    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Desde la Alcaldía del Ayuntamiento de Es Mercadal, a 14 de mayo de 2025, se ha dictado la resolución de alcaldía núm. 607 sobre los horarios y prestaciones del servicio de la zona azul, que dice:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;«El Ayuntamiento de Es Mercadal tiene atribuidas las competencias de tráfico, estacionamiento de vehículos y movilidad de conformidad con el artículo 25.2.g) de la Ley 7/1985, Reguladora de las Bases del Régimen Local (LRBRL).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Añade el artículo 25.3 de la LRBRL que las competencias municipales en las materias enunciadas en el apartado 2 se determinarán por Ley, y se deberá evaluar la conveniencia de la implantación de los servicios locales de acuerdo con los principios de descentralización, eficiencia, estabilidad y sostenibilidad financiera.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El art. 7 del Real Decreto Legislativo 6/2015, de 30 de octubre, que aprueba el Texto Refundido de la Ley sobre Tráfico, Circulación de Vehículos a Motor y Seguridad Vial (TRLT), prevé que será competencia de los municipios la regulación mediante ordenanza municipal de la circulación y del uso de las vías urbanas, haciendo compatible la distribución equitativa de los aparcamientos entre todos los usuarios con la necesaria fluidez del tráfico rodado y con el uso peatonal de las calles, así como el establecimiento de medidas de estacionamiento limitado para garantizar la rotación de los aparcamientos, prestando especial atención a las necesidades de las personas con discapacidad con movilidad reducida que utilizan vehículos, con la finalidad de favorecer su integración social (letra b).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Además, en Es Mercadal, en materia de regulación del estacionamiento, se dispone de las siguientes ordenanzas:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1.- Ordenanza de circulación del Excelentísimo Ayuntamiento de Es Mercadal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2.- Ordenanza de circulación reguladora del servicio público de vigilancia en zonas de aparcamiento de vehículos sujetas a control horario regulado por parquímetros.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;De acuerdo con esta última ordenanza municipal de circulación, reguladora del servicio público de vigilancia en zonas de aparcamiento de vehículos sujetas a control horario regulado por parquímetros, se dispone en el artículo 2 lo siguiente:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;“El objeto de la presente ordenanza es regular el servicio público de vigilancia del aparcamiento de vehículos en las vías públicas, mediante el establecimiento de medidas de estacionamiento limitado, con el fin de garantizar la dotación de estacionamientos, y medidas correctoras en las zonas limitadas, incluyendo la retirada o inmovilización del vehículo en la forma y supuestos que se señalan en esta ordenanza.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El servicio público de estacionamiento limitado se prestará mediante control horario regulado por aparatos automáticos expendedores de tiques (parquímetros).”&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Por otra parte, el anexo de esta misma ordenanza dispone que el servicio de estacionamiento limitado se establece en las siguientes vías:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Calle Nou&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Plaza Constitución&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Calle Doctor Llansó (hasta la intersección con la calle de s'Era Vella)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Calle General Albertí (hasta la intersección con la de la Mirada del Toro)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Avenida Mestre Garí (hasta la intersección con la calle Doctor Fleming)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Calle Enmig&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Debido al elevado número y constante crecimiento de vehículos en el municipio, se están generando una serie de problemas de diversa índole, entre los que cabe destacar la necesidad de equilibrar el uso de las vías y calles del municipio que, como espacio limitado en el que confluyen usos de distintos operadores, debe ser necesariamente racionalizado.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Este uso intensivo de las vías públicas exige establecer mecanismos dirigidos, por un lado, a implantar dotaciones de aparcamiento que el sector privado, por distintos motivos, no establece suficientemente, y por otro, a racionalizar y reequilibrar el uso de las calles por parte de los conductores que estacionan en aquellas zonas donde el comercio y los servicios se configuran como un “centro de atracción”.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;La experiencia de los últimos años acredita que el sistema de aparcamiento regulado, temporal y con pago posible mediante la instalación de parquímetros (zonas azules), en determinadas zonas del municipio, conlleva una mayor movilidad en el estacionamiento de los vehículos y una reducción del número que permanece aparcado durante largos periodos de tiempo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Por tanto, la voluntad municipal es controlar este servicio de zonas azules a los efectos de dar más agilidad, facilidad y rotación al acceso al estacionamiento de vehículos en zonas determinadas del municipio.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Considerando que el Ayuntamiento, mediante Decreto de Alcaldía, podrá modificar la relación enunciativa de las ordenanzas referenciadas, así como el número de plazas de estacionamiento limitado, basándose en criterios de ordenación racional del tráfico y de distribución de reservas de servicios públicos, personas con discapacidad y carga y descarga, entre otros, cuando las circunstancias así lo aconsejen.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;De acuerdo con el informe del subinspector jefe de la Policía Local de Es Mercadal, con fecha de 12 de mayo de 2025, que consta en el expediente, los horarios y prestaciones de los servicios de inspección y control de las zonas de estacionamiento regulado de vehículos, denominadas zona azul, en varias calles del municipio de Es Mercadal, durante el año 2025 deberían ser los que se transcriben de su informe:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Calles afectadas por la zona azul:&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;SEGUNDO.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;– Ampliar el horario y la zona de aparcamientos regulados (zona azul) a partir del día 1 de junio hasta el 30 de septiembre de 2025, de lunes a viernes de 9:00 h a 13:00 h y de 17:00 h a 20:30 h; sábados de 9:00 h a 13:00 h, y domingos y festivos: gratuito, según especifica el artículo 7 de la ordenanza municipal de circulación reguladora del servicio público de vigilancia en zonas de aparcamiento de vehículos sujetos a control horario regulado por parquímetros.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;TERCERO.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;– Establecer como calles en las que se llevará a cabo el aparcamiento regulado como zona azul las siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Las calles afectadas son:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Calle Doctor Llansó (desde el inicio hasta el cruce con la calle s'Era Vella)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Calle Mestre Garí (desde la Plaza General Galbis hasta el cruce con la calle Fleming)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Calle Metge Camps (desde la Plaza General Galbis hasta la calle Lepant)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Calle Pla de ses Eres (desde la calle Carnisseries a calle Tramuntana hasta la altura del cruce con la calle de Baix)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;CUARTO.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;– Comunicar este acuerdo al jefe de la Policía Local de Es Mercadal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;​​​​​​​&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;QUINTO.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;– Publicar esta resolución en el Boletín Oficial de las Islas Baleares."&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
