Aprobar la modificación n.º 1 del Plan Normativo municipal del Ayuntamiento de Palma correspondiendo al ejercicio 2026 con las iniciativas reglamentarias siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;I. ÁREA: &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;Movilidad.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt; &lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;I&lt;/span&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;NICIATIVA: Aprobar la Ordenanza de prestaciones patrimoniales públicas no tributarias del sistema tarifario del servicio de transporte colectivo urbano de Palma.&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;NORMATIVA ACTUAL&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;: Ordenanza de prestaciones patrimoniales de carácter público no tributario de tarifas de la prestación del servicio de transporte urbano (BOIB nº 146, de 7 de noviembre de 2024).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;MOTIVACIÓN:&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;&lt;strong&gt;Primero.&lt;/strong&gt; El Ayuntamiento de Palma es la administración competente en materia de transporte colectivo de viajeros dentro de su término municipal, de acuerdo con el artículo 25.2 g), 49 y 56 de la Ley 7/1985, Reguladora de las Bases del Régimen Local y el artículo 29.2 q) de la Ley 20/2006, Municipal y de Régimen Local de las Islas Baleares. Para llevar a efecto la regulación de la materia que se pretende, se requiere la elaboración, tramitación y aprobación de una ordenanza municipal de aplicación general en el municipio de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El artículo 20.6 del Real Decreto Legislativo 2/2004, de 5 de marzo, por el cual se aprueba el Texto Refundido de la Ley Reguladora de las Haciendas Locales, dispone que «sin perjuicio del que se establece en el artículo 103 de la Ley de Contratos del Sector Público, las contraprestaciones económicas a que se refiere este apartado se regularán mediante ordenanza (…)»; y la disposición final doceava de la Ley 9/2017, de 8 de noviembre, de Contratos del Sector Público, modifica el TRLHL y añade un apartado 6 en su artículo 20: «Las contraprestaciones económicas establecidas coactivamente que se perciban por la prestación de los servicios públicos a que se refiere el apartado 4 de este artículo, efectuada de manera directa mediante personificación privada o mediante gestión indirecta, tienen la condición de prestaciones patrimoniales de carácter público no tributario de acuerdo con el que prevé el artículo 31.3 de la Constitución. En concreto, tienen esta consideración las exigidas para la explotación de obras o la prestación de servicios, en régimen de concesión, sociedades de economía mixta, entidades públicas empresariales, sociedades de capital íntegramente público y otras fórmulas de derecho privado. Sin perjuicio de lo que establece el artículo 103 de la Ley de Contratos del Sector Público, las contraprestaciones económicas a que se refiere este apartado se tienen que regular mediante una ordenanza».&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;&lt;strong&gt;Segundo.&lt;/strong&gt; Dentro del marco del Convenio de colaboración entre el Consorcio de Transportes de Mallorca (CTM), el Ayuntamiento de Palma y la Empresa Municipal de Transportes Urbanos de Palma, SA (EMT), para la integración tecnológica y la convergencia tarifaria entre los servicios de transportes público regular de viajeros de la EMT de Palma y de la red interurbana TIB de Mallorca, se establece la integración de la EMT dentro de la plataforma tecnológica de los servicios TIB de Mallorca, así como la convergencia entre los sistemas tarifarios del Ayuntamiento de Palma y de la red TIB, y como obligaciones del Ayuntamiento de Palma, asumir el nuevo Sistema Tarifario Integrado, que pasará a ser el único sistema tarifario válido.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;&lt;strong&gt;Tercero.&lt;/strong&gt; El objetivo es la aprobación de una nueva ordenanza de prestaciones patrimoniales de carácter público no tributario, que recoja todos los precios por la prestación del servicio de transporte colectivo urbano de Ciudad, con el fin de actualizar el actual de acuerdo con las obligaciones asumidas por el Ayuntamiento de Palma en el Convenio de colaboración para la integración tecnológica y la convergencia tarifaria entre los servicios de transporte público regular de viajeros de Mallorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Por todo lo expuesto, se propone incluir en el Plan Normativo Municipal 2026, la iniciativa para la aprobación de la Ordenanza de Prestaciones Patrimoniales de Carácter Público no Tributario del sistema tarifario para la prestación del servicio de transporte colectivo urbano de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;RESPONSABLE: &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;Área de Movilidad.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt; &lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;II. ÁREA:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Urbanismo, Vivienda y Proyectos Estratégicos&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt; &lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;INICIATIVA: Modificar la Ordenanza de Actividades.&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;NORMATIVA ACTUAL&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;: La Ordenanza Municipal de Actividades se aprobó mediante acuerdo del Pleno de fecha 24 de noviembre de 2008 (BOIB nº 175 de 13.12.08) modificada en fecha 19 de abril de 2011 (BOIB nº 70 de 12.05.11)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;MOTIVACIÓN:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; La Ordenanza Municipal de Actividades aprobada en 2008 y modificada en 2011, se tiene que actualizar de acuerdo con la normativa europea y de las Islas Baleares, y dar cumplimiento a lo que establece la Disposición Adicional Tercera del Plan General que incluye que, entre las ordenanzas a elaborar en el plazo máximo de dos años. Es necesaria la actualización de contenidos como el régimen de intervención administrativa, las condiciones generales y específicas de los locales y establecimientos, horarios, inspección y régimen sancionador y otras disposiciones.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;RESPONSABLE:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Área de Urbanismo, Vivienda y Proyectos Estratégicos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt; &lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;III. ÁREA: &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;Urbanismo, Vivienda y Proyectos Estratégicos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt; &lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;INICIATIVA: Aprobar la Ordenanza de Licencias urbanísticas, Actas Sujetas a Comunicación Previa y la Regulación de las Entidades Privadas de Certificación Urbanística&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;NORMATIVA ACTUAL:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Las licencias urbanísticas y actas sujetas a comunicación previa, se tramitan en aplicación del Plan General aprobado 28 de abril de 2023 (BOIB 71 de 30 de mayo), y la Ley 12/2017, de 29 de diciembre, de Urbanismo de las Islas Baleares y el resto de normativa aplicable.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Y, con relación a la regulación de las entidades privadas de certificación urbanística es de aplicación la Ley 12/2017, de 29 de diciembre, de Urbanismo de las Islas Baleares.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;MOTIVACIÓN: &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;Respecto a las licencias urbanísticas y actas sujetas a comunicación previa, la Disposición Adicional Tercera del Plan General, aprobado definitivamente por el Pleno del Ayuntamiento de Palma de 28 de abril de 2023, dispone que la Ordenanza de Licencias Urbanísticas y Actas Sujetas a Comunicación Previa se tiene que aprobar en un plazo máximo de dos años. La simplificación de los procedimientos y la optimización de los tiempos de respuesta por una gestión de solicitudes más ágil, la reducción de carga administrativa y reducción de los plazos de tramitación para favorecer el acceso a la vivienda y la rehabilitación, con una mayor transparencia en la gestión pública, fundamentan la redacción de la nueva ordenanza.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Con relación a la regulación de las entidades privadas de certificación urbanística, de acuerdo con el que dispone el artículo 158 bis de la LUIB, los ayuntamientos pueden ejercer las funciones en materia urbanística relativas a la intervención en el procedimiento de tramitación de licencias urbanísticas y de intervención en la verificación y la comprobación de actas de uso del suelo o subsuelo y edificación, a instancia del ciudadano, mediante la emisión de certificados de conformidad urbanística a través de entidades privadas de certificación urbanística. El Ayuntamiento de Palma, mediante esta ordenanza, regulará, en el marco de sus competencias, el procedimiento de tramitación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;RESPONSABLE&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;: Área de Urbanismo, Vivienda y Proyectos Estratégicos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt; &lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;IV. ÁREA:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Urbanismo, Vivienda y Proyectos Estratégicos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt; &lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;INICIATIVA: Aprobar la Ordenanza de Ahorro de Agua.&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;NORMATIVA ACTUAL:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; La normativa aplicable es el Plan Hidrológico de la Demarcación Hidrográfica de las Islas Baleares, aprobado por Real Decreto 49/2023, de 24 de enero; Decreto Legislativo 1/2020, de 28 de agosto, por el cual se aprueba el Texto Refundido de la Ley de Evaluación Ambiental de las Islas Baleares; y, entre otros, el Texto Refundido de la Ley de Aguas (RDL 1/2001); el Reglamento de la Planificación Hidrológica (RD 907/2007).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;MOTIVACIÓN:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; El Plan Hidrológico de la Demarcación Hidrográfica de las Islas Baleares, aprobado por Real Decreto 49/2023, de 24 de enero, - Revisión tercer ciclo 2022-2027- en el artículo 46, relativo a la Ordenanza de Ahorro de Agua, dispone: “&lt;/span&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;Los municipios de las Islas Baleares que no disponen de ordenanza de ahorro de agua vigente tendrán que aprobarla antes de 2027. En la ordenanza se tendrán que regular las diferentes formas de ahorro potenciales en función de las características de cada municipio, establecer limitaciones y restricciones y establecer un régimen de infracciones y sanciones”.&lt;/span&gt;&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;MOTIVACIÓN: &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;Desde la aprobación en 2021 del Reglamento se han realizado diferentes actualizaciones y revisiones, entre otros, por la aprobación de normativa autonómica que regula las prestaciones de urgencia social de competencia municipal que había Prestaciones Sociales de Carácter Autonómico de la CAIB. A día de hoy hay que actualizar algunas prestaciones del catálogo actual y algunos de los requisitos de acceso para adaptarlos a las necesidades y nuevas situaciones sociales de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;NORMATIVA ACTUAL:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Reglamento de servicios de atención domiciliaria municipal aprobado por Pleno municipal el 25 noviembre 2021 y publicado al &amp;nbsp;BOIB n.º 167 de 4 diciembre 2021.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;MOTIVACIÓN:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Desde el año 2021 a día de hoy se han desplegado servicios de derecho concurrentes de atención domiciliaria desde la Fundación Balear de Dependencia de la CAIB que se solapan con los servicios municipales. Hay que revisar los requisitos y criterios de acceso a los servicios domiciliarios municipales para evitar la doble concurrencia de ambos servicios públicos, evitar duplicidades y ser más eficientes en la prestación municipal priorizando las situaciones de riesgo de personas mayores que no pueden acceder a las prestaciones de derecho de ayuda domiciliaria de la CAIB.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;MOTIVACIÓN: &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;Hay que revisar y actualizar los requisitos de acceso al servicio atendida la detección de nuevos perfiles y necesidades de familias que llegan a Palma sin alternativa habitacional, el colapso de los servicios de acogida y el establecimiento de un nuevo régimen interno que permita un flujo más ágil de entradas y salidas de familias.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
