En el Boletín Oficial de las Illes Balears (BOIB) número 61 de 14 de mayo de 2026, se publicó el Acuerdo del Consejo Ejecutivo (CEX) en sesión de carácter ordinario de 20 de abril de 2026 relativo a las bases de las ayudas de minimis del Consejo Insular de Menorca al tejido productivo, cooperativo, comercial y determinadas empresas de servicios de Menorca y convocatoria 2026.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;2. Por un lado, se considera oportuno hacer las modificaciones siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;2.1. En la base 6.1&amp;nbsp;&lt;em&gt;d&lt;/em&gt; y en la base 7.6.E&amp;nbsp;&lt;em&gt;q&lt;/em&gt;, en referencia a la actividad principal y a la presentación del título habilitante de la actividad, respectivamente, se considera hacer la modificación siguiente:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;— 6.1&amp;nbsp;d: [...] «La ayuda se tiene que solicitar por la actividad en que conste de alta [...]», y, por coherencia, también se elimina la última frase de este apartado, con relación al epígrafe 722.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;— 7.6.E&amp;nbsp;&lt;em&gt;q&lt;/em&gt;: &lt;em&gt;q)&lt;/em&gt; Certificado del IAE de actividad subvencionada, si procede (modelo de declaración responsable elaborada por el CIM).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;2.2. En la base 7.6.E&lt;em&gt;&amp;nbsp;l)&lt;/em&gt;, sobre la acreditación de la actividad de la L4, se cree conveniente modificar desde qué momento se contabiliza, puesto que la fecha de solicitud no tiene por qué coincidir con la fecha en que se emite el informe de la vida laboral. Por este motivo, y para evitar confusiones, se rectifica por «referido al último año contador desde la fecha de emisión del informe de la vida laboral».&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;3. Por otro lado, se ha observado que, por error material de transcripción, en las bases aprobadas constan una serie de errores:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;—&amp;nbsp;En la base 3.1, sobre financiación e importe máximo, se indica que las ayudas en el marco de estas bases se podrán distribuir mediante cuatro líneas, cuando este año son cinco líneas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;—&amp;nbsp;En el último párrafo de la base 7.6.A y de la base 7.6.F se indica que se exime de presentar la documentación a que hacen referencia las letras a, b, c, d y h, de forma que en lugar de h tiene que ser i.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;—&amp;nbsp;En el apartado v de la base 7.6.E, conviene añadir «La factura tiene que indicar la dirección del establecimiento en que se realiza la actuación», igual que en el resto de líneas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;—&amp;nbsp;En la base 7.6.F, falta el apartado q, que tiene que hacer referencia a la presentación de la relación de facturas/gastos con los correspondientes justificantes de pago, igual que al resto de líneas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;—&amp;nbsp;En la base 8.1, sobre gastos elegibles, conviene eliminar la última frase.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;4. El artículo 109.2 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas, establece que «las administraciones públicas podrán, así mismo, rectificar en cualquier momento, de oficio o a instancia de los interesados, los errores materiales, de hecho o aritméticos existentes en sus actos».&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Dada la propuesta de la consejera ejecutiva del Departamento de Economía y Servicios Generales;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;El Consejo Ejecutivo, por unanimidad y en votación ordinaria adopta el siguiente&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;ACUERDO&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Primero. &lt;/strong&gt;Aprobar la modificación de la base 3.1 de las bases de las ayudas de minimis del Consejo Insular de Menorca al tejido productivo, cooperativo, comercial y determinadas empresas de servicios de Menorca aprobadas por acuerdo del Consejo Ejecutivo (CEX) en sesión de carácter ordinario de 20 de abril de 2026 (BOIB núm. 61 de 14 de mayo de 2026), de esta forma:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Donde dice:&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

Aprobar la modificación de la base 6.1&amp;nbsp;d de las bases de las ayudas de minimis del Consejo Insular de Menorca al tejido productivo, cooperativo, comercial y determinadas empresas de servicios de Menorca aprobadas por acuerdo del Consejo Ejecutivo (CEX) en sesión de carácter ordinario de 20 de abril de 2026 (BOIB núm. 61 de 14 de mayo de 2026), de esta forma:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Donde dice:&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

La ayuda se tiene que solicitar por la actividad principal del comercio aunque conste de alta, […]&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;En el caso de las actividades económicas dadas de alta en el IAE 722 no será requisito disponer de un establecimiento comercial.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;e) Para la L5 [...]&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Debe decir:&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Debe decir:&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;8.1. Se considera subvencionable aquel gasto que responde, de manera indudable, a la naturaleza de la actividad subvencionada, es estrictamente necesaria para su ejecución y se realiza dentro de los plazos establecidos en la convocatoria y en estas bases (artículo 31 LGS).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Décimo.&lt;/strong&gt; Informar de estas modificaciones en los términos establecidos en el artículo 20.8 de la Ley 38/2003, de 17 de noviembre, general de subvenciones, a la base de datos Nacional de Subvenciones previamente a la publicación en el &lt;em&gt;Boletín Oficial de las Illes Balears.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Undécimo.&lt;/strong&gt; Considerar que las personas interesadas pueden modificar las solicitudes ya presentadas. En caso de que no presenten nueva solicitud, se entenderá que la solicitud inicial continúa vigente y no se ve afectada por los cambios. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Duodécimo.&lt;/strong&gt; Comunicar que, una vez publicadas las modificaciones en el Boletín Oficial de las Illes Balears, se publicará el texto refundido de las bases de las ayudas de minimis del CIM al tejido productivo, cooperativo, comercial y determinadas empresas de servicios de Menorca y la convocatoria correspondiente en 2026, en la página web del Consejo Insular de Menorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:#000000; font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Contra este acuerdo, que no agota la vía administrativa, puede interponerse un recurso de alzada ante la Comisión de Gobierno, por delegación del Pleno del Consejo Insular de Menorca (Acuerdo de 31-7-2023, BOIB núm. 109 de 5-8-2023), en el plazo de un mes a partir del día siguiente en que se haya publicado, de acuerdo con el artículo 122 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;El mencionado recurso se entenderá desestimado, si no se notifica la resolución correspondiente, cuando hayan transcurrido tres meses des de su interposición. Contra la desestimación del recurso de alzada por silencio administrativo se puede interponer recurso contencioso administrativo ante la &lt;span style="color:#151515"&gt;Sección de lo Contencioso-Administrativo del Tribunal de Instancia de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
