En fecha 20 de febrero de 2026, el Coordinador General de Gobierno Municipal y Proyectos de Ciudad, emitió informe fundamentando las consideraciones sobre la evolución del régimen retributivo del personal eventual del Ayuntamiento de Palma, durante los últimos cuatro mandatos municipales (el presente incluido) y en términos comparativos respecto a los regímenes retributivos del personal eventual. El informe concluye lo siguiente:</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:white"><em>“Atès la relació de fets, l'anàlisi i comparativa efectuada respecte el règim retributiu vigent del personal eventual en municipis de gran població equiparables al de Palma, i vista la fonamentació jurídica exposada, qui subscriu és del parer que es prengui en consideració als efectes de valorar, al seu cas, l'oportunitat d'iniciar i impulsar els tràmits escaients per procedir a una actualització de les retribucions del personal eventual d'aquesta corporació municipal del 17,30% per les categories amb una major retribució i del 22,53% per a les de menor retribució, quedant establertes, per tant, com segueix a continuació:</em></span></span></p> <table border="1" cellpadding="0" style="width:100%"> <thead> <tr> <th scope="col" style="background-color:white; Conforme al artículo 104 de la Ley 7/1985, de 2de abril, reguladora de las bases de régimen local que dispone que el número, características y retribuciones del personal eventual será determinado por el Pleno de la Corporación, al comienzo de su mandato y que estas determinaciones sólo podrán modificarse con motivo de los presupuestos anuales. Asimismo, conforme al artículo 127 h) del mismo texto es competencia de la Junta de Gobierno corresponde h) aprobar las retribuciones del personal y el número y régimen del personal eventual.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:white">4. La disposición adicional vigésima séptima de la Ley 31/2022, de 23 de diciembre, de Presupuestos Generales del Estado para el año 2023, referida al régimen retributivo de los miembros de las corporaciones locales, la cual indica que, para los municipios con una población entre 300.001 y 500.000 habitantes, de acuerdo con lo previsto en el artículo 75 bis de la Ley 7/1985, de 2 de abril, reguladora de las bases de régimen local, el límite máximo total que pueden percibir los miembros de las Corporaciones Locales por todos los conceptos retributivos y asistencias, excluidos los trienios a que, en su caso, tengan derecho aquellos funcionarios de carrera que se encuentren en situación de servicios especiales, será de 104.544,03 €.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:white">5. Artículo 6 del Real Decreto Ley 4/2024, de 26 de junio, por las que se prorrogan determinadas medidas para enfrentar las consecuencias económicas y sociales derivadas de los conflictos en Ucrania y Oriente Próximo y se adoptan medidas urgentes en materia fiscal, energética y social.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:white">6. font-size:12px"><span style="background-color:white">5.- Publicar el contenido del Acuerdo en el Boletín Oficial de las Illes Balears, en la Intranet municipal y dar cuenta al Pleno en la primera sesión ordinaria que se celebre, de acuerdo con lo establecido en el artículo 104 de la de la Ley 7/1985, de 2 de abril, Reguladora de las Bases de Régimen Local.”</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:white">Contra este acto administrativo, que agota la vía administrativa, puede presentarse recurso de reposición ante el mismo órgano que lo ha dictado, de acuerdo con el artículo 123 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas. El plazo para interponerlo es de un mes contado desde el día siguiente al de su publicación. En este caso no podrá interponerse recurso contencioso administrativo hasta que no se haya resuelto el de reposición.
