ley 1/2022, de 8 de marzo, de educación de las Illes Balears, establece, entre los principios generales del sistema educativo, el impulso de la innovación pedagógica, la equidad, la igualdad de oportunidades y la mejora de la calidad educativa. Asimismo, reconoce la autonomía pedagógica y de gestión de los centros educativos para dar respuesta a las necesidades de su alumnado.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6. El Decreto 4/2023, de 13 de febrero, por el que se aprueba el Reglamento orgánico de los centros educativos de las Illes Balears, determina que el proyecto educativo del centro tiene que incluir el Plan de fomento de la lectura (Pla de Lectura de Centro).</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Este Plan constituye el documento en que se concretan los objetivos, las estrategias, las actividades y los recursos que desarrolla el centro para incrementar la competencia lectora del alumnado. En este marco, tiene que promover el uso de la biblioteca escolar como espacio de lectura, aprendizaje y acceso a la información, así como la creación de clubes de lectura, rincones lectores y otras iniciativas que favorezcan el hábito lector mediante el uso de libros en formato físico.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">7. El 20 de junio de 2026 se publicó en el Boletín Oficial del Estado la Resolución del 11 de junio de la Secretaría de Estado de Educación por la que se aprueba la propuesta de distribución territorial y los criterios de reparto de los créditos gestionados por las comunidades autónomas destinadas al Programa de Cooperación Territorial de Refuerzo de la Competencia Lectora, en el ejercicio presupuestario 2026, financiado por el Ministerio de Educación, Formación Profesional y Deportes.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8. De acuerdo con la Resolución de 11 de junio de 2026, de la Secretaría de Estado de Educación, por la cual se publica el Acuerdo de la Conferencia Sectorial de Educación de 3 de junio de 2026, relativo al Programa de Cooperación Territorial de Refuerzo de la Competencia Lectora para el ejercicio presupuestario 2026, la actuación 7 del Programa prevé una dotación económica destinada al desarrollo de actividades de adquisición y mejora de la competencia lectora, mediante la asignación de fondos en los centros educativos para que puedan programar actuaciones dirigidas a esta finalidad.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">9. Por todo esto, la Dirección General de Primera Infancia, Atención a la Diversidad y Mejora Educativa considera necesario impulsar una convocatoria específica destinada a facilitar a los centros educativos recursos económicos para mejorar y actualizar los fondos de las bibliotecas escolares, vinculando necesariamente la adquisición de fondos bibliográficos a las necesidades detectadas por el centro y a los objetivos y actuaciones establecidos en su Plan de Fomento de la Lectura.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">10. Las asignaciones económicas concedidas a los centros se tienen que destinar a la adquisición de fondos bibliográficos vinculados al Plan de Fomento de la Lectura del centro y a las necesidades de mejora de la competencia lectora detectadas.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">11. La cuantía prevista destinada al programa es de un importe máximo de 150.000 €, con cargo a la partida presupuestaria 13601/421K02/22902/FF26180 de los presupuestos generales de la Comunidad Autónoma de las Illes Balears para el año 2026.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">Fundamentos de derecho</span></strong></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. La Ley Orgánica 2/2006, de 3 de mayo, de educación, modificada por la Ley Orgánica 3/2020, de 29 de diciembre, especialmente los artículos 19.3, 113 y 121 (BOE n.º 106, de 4 de mayo de 2006).</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. La Ley 1/2022, de 8 de marzo, de educación de las Illes Balears (BOIB n.º 38, de 17 de marzo de 2022).</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. La Resolución del Consejo de la Unión Europea 2021/C 66/01, relativa al marco estratégico para la cooperación europea en educación y formación 2021-2030 (DOUE n.º 66, de 26 de febrero de 2021).</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">5. La Resolución de 11 de junio de 2026 de la Secretaría de Estado de Educación, por la cual se publica el Acuerdo de la Conferencia Sectorial de Educación de 3 de junio de 2026, relativo al Programa de Cooperación Territorial de Refuerzo de la Competencia Lectora (BOE n.º 150, de 20 de junio de 2026).</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6. La Resolución de 22 de mayo de 2026, publicada en el BOIB n.º 67, de 28 de mayo de 2026.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Por todo esto, dicto la siguiente</span></span></p> <p style="text-align:center"><span style="line-height:1"><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">Resolución</span></strong></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. Aprobar la convocatoria del Programa para la mejora y actualización de los fondos de las bibliotecas escolares y el fomento de la lectura financiada por el Ministerio de Educación, Formación Profesional y Deportes destinada a los centros sostenidos con fondos públicos de las Illes Balears que imparten el segundo ciclo de educación infantil, educación primaria, secundaria obligatoria o ciclos formativos de grado básico para el curso escolar 2026-2027, de acuerdo con las bases que figuran en el anexo 1 de esta Resolución.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. Los destinatarios de esta convocatoria son los centros educativos sostenidos con fondos públicos de las Illes Balears que imparten enseñanzas de segundo ciclo de educación infantil, educación primaria, educación secundaria obligatoria o ciclos formativos de grado básico.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. No pueden ser destinatarios de esta convocatoria los centros educativos adheridos al Programa para la Orientación, el Avance y el Enriquecimiento Educativo (PROA+) que, en el mismo curso escolar, perciban financiación para el desarrollo de la actividad palanca A233 «Dinamización de bibliotecas escolares».</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. No pueden ser destinatarios de esta convocatoria los centros educativos adheridos al Programa de Refuerzo de la Competencia Lectora que, en el mismo curso escolar, perciban financiación para el desarrollo de este programa.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Tercero</strong>.<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px; width:100%"> </span></span></span><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Requisitos y compromisos de los centros</span></span></strong></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Los centros que participen en la convocatoria asumen los compromisos siguientes:</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px; text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Presentar una propuesta de mejora y actualización de los fondos de la biblioteca escolar vinculada al Plan de Lectura de Centro.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px; text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Destinar la asignación económica concedida íntegramente y exclusivamente a la adquisición de los fondos bibliográficos previstos en esta convocatoria.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px; text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Garantizar que los fondos adquiridos respondan a criterios de calidad, adecuación pedagógica, diversidad, inclusión y accesibilidad, así como favorecer su uso efectivo y su integración en las prácticas lectoras del centro.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px; text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">d) Contribuir al desarrollo de la competencia lectora del alumnado en las diferentes etapas educativas.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px; text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">e) Incorporar los fondos adquiridos al inventario y/o catálogo de la biblioteca escolar del centro y ponerlos a disposición del alumnado, del profesorado y/o de la comunidad educativa.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px; text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">f) Justificar la aplicación de la asignación económica en los términos establecidos en estas bases.</span></span></p> <p style="text-align:justify"><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Cuarto.<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px; width:100%"> </span></span></span></strong><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Solicitud y documentación</span></span></strong></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. La solicitud la tiene que presentar la dirección del centro exclusivamente por medios electrónicos, mediante el trámite habilitado a estos efectos en la Sede Electrónica de la Comunidad Autónoma de las Illes Balears.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. La solicitud tiene que ir acompañada de la documentación siguiente:</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px; text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) El PLC vigente del centro.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px; text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) La propuesta de mejora y actualización de los fondos de la biblioteca escolar, según el modelo del anexo 3, que tiene que incluir, como mínimo:</span></span></p> <ul style="list-style-type:disc; margin-left:40px"> <li><span style="line-height:1">Breve diagnosis de la situación actual del fondo de la biblioteca: necesidades detectadas y objetivos que se pretenden conseguir.</span></li> <li><span style="line-height:1">Alumnado destinatario y relación de la tipología de fondos bibliográficos que se prevé adquirir.</span></li> <li><span style="line-height:1">Vinculación de la propuesta con el PLC en cuanto a las actuaciones previstas.</span></li> <li><span style="line-height:1">Medidas de inclusión, accesibilidad y atención a la diversidad.</span></li> <li><span style="line-height:1">Otra información relevante que se quiera incluir.</span></li> </ul> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Quinto</strong>.<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px; width:100%"> </span></span></span><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Plazo de presentación de solicitudes</span></span></strong></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. El plazo para presentar las solicitudes es de diez días hábiles, a partir del día siguiente a la publicación de esta Resolución en el Boletín Oficial de las Illes Balears.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. Únicamente se admitirán las solicitudes presentadas dentro del plazo establecido y mediante el trámite habilitado en la Sede Electrónica de la CAIB.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. La lista provisional con los centros admitidos y excluidos se publicará en el web del Servicio de Innovación Educativa.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. Los centros dispondrán de un plazo de tres días hábiles a partir del día siguiente a la publicación de la lista provisional para presentar alegaciones.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. Los centros seleccionados tienen que ejecutar la asignación económica dentro del plazo comprendido entre el 1 de diciembre del 2026 y el 31 de julio de 2027.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. Las adquisiciones se tienen que ajustar a la propuesta presentada y a las finalidades establecidas en esta convocatoria.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. Cualquier modificación sustancial de la finalidad o de la tipología de los fondos previstos tiene que ser autorizada previamente por el Servicio de Innovación Educativa.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">4.
