897591 es 2025-12-06 ![CDATA[<p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El director de Universidades, Investigación y Enseñanzas Artísticas Superiores ha formulado la propuesta de resolución siguiente:</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Hechos<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px"> </span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. El día 14 de enero de 2025 se publicó la Resolución del consejero de Educación y Universidades por la cual se convocan ayudas para la formación de personal investigador (FPI) y la formación de personal investigador empresarial (FPI-E), así como subvenciones para tasas académicas (FPI 2024), con cofinanciación del Fondo Social Europeo (FSE +) (BOIB núm.7).</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. Las personas y entidades que figuran en los anexos de esta resolución presentaron una solicitud de subvención en el marco de la convocatoria de ayudas para la formación de personal investigador FPI- FPIE 2024.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. El Servicio Técnico de investigación y desarrollo de la Dirección General de Universidades, Investigación y Enseñanzas Artísticas Superiores en aplicación del procedimiento establecido a la convocatoria han examinado las solicitudes y en los expedientes constan las actas de fechas 1, 15 y 23 de septiembre de 2025, respectivamente, de la Comisión de Selección que han servido de base para las propuestas de resolución descritas en los anexos con la motivación que figura.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Fundamentos de derecho</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. Decreto 10/2025, de 14 de julio, de la presidenta de las Illes Balears, por el que se establecen las competencias y la estructura orgánica básica de las consejerías de la Administración de la Comunidad Autónoma de las Illes Balears.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. Decreto 7/2025, de 11 de julio, de la presidenta de las Illes Balears, de modificación del Decreto 8/2023, de 10 de julio, de la presidenta de las Illes Balears, por el que se determina la composición del Gobierno y se establece la estructura de la Administración de la Comunidad Autónoma de las Illes Balears.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. Texto refundido de la Ley de subvenciones de la Comunidad Autónoma de las Illes Balears, aprobado por el Decreto Legislativo 2/2005, de 28 de diciembre (BOIB núm. 196, de 31 de diciembre).</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">4. Ley 38/2003, de 17 de noviembre, General de subvenciones.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">5. Real Decreto 887/2006, de 21 de julio, por el que se aprueba el Reglamento de la Ley 38/2003, de 17 de noviembre, general de subvenciones.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">6. Decreto 75/2004 de 27 de agosto, de desarrollo de determinados aspectos de la Ley de finanzas y de las leyes de presupuestos generales de la Comunidad Autónoma de las Illes Balears (BOIB núm. 122, de 2 de septiembre).</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">7. Orden de la consejera de Innovación, Interior y Justicia, de 26 de enero de 2010, por la que se establecen las bases reguladoras para la concesión de subvenciones en materia de investigación, desarrollo tecnológico e innovación.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">8. Acuerdo del Consejo de Gobierno de 20 de abril de 2024 en que se aprueba el Plan Estratégico de Subvenciones de la Comunidad Autónoma de las Illes Balears para lo periodo 2024-2026.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">9. Resolución del consejero de Educación y Universidades por la cual se convocan ayudas para la formación de personal investigador (FPI) y la formación de personal investigador empresarial (FPI-E), así como subvenciones para tasas académicas (FPI 2024), con cofinanciación del Fondo Social Europeo (FSE +) (BOIB núm. 7, de 14 de enero de 2025).</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">10. El resto de la normativa económico-financiera y administrativa de aplicación.</span></p> <p style="text-align:center"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Propuesta de resolución</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Propongo al consejero de Educación y Universidades que dicte una resolución en los términos siguientes:</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. Aceptar el desistimiento de las solicitudes de subvención presentadas por los beneficiarios de los expedientes que aparecen en el anexo I para la solicitud en el marco de la convocatoria de ayudas para la formación de personal investigador FPI- FPIE 2024.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. Denegar las solicitudes de subvención presentadas por los beneficiarios de los expedientes que aparecen en los anexos II y III para la solicitud en el marco de la convocatoria de ayudas para la formación de personal investigador FPI- FPIE 2024.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. Excluir del procedimiento las solicitudes de subvención presentadas por las personas de los expedientes que aparecen en el anexo IV para la solicitud en el marco de la convocatoria de ayudas para la formación de personal investigador FPI- FPIE 2024.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">4. Declarar concluido el procedimiento y, por lo tanto, archivar los expedientes.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">5.
