&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Por acuerdo de la Junta de Gobierno núm. JGL_20240724_01_009, de 24 de julio de 2024, se ha dispuesto lo siguiente:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;PRIMERO.- APROBAR &lt;/strong&gt;el Plan Estratégico de Subvenciones del Área de Personas Mayores e Interculturalidad para los ejercicios 2024, 2025 y 2026.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;SEGUNDO.- PUBLICAR&lt;/strong&gt; el Plan Estratégico de Subvenciones del Área de Personas Mayores e Interculturalidad para los ejercicios 2024, 2025 y 2026 este Acuerdo en el BOIB, en la BDNS y en la web de este Ayuntamiento.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;TERCERO.- DEJAR SIN EFECTOS&lt;/strong&gt; el Plan Estratégico de Subvenciones del Área de Justicia Social, Feminismo y LGTBI para los ejercicios 2023, 2024 y 2025 aprobado por acuerdo de la Junta de Gobierno de día 24 de mayo de 2023 (Núm. de acuerdo: JGL_20230524_01_024).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;PLAN ESTRATÉGICO DE SUBVENCIONES 2024 A 2026 DEL ÁREA DE PERSONAS MAYORES E INTERCULTURALIDAD&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="color:black"&gt;1. INTRODUCCIÓN&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;De acuerdo con los principios de eficacia y transparencia, que entre otros, deben regir la actividad subvencional, la Ley 38/2003, de 17 de noviembre, general de subvenciones, establece la necesidad de elaborar un plan estratégico de subvenciones que introduzca una conexión entre los objetivos y efectos que se quieren alcanzar, con los gastos previsibles y los fondos de financiación, con el objeto de adecuar las necesidades públicas a cubrir a través de las subvenciones, con las previsiones de recursos disponibles, con carácter previo a su nacimiento y de forma plurianual. El artículo 8.1 dispone que &lt;em&gt;los órganos de las Administraciones públicas o cualesquiera entes que proponga el establecimiento de subvenciones, con carácter previo, tendrá que concretar en un plan estratégico de subvenciones los objetivos y efectos que se pretenden con su aplicación, el plazo necesario para su consecución, los costes previsibles y sus fuentes de financiación, que se supeditará, en todo caso, a los objetivos de estabilidad presupuestaria.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;El Real Decreto 887/2006, de 21 de julio, por el que se aprueba el Reglamento de la Ley General de Subvenciones establece que &lt;em&gt;los planes estratégicos de subvenciones se configuran como un instrumento de planificación de las políticas públicas que tengan por objeto el fomento de una actividad de utilidad pública o interés social o de promoción de una finalidad pública&lt;/em&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;La Ordenanza municipal de subvenciones establece en su art. 4 que &lt;em&gt;”con carácter previo a la tramitación de las convocatorias de subvenciones, la Junta de Gobierno debe aprobar uno o varios planes estratégicos de acuerdo con la información y las propuestas que, a tal efecto, presenten las concejalías. Los planes deben concretar, al menos, el alcance temporal, los objetivos y los efectos que se pretenden; su plazo de consecución, sus costes previsibles y sus fondos de financiación, todo ello en el marco de los objetivos de estabilidad presupuestaria y de la programación presupuestaria plurianual. (...) Dicho plan debe permitir a los órganos que hayan propuesto el establecimiento de subvenciones el posterior control y la evaluación, en su caso, de los resultados derivados de su aplicación, además del control financiero que se pueda realizar por parte de la Intervención.”&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;La naturaleza de los Planes estratégicos de subvenciones es, por tanto, la de instrumento de gestión de carácter programático sin rango normativo. Su efectividad quedará condicionada al establecimiento de las distintas líneas de subvenciones, atendiendo entre otras a la disponibilidad presupuestaria de cada ejercicio. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;La aprobación del Plan estratégico de subvenciones no supone en cualquier caso que se genere ningún tipo de derecho en favor de potenciales entidades y/o personas beneficiarias que no podrán exigir indemnizaciones o compensaciones en caso de que el Plan no se desarrolle en la práctica en sus propios términos. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;El Plan estratégico de subvenciones es pues una guía que dentro del marco normativo preestablecido fija la línea a seguir en el fomento de actividades de interés social en las líneas coherentes con las competencias municipales y, en este caso, del Área Delegada de Personas Mayores e Interculturalidad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;La Ley establece un sistema de seguimiento a través del control y evaluación de objetivos para asegurar que aquellas líneas de subvenciones que no alcancen el nivel de consecución de objetivos deseado o que sean inadecuadas al nivel de recursos invertidos puedan ser modificadas o sustituidas por otras, más eficaces y eficientes o, en su caso, eliminadas. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Se pretende, por otra parte, que este Plan sea un instrumento facilitador de la actividad subvencionadora del Área, que sirva para mejorar la eficacia y la eficiencia, que permita subsanar deficiencias y que ofrezca mayores garantías, seguridad administrativa y transparencia tanto en los órganos municipales como en las entidades. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Responde a la necesidad de adaptación a la vigente estructura del presupuesto municipal, a la estructura y organización de los servicios municipales y a las directrices políticas y prioridades estratégicas para los ejercicios 2024, 2025 y 2026. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Recoge asimismo las propuestas de mejora resultantes de las evaluaciones de ejercicios anteriores y de las recomendaciones emitidas en informes de fiscalización.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;2. FUNDAMENTACIÓN&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Las convocatorias de subvenciones en régimen de concurrencia competitiva contenidas en este Plan responden a criterios de necesidad y utilidad pública y social mediante las cuales se pretende una mejora en los colectivos destinatarios de acuerdo con las competencias del Área. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Las subvenciones nominativas, que se instrumentalizarán mediante convenios, tendrán carácter excepcional y responderán a razones de interés público, social y humanitario. En cada expediente deberá justificarse y motivarse el interés público. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;El Decreto de Alcaldía nº. 202400793 de 03/05/2024 modifica la estructura de la Administración municipal y delega, entre otras, las siguientes competencias específicas en el Área delegada de Personas Mayores, Interculturalidad e Igualdad de Oportunidades:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;Personas Mayores: &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Establecer las bases y tramitar las solicitudes de subvenciones que presenten las asociaciones de personas mayores, siempre de acuerdo con la normativa municipal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Coordinarse con administraciones, entidades o servicios para ofrecer una mejor atención a las personas mayores.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;Interculturalidad:&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Diseñar, dirigir, planificar y coordinar las actuaciones políticas dirigidas a la integración social de las personas recién llegadas a Palma, las Islas Baleares y/o el Estado Español. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Planificar, desarrollar, coordinar y evaluar proyectos, programas y planes que tengan como objetivo principal el empoderamiento de las personas recién llegadas y poner en marcha medidas de apoyo destinadas a dotar a las personas recién llegadas de los conocimientos y las herramientas necesarias para desarrollarse autónomamente en la sociedad balear y tener acceso, en igualdad de condiciones con los ciudadanos autóctonos a los recursos y servicios sociales de carácter general.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Apoyar los proyectos de la iniciativa social en materia de inmigración.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Fomentar y garantizar la participación cívica, cultural y política de las personas extranjeras y/o inmigrantes en el municipio y de las asociaciones en las que se agrupan, para fortalecer la democracia municipal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Programar, desarrollar y evaluar programas, proyectos y actividades de prevención de conductas discriminatorias, racistas y xenófobas, así como sensibilizar hacia estas conductas. Promover la sensibilización de la población de cara al hecho migratorio y sus consecuencias.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;Cooperación internacional:&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Dirigir y coordinar las actuaciones en materia de cooperación al desarrollo y ayudas solidarias, fomentando y apoyando, especialmente a través de convocatorias anuales de subvenciones, proyectos para el desarrollo, el codesarrollo, la sensibilización y la educación, emergencias por catástrofes y ayudas humanitarias.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;2.1.&amp;nbsp;&lt;/strong&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;MARCO NORMATIVO&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Con este Plan se pretende incidir, mediante la convocatoria de subvenciones y la suscripción de los convenios para instrumentalizar aquellas que estén recogidas nominativamente en cada ejercicio presupuestario en los ámbitos de intervención propios del Área delegada de Personas Mayores e Interculturalidad y específicamente en aquellas necesidades de los colectivos que puedan satisfacerse en el marco de la colaboración entre el Ayuntamiento y el tejido asociativo que los representa o para el que trabajan.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;PERSONAS MAYORES&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;En el ámbito propio de las personas mayores se identifican las siguientes necesidades:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Soledad no deseada, aislamiento social y escasas oportunidades de interacciones sociales positivas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Procesos de envejecimiento no satisfactorios, con deterioro físico, emocional y cognitivo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Pervivencia en la sociedad de estereotipos negativos relacionados con la edad (edadismo).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Las asociaciones de personas mayores realizan una labor de proximidad y de interés social. En Palma coexisten diferentes modelos de asociaciones: unas más tradicionales siguiendo la línea de dispensadoras de actividades lúdicas y socializadoras, otras que ya abarcan otros tipos de acciones y compromisos desde una perspectiva más participativa y atendiendo a la diversidad. Todas ellas cumplen una función social indispensable: impulso de la participación de las personas mayores en la vida ciudadana, promover el bienestar físico y emocional, prevenir la soledad y el aislamiento.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Las personas responsables de las asociaciones son habitualmente voluntarias y no perciben remuneración para esta labor.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;En 2015 constaban 78 asociaciones inscritas en el RMEC. En 2022 y 2023 se dio un descenso significativo, pasando a 46. En 2024 se contabilizan 35 asociaciones y 1 federación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;La actividad que desarrollan habitualmente sigue el calendario escolar con actividades diferenciadas durante las vacaciones (pascua, verano, navidad) en las que se realizan otros tipos de actividades y se preservan los días festivos para descansar.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;El colectivo que representan es muy diverso, sobre todo si nos atenemos al &lt;em&gt;proceso de envejecimiento &lt;/em&gt;contemplando (OMS) a las personas mayores de 50 años. De hecho, hay entidades que ya se definen como &lt;em&gt;seniors&lt;/em&gt; y mayores para poder abarcar no sólo acciones específicas sino también la diversidad de intereses y situaciones que se van presentando a medida que las personas envejecen. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Asistimos a un cambio de paradigma en el que las personas mayores son sujetos participativos y no objetos de intervención. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Se trata de entidades muy feminizadas (el porcentaje de representación de las mujeres en las asociaciones se sitúa en torno a un 69,00%).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Entre las asociaciones se presentan diversidad de situaciones en cuanto al número de personas asociadas, a los recursos humanos y materiales de que disponen para la realización de las actividades o la disponibilidad de equipamientos en condiciones. En este sentido nos encontramos cada vez con más con situaciones de incertidumbre sobre el futuro: en un contexto de fuerte presión inmobiliaria algunas entidades han manifestado que están a punto de finalizar los contratos de alquiler y esperan una subida inasumible en los precios o concesiones de uso por parte de terceros que han sido renovadas y se prevé intencionalidad de pasar los espacios que ocupan en el mercado inmobiliario.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;INTERCULTURALIDAD Y COOPERACIÓN&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;La Ley 23/2006 de Capitalidad de Palma indica en su art. 99.1: “La actividad de prestación de los servicios sociales debe contribuir a hacer real y efectiva la igualdad, garantizando y facilitando a toda la ciudadanía el acceso a los servicios que tienen tendencia a favorecer un desarrollo libre y pleno de la persona y de los colectores colectivos dentro de la sociedad, especialmente en casos de limitaciones y carencias. Se deben prevenir y eliminar las causas que conducen a la exclusión social y conseguir la integración de toda la ciudadanía favoreciendo su solidaridad y su participación. ”En el art. 99.3 indica que, &lt;em&gt;entre otros, es una función de los servicios sociales que se desarrollan en el ámbito municipal de Palma la concesión de subvenciones a asociaciones que trabajan en acciones humanitarias del tercer mundo”.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;En el ámbito de la interculturalidad y la inmigración a nivel local se detectan las siguientes necesidades&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt;:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Desconocimiento de derechos y deberes de ciudadanía por parte de las personas migradas, incluyendo la participación, y dificultades para acceder en igualdad a servicios y recursos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Dificultades para el arraigo y establecimiento de vínculos con la ciudad y el entorno comunitario más cercano. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Desconocimiento y escaso uso de las lenguas oficiales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Desconocimiento y ocasionalmente conflictos interculturales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Situaciones de discriminación y desigualdad por razón de lugar de nacimiento, nacionalidad, religión,...&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;En el Registro Municipal de entidades ciudadanas figuran inscritas 1 Federación de personas extranjeras, 1 Federación de personas de etnia gitana, 3 Fundaciones, 33 Asociaciones de personas extranjeras y/o migradas&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;En el ámbito de la cooperación internacional&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt;, es necesario considerar las desigualdades entre los países, la vulneración de los Derechos Humanos en determinadas zonas, las guerras y los efectos de emergencias climáticas y medioambientales o la pobreza extrema como generadores de crisis humanitarias, desplazamientos no deseados de millones de personas en todo el mundo o confinamientos en campos de refugiados que no cuenten con las mínimas condiciones para garantizar la subsistencia.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;En el Registro Municipal de entidades ciudadanas figuran inscritas 19 Asociaciones humanitarias y de cooperación. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Las asociaciones y entidades propias de este ámbito se engloban principalmente en la categoría "humanitarias y de cooperación", pero también en "atención y acción social", asociaciones de personas migradas y socioeducativas. Mayoritariamente se trata de entidades pequeñas, con recursos económicos y materiales precarios y donde el voluntariado tiene más peso que el trabajo contratado. Sin embargo suele tratarse de voluntariado cualificado con formación específica y/o experiencia laboral relacionada.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Las asociaciones de personas migradas en Palma realizan una labor de interés social en la acogida e integración de las personas, facilitando la cohesión y la convivencia intercultural. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;En la mayoría de los casos se da también un fuerte componente de feminización. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;3. OBJETIVOS&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Mediante este Plan se pretende colaborar y dar el apoyo económico necesario a las asociaciones, federaciones y entidades sin ánimo de lucro de Palma para la realización de actividades de interés general y utilidad pública en los ámbitos propios de Personas Mayores, Interculturalidad y Cooperación&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;3.a. Objetivos en el ámbito propio de Personas Mayores&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;3.a.1. Convocatoria anual de subvenciones en régimen de concurrencia competitiva destinadas a la realización de actividades socioculturales y comunitarias para las personas mayores que respondan a objetivos de:&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Promover un envejecimiento activo y saludable y fomentar la participación de las personas mayores.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Fomentar la convivencia intergeneracional.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Prevenir la soledad no deseada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Prevenir las desigualdades por motivos de edad, apoyando actividades de sensibilización frente al edadismo y la promoción de los derechos de las personas mayores.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;La convocatoria contendrá las siguientes líneas: &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Línea 1:&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; Actividades de las asociaciones de personas mayores que tengan como objetivo la promoción del envejecimiento activo y la participación de las personas mayores.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Actividades o programas para fomentar la interacción de personas mayores en el entorno comunitario y prevenir la soledad no deseada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Actividades, campañas, talleres, conferencias para sensibilizar frente al edadismo y prevenir las discriminaciones por edad. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Línea 3:&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; Actividades de las Federaciones de asociaciones de Personas Mayores de Palma que tengan como objetivo el apoyo y fomento del asociacionismo y la sensibilización frente al edadismo y la prevención de las discriminaciones por motivos de edad.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;La realización de actividades conjuntas entre las asociaciones para visibilizar la contribución social de las personas mayores.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Actividades de fomento del asociacionismo y la participación de las personas mayores.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Actividades, campañas, talleres, conferencias para sensibilizar frente al edadismo y prevenir las discriminaciones por edad. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Actividades de información, formación y soporte en la gestión de las asociaciones, incluyendo lo referido al uso de las TIC ya la tramitación electrónica. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;3.b. Objetivos en el ámbito propio de la Cooperación y de la Interculturalidad&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;3.b.1. Una convocatoria anual de subvenciones en régimen de concurrencia competitiva para la realización de actividades de sensibilización, promoción de derechos humanos en la ciudad y la convivencia intercultural. &lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Se prevén 3 líneas de actividades:&lt;strong&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp; &amp;nbsp;&amp;nbsp;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Línea 1:&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; Actividades realizadas por ONG, asociaciones y entidades sin ánimo de lucro y del Tercer Sector que tengan por objetivo la sensibilización y educación para el desarrollo, codesarrollo y los Derechos Humanos en la ciudad. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Actividades de sensibilización y educación dirigidas a la ciudadanía sobre el desarrollo humano sostenible y la universalización de los derechos humanos, y su vinculación con la lucha contra las desigualdades.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;​​​​​​​&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Actividades comunitarias y/o creativas para la transformación social y sensibilización, que fomenten una conciencia crítica y transformadora sobre la realidad política, económica, medioambiental, social y cultural desde la perspectiva local-global.&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Línea 2:&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; Actividades realizadas por federaciones y asociaciones de personas migradas, ONG y entidades sin ánimo &amp;nbsp;de lucro y del tercer sector, con el objetivo de fomentar la participación cívica, cultural y política de las personas extranjeras y/o inmigrantes en el municipio así como la prevención de conductas discriminatorias, racistas y xenófobas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Actividades que promuevan el encuentro y el diálogo entre las distintas comunidades culturales&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Actividades para facilitar la acogida y el conocimiento de la ciudad a las personas recién llegadas&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Actividades de sensibilización para detectar y actuar ante estereotipos y prejuicios racistas y xenófobos&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="color:black"&gt;3.b.2. Convenio para instrumentalizar la subvención nominativa del Ayuntamiento al Fons Mallorquí de Solidaritat i Cooperació.&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;El objeto del convenio es hacer efectiva la cooperación del Ayuntamiento de Palma, en la minoración &amp;nbsp;de las desigualdades desde una perspectiva global-local y contribuir, en la minoración de las desigualdades Norte Sur y ante situaciones humanitarias y de emergencia social.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;En el convenio para cada ejercicio se indicarán los proyectos a subvencionar con los fondos aportados por el Ayuntamiento de Palma así como el porcentaje que supone dicha aportación sobre el importe total del proyecto.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;3.b.3 Convenio para instrumentalizar la subvención con la Asociación de Amigos del Pueblo Saharaui (AAPSIB) para el programa Vacaciones en Paz&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;El convenio entre el Ayuntamiento de Palma y la Asociación de Amigos del Pueblo Saharaui de las Illes Balears tiene por objeto instrumentalizar la subvención destinada a promover actividades para la recuperación física y emocional de los menores refugiados en campamentos saharauis.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;3.c. Con carácter general se plantean los siguientes objetivos: &lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Simplificar la tramitación y reducir los plazos de valoración y resolución de las convocatorias. Por parte del servicio debe garantizarse la información, la atención y el apoyo en todas las fases de la actividad subvencionadora&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Para atender a las obligaciones económicas que se deriven de las convocatorias y de las subvenciones nominativas incluidas en este Plan, de acuerdo con las posibilidades presupuestarias se reservará anualmente una cantidad con cargo a las partidas del presupuesto del Área.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Estas cantidades se revisarán anualmente, después de cada convocatoria, en función de las necesidades de las entidades y de la disponibilidad presupuestaria. También podrán nutrirse de aportaciones finalistas extra presupuestarias.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Estas cuantías y su distribución podrán ser modificadas en el marco de los objetivos de estabilidad presupuestaria, de la planificación presupuestaria plurianual, de cambios en las prioridades estratégicas, de la reorganización de los servicios municipales, de nuevas fuentes de financiación externa, de circunstancias sobrevenidas de carácter social o humanitario o como resultado de las evaluaciones intermedias de cada ejercicio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;En cualquier caso, para el establecimiento efectivo de las subvenciones previstas en este Plan estratégico será necesaria la correspondiente consignación presupuestaria en los Presupuestos municipales anuales y quedará condicionada al cumplimiento de los objetivos de estabilidad presupuestaria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;5. CONSIDERACIONES TÉCNICAS&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;De acuerdo con las principales conclusiones y recomendaciones del Programa de Control Financiero y de informes de la Sindicatura de Cuentas de ejercicios anteriores en materia de subvenciones se mantiene la necesidad de mejorar la gestión de la actividad subvencionadora del Área. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Es necesario optar a las medidas necesarias para garantizar el cumplimiento de la normativa aplicable, tanto la relativa a subvenciones como al procedimiento administrativo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;5.1.&amp;nbsp;&lt;/strong&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;&lt;strong&gt;Pre&lt;/strong&gt;paración de las bases, convocatorias y convenios&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;En la preparación de las convocatorias y los convenios se tomarán en consideración y serán informados técnica y jurídicamente los siguientes aspectos:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Las necesidades de la población finalmente beneficiaria&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;La situación y las necesidades de las entidades y grupos&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Las competencias del Ayuntamiento de Palma con relación a las actividades objeto de las subvenciones, y específicamente las delegadas en el Área de Personas Mayores e Interculturalidad &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;La normativa general&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;La normativa sectorial que sea de aplicación a las actividades objeto de subvención&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Las prioridades políticas y estratégicas&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;La disponibilidad presupuestaria&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;En el marco de la normativa reguladora del procedimiento administrativo, de las subvenciones y de la Ordenanza Municipal se atenderá a los principios de eficiencia y simplificación administrativa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;div style="page-break-after:always"&gt;&lt;span style="display:none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/div&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;​​​​​​​&lt;/strong&gt;&lt;/span&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;5.2.&amp;nbsp;&lt;/strong&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;&lt;strong&gt;Las activida&lt;/strong&gt;des subvencionadas &lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;En las convocatorias y convenios enmarcados en este Plan se puede dar diversidad de actividades: &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Actividades de participación&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Actividades sociales de interés general que de acuerdo a lo establecido en la Ley 3/2018 del Tercer Sector Social de las Islas Baleares son aquellas actividades de intervención social, llevadas a cabo por organizaciones no lucrativas, realizadas por personal remunerado o por personal voluntario, de forma desinteresada y libremente. En concreto, se considerarán como tales las siguientes: &lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;a) Sensibilización, denuncia, participación en procesos de elaboración o modificación de normas o interlocución con el sector público y otros agentes sociales. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;b) Promoción y articulación de la solidaridad organizada y la participación social de la ciudadanía y, en particular, del voluntariado social, la ayuda mutua y el asociacionismo de las personas destinatarias. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;c) Detección de necesidades, investigación e innovación. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;d) Provisión (diseño, prestación, evaluación y mejora) de servicios de responsabilidad pública, o ajenos a la misma, y ​​realización de otras actividades o proyectos de intervención.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;En cada caso, deberá precisarse en las convocatorias la tipología de actividades y si ésta estuviera sujeta al cumplimiento de determinados requisitos de acuerdo a normativa sectorial específica. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Aparte de esta tipificación y para aportar mayor claridad, en cada convocatoria se tendrán que concretar al máximo el tipo de actividad que podrá ser objeto de subvención, así como las que quedarían excluidas, en su caso.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Las actividades objeto de las subvenciones contenidas en este Plan tendrán que tener un carácter gratuito para las personas beneficiarias finales. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;5.3.&amp;nbsp;&lt;/strong&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;&lt;strong&gt;Derechos&lt;/strong&gt; de la infancia y la adolescencia&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Siempre que sea adecuado a su objeto, entre los criterios de valoración de la actividad que se pretende subvencionar se tomará en consideración la incidencia en la promoción y defensa de los derechos de la infancia y la adolescencia y/o de la prevención de las situaciones de vulnerabilidad social que les puedan afectar. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Cuando las actividades para las que se presenta la solicitud impliquen contacto habitual con personas menores de edad según lo establecido en el art. 9 de Ley 9/2019, de 19 de febrero, de la atención y los derechos de la infancia y la adolescencia de las Illes Balears, deberá aportarse de una certificación negativa del Registro Central de Delincuentes Sexuales, referida tanto a las personas responsables de la entidad como a profesionales y voluntarios que realicen las actividades.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;​​​​​​​5.4.&amp;nbsp;&lt;/strong&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;&lt;strong&gt;En r&lt;/strong&gt;elación con las entidades beneficiarias&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;En cada una de las convocatorias se indicará de forma precisa la tipología de entidades o agrupaciones de personas que pueden tener la condición de beneficiaria, atendiendo a la normativa general y sectorial aplicable según objeto de la actividad a subvencionar y determinando la forma de acreditación de los requisitos necesarios para obtener dicha condición. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Con cacácter general podrán ser:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Entidades, organizaciones y redes legalmente constituidas del Tercer Sector Social de las Islas Baleares&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt;, que tendrán que cumplir con las obligaciones indicadas en el art. 16 de la Ley 3/2018 y figurar registradas en el Censo público de organizaciones del Tercer Sector Social de las Islas Baleares.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Organizaciones no gubernamentales de desarrollo&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; que figuren inscritas en el Registro de Organizaciones No Gubernamentales de la CAIB&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Entidades de Iniciativa Social&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; que figuren inscritas en el&amp;nbsp; Registre General de la CAIB&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Entidades ciudadanas&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; inscritas en el RMEC&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Entidades declaradas de utilidad públicomunicipal&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;En cada una de las convocatorias y previa motivación y justificación se podrá incluir otras tipologías de entidades o grupos beneficiarios. En cualquier caso deberá quedar debidamente acreditado en la solicitud que:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;&lt;span style="line-height:normal"&gt;La finalidad del grupo tiende a promover el interés general o sectorial &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;&lt;span style="line-height:normal"&gt;La actividad de la entidad no está restringida exclusivamente a beneficiar a las personas asociadas o que la integran.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;&lt;span style="line-height:normal"&gt;En caso de que las personas que forman parte de la Junta de Gobierno de una entidad legalmente constituida perciban retribuciones este supuesto debe quedar acreditado en los estatutos y, en ningún caso estas personas que perciben retribuciones, podrán hacerlo con cargo a fondos o subvenciones públicas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;&lt;span style="line-height:normal"&gt;Debe acreditarse que la entidad dispone de los medios de organización, personales y materiales adecuados para la realización de la actividad objeto de la subvención.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;En aplicación de lo previsto en la Base 39 de las Bases de Ejecución del Presupuesto para el ejercicio 2024, los perceptores de subvenciones están obligados a presentar antes de la ordenación del pago, certificados de estar al corriente de las obligaciones tributarias y con la Seguridad Social y frente al Ayuntamiento de Palma, así como una declaración responsable de no hallarse sometido a ningún procedimiento de reintegro de subvenciones públicas o procedimiento sancionador. Los perceptores no tendrán que presentar las certificaciones de estar al corriente de obligaciones tributarias y de la Seguridad Social cuando, en el momento de presentar la solicitud de subvención, hayan autorizado al órgano concedente de la subvención a obtener de forma directa y mediante certificados telemáticos, la acreditación del cumplimiento de las obligaciones tributarias y con la Seguridad Social. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;​​​​​​​​​​​​​​5.5.&amp;nbsp;&lt;/strong&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;&lt;strong&gt;Con relación a la pr&lt;/strong&gt;esentación de las solicitudes:&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Los formularios de presentación de solicitudes tendrán que responder a criterios de simplificación y accesibilidad. Deberán permitir identificar con claridad la idoneidad de la entidad por ser considerada como beneficiaria, la naturaleza y extensión de la actividad y guardar coherencia con los criterios de valoración que se indiquen en cada convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;​​​​​​​​​​​​​​5.6.&amp;nbsp;&lt;/strong&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;&lt;strong&gt;Con r&lt;/strong&gt;elación a la valoración de las solicitudes:&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Los criterios de baremación tendrán que ser coherentes y guardar relación directa con la naturaleza de las actividades que se pretenden subvencionar. Se enunciarán de forma que sean de fácil comprensión. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Se incluirán en todos los casos criterios de valoración relativos al impacto de género de las actividades subvencionadas, la incorporación de la perspectiva de género, la sostenibilidad medioambiental y la prevención de las discriminaciones. Éstos tendrán que guardar una proporcionalidad razonable con el objeto de las subvenciones y estar definidos de forma comprensible y objetivable.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Siempre que sea adecuado con las actividades objeto de la convocatoria o convenio, se valorará la inclusión de criterios con un enfoque multidimensional e interseccional. Entendiendo como tal que se tengan en cuenta la interacción de diferentes ejes de desigualdad que afectan a los colectivos y beneficiarios y que en las actividades se propongan medidas para atenderlos o compensarlos: edad, sexo, género, orientación sexual, origen, cultura, religión... Asimismo se tendrá que tomar en consideración el impacto de la actividad en las personas y en el territorio/barrio o comunidad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;​​​​​​​​​​​​​​5.7.&amp;nbsp;&lt;/strong&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;&lt;strong&gt;Con relac&lt;/strong&gt;ión a la información y al soporte técnico a las entidades solicitantes:&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;De forma simultánea a la publicación de las convocatorias de subvenciones en régimen de concurrencia competitiva, se habilitarán mecanismos de información accesibles para el conjunto de las potenciales beneficiarias: reuniones informativas, distribución mediante correos electrónicos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;En la información facilitada constarán de forma precisa los plazos de presentación de solicitudes, la documentación requerida, las formas de contacto para la consulta de dudas de carácter técnico y/o jurídico-administrativo, los plazos y formas de justificación de las subvenciones concedidas y cualquier otro aspecto relevante. Se prestará especial soporte en la presentación y comunicación por medios electrónicos a las entidades no profesionalizadas que presenten dificultades de acceso a las tecnologías.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;​​​​​​​​​​​​​​5.8.&amp;nbsp;&lt;/strong&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;&lt;strong&gt;Con relación &lt;/strong&gt;al seguimiento y control de la correcta realización de la actividad:&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;En las bases y convenios se explicitarán las formas de seguimiento y control de la realización de las actividades. Deberá garantizarse como mínimo una actuación de seguimiento intermedio que deberá quedar acreditada documentalmente en el expediente. Una vez notificada la concesión de las subvenciones, la dirección del Área designará las técnicas responsables del seguimiento de las actividades subvencionadas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;​​​​​​​​​​​​​​5.9.&amp;nbsp;&lt;/strong&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;&lt;strong&gt;Con relación a la ju&lt;/strong&gt;stificación&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt;:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;De acuerdo a la Ordenanza municipal de subvenciones aprobada por Acuerdo del Pleno de día 26 de febrero de 2015 y modificada por acuerdo del Pleno de día 27 de octubre de 2022:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Las convocatorias de subvenciones y los convenios enmarcadas en este Plan deben especificar la modalidad de justificación de las subvenciones. Podrán establecer un régimen específico siempre que no resulte incompatible con su contenido.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;La justificación debe realizarse ante el órgano otorgante. (JGL)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Deben revestir, según proceda, una de las siguientes formas previstas: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;
	&lt;ul&gt;
		&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Cuenta justificativa con acreditación del gasto realizado&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
		&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Cuenta justificativa simplificada&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
		&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Presentación de estados contables con aportación de informe de auditor&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;/ul&gt;
	&lt;/li&gt;
	&lt;li style="list-style-type:none"&gt; &lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Cuando por la eficiencia y buen funcionamiento de la actividad subvencionada sea imprescindible el pago anticipado del total de la subvención, se podrá recoger la mencionada circunstancia en las bases o convenio regulador. El órgano gestor deberá proponer el interés público de la actuación subvencionada y tanto el interés público como el pago anticipado del 100% de la subvención deberá ser aprobado por la Junta de Gobierno. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;En aplicación de la Base 40 de las Bases de Ejecución del Presupuesto de 2024, cuando el beneficiario de una subvención sea deudor del Ayuntamiento, como consecuencia de una deuda, vencida, liquidada y exigible, el concejal competente en materia de Hacienda podrá acordar su compensación. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;​​​​​​​​​​​​​​5.10.&amp;nbsp;&lt;/strong&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;&lt;strong&gt;Con relación a&lt;/strong&gt; posibles incumplimientos: &lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;En las convocatorias y en los convenios deberá hacerse constar de forma explícita el procedimiento a aplicar en caso de incumplimiento de los requisitos y de la legislación aplicable, así como de cuáles serían las causas de reintegro.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;5.11.&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt;&amp;nbsp;&amp;nbsp;&lt;strong&gt;Órganos competentes y responsabilidades&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;De acuerdo a lo que se prevé en el artículo 7 de la Ordenanza municipal de subvenciones del Ayuntamiento de Palma, y ​​en las Bases de Ejecución del presupuesto 2024, el órgano competente para la aprobación de las convocatorias (Fase A), la aprobación de las justificaciones y la concesión de las subvenciones (Fase D), en los procedimientos de concurrencia competitiva y de concesión directa (Fase AD), incluidas en este Plan, es la Junta de Gobierno de Palma. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Los servicios administrativos y/o técnicos del Área de Personas Mayores e Interculturalidad darán cumplimiento a lo que se prevé en las Bases de Ejecución del presupuesto en el sentido de exigir y comprobar los justificantes y de verificar que no se ha omitido ninguno de los requisitos exigidos en la concesión y, previo informe técnico, proponer la aprobación de la justificación. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="color:black"&gt;6. EVALUACIÓN DEL PLAN&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;La evaluación, de carácter interno, debe servir para realizar los ajustes necesarios en las convocatorias de forma que sean coherentes con las situaciones sobre las que se pretende incidir. Deberán analizarse los resultados obtenidos, la utilidad pública o social, el grado de cumplimiento de los objetivos y la eficacia de las actuaciones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;El contenido de las conclusiones se recogerá en un informe en el que, a la vista de la evaluación realizada, se hará constar la procedencia de mantener o revisar el Plan.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;La evaluación se realizará al finalizar el ejercicio presupuestario.&lt;strong&gt; &lt;/strong&gt;Para evaluar el cumplimiento, los resultados y el impacto se prevén los siguientes indicadores:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;​​​​​​​​​​​​​​6.1.&amp;nbsp;&lt;/strong&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;&lt;strong&gt;Cumplim&lt;/strong&gt;iento de las actuaciones previstas en cada ejercicio&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;​​​​​​​&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;De acuerdo con el arte. 4.1. de la Ordenanza municipal de subvenciones y de acuerdo con lo que dispone el Real Decreto 887/2006, tiene una previsión para un período de vigencia de tres años, que se iniciarán en la fecha de aprobación por la Junta de Gobierno del Ayuntamiento de Palma y comprenderá los ejercicios de 2024, 2025 y 2026.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
