Aprobar el Plan Normativo municipal del Ayuntamiento de Palma correspondiente al ejercicio 2026 con las siguientes iniciativas reglamentarias:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;I. ÁREA:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Área delegada de Seguridad Ciudadana y Civismo &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;INICIATIVA:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Aprobación del Reglamento de la Agrupación de Voluntariado de Protección Civil de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;NORMATIVA ACTUAL:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; no se dispone de ningún reglamento vigente.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;MOTIVACIÓN:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; El decreto 32/201932/2019, de 10 de mayo, por el que se aprueba el Reglamento del personal voluntario de protección civil de las Illes Balears especifica que la constitución, así como la aprobación de los estatutos de las agrupaciones municipales de protección civil, deben efectuarla los plenos de las corporaciones locales, previo informe de la Comisión de Emer. El pleno municipal de 19 de octubre de 2012 aprobó la creación de la Agrupación de Voluntarios de Protección civil del Ayuntamiento de Palma, pero carece de la regulación de un reglamento interno de la agrupación del voluntariado donde se establezcan su funcionamiento y organización.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;RESPONSABLE:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Área Delegada de Seguridad Ciudadana y Civismo- Servicio Contra Incendios y Salvamentos&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;II.- ÁREA:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Área delegada de Seguridad Ciudadana y Civismo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;INICIATIVA:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Aprobación del Reglamento de depósito y devolución de los objetos perdidos en Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;NORMATIVA ACTUAL:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; no se dispone de ningún reglamento vigente.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;MOTIVACIÓN:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; El Código Civil, en los artículos 615 y siguientes regula el procedimiento a seguir respecto de los objetos perdidos disponiendo que el trovador de un objeto extraviado, cuyo propietario no sea conocido, consignará en poder del Alcalde.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El Área delegada de Seguridad Ciudadana y Civismo es la encargada de la gestión de los bienes abandonados en la vía pública y de los objetos perdidos y no dispone de reglamentación de ordenación de los bienes custodiados.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El reglamento establecerá, entre otros, los procedimientos y organización de la admisión, custodia y entrega de los objetos perdidos y los derechos de los usuarios de la oficina de objetos perdidos&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;RESPONSABLE:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Área Delegada de Seguridad Ciudadana y Civismo- Policía Local.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;III. ÁREA:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Área de Medio Natural, Entornos Saludables, Mercados e Innovación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;INICIATIVA:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Aprobación de la Ordenanza Municipal Sandbox para la experimentación y desarrollo de proyectos innovadores en Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;NORMATIVA ACTUAL:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; (1) Ley 17/2022, de 5 de septiembre, de modificación de la Ley 14/2011, de 1 de junio, de la Ciencia, la Tecnología y la Innovación. (2) Ley 28/2022, de 21 de diciembre, de fomento del ecosistema de empresas emergentes. (3) Agenda Europea de Innovación (5 de julio de 2022). (4) Ley 7/1985, de 2 de abril, reguladora de las bases del régimen local.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;MOTIVACIÓN:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Palma apuesta por la innovación como motor de transformación y competitividad económica La experimentación en entornos reales es clave para validar y desarrollar soluciones innovadoras en sectores estratégicos como la movilidad, la cultura, la energía y la digitalización. La Ordenanza Municipal Sandbox permitirá la utilización de los bienes y servicios municipales para la creación de espacios controlados de prueba, ofreciendo un marco regulador flexible para testar proyectos en condiciones reales bajo supervisión municipal. Se alinea con el Plan Palma Culture &amp;amp; Innovation Bay (PC&amp;amp;IB) y facilitará la colaboración entre administraciones, empresas y universidades, atrayendo inversión y talento. Esta iniciativa convertirá a Palma en un referente en innovación pública, optimizando la prestación de servicios municipales y favoreciendo el desarrollo de tecnologías emergentes, con un impacto positivo en la ciudadanía y la economía local. Se propone su inclusión en el Plan Normativo Municipal para su aprobación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;RESPONSABLE:&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Departamento de Innovación&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. Publicar el acuerdo en el Portal de Transparencia del Ayuntamiento de Palma y en el Boletín Oficinal de las Islas Baleares.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
