&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Mediante el Decreto 12/2023, de 10 de julio, de la presidenta de les Illes Balears, por el que se determina la composición del Gobierno y se establece la estructura de la Administración de la Comunidad Autónoma de las Illes Balears, el Instituto de Estudios Baleáricos (IEB) se adscribe a la Consejería de Turismo, Cultura y Deportes. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;Por otro lado, &lt;span style="color:#00000a"&gt;el artículo 8 d&lt;/span&gt;el Decreto &lt;span style="color:#00000a"&gt;48/2018, de 21 de diciembre, por el &lt;/span&gt;&lt;span style="color:#00000a"&gt;que&lt;/span&gt;&lt;span style="color:#00000a"&gt; se aprueban los Estatutos del Instituto de Estudios Baleáricos,&lt;/span&gt;&lt;span style="color:#00000a"&gt; &lt;/span&gt;&lt;span style="color:#00000a"&gt;modificado p&lt;/span&gt;&lt;span style="color:#00000a"&gt;or &lt;/span&gt;&lt;span style="color:#00000a"&gt;e&lt;/span&gt;&lt;span style="color:#00000a"&gt;l&lt;/span&gt;&lt;span style="color:#00000a"&gt; Decreto 77/2023, de 1 de septiembre, &lt;/span&gt;&lt;span style="color:#00000a"&gt;establece&lt;/span&gt;&lt;span style="color:#00000a"&gt; los órganos que integran el ente,&lt;/span&gt;&lt;span style="color:#00000a"&gt; &lt;/span&gt;&lt;span style="color:#00000a"&gt;entre&lt;/span&gt;&lt;span style="color:#00000a"&gt; &lt;/span&gt;&lt;span style="color:#00000a"&gt;los cuales&lt;/span&gt;&lt;span style="color:#00000a"&gt; &lt;/span&gt;&lt;span style="color:#00000a"&gt;se&lt;/span&gt;&lt;span style="color:#00000a"&gt; &lt;/span&gt;&lt;span style="color:#00000a"&gt;encuentran el&lt;/span&gt;&lt;span style="color:#00000a"&gt; &lt;/span&gt;&lt;span style="color:#00000a"&gt;presidente,&lt;/span&gt;&lt;span style="color:#00000a"&gt; &lt;/span&gt;&lt;span style="color:#00000a"&gt;el&lt;/span&gt;&lt;span style="color:#00000a"&gt; &lt;/span&gt;&lt;span style="color:#00000a"&gt;director &lt;/span&gt;&lt;span style="color:#00000a"&gt;y el director adjunto.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;El artículo 17 de los Estatutos &lt;/span&gt;&lt;span style="color:#00000a"&gt;prevé que el director &lt;/span&gt;&lt;span style="color:#00000a"&gt;adjunto &lt;/span&gt;&lt;span style="color:#00000a"&gt;p&lt;/span&gt;&lt;span style="color:#00000a"&gt;uede&lt;/span&gt;&lt;span style="color:#00000a"&gt; ejercer aquellas funciones que, tanto el Conse&lt;/span&gt;&lt;span style="color:#00000a"&gt;jo&lt;/span&gt;&lt;span style="color:#00000a"&gt; de Dirección, como el presidente &lt;/span&gt;&lt;span style="color:#00000a"&gt;o el director&lt;/span&gt;&lt;span style="color:#00000a"&gt;, &lt;/span&gt;&lt;span style="color:#00000a"&gt;le encomienden&lt;/span&gt;&lt;span style="color:#00000a"&gt; &lt;/span&gt;&lt;span style="color:#00000a"&gt;expresamente&lt;/span&gt;&lt;span style="color:#00000a"&gt; &lt;/span&gt;&lt;span style="color:#00000a"&gt;o &lt;/span&gt;&lt;span style="color:#00000a"&gt;le&lt;/span&gt;&lt;span style="color:#00000a"&gt; &lt;/span&gt;&lt;span style="color:#00000a"&gt;deleg&lt;/span&gt;&lt;span style="color:#00000a"&gt;ue&lt;/span&gt;&lt;span style="color:#00000a"&gt;n&lt;/span&gt;&lt;span style="color:#00000a"&gt;, &lt;/span&gt;&lt;span style="color:#00000a"&gt;en el ámbito de sus competencias respectivas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;La Administración de la Comunidad Autónoma debe actuar de acuerdo con el principio constitucional de eficacia (art. 103.2 CE) y, por lo tanto, es aconsejable delegar en el director adjunto del IEB el ejercicio de determinadas competencias propias del director, para agilizar las actuaciones del IEB .&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;Atendiendo a este principio, y de acuerdo con los artículos 25 y 31 de la Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears sobre delegación de competencias, dicto la siguiente&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;strong&gt;Resolución&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;1. Delegar en el director adjunto la función de realizar los gastos y atender los pagos sin más límites que los establecidos por la normativa vigente.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;2. Delegar en el director adjunto la función de ejercer de jefe de personal del IEB. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3. Publicar esta Resolución en el &lt;/span&gt;&lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt;&lt;em&gt; &lt;/em&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;4. Disponer que esta Resolución sea efectiva desde el día en que se publique en el &lt;/span&gt;&lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;.&lt;/span&gt;&lt;/p&gt;
