2026-07-14 CAIB text/html 39162 717682 es es 507821 CAIB 39164 480 CAIB 2026-07-09 ![CDATA[Acuerdo del Consejo Ejecutivo en sesión de carácter ordinario de 29 de junio de 2026, relativo a la convocatoria de las ayudas del Consell Insular de Menorca para acciones para mejorar el conocimiento, salvaguarda y difusión del patrimonio histórico, incluido el patrimonio cultural inmaterial de Menorca, año 2026 (exp. 2112-2026-000001)]] 2026-07-14 ![CDATA[<p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Plan estratégico de subvenciones del Consell Insular de Menorca para el ejercicio 2026 se aprobó por acuerdo del Consejo Ejecutivo de día 21 de noviembre de 2025 y se publicó en el BOIB núm. 11, de 22 de enero de 2026. El Plan prevé los siguientes objetivos específicos de la convocatoria de ayudas en el ámbito del patrimonio histórico, incluido el patrimonio cultural inmaterial:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Apoyar económicamente a las actividades que signifiquen ampliar y mejorar el conocimiento y la salvaguarda del patrimonio histórico a partir de intervenciones arqueológicas y paleontológicas, investigaciones de tipo histórico, restauración de bienes, difusión y debate.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;La concesión de ayudas y acciones para mejorar el conocimiento, la salvaguarda y la difusión del patrimonio histórico de Menorca, incluido el patrimonio cultural inmaterial.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En el Plan estratégico de subvenciones aprobado figuraba que el plazo de ejecución de esta convocatoria de ayudas era plurianual 2025-26 y que el presupuesto previsto era de 500.000 €. Estos datos no eran correctos y debía constar que el plazo de ejecución era plurianual 2026-27 y el presupuesto previsto de 530.000 €.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Para cumplir estos objetivos, el Consell Insular de Menorca quiere fomentar la realización de acciones para mejorar el conocimiento, la salvaguarda y la difusión del patrimonio histórico, incluido el patrimonio cultural inmaterial de Menorca mediante las siguientes líneas de ayudas:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Restauración de bienes del patrimonio histórico.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Intervenciones arqueológicas y paleontológicas.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Investigaciones de tipo histórico.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Publicaciones científicas.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Jornadas y actividades de difusión del patrimonio histórico.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Acciones de salvaguarda, conocimiento y difusión del patrimonio cultural inmaterial.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las bases que rigen la concesión de ayudas a acciones para mejorar el conocimiento, la salvaguarda y la difusión del patrimonio histórico, incluido el patrimonio cultural inmaterial, de Menorca aprobadas por el Consejo Ejecutivo de día 8 de abril de 2024 (publicadas en el BOIB núm. 58 de 2 de mayo de 2024) prevén que en la Comisión Evaluadora tiene que figurar el director de la Agencia Menorca Talayótica. Actualmente esta plaza está vacante y, en el momento en que se cubra, esta persona se integrará en la Comisión.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El presupuesto previsto para esta actuación es de 530.000 €, el plazo de ejecución es plurianual (2026-2027) y la fuente de financiación es el presupuesto propio.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Consell Insular de Menorca tiene competencias propias sobre esta materia, de acuerdo con los artículos 70.6 y 73 del Estatuto de Autonomía de las Illes Balears.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Se tiene en cuenta la normativa básica aplicable al Consell Insular de Menorca en materia de subvenciones y en el marco de lo que establecen las bases de ejecución del presupuesto de esta administración.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Los artículos 17h y 17.3 de la Ley 4/2022, de 28 de junio, de consejos insulares, atribuyen al Pleno, entre otras atribuciones, aprobar las bases reguladoras de las subvenciones, atribución que puede delegar en favor del presidente, del Consejo Ejecutivo o de las comisiones reguladas en el artículo 18.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Visto el acuerdo del Pleno del Consell Insular de Menorca de carácter extraordinario de 31 de julio de 2023 (BOIB núm. 109 de 5 de agosto de 2023), se delega en el Consejo Ejecutivo la aprobación del Plan Estratégico y las bases reguladoras de las subvenciones, en el marco de lo que establecen las bases reguladoras del presupuesto.</span></span></span></p> <div style="page-break-after:always"><span style="display:none">&nbsp;</span></div> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Los artículos 28.1m y 28.2 de la Ley de consejos insulares atribuyen al Consejo Ejecutivo, entre otras atribuciones, la de aprobar las convocatorias de ayudas y subvenciones.</span></span></span><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">&nbsp;</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Dada la propuesta del consejero ejecutivo del Departamento de Cultura, Educación, Juventud y Deportes, en ejercicio de las competencias atribuidas por el artículo 33 de la Ley 4/2022, de 28 de junio, de consejos insulares, en relación con el Decreto de presidencia núm. 227/2023, de 17 de noviembre, de extinción de un departamento y reestructuración del resto de departamentos (BOIB núm. 158 de 21 de noviembre de 2023);</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; Este procedimiento se hará de la siguiente manera: con las solicitudes que cumplan con los requisitos y no hayan recibido ninguna ayuda o ésta no llegue al importe máximo previsto en la convocatoria, se hará una relación con la puntuación obtenida. En base a esta relación, se seguirá el orden de puntuación de mayor a menor para repartir el importe de los remanentes, sin que la ayuda total concedida pueda superar la cantidad solicitada ni el importe máximo por solicitud establecido para la línea correspondiente.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El importe máximo al que se destina la convocatoria únicamente podrá ampliarse, sin necesidad de nueva publicación, en el supuesto de aportaciones expresas de terceros para contribuir a la financiación del objeto de la convocatoria y que se hayan concretado posteriormente a la aprobación.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><em>b</em>) Los importes máximos por solicitud y convocatoria son los siguientes:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Línea 1.
