2025-03-13 13866 166970 CAIB es 13870 ![CDATA[<p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%"><strong>Antecedentes</strong></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">El Estatuto de Autonomía de las Islas Baleares atribuye a la Comunidad Autónoma competencias exclusivas en actividades recreativas en aguas interiores, en el transporte marítimo interinsular, en la gestión del dominio público marítimo-terrestre, pesca y salvamento marítimo. También atribuye a la Comunidad Autónoma competencia exclusiva en materia de juventud y la aplicación de políticas, planes y programas destinados a los jóvenes. Igualmente tiene las competencias exclusivas en materia de deporte y ocio, y el fomento, planificación y coordinación de actividades deportivas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">En virtud de todo esto, haciendo uso de las competencias que la Comunidad Autónoma ejerce mediante la Consejería del Mar y del Ciclo del Agua en la gestión del dominio público marítimo-terrestre, la gestión de los puertos y de la náutica recreativa, la intervención administrativa en materia de navegación o titulaciones náuticas deportivas, se considera adecuado la creación del programa «Semana Azul de las Islas Baleares».</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">La importancia y la influencia del entorno marino y del mar Mediterráneo en el archipiélago de las Islas Baleares y en sus residentes y visitantes es innegable, tanto desde un punto de vista turístico y económico como desde un punto de vista medioambiental, recreativo y deportivo. Se considera necesario e interesante ofrecer a los jóvenes la posibilidad, a través de la práctica, de poder conocer y familiarizarse con el mundo náutico y el entorno marino, y del litoral de nuestras islas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Mediante la «Semana Azul de las Islas Baleares» se pretende acercar a los jóvenes al entorno marino con la realización de actividades que permitan fomentar el respeto, la preservación del medio y del ecosistema. Desde el Gobierno de las Islas Baleares se quiere promocionar, entre los jóvenes en edad escolar, el contacto y disfrute del entorno marino, fomentar la autonomía en la práctica de los deportes náuticos introducirlos en la práctica de la navegación.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Por otro lado, la Comunidad Autónoma es un archipiélago donde la industria náutica y el sector náutico tienen un papel importante en la economía. Las Islas Baleares son internacionalmente conocidas por ser un excelente destino náutico, pero también por las empresas de mantenimiento y reparación especializadas en el sector, por las empresas destinadas al turismo náutico, por las escuelas dedicadas al deporte náutico y por los clubes náuticos. Por todo esto, se entiende adecuada la participación de este sector en la organización y desarrollo de la «Semana Azul».</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Desde el Gobierno de las Islas Baleares, con la intención de favorecer el contacto de los jóvenes en edad escolar con el entorno marino y potenciar la práctica de los deportes náuticos, se ha creado la «I Semana Azul de las Islas Baleares».</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Por todo esto, dicto la siguiente</span></span></p> <p style="text-align:center"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%"><strong>Resolución</strong></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">1. Crear el programa de actividades náuticas denominado «I Semana Azul de las Islas Baleares», dirigido al aprendizaje y difusión de los deportes náuticos y al conocimiento, conservación y respeto del medio marino, destinado a los alumnos de quinto y sexto de educación primaria de los centros educativos sostenidos con fondos públicos de las Islas Baleares.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">2. Aprobar las bases que deben regir el programa de la «I Semana Azul de las Islas Baleares» y que se adjuntan como anexo a esta Resolución.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">3. Reservar a la Consejería del Mar y del Ciclo del Agua el derecho a modificar la oferta y el programa de actividades y adaptarlo a las necesidades que puedan surgir. Prever que se podrán incorporar nuevas entidades en las que desarrollar las actividades, así como suspender alguna de las actividades ofrecidas, si circunstancias de cualquier tipo imposibilitan o ponen en riesgo el normal desarrollo.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">4. Objeto</strong></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">La organización de la «I Semana Azul de las Islas Baleares» tiene como objetivo introducir a los jóvenes de nuestras islas en la práctica de los deportes náuticos y en el conocimiento del medio marino. Además, pretende promover la educación ambiental, favorecer la práctica de la cultura náutica desde jóvenes, y fomentar un estilo de vida saludable. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Con la «I Semana Azul de las Islas Baleares» se da a conocer a los jóvenes la oferta náutica de nuestro archipiélago para fomentar la conexión con el entorno natural y posibilitar la participación de niños y jóvenes de diferentes entornos sociales.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%"><strong>2. Participantes</strong></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">La «I Semana Azul de las Islas Baleares» se dirige a los alumnos de quinto y sexto de educación primaria de todos los centros educativos sostenidos con fondos públicos. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Los centros educativos interesados en participar en el programa deben inscribir a los grupos mediante el cuestionario que la Consejería de Educación y Universidades ofrecerá en el programa de gestión académica GestIB. Cada grupo participante debe contar al menos con un docente responsable.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">2.1. Requisitos que deben cumplir los alumnos participantes:</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">- Formar parte de un grupo de quinto o sexto de educación primaria.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">- Saber nadar correctamente.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">- No presentar contraindicaciones médico-sanitarias para la práctica de las actividades náuticas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Los centros escolares deben informar a la entidad organizadora de la actividad de la participación de alumnos con necesidades especiales, los cuales deben asistir con el acompañamiento apropiado. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">2.2. Obligaciones de los participantes:</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Los alumnos y los docentes participantes son los responsables del buen uso de las instalaciones y del material, y deben abonar, si procede, el coste de los daños que se produzcan por negligencia o mal uso. </span></span></p> <div style="page-break-after:always"><span style="display:none">&nbsp;</span></div> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%"><strong>3. Actividades</strong></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">El programa se desarrollará durante la semana del 5 al 9 de mayo de 2025 en las instalaciones de las entidades adheridas a la «I Semana Azul de las Islas Baleares». Las actividades que se llevarán a cabo durante cada día en las entidades adheridas son las siguientes: </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">3.1. Actividad náutica.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">​​​​​​​</span></span><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Se desarrollarán actividades en el mar como vela, piragua o kayak. En función de la entidad adherida se podrá practicar una o más de estas actividades. Las entidades adheridas deben disponer de todo el material necesario y de monitores que expliquen el funcionamiento básico de las actividades que ofrecen. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">3.2. Talleres</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Se llevarán a cabo talleres teóricos, que podrán ser de carácter medioambiental (para concienciar a los jóvenes sobre el impacto de la contaminación en los ecosistemas marinos), talleres náuticos (para introducir conceptos básicos de navegación, seguridad en el mar, etc.) y talleres de nudos (para manifestar la importancia de los nudos en la navegación) con actividad práctica para el aprendizaje de los nudos as de guía, ocho y llano. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">3.3. font-size:12px"><span style="line-height:115%">4.2 Actualización de la oferta</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">En la página web de la Dirección General de Puertos y Transporte Marítimo (www.caib.es/sites/transportmaritim) deberá haber un apartado dedicado al programa «I Semana Azul de las Islas Baleares» en el que los centros participantes o aquellas personas interesadas puedan consultar toda la información actualizada.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">4.3 Las entidades adheridas deben respetar los precios de las actividades acordados en el marco de este programa y deben gestionar el cobro directamente con los centros educativos.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Las entidades adheridas deben adaptar las actividades para los alumnos con discapacidad.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Las entidades adheridas al programa deben colocar en la entrada del recinto, de forma visible, la banderola que suministrará la Consejería del Mar y del Ciclo del Agua con información sobre el programa.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">4.4 Los centros educativos que participen en el Programa deben inscribir directamente a los alumnos en las actividades y recoger el preceptivo consentimiento de los padres o tutores.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Los centros educativos deben organizar el transporte de ida y vuelta de los alumnos hasta la instalación en la que se realice la actividad.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">También deben aportar el personal docente de apoyo y coordinación necesario durante el desarrollo de la actividad.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%"><strong>5. Solicitudes para la participación en la «I Semana Azul de las Islas Baleares» </strong></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Mediante la aplicación para la gestión educativa de las Islas Baleares (GestIB) se pondrá a disposición de todos los centros educativos el formulario para la solicitud de participación en la «I Semana Azul de las Islas Baleares», por un plazo mínimo de 10 días.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">En el caso de que se registren más peticiones que las plazas disponibles, se priorizará el orden de entrada en el GESTIB de las peticiones de participación. No obstante, se procurará reubicar en otro día o entidad, de acuerdo con la disponibilidad de plazas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">A medida que se vayan formalizando las solicitudes, los centros recibirán, con una antelación mínima de 15 días, la confirmación del día, entidad y plazas asignadas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%"><strong>6. Precios </strong></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">La Consejería del Mar y del Ciclo del Agua asumirá el coste de la actividad. Por ello, la participación de los alumnos en las actividades que integran la «I Semana Azul de las Islas Baleares» será gratuita.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%">Los participantes solo deberán abonar el importe correspondiente al desplazamiento, de ida y vuelta, desde el centro educativo hasta la instalación de la entidad náutica.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:115%"><strong>7.
