&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;En el BOIB número 132, de 8 de octubre de 2024, se publicó la Resolución del consejero de Educación y Universidades de día 1 de octubre de 2024 que abrió la convocatoria anual para solicitar la consolidación personal parcial del complemento retributivo específico por el ejercicio del cargo de director en los centros docentes públicos de las Illes Balears&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;Fundamentos de derecho&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;1. El artículo 139 de la Ley Orgánica 2/2006, de 3 de mayo, de educación, (BOE&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;núm. 136, de 4 de mayo), modificada por la Ley Orgánica 3/2020, de 29 de diciembre de 2020, por la que se modifica la Ley Orgánica 2/2006, de 3 de mayo, de educación (BOE núm. 340, de 30 de diciembre).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;2. El Decreto 81/2004, de día 17 de septiembre, (BOIB núm. 134, de 25 de septiembre), modificado por el Decreto 136/2007, de 31 de octubre, que regula la consolidación personal parcial del complemento retributivo específico por el ejercicio del cargo de director en los centros docentes públicos de las Illes Balears, establece en el artículo 11 que:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;em&gt;1. La ponderación de los requisitos y de los méritos de los aspirantes es competencia de una comisión específica, denominada la Comisión de Valoración, que ha de elevar al consejero de Educación y Cultura la propuesta de resolución de reconocimiento, en su caso, de la consolidación del complemento retributivo al que hace referencia este Decreto.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El artículo 11. 2. determina la composición de la comisión y la necesidad de designación por el consejero de Educación y Universidades en cada convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;3. El Decreto 1/2024, de 4 de enero, de la presidenta de las Illes Balears, por el que se modifica el Decreto 12/2023, de 10 de julio de la presidenta de las Illes Balears, por el que se establecen las competencias y la estructura orgánica básica de las consejerías de la Administración de la Comunidad Autónoma de las Illes Balears, modificado por el Decreto 16/2023,&amp;nbsp; de 20 de julio, y por el Decreto 17/2023, de 23 de agosto, atribuye a la Dirección General de Personal Docente y Centros Concertados de la Consejería de Educación y Universidades, entre otras competencias, la ordenación y la gestión del personal docente.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Por todo esto, dicto la siguiente&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="text-align: center"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;Resolución&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;1. Designar la Comisión de Valoración de la convocatoria anual abierta para solicitar la consolidación personal parcial del complemento retributivo específico por el ejercicio del cargo de director que estará formada por:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;a) El señor Víctor Garcia Serra, por delegación del director general de Personal Docente y Centros Concertados, que ha de actuar como presidente.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;b) Vocal 1. La señora Antònia Enriqueta Obrador Bennasar, por delegación de la directora general de Planificación y Gesitón Educativas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;c) Vocal 2. La señora Catalina Mas Homar, por delegación del jefe del Departamento de Inspección Educativa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;d) Vocal 3. El señor Andrés Peñuela Foronda, director del CEIP Son Canals.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;e) Vocal 4. La señora Ana María Gayá Bosch, directora del IES Emili Darder.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;f) El señor Felipe Pérez Crespo, funcionario de la Dirección General de Personal Docente y Centros Concertados, que ha de actuar como secretario de la Comisión, con voz, pero sin voto.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;g) Un representante de cada una de las organizaciones sindicales presentes en la Mesa Sectorial de Educación, que han de actuar como miembros de la Comisión, con voz, pero sin voto:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;Interposición de recursos&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Contra esta Resolución, que agota la vía administrativa, se puede interponer un recurso potestativo de reposición ante el Consejero de Educación y Universidades&amp;nbsp; en el plazo de un mes a partir del día siguiente de haberse publicado, de acuerdo con los artículos 123 y 124 de la Ley 39/2015, de 1 de octubre, del Procedimiento Administrativo Común de las Administraciones Públicas, y el artículo 57 de la Ley 3/2003, de 26 de marzo, de Régimen Jurídico de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;También se puede interponer directamente un recurso contencioso administrativo ante el Juzgado Contencioso Administrativo de Palma en el plazo de dos meses a partir del día siguiente de haberse publicado esta Resolución, de acuerdo con los artículos 8 y 46 de la Ley 29/1998, de 13 de julio, Reguladora de la Jurisdicción Contenciosa Administrativa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
