&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;1.&amp;nbsp;El 31 de julio de 2023 tuvo entrada en la Dirección General de Economía Circular, Transición Energética y Cambio Climático, un escrito de Palma Pla Sostenible, SL, con NIF B10647675, en el que solicitan la tramitación de la autorización administrativa y la declaración de utilidad pública a efectos de la declaración de interés general del proyecto de un parque fotovoltaico.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;2.&amp;nbsp;El 9 de agosto de 2023 tuvo entrada en esta Dirección General un escrito de Palma Pla Sostenible, SL, con NIF B10647675, en el que aportan el estudio de impacto ambiental simplificado del proyecto.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;3.&amp;nbsp;El 27 de septiembre de 2023, esta Dirección General declaró la admisión a trámite de la solicitud de declaración de utilidad pública a efectos de la declaración de interés general, la autorización administrativa previa y evaluación de impacto ambiental simplificada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;4.&amp;nbsp;El 6 de noviembre de 2023 tuvo entrada en esta Dirección General un escrito de Palma Pla Sostenible, SL, con NIF B10647675, en el que solicitan la tramitación de la evaluación ambiental simplificada y aportan las tasas correspondientes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;5.&amp;nbsp;El 27 de marzo de 2024 tuvo entrada un informe de la técnica municipal de Medio Ambiente del Ayuntamiento de Palma relativo a una comunicación de autorización del Consejo Insular sobre la modificación de acceso de la carretera Ma-3011 en la parcela donde está previsto implementar el PFV Palma Pla Sostenible. El Ayuntamiento de Palma informa que no tiene constancia de que la Dirección General de Economía Circular, Transición Energética y Cambio Climático haya solicitado al Departamento de Planeamiento del Ayuntamiento de Palma un informe en referencia a este parque fotovoltaico. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;6.&amp;nbsp;El 16 de mayo de 2024 el Ayuntamiento de Palma reitera la petición solicitando el informe.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;7.&amp;nbsp;El 19 de junio de 2024 esta Dirección General informa al Ayuntamiento de Palma que aún no se ha realizado la información pública del proyecto.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;8.&amp;nbsp;El 2 de julio de 2024 se iniciaron las consultas a las administraciones afectadas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;9.&amp;nbsp;El 23 de julio de 2024 tuvo entrada un informe favorable con condiciones del Servicio de Transporte y Distribución de Energía y Generación Térmica de la Dirección General de Economía Circular, Transición Energética y Cambio Climático.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;10.&amp;nbsp;El 2 de agosto de 2024 tuvieron entrada dos informes desfavorables del Ayuntamiento de Palma: de los Servicios Técnicos de Planeamiento y de la técnica ambiental de los Servicios Técnicos de Planeamiento.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;11.&amp;nbsp;El 20 de agosto de 2024, se publicó en el BOIB n.º 109 el inicio de la información pública de la tramitación del proyecto por un plazo de treinta días.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;12.&amp;nbsp;El 30 de septiembre de 2024 tuvo entrada un informe favorable con condiciones del Servicio de Ordenación del Territorio del Consejo Insular de Mallorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;13.&amp;nbsp;El 22 de octubre de 2024 tuvo entrada un informe desfavorable del Departamento de Gestión Urbanística el Ayuntamiento de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;14.&amp;nbsp;El 18 de noviembre de 2024 el promotor respondió a los informes desfavorables del Ayuntamiento de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;15.&amp;nbsp;El 25 de marzo de 2025 el promotor respondió a los informes desfavorables del Ayuntamiento de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;16.&amp;nbsp;El 9 de abril de 2024 el promotor aporta, entre otros: un informe de revisión del proyecto de electrificación de e-Distribución, la autorización del Servicio de Patrimonio Histórico del Consejo Insular de Mallorca, un informe favorable de autorización de construcción del parque fotovoltaico y un informe favorable para autorizar las obras de modificación de acceso del parque solar fotovoltaico del Servicio de Explotación y Conservación del Consejo Insular de Mallorca y la autorización de la AESA.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;17. El 24 de abril de 2025 tuvieron entrada tres informes desfavorables del Ayuntamiento de Palma: del Departamento de Gestión Urbanística, del Servicio Jurídico-administrativo de Planeamiento y de la técnica ambiental de los Servicios Técnicos de Planeamiento.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;18.&amp;nbsp;El 20 de mayo de 2025 tuvo entrada un informe desfavorable de los Servicios Técnicos de Planeamiento del Ayuntamiento de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;19. Los técnicos de la Dirección General de Economía Circular, Transición Energética y Cambio Climático han examinado la documentación aportada y han emitido un informe en el que se concluye, sin entrar a valorar técnicamente el proyecto, que se han cumplido todos los trámites requeridos en el procedimiento de autorización administrativa previa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;Fundamentos de derecho&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;1.&amp;nbsp;El Real Decreto 1183/2020, de 29 de diciembre, de acceso y conexión a las redes de transporte y distribución de energía eléctrica.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;1.&amp;nbsp;Otorgar la autorización administrativa previa del parque fotovoltaico PFV Palma Pla Sostenible, promovido por Palma Pla Sostenible, SL, con NIF B10647675, con las siguientes características:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;— Denominación: PFV Palma Pla Sostenible.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;— Situación: polígono 31, parcela 147 de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom: 0px; margin-left: 80px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;— Ocupación territorial de 23.647 m&lt;sup&gt;2&lt;/sup&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom: 0px; margin-left: 80px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;— Línea de evacuación soterrada de 15 kV y de 15 m de longitud desde el centro de maniobra y medida hasta el punto de conexión LMT Ferriol (x: 474.973, y: 4.381.007).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;La instalación se clasifica en el grupo b.1.1, «Instalaciones que únicamente utilizan la radiación solar como energía primaria mediante la tecnología fotovoltaica», de acuerdo con el artículo&amp;nbsp;2 del Real Decreto&amp;nbsp;413/2014.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;2.&amp;nbsp;Informar que esta autorización se concede sin perjuicio de las concesiones y autorizaciones que sean necesarias relativas a las licencias municipales, la ordenación del territorio y el medio ambiente, y a cualesquiera otras motivadas por disposiciones que le sean aplicables.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
