&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: null"&gt;1. El artículo 19 de los estatutos del Consorcio de Recursos Sociosanitarios y Asistenciales de les Illes Balears establece que corresponde al o la gerente dirigir los servicios administrativos del Consorcio, así como organizar y coordinar el funcionamiento y, a la vez, dirigir, impulsar y supervisar la tramitación de las actuaciones necesarias para la consecución de los objetivos que tiene encargados la entidad. De entre las atribuciones específicas de la gerencia, son funciones del o la gerente:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;em&gt;&lt;span style="background-color: null"&gt;i&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color: null"&gt;. Despachar y subscribir los documentos necesarios para gestionar y tramitar de manera ordinaria las actividades del Consorcio, excepto en los casos en que deba de hacerlo el presidente o presidenta.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;em&gt;&lt;span style="background-color: null"&gt;j&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color: null"&gt;. Ordenar y autorizar gastos y pagos dentro de los límites que acuerde la Junta Rectora.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: null"&gt;2. El gerente del Consorcio está de baja laboral desde el día 10 de noviembre de 2025. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: null"&gt;El artículo 18.6 de los estatutos del Consorcio prevén que en el caso que no se disponga de gerencia o que se encuentre vacante o ausente temporalmente, corresponde a la presidencia de la Junta Rectora cumplir y asumir la totalidad de las funciones y las responsabilidades de la gerencia.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: null"&gt;3. La presidencia del Consorcio recae en la persona titular de la consejería competente en servicios sociales. Esta asume un elevado número de competencias, lo que supone un elevado número de expedientes que ha de tramitar. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: null"&gt;Este hecho aconseja con la finalidad de conseguir una mayor celeridad y eficacia en la tramitación de los expedientes administrativos y por razones de eficacia y eficiencia administrativa y en aplicación del artículo 31 de la Ley 3/2003, de 26 de marzo, del régimen jurídico de la Administración de la CAIB delegar la firma de los actos y documentos necesarios para gestionar y tramitar de manera ordinaria las actividades del Consorcio, en el Órgano administrativo dependiente como puede ser la Directora General de Bienestar Social y que es miembro de la Junta Rectora. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="background-color: null"&gt;Fundamentos de derecho&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: null"&gt;1. El artículo 31 de la Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears establece que los titulares de los Órganos administrativos pueden delegar en los titulares de los órganos o de las unidades administrativas dependientes la firma de las resoluciones y de los actos administrativos en materias de la competencia que tienen atribuida per cualquier título, a excepción de los supuestos indelegables que establece esta Ley.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: null"&gt;2. El artículo 12.2 de la Ley 40/2015, de régimen jurídico del sector público, establece que la delegación de firma no altera la competencia del Órgano delegante, y para que sea válida no es necesario publicarla. No obstante, se considera oportuno publicarla en el&amp;nbsp;&lt;/span&gt;&lt;em&gt;&lt;span style="background-color: null"&gt;Boletín Oficial de las Illes Balears.&lt;/span&gt;&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: null"&gt;Por todo ello, dicto la siguiente&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="text-align: center"&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="background-color: null"&gt;Resolución&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: null"&gt;1. Delegar en la persona titular de la Dirección General de Bienestar Social la firma de la presidenta del Consorcio de los actos y de los documentos establecidos en los puntos &lt;/span&gt;&lt;em&gt;&lt;span style="background-color: null"&gt;i&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color: null"&gt; y &lt;/span&gt;&lt;em&gt;&lt;span style="background-color: null"&gt;j&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color: null"&gt; del artículo 19 de los estatutos del Consorcio de Recursos Sociosanitarios y Asistenciales de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: null"&gt;Esta delegación estará vigente mientras el gerente del Consorcio esté en situación de baja laboral.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: null"&gt;2. Disponer que esta Resolución tenga efectos a partir del mismo día de la firma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="color: rgb(0, 0, 0)"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: null"&gt;3. Publicar esta Resolución en el &lt;/span&gt;&lt;em&gt;&lt;span style="background-color: null"&gt;Boletín Oficial de las Illes Balears&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color: null"&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
