&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Realizada la tramitación legalmente establecida&amp;nbsp;se&amp;nbsp;propone&amp;nbsp;al Pleno de la Corporación&amp;nbsp;previo&amp;nbsp;Dictamen de la Comisión Informativa correspondiente&amp;nbsp;la adopcinó del siguiente,&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="text-align: center"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;ACUERDO&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;PRIMERO. &lt;/strong&gt;Aprobar inicialmente el Reglamento de uso de los vehículos para&amp;nbsp;las asociaciones de Capdepera con el siguiente literal:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="text-align: center"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;REGLAMENTO&amp;nbsp;DE USO DEL VEHÍCULO&amp;nbsp;PARA&amp;nbsp;LAS ASOCIACIONES DE CAPDEPERA&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Desde el Ayuntamiento de Capdepera se apoya a las asociaciones del municipio dadas de alta en el Registro de asociaciones del GOIB a través de la cesión de recursos para la realización de las actividades que organizan, abiertas a la participación de la ciudadanía en general.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Con el objetivo de continuar apoyando el tejido asociativo del municipio ofrecemos a las asociaciones una furgoneta para el traslado del material que necesitan para la organización de sus actividades cívicas, sociales, culturales y de ocio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El Ayuntamiento se hace cargo de su gestión y de los gastos asociados (mantenimiento, seguros...), mientras que las asociaciones, en tanto que usuarias y beneficiarias del vehículo, se encargan del combustible.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;1. Objeto &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El presente reglamento tiene por objeto la regulación de las condiciones de uso del vehículo tipo furgoneta que se cede a las asociaciones de Capdepera, con el fin de obtener una óptima utilización y conservación del mismo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;2. Beneficiarios &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Podrán solicitar la utilización de este vehículo las asociaciones inscritas en el Registro de asociaciones del GOIB.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;3. Solicitudes &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Los interesados ​​tendrán que hacer la solicitud correspondiente a través del registro del Ayuntamiento, como mínimo, siete días antes de la fecha de celebración de la actividad que determina la necesidad del vehículo. En la solicitud, que debe ir firmada por la persona representante de la asociación y la persona que conducirá el vehículo, será necesario identificar al/a la conductor/a y adjuntar una fotocopia de su carnet de conducir.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El conductor o conductores serán sólo los que se hagan constar en la solicitud y tendrán que ser mayores de 25 años y tener una experiencia mínima en la conducción de un año.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Las solicitudes serán atendidas equitativamente y siguiendo el orden cronológico de entrada en el Registro del Ayuntamiento.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;4. Causas de denegación de las solicitudes presentadas &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Se podrán denegar las solicitudes en los siguientes casos:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;a) Actividades incompatibles con el interés municipal y los intereses generales.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;b) Actividades susceptibles de producir deterioro del vehículo objeto de cesión.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;c) Actividades susceptibles de producir insalubridad y molestias (ruidos, olores...).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;d) En caso de que el interesado no se haya responsabilizado de los daños que se hubiesen podido producir negligentemente en el vehículo cedido en anteriores ocasiones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;5. Finalidades a las que se destina el vehículo &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El vehículo se utilizará para fines que tengan que ver con la asociación. En la solicitud la asociación debe describir la actividad concreta para la que se destinará el vehículo. El Ayuntamiento podrá pedir la documentación que crea oportuna para que la asociación acredite que el uso para el que se ha realizado la solicitud sea realmente el que se ha llevado a cabo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;6. Recogida del vehículo &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Las llaves y el vehículo se podrán pasar a recoger y devolver a las instalaciones de la Brigada municipal de Capdepera todos los días laborables de 8 a 13 h o en las dependencias policiales. En este caso, o bien cuando se deba devolver o recoger el vehículo en otro horario, deberá avisarse previamente.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;En el momento de la recogida la persona que conducirá debe cumplimentar una ficha sobre la cesión del vehículo. Esta ficha la acabará de cumplimentar el personal municipal del Depósito, una vez devuelto el vehículo y después de comprobarlo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El vehículo será revisado en el momento de cederlo y en el momento de devolverlo, para identificar así cualquier incidente y determinar así su responsabilidad. El personal municipal anotará cualquier incidencia en la ficha.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;También se revisará que el vehículo se devuelva con el depósito tal y como se recibió y se realizará una comprobación entre los kilómetros iniciales, recogidos en la ficha, y los recorridos finalmente por el vehículo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;7. Compromisos de los beneficiarios &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Las asociaciones beneficiarias del vehículo asumen los siguientes compromisos cada vez que los hagan uso:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;• La entidad no puede ceder a terceros, total o parcialmente, el vehículo objeto de cesión ni cobrar ningún importe ni tasa para utilización del vehículo entre sus usuarios.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;• La entidad solicitante debe devolver el vehículo con el mismo nivel de combustible que lo recibió a la hora de recogerlo y en el mismo estado en que fue entregado (el solicitante responderá de los daños ocasionados negligentemente en el vehículo cedido).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;• La entidad solicitante se compromete a realizar una conducción respetuosa y unos usos razonables del vehículo, respetando la normativa vigente en materia de circulación vial y pagará, en su caso, aquellas sanciones o desperfectos derivados de un uso no adecuado del vehículo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;• En caso de que surja cualquier anomalía, incidencia o problema habrá que comunicarlo al Ayuntamiento de Capdepera.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;• La entidad recogerá y dejará el vehículo en el sitio que el Ayuntamiento determine. Si no se indica lo contrario, será necesario pasar a recoger el vehículo y entregarlo a las instalaciones de la Brigada municipal.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;8. Seguro &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El vehículo está asegurado a nombre del Ajuntament de Capdepera. Los gastos generados por daños producidos en el vehículo por conducción negligente irán a cargo de la asociación solicitante. Las asociaciones, en tanto que entes con personalidad jurídica, serán las responsables del vehículo cuando se les autorice su uso.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;9. Limitaciones &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Para facilitar la cesión del vehículo al máximo número de entidades y hacer equitativa su utilización, creemos conveniente añadir a esta normativa algunas limitaciones de uso:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;1. El vehículo no podrá utilizarse más de dos días consecutivos. No obstante, en caso de que nadie solicite su uso, se podrá utilizar dos días consecutivos más haciendo una nueva solicitud por escrito al Ayuntamiento pidiendo su prórroga.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;2. El vehículo no podrá ser utilizado para programaciones periódicas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;3. Se trata de un vehículo de tres plazas (conductor/a y dos acompañantes). La zona de carga del vehículo no podrá ser utilizada para transportar a personas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;4. Se trata de un vehículo industrial (furgón), no de un turismo. Por tanto, hay que tener en cuenta los límites de velocidad que establecen las normas de circulación para este tipo de vehículos:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 80px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;• En autopistas y autovías: velocidad máxima de 90 kilómetros por hora.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 80px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;• En carreteras convencionales que tengan un arcén pavimentado de 1,50 metros o más de ancho: velocidad máxima de 80 kilómetros por hora.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 80px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;• En el resto de vías interurbanas: velocidad máxima de 70 kilómetros por hora.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;DISPOSICIÓN FINAL &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Este reglamento no entrará en vigor hasta que no se haya publicado íntegramente en el Boletín Oficial de las Illes Balears y hasta que no hayan transcurrido quince días hábiles desde la recepción de la norma por parte de las administraciones autonómica y estatal, dado los arts&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&amp;nbsp;103 y 113 de la Ley 20/2006, de 15 de diciembre, municipal y de régimen local de las islas Baleares.»&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;SEGUNDO.&lt;/strong&gt; Someter el proyecto de reglamento a un período de información pública, por el plazo de treinta días, mediante anuncio anuncio en el Boletín Oficial de las Illes Balears y en el tablón de anuncios de la Corporación, a fin de que la vecindad y las personas legítimamente interesadas puedan examinar el expediente y formular reclamaciones, reparos u observaciones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;De no presentarse reclamaciones o sugerencias en el citado plazo, se considerará aprobada definitivamente sin necesidad de acuerdo expreso por el Pleno.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Simultáneamente, publicar el texto de Reglamento en el portal web del Ayuntamiento [http://ajcapdepera.sedelectronica.es] con el fin de dar audiencia a los ciudadanos afectados y recaudar cuantas aportaciones adicionales puedan realizarse por otras personas o entidades.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;TERCERO&lt;/strong&gt;. Conceder audiencia previa a las asociaciones vecinales y de defensa de las personas consumidoras y usuarias establecidas en su ámbito territorial que estén inscritas en el registro municipal de asociaciones vecinales y cuyas finalidades guarden relación directa al objeto de la disposición.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;CUARTO.&lt;/strong&gt; Facultar a Dª. Alcaldesa para suscribir y firmar toda clase de documentos relacionados con este asunto.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
