Exposición y Antecedentes</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">El Ayuntamiento de Sencelles, de plena conformidad con el que establece el artículo 13 del Tratado de Funcionamiento de la Unión Europea (subscrito por el Estado español) reconoce los animales como seres dotados de sensibilidad tanto física como psíquica y con capacidad para sufrir físicamente y psíquicamente, adquiriendo, al aprobar la Ordenanza de Bienestar Animal (BOIB 180, 30 de diciembre de 2021), el compromiso de ser un municipio libre de maltrato animal y el deber de velar por su bienestar, aplicando, en el caso de las colonias de mustios, el científico y ético Método CER (Captura, Esterilización y Retorno a su entorno).</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Con las campañas que estamos impulsando y las que seguirán, queremos transmitir a la ciudadanía que la tenencia de los animales de compañía y, especialmente la de los mustios, que por su idiosincrasia salen al exterior y circulan libremente, exige ​​una responsabilidad especial, tanto en cuanto a sus derechos y bienestar, como a los deberes de las personas propietarias o alimentadoras, que tienen que tener presente la responsabilidad que implica su tenencia, informándose de sus características etológicas, muy enfocadas a la satisfacción de sus necesidades reproductivas, poder facilitar mejor todo el bienestar que necesiten, castrándolos para evitar molestias y no ningunear la convivencia ciudadana.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">La convivencia con los animales tiene que partir del principio básico de respeto por estos seres vivos y del principio de respecto al entorno y con otras personas, compartan estas o no, la misma afinidad por los animales. Esto comporta desarrollar un trabajo de pedagogía social en que todas las personas estamos implicadas.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Damos a conocer que la responsabilidad hacia los seres vivos y, en particular, de los mustios, dependerá de los propietarios/se durante un largo periodo de nuestra vida (cura, identificación, hábitat, educación, salud en general y control de la natalidad) y que, para garantizar estas responsabilidades y su bienestar y bienestar social, tenemos que cumplir la Ley 7/2023, de 28 de marzo, de protección de los derechos y el bienestar de los animales y nuestra Ordenanza de Bienestar Animal de Sencelles.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">La creciente sensibilización hacia los animales, nos animó a buscar alternativas en la captura y sacrificio eutanásico de los mustios asilvestrados, llegando a la conclusión que el método más efectivo y ético para el control de las colonias es el conocido como Método *CER, Captura, esterilización y vuelta a su origen, conocido internacionalmente como *TNR, *Trap-*Neuter-*Return, que se ha demostrado, a muchos lugares del mundo y también en Mallorca, como una herramienta eficaz para controlar la población felina de un municipio. En el caso de las islas, todavía tenemos que hacer más énfasis en la castración, por la carencia de depredadores y por el clima propicio que hace todo el año.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Sabemos que una colonia de mustios forales castrados evita la mayoría de las enfermedades y contagios derivados de la reproducción y la crianza, de las peleas y conflictos territoriales derivadas de estas, además de evitar malos olores por micciones, maullidos en época de celo, etc.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Nuestras campañas también buscan actuar sobre los mustios domésticos que, al estar castrados, reducirán el radio de acción y las peleas a muerte de los machos, porque ya no tendrán la necesidad imperiosa de reproducirse, ni de dominar los machos y hembras de una colonia y, por lo tanto, menguará la necesidad de asilvestrarse y formar parte de una colonia.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Hemos podido constatar que la captura y traslado en un centro de protección de animales domésticos, donde se da el sacrificio eutanásico de los mustios forales que dan positivo en leucemia e inmunodeficiencia felina, aparte de no ser ético, es ineficiente y caro, y genera un bucle que eterniza las problemáticas, porque, al capturarlos, se deja un vacío en una colonia, pero este vacío se vuelve a llenar por otros mustios, muchos de ellos domésticos, que todavía no han sido castrados o que provienen otras colonias descontroladas (efecto vacío).</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">En cambio, con el Método CER, las colonias dejan de ser atractivas para los mustios no castrados otras colonias o caseros, y como que no pueden reproducirse acaban desapareciendo de forma natural en pocos años.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">El control ético de las colonias (CER) permite que los mustios asilvestrados o forales castrados no atraigan los mustios caseros u otros mustios forales, otras colonias urbanas o de fuera del casco urbano, a formar parte de la colonia, aumentando la salubridad y calidad de vida de la colonia, porque se reducen muchísimo las causas de contagios: peleas, reproducción, partes y transmisión por parte de los cachorros.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Para aplicar la reciente Ordenanza de Bienestar Animal, el Ayuntamiento de Sencelles el junio del 2022 inició una Campaña de Censo Animal informativa puerta a puerta, especialmente enfocada a conseguir el control de natalidad de los mustios caseros por sus propietarios/se, para parar esta dinámica de reproducción incontrolada y por el cordero del municipio y del bienestar de los animales.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Además, para desarrollar la Campaña de Control de Natalidad y Censo Animal establecimos un Protocolo de la Policía Local por el censo de los mustios de Sencelles, para que la policía haga campañas lleva a puerta, para lograr el hito de un Censo Animal senceller actualizado.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Encontramos que una campaña de control de colonias felinas se tiene que hacer el más integral y amplia posible, actuando sobre todos los focos que están generando la problemática:</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• si establecemos colonias, pero no conseguimos hacer un control de natalidad de los mustios de la ciudadanía, siempre habrá conflictos con los mustios y la necesidad establecer nuevas colonias;</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• si tenemos un control sobre los mustios del municipio, las colonias menguarán naturalmente, como ya hemos podido constatar con la Campaña CER a las Colonias Felinas del Ayuntamiento de Sencelles, que reforzamos apoyando los voluntarios/se con su actividad regulada en el Convenio de colaboración entre el Ayuntamiento de Sencelles y la asociación QuinaAnimalada para la gestión de colonias controladas de mustios.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">El Ayuntamiento de Sencelles tiene el compromiso de conseguir el máximo nivel de protección y bienestar de los animales y favorecer la responsabilidad y una conducta más cívica por parte de la ciudadanía en la defiende y la preservación del bienestar de los mustios.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Con este Plan de Gestión Ética de las Colonias de Sencelles, establecemos criterios para el control, tratamiento y vigilancia de las colonias felinas, velando:</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• por su bienestar</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• para facilitar la convivencia con la ciudadanía</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• para la prevención de problemas de salud pública y animal</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• por sus puntos de alimentación y mobiliario</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• por las condiciones sanitarias</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• y por las personas colaboradoras responsables de estas colonias.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Esta tarea la empezamos el 2021, desarrollando un convenio con la asociación para el bienestar animal del municipio (Convenio de colaboración entre el Ayuntamiento de Sencelles y la asociación Quina Animalada) para la gestión de colonias controladas de mustios, aplicando el método CER, para controlar la superpoblación de mustios forales, promoviendo la creación de colonias felinas en espacios públicos municipales para controlar la reproducción, alimentación y garantizar la salud.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Pensamos que una herramienta imprescindible para los ayuntamientos son las personas voluntarias, puesto que colaboran haciendo el mantenimiento y la captura de los animales, dedicándolos muchas horas para conseguir bajar la población de mustios forales y realizar un mantenimiento adecuado de las colonias.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Es cuando un grupo de mustios de calle, forales y caseros, conviven juntos en un determinado lugar, se forman las llamadas colonias de mustios. En general, estas colonias de mustios pasan desapercibidas y no generan problemas, sobre todo a causa de sus hábitos esquivos y generalmente nocturnos. A causa de la superpoblación, pueden generar problemas a los vecindarios/dic.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Dado que los felinos tienen una elevada tasa de procreación, el control de natalidad mediante castración veterinaria es la medida más efectiva para controlar la población de mustios forales y evitar el efecto vacío. Aun así, tiene que ir acompañada otras medidas, como son:</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Campañas de sensibilización sobre la problemática felina.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Tenencia responsable de mustios de particulares identificados y esterilizados.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Dotación policial, veterinaria y presupuestaria para hacer el control de natalidad de colonias felinas. </span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Campañas para esterilizar, desparasitar, vacunar y censar los mustios de particulares.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>2. Diagnóstico</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">El control de la población mediante el programa CER tiene como objetivo reducir la población de mustios forales para reducir la presión sobre el medio natural y urbano y reducir los efectos negativos como son:</span></span></span></p> <ul> <li> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Depredación sobre la fauna: Hay estudios sobre los impactos de los mustios sobre la fauna, pero del que todavía no se conocen estudios es sobre la intensidad de depredación de una colonia controlada, es decir, esterilizada y con una fuente de alimento regular.</span></span></span></p> </li> <li> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Ruidos y peleas: Con la castración se evitan los ruidos durante la época de celo y peleas entre machos, evitando las heridas que son una fuente de infecciones y contagios y difíciles de tratar.</span></span></span></p> </li> <li> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Los riesgos sanitarios: Con un mantenimiento adecuado de las colonias, los riesgos sanitarios son bastante controlables. Estudios de dinámica de población han demostrado que solo un porcentaje pequeño de mustios de una colonia sufre enfermedades transmisibles entre ellos, como por ejemplo la inmunodeficiencia felina y la leucemia felina. La panleucopènia, pero, puede suponer una mortalidad importante, sobre todo de los individuos jóvenes.</span></span></span></p> </li> <li> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Los mustios pueden presentar enfermedades transmisibles al ser humano. Las más comunes son los parásitos y la toxoplasmosi, pero, con una higiene adecuada, el riesgo es mínimo.</span></span></span></p> </li> </ul> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>2.1. Censo previo de las colonias felinas</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">A pesar de que sabemos que la mayoría de las colonias de mustios pasan desapercibidas y no generan problemas, sobre todo a causa de sus hábitos esquivos y generalmente nocturnos, previamente a la elaboración del Plan integral de gestión ética de colonias felinas de Sencelles, hemos hecho un estudio censal previo de la población de mustios comunitarios en el municipio, así como sus localizaciones.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Hemos recogido los datos de la gestión realizada anteriormente a la elaboración del proyecto: las actuaciones llevadas a cabo por la protectora con que tenemos un convenio, por la asociación animalista del municipio Quina*Animalada y las instancias de los vecindarios/*des para realizar el informe, donde se establece la situación de partida que facilitará la puesta en marcha de los mecanismos necesarios para mejorar la gestión de las colonias felinas y la convivencia con la ciudadanía.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">El año 2021 iniciamos el convenio con la asociación *animalista del municipio Quina*Animalada, Convenio de colaboración entre el Ayuntamiento de Sencelles y la asociación Quina*Animalada para la gestión de colonias controladas de mustios, aplicando el método *CER, convenio motivado por las actuaciones altruistas de algunas voluntarias de la asociación, que con los medios conseguían castrar mustios y tratar los mustios enfermos de las dos áreas de aportación principales del municipio.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">El Ayuntamiento de Sencelles el diciembre del 2021 también aprobó la Ordenanza de Bienestar Animal donde regula quién puede alimentar mustios en espacios públicos, la castración de los mustios caseros, la gestión ética con el Método CER de las colonias de mustios…</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">El junio de 2022 hicimos una Campaña de Censo Animal lleva a puerta, además de un Protocolo de la Policía Local por el censo de los mustios de Sencelles, una campaña lleva a puerta, para hacer cumplir la Ordenanza de Bienestar Animal, especialmente enfocada a conseguir el control de natalidad de los mustios.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Además, a la campaña de 2022, Censa tus animales - Mejorando el bienestar de los animales, mejoramos el de todas y todos, pedimos colaboración a la ciudadanía para hacer el censo y conocer la situación del municipio (diagnóstico), para actuar para evitar lo assilvestrament y procreación de los mustios, y el abandono de los canes.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>3. Actuaciones para formalizar una colonia felina</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>3.1. Formalización de una colonia felina</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Con el Plan de Gestión Ética de las Colonias de Sencelles queremos cambiar la dinámica social que evita la responsabili<span style="color: rgb(0, 0, 0)">dad</span> de la castración de los mustios, dando información para cambiar las diferentes creencias que sostienen esta dinámica, que favorece la creación de colonias descontroladas.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• El Ayuntamiento tendrá un registro de las ubicaciones de las colonias felinas a la vía pública, controladas por el Ayuntamiento a través de voluntarias.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Podrá iniciar la forma<span style="color: rgb(0, 0, 0)">lidad</span> de una colonia felina cualquiera persona cuidadora responsable y autorizada, asociación/entidad colaboradora, centro veterinario, así como cualquier ciudadana que tenga conocimiento de la existencia de una colonia felina que no haya sido registrada, en quiera o no hacer responsable.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Por eso, habrá que indicar a través del formulario Solicitud de Consolidación Colonia Felina Controlada los datos personales, la ubicación exacta de la misma dentro del municipio, así como cualquier otro detalle que pueda permitir su localización y en lo posible el número y la caracterización de los miembros que la forman.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Esta solicitud se podrá presentar de forma presencial al Registro de Entrada del Ayuntamiento o bien electrónicamente, a través de la Sede Electrónica.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Los datos proporcionados serán incorporadas a la base de datos del Censo Animal del Ayuntamiento para poder fiero mejor análisis y diagnóstico de la población felina de Sencelles.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Localizada y caracterizada la colonia felina, el Ayuntamiento determinará las actuaciones necesarias para garantizar la gestión ética y el bienestar de los vecinos y vecinas, y de los animales.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Teniendo en cuenta que el Ayuntamiento no permite dar de comer en la calle a los mustios, excepto a las colonias felinas del Ayuntamiento, y por personas voluntarias acreditadas, las actuaciones que puedan crear nuevas colonias a la vía pública quedan muy limitadas.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">En caso de que un número indeterminado de felinos sea alimentado en un espacio privado, se promoverá un acuerdo con los propietarios/se o responsables del espacio privado ya ocupado por los animales, para ayudar los vecinos/se en su control, aplicando el método *CER y cediendo jaulas para llevar a cabo la tarea de Captura, Esterilización y Retorno de los felinos, de los cuales asumen la cura. Además, se los ofrecerá recibir la Formación para personas gestoras de una colonia felina para mejorar su relación, socialización y cura de estos mustios.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Las dos situaciones más habituales que se suelen observar son la situación A:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">A. el vecindario/*da, que empezó dando de comer a un mustio,</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">a. que nos truca cuando voz que podrían llegar a ser demasiadas bocas para alimentar;</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">b. que nos truca cuando ya son demasiadas bocas para alimentar;</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">y la situación B:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">B. el vecindario/*da que nos truca porque los mustios le entran a la cocina o le echan a perder el huerto o el jardín y no quiere hacerse cargo.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">A la situación A:</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• el Ayuntamiento acuerda costear la castración y el chip a nombre suyo, así como otros aspectos sanitarios</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• el vecino se encarga de alimentar estos mustios e informar el Ayuntamiento del estado del censo de esta (bajas y posibles altas).</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• En caso de que la colonia tenga más de 5 individuos, se buscan otros colaboradores/se entre los vecindarios/*des, preferiblemente que ya hayan dado de comer a mustios forales que comparecen a can suya.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">A la situación B:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• el Ayuntamiento investiga cuáles son los vecindarios/*des *alimentants de los mustios de la zona, para convertirla en una situación A.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- De esta tarea se encargaría la Policía Local, si fuera necesario.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Además, se notificará con un bando a los vecindarios/desde que se procederá a capturar los mustios.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- En muchas situaciones el problema desaparece o mengua mucho porque se trata de mustios caseros que vagabundean y los amos los cierran en casa.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ Situación que puede resolver la policía haciendo un puerta a puerta para hacer cumplir la ordenanza local.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• En los casos en que no se encuentren los vecindarios/*des *alimentants:</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- el Ayuntamiento determinará como es debido proceder para gestionar la colonia, teniendo en cuenta como se puede ubicar esta en un espacio público próximo.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ Así, tendrá que llegar a acuerdos con la asociación *animalista del municipio Quina*Animalada, para que sus voluntarios/aries asuman la gestión de la colonia, o bien, con voluntarios/aries que quieran colaborar.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• El Ayuntamiento costearía los gastos de castración, *chipaje, *desparasitació, operaciones quirúrgicas necesarias, manutención y otros derivados del mantenimiento, limpieza, desinfección y adecuación del espacio, ampliando el Convenio de colaboración entre el Ayuntamiento de Sencelles y la asociación Quina*Animalada para la gestión de colonias controladas de mustios.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">En caso de formalizar una colonia felina controlada, se iniciarán los trámites siguientes:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Evaluación consistente en un estudio de la zona y de los lugares donde se encuentran los animales, número estimado de ejemplares existentes, valoración de la situación y localización e identificación de los posibles colaboradores/se, todo esto para poner en marcha el protocolo de forma inmediata y exitosa.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Una vez evaluada, el Ayuntamiento informará los vecindarios/desde las actuaciones que se llevarán a cabo y de los objetivos que se persigue conseguir con estas, incluida la indicación de las posibles medidas adicionales que sean aconsejables adoptar para minimizar las molestias o problemas ocasionados por la presencia de estos animales. Esta tarea informativa, si hace falta, será continuada por los colaboradores/se de la colonia.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Durante el trámite de gestión de las solicitudes, se podrá solicitar cualquier información complementaria necesaria.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Se prevé, en algunos casos, el establecimiento de una valla para la protección de los animales, con acceso para estos y puerta de acceso para las personas voluntarias, pero siempre tendrán caseta, abrevadero, comedor y punto de agua.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>3.2. Microchip a nombre del Ayuntamiento</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Tal como se recoge a la Ley 7/23, como medida del control y cura de los individuos de colonias felinas controladas a la vía pública que sean capturados, igual que en el presente convenio del Ayuntamiento de Sencelles con la asociación *animalista del municipio, se los tendrá que hacer un control sanitario, desparasitacions, castración y *chipaje a nombre del Ayuntamiento de Sencelles.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Además, con el fin de reconocer los felinos ya esterilizados, se los hace el marcaje de las orejas con una pequeña muesca.</span></span></span></p> <div style="page-break-after: always"> <span style="display: none">&nbsp;</span> </div> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>3.3. Fases del proceso de creación de una Colonia Felina controlada y planificación de custodia pre y postquirúrgica</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Para asegurar al máximo éxito de cada intervención, se tendrán en cuenta las características siguientes de la colonia, entre otros: lugar de asentamiento de los animales, ubicación, extensión, número de animales que la integran y otros datos de interés, y número de las personas propuestas como colaboradoras.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Las entidades colaboradoras y los voluntarios/se, según prescripción veterinaria:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• podrán encargarse de la atención, en casas de acogida, de los mustios acabados de castrar y de su suelta.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Cuando sea necesario serán atendidos a las instalaciones veterinarias.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• también podrán encargarse de la atención de los mustios heridos o enfermos, hasta la recuperación, esterilización y suelta.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>3.4. Planificación técnica de mejora de colonias y sistemas de captura, material y medios humanos</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Acondicionamiento de la ubicación de la colonia</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Retirada de residuos acumulados como consecuencia directa de la colonia (restos de alimento, deyecciones, otros residuos derivados de la presencia de mustios)</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ y habilitación de las zonas de alimentación (comederos y abrevaderos) y abrigo.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Sistemas de captura, material y medios humanos:</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Tanto la captura como la suelta y, por lo tanto, la custodia de los animales a las colonias será llevada a cabo por voluntarios/se</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ Los voluntarios/aries serán de dos tipos, los vinculados a la asociación por el bienestar animal del municipio y los de colonias privadas.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Los dos subscribirán el Protocolo de actuación para el saneamiento y el retorno de mustios a Colonias Controladas .</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- El ayuntamiento cederá temporalmente unas jaulas para la captura y *transportins para la devolución o el traslado de animales según su estado sanitario.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>3.5. Procedimientos veterinarios: desparasitació, castración, xipage y marcaje</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Evaluación previa: una vez anestesiado el animal, se comprobará el estado general y posible existencia de parasitosis externas: ácaros de orejas (otodectes cynotis), pulgas y garrapatas. En caso de presentarlas, se realizará una limpieza y un tratamiento con fipronil.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Desparasitación interna: mediante medicamento de aplicación spot-donde (absorción por la piel).</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Esterilización quirúrgica: se esterilizará a todos los ejemplares, incluyendo una permanencia en la clínica durante uno o dos días, según sea macho o hembra, para hacer un seguimiento de su evolución postquirúrgica; no habrá que retirar los puntos de la piel, puesto que se realizará con sutura reabsorbible. En el caso de las hembras, se incluye un tratamiento con antibiótico de larga acción.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Marcado: para detectar los mustios ya esterilizados, se realizará una perforación circular de 4 mm de diámetro; a las hembras se los marcará la oreja izquierda y a los machos la oreja derecha.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Identificación: Los mustios se chiparan en el momento de su castración.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Ficha: se rellenará una ficha por cada ejemplar, librando una copia en el Ayuntamiento. La ficha contendrá, como mínimo, la información siguiente:</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Colonia de procedencia.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Fecha de captura y esterilización.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Foto.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Reseña.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Resultado de la evaluación sanitaria.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Número de identificación (chip).</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Fecha de suelta.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Observaciones.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>3.6. Protocolo de atención de animales enfermos o heridos</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Las entidades colaboradoras y los voluntarios/se, según prescripción veterinaria, podrán encargarse de la atención, en casas de acogida, de los mustios heridos o enfermos, hasta la recuperación, la esterilización y la suelta. Cuando sea necesario serán atendidos a las instalaciones veterinarias.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• La eutanasia solo se aplicará según criterios veterinarios cuando las condiciones del animal sean incompatibles con una vida digna.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Una vez recuperada el animal, se volverá a evaluar la situación (vuelta a la colonia de origen, entrada en un refugio o adopción, según el caso).</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Ficha: se rellenará por el veterinario/aria y los voluntarios/se (cuando proceda) una ficha por cada ejemplar, librando una copia en el Ayuntamiento. Seguimiento y mantenimiento correcto de la colonia y del Plan de Gestión Ética de Colonias Felinas de Sencelles</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">El seguimiento de las colonias será llevado a cabo por el Ayuntamiento a través de:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Registro de Intervenciones a las Colonias Felinas, en que se anotarán las quejas recibidas sobre las colonias, las actuaciones veterinarias o inspecciones de las colonias y cualquier otra actuación que haya que llevar a cabo.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">A través de las personas voluntarias de las colonias:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Censo de Colonias Felinas (actualizado, al menos, de manera anual.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• La alimentación será la adecuada a las necesidades de los mustios,</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; font-size: 12px"><span style="color: rgb(0, 0, 0)">• La limpieza y la desinfección del punto de alimentación corresponderá a las personas voluntarias de la colonia.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Nunca se dejarán alimentos a tierra y los restos se limpiarán diariamente para evitar situaciones de insalubridad y asegurar las condiciones adecuadas de salubridad e higiene de la zona.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Detección de la incorporación de nuevos ejemplares para el control sanitario y la castración.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- En caso de que sean caseros o cachorros sin *xipar, se creará un procedimiento de adopción.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- El voluntario/aria responsable informará mediante instancia de la llegada a la colonia de nuevos mustios y cambios en las condiciones generales del espacio y de los animales.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Elaboración por parte del voluntario/aria responsable de un informe anual sobre la situación de la colonia, que</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Incluirá las condiciones de salubridad de la zona donde se emplazan los mustios, estado en que se encuentran los animales, y tratamientos veterinarios practicados, si procede.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• El Ayuntamiento designará un responsable técnico veterinario a quien se podrán pedir informes.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">En relación con la evaluación del Plan de Gestión Ética de Colonias Felinas de Sencelles y para poder valorar la consecución de los objetivos planeados en este:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Se establece un sistema de indicadores que se pueden verificar de manera objetiva y que eviten las interpretaciones subjetivas de valoración, teniendo en cuenta:</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- el número de los mustios a las colonias,</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- número de quejas recibidas por los vecindarios/desde que conviven en los alrededores de las colonias,</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- número de atenciones de mustios a clínicas veterinarias,</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- número de mustios sacrificados,</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- número de adopciones.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>4. Actuaciones por una gestión ética de las colonias felinas</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>4.1. Programa CER de alta intensidad</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Una vez analizadas los datos recogidos sobre la situación actual de las poblaciones felinas, los recursos disponibles y los objetivos planteados, pondremos en marcha el plan de actuación del Programa CER de alta intensidad, una actuación prioritaria porque en menos de seis meses podamos castrar más del 50% de los mustios pertenecientes a las colonias del municipio.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Las acciones a realizar en el plan de actuación del Programa CER de alta intensidad incluirán también los objetivos siguientes:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Coordinación:</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Uno de los aspectos fundamentales que hay que tener en cuenta para el éxito de la gestión de poblaciones felinas es la coordinación de todos los elementos humanos y materiales.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Esta coordinación, que tiene que incluir las acciones de los voluntarios/se, será la clave para que el proyecto consiga lograr los objetivos definidos y se haga dentro del plazo y en la forma oportuna,</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ priorizando elementos de actuación ante situaciones no contempladas en el plan, asignando recursos y buscando la eficiencia y eficacia del sistema.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Las principales tareas de coordinación que tienen que reflejar de manera detallada son:</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- El regidor/a coordinador/a pondrá a disposición del conjunto de participantes en el programa los medios de contacto y comunicación necesarios para una rápida y fluida interlocución.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Coordinación con gestores/se de colonias/entidades de protección/voluntariado.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Coordinación con servicios veterinarios.</span></span></span></p> <p style="margin-bottom: 0px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- priorizando las colonias con más problemas de integración, más posibilitados de gestión, con mejor ubicación o las que tengan más individuos;</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- con la excepción de las castraciones, porque el objetivo es adoptar estrategias de CER de alta intensidad, en que se castre el número más grande de mustios posible, en menos de seis meses.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Formación:</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Para mejorar la eficiencia de las capturas, con un especialista, haremos un curso de formación para capturar mustios,</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ atendiendo las diferentes situaciones, ubicaciones, número de miembros de la colonia y antecedentes de esta,</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ comprender los comportamientos y estrategias de mustios esquivos, así como</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ conocer las diferentes jaulas individuales o colectivas.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Vigilancia:</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Los mustios serán vueltos a la colonia, al mismo lugar de la captura, si es posible, en un periodo máximo de 24 horas,</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ exceptuando varios factores como complicaciones postquirúrgicas y estado de salud, a determinar por el veterinario/aria.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- La persona cuidadora de la colonia tendrá que mantener bajo observación los individuos esterilizados durante los días posteriores a la intervención y avisar el Ayuntamiento o el centro veterinario en caso de que se percibieran complicaciones postquirúrgicas. </span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>5. Medios humanos</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>5.1. Participación de veterinarios y programa de atención de mustios enfermos o heridos</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">El objetivo de este plan es el control de los felinos forales de Sencelles, tanto desde el punto de vista sanitario, como de la natalidad y el bienestar de sus ejemplares (tratamientos clínicos, previa autorización de los responsables municipales y siempre realizados por veterinarios/aries colegiados/*des) y eliminar las molestias producidas por las colonias de mustios, controlando así la superpoblación, reduciendo los riesgos sanitarios y mejorando la calidad de vida de los mustios.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>5.1.1. Convenios de colaboración y acción veterinaria</strong></span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Se podria establecer convenios de colaboración con diferentes clínicas veterinarias del municipio o de los municipios próximos (Costitx, Inca, Binissalem…), que se sumarán al convenio que ya tenemos firmado, hace una década con *Baldea, la Federación de Asociaciones de Bienestar Animal de las Islas Baleares.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Después de hacerse una captura indolora (con jaulas trampa) de los felinos, por su traslado al veterinario, los veterinarios/se llevarán a cabo las acciones siguientes:</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Evaluación previa: una vez anestesiada el animal, se comprobará el estado general y posible existencia de parasitosis externas: ácaros de orejas (otodectes cynotis), pulgas y garrapatas.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Desparasitación interna.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Esterilización quirúrgica: se castrará todos los ejemplares, incluyendo la permanencia en la clínica según criterio veterinario, en caso de que sea necesario hacer un seguimiento de su evolución postquirúrgica.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• chipaje a nombre del Ayuntamiento o de la persona que asume la responsabilidad.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Marcaje: para detectar los mustios ya castrados, se los marcará la oreja.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Ficha: se rellenará una ficha por cada ejemplar, librando copia en el Ayuntamiento. Participación de asociaciones y ciudadanos/se: carné de voluntaria de colonias y documento de compromiso</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">El Ayuntamiento de Sencelles quiere fomentar la participación ciudadana en general y, en particular, la de los ciudadanos y asociaciones que tienen como objetivo principal la mejora del medio ambiente y de la protección de los animales. Para la viabilidad de esta metodología y obtención de resultados satisfactorios es indispensable la colaboración de las entidades y de la ciudadanía.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">La protección de los animales depende en gran medida de la acción de la administración, pero también requiere la colaboración y la participación de personas que desarrollan acciones voluntarias en beneficio de la sociedad en general y de los animales en particular.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Por eso, establecimos:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• el Convenio de colaboración entre el Ayuntamiento de Sencelles y la asociación Quina*Animalada para la gestión de colonias controladas de mustios .</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• al firmar el Protocolo de actuación para el saneamiento y el retorno de mustios a Colonias Controladas y recibir una formación como personas voluntarias de una colonia felina, tendrán validez los acuerdos de colaboración con los propietarios o responsables de espacios privados para aplicar el método *CER y tener cura de los mustios de las colonias felinas privadas, pasando a tener consideración por el Ayuntamiento como voluntarias cuidadoras de una colonia.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">La persona voluntaria cuidadora de una colonia es aquella que dedica parte de su tiempo a llevar a cabo actividades de carácter cívico y social, sin contraprestación económica, en favor de intereses sociales colectivos, de manera solidaria y responsable. Una figura indispensable para llevar a cabo las políticas de control de natalidad y de tenencia responsable. Así determinamos que:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• El Plan de gestión ética de colonias felinas de Sencelles regulará el mantenimiento, vigilancia y control de las colonias con personas voluntarias colaboradoras, para que actúen bajo la supervisión y el criterio del Ayuntamiento, para mejorar las condiciones de vida y alimentación de las colonias felinas, manteniendo las condiciones de salubridad y limpieza necesarias en estos puntos de alimentación.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Continuaremos con el talante participativo de nuestro municipio y del convenio firmado con la asociación *animalista de Sencelles Quina*Animalada, para colaborar en la gestión de las colonias del municipio y dar en adopción o acogida los mustios que cumplan las características para hacerlo, cumpliendo lo:</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Convenio de colaboración entre el Ayuntamiento de Sencelles y la asociación Quina*Animalada para la gestión de colonias controladas de mustios.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ Las nuevas colonias públicas irán añadiéndose a este convenio.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Protocolo de actuación para el saneamiento y vuelta de mustios a Colonias Controladas.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ Queremos involucrar la ciudadanía en el proyecto y concienciar toda la sociedad sobre el problema de la carencia de control de natalidad y de bienestar animal y social que se deriva.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Se regularán las figuras del “voluntario/aria colaborador/a” de las colonias públicas, que se identificarán mediante un carné expedido por el Ayuntamiento, Carné de voluntaria de las colonias felinas.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Seguirán el protocolo y el convenio.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Las personas autorizadas que no lo cumplan serán retiradas del proyecto.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Los vecinos administradores/se de colonias privadas no tendrán que tener un Carné de voluntaria de las colonias felinas, puesto que la gestión de su colonia controlada será dentro de su propiedad.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ Firmarán el Protocolo de actuación para el saneamiento y vuelta de mustios a Colonias Controladas.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ Solo podrán tener un carné en caso de que inicien un servicio de voluntariado con otra colonia pública del municipio.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• La asociación animalista del municipio Quina Animalada será la coordinadora de las voluntarias de las colonias. Toda persona voluntaria de una colonia pública controlada estará sujeta a su coordinación y al convenio firmado con la asociación, que tendrán que ratificar en el Ayuntamiento, donde se los librará el carné.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Las personas voluntarias interesadas a colaborar como cuidadoras responsables de colonias felinas:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ Lo solicitarán previamente mediante instancia general al registro municipal, haciendo constar sus datos personales.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ Se tendrán que comprometer por escrito a asumir las condiciones que exige ​​el convenio&nbsp;y el protocolo.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Las que dejen de ser participantes tendrán que informar de la intención al Ayuntamiento con el objetivo de buscar soluciones en la continuidad de la colonia.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">▪ Tienen que llevar un censo continuado y actualizado de los felinos de la colonia que gestionan y realizarán un informe periódico de las incidencias en materia sanitaria o cambios a la colonia.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>5.2.1. Voluntarias de casas de acogida</strong></span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">La tarea de las voluntarias de las casas de acogida, el esfuerzo en tiempo, recursos y dedicación que requieren es imprescindible para la recuperación de mustios enfermos, la acogida de mustios sociables, de cachorros y de la socialización de estos, para facilitar la adopción definitiva.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">El Ayuntamiento promoverá este tipo de voluntariado y su formación, y apoyará a la tarea de la red de casas de acogida que funciona actualmente, que subscriban el convenio, para facilitar las adopciones de los mustios con más posibilidades de domesticación . Por su parte, las voluntarias tienen que dar cuenta en el Ayuntamiento del registro de entrada y salida de cada animal, el motivo de la acogida, el destino de este y los cambios al censo.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>5.3. Policía Local</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">La aplicación del Protocolo de la Policía Local por el censo de mustios de Sencelles es una tarea imprescindible porque todos los frentes, que causan el descontrol de natalidad de los mustios y <span style="color: rgb(0, 0, 0)">su adiestramiento</span>, estén atendidos. </span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• La policía ayuda a investigar cuáles son los vecindarios/des aliment<span style="color: rgb(0, 0, 0)">adores</span> de mustios forales para proceder a su control.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Sus campañas lleva a puerta ayudan a lograr el hito de un Censo Animal senceller actualizado.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• La policía informa de la ordenanza y la Ley 7/2023, especialmente los vecindarios/desde que pasean canes.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>5.4. Mediadora entre la ciudadanía y el Ayuntamiento</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Para evitar posibles conflictos, estableceremos la figura municipal de m*ediació entre las partes implicadas al conflicto con una Colonia Felina Controlada, con el apoyo de la asociación para el bienestar animal del municipio.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">La base del futuro plano es el control sanitario y de natalidad de los animales, vigilancia, mantenimiento de las colonias felinas y la minimización de las molestias para los vecinos y vecinas, para lo cual es necesario disponer de una red de personas voluntarias laboren a las diferentes acciones relacionadas con la gestión de las colonias felinas y que puedan apoyar a la persona mediadora entre el Ayuntamiento y los vecindarios/dic.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Es imprescindible para una correcta gestión de las colonias, dar una buena imagen del proyecto, y por eso es fundamental la figura del mediador/a.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Cuando se produzca una queja, esta se remitirá directamente a la persona mediadora por *intermediar en la resolución de conflictos que puedan generar las colonias felinas, sean o no, encara, del conocimiento del Ayuntamiento, que en este caso procederá inmediatamente a su gestión.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>6. Formación</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)"><strong>6.1. Planes de formación de voluntarios/aries de colonias y del personal del Ayuntamiento en el manejo y gestión de las colonias felinas</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Las actividades de voluntariado se configuran como una importante estrategia de educación y sensibilización ambiental, dado que, además de la acción directa que ejercen sobre la calidad del medio, posibilitan un cambio personal en las actitudes y los comportamientos sociales que resulta imprescindible para la solución de los problemas de convivencia entre el ser humano y los animales que comparten las zonas urbanas.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Para que el plan funcione de la manera más eficaz posible, las personas involucradas tendrán que conocer los diferentes aspectos del Plan de Gestión Ética de las Colonias de Sencelles y las razones para seguir las directrices.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Contaremos con la colaboración del Ilustre Colegio Oficial de Veterinarios de las Islas Baleares, la Comisión de Abogados para la defensa de los Derechos de los Animales del Ilustre Colegio de Abogados de las Islas Baleares, así como otros veterinarios/aries.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Se priorizará la formación mediante la realización de cursos y talleres para gestores/se de colonias, policía local y brigada municipal, donde se establecerán las pautas comunes para el correcto control de las colonias:</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Conceptos básicos de etología felina.</span></span></span></p> <p style="margin-bottom: 0px; Campañas de sensibilización para la integración de las colonias</strong></span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Poner en marcha este plan y sus campañas de sensibilización es dar continuidad a la Campaña de Bienestar Animal para aplicar la Ordenanza de Bienestar Animal (*BOIB 180, 30 de diciembre de 2021) y alinearnos con el horizonte que pretende conseguir la Ley 7/2023.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Con este objetivo iniciamos la Campaña de Censo Animal, donde hemos hecho dos videos, carteles, dos folletines repartidos puerta a puerta por todo el municipio, actuaciones en la escuela pública, regalo a los vecindarios/desde botellitas para llevar agua y vinagre o jabón para pasear con los canes, paradas informativas con *rollup (pancarta con estructura propia) para informar y visibilizar los informadores/se en diferentes actos públicos, además de tener la policía informando de la ordenanza, especialmente los vecindarios/desde que pasean canes.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Actualmente, todavía implementamos la Campaña de Control de Natalidad y Censo de los mustios, aplicando el Protocolo de la Policía Local por el censo de los mustios de Sencelles puerta a puerta.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">El Ayuntamiento promoverá la difusión e información de este Plan de Gestión Ética de Colonias Felinas de Sencelles a la ciudadanía en general, de forma que se expongan las ventajas y la gestión ética de las colonias, y utilizará todos los medios disponibles para la información y difusión (charlas, bustiada, cartelería, redes sociales, etc.) para:</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• que se asuma la responsabilidad que implica su tenencia,</span></span></span></p> <p style="margin-bottom: 0px; font-size: 12px"><span style="color: rgb(0, 0, 0)">Las acciones de comunicación en torno a la gestión de poblaciones felinas tienen que estar diseñadas para facilitar todas las fases de la gestión. Hay que planificar canales de información para los vecinos y vecinas y medidas para la mejora de la convivencia, actuando sobre los conflictos antes de que se enquisten. Una buena política de información sobre las ventajas del programa a menudo puede vencer las reticencias que puedan plantearse la población y cambiar muchas creencias erróneas.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Comunicación en la población en general de:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• la responsabilidad de todos/se en la tenencia, la formación de colonias y la solución ética, Método CER.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Tenemos que continuar concienciando la ciudadanía para que tengan en cuenta que si los mustios caseros se asilvestran es porque no están castrados, porque necesitan independizarse para pertenecer a una colonia para asegurar la reproducción,</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- y que al multiplicarse aumentan los problemas con los vecindarios/*des (molestias a cocinas, patios y jardines, olores, ruidos…) y para los mustios (enfermedades, peleas por el territorio y por la reproducción…).</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Este es un problema de bienestar general, animal y vecinal que continuará si no hacemos entender la gente que, para que las colonias de mustios no continúen aumentando, los vecindarios/desde que tienen mustios o los alimentan tienen que asumir la responsabilidad de su bienestar, haciéndose cargo de su castración, chipaje, vacunas y desparasitación,</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- y en el caso de los forales, pedir la actuación municipal cuanto antes mejor.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• la gestión y ubicación de las colonias felinas controladas en vía pública, para favorecer la integración y la aceptación.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• el trabajo hecho por el Ayuntamiento</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• la trayectoria de gestión ética de las colonias hecha por la asociación *animalista del municipio Quina*Animalada y sus voluntarios/se.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Es fundamental que la población pueda conocer esta posibilidad y reconocer la tarea hecha.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• como acceder a la función de voluntario/aria o mediador/a de las colonias públicas.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">Para comunicar todo esto de forma ordenada, se realizarán:</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Campañas Contra el Abandono y “el Abandono Indirecto”.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- El éxito de la gestión ética de poblaciones felinas también depende de conseguir que no se incorporen nuevos individuos.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- El abandono es una de las principales causas de crecimiento de las colonias, por lo cual hay que apelar a la tenencia responsable.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Campañas de identificación y censo animal.</span></span></span></p> <p style="margin-left: 40px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Una de las medidas más importantes en el control del abandono y la esterilización es el control de la tenencia responsable para asegurar que se realiza la identificación de los mustios de particulares con un chip y se inscriben al Censo Animal del Ayuntamiento de Sencelles.</span></span></span></p> <p><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">• Campañas de adopción y concienciación.</span></span></span></p> <p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"><span style="line-height: 1"><span style="font-family: Times New Roman, Times, serif; font-size: 12px"><span style="color: rgb(0, 0, 0)">- Los costes actuales de la protectora donde el Ayuntamiento gestionamos el abandono de los animales se han disparado, por eso incentivaremos la adopción de mustios y canes, estableciendo convenios con diferentes asociaciones *animalistes de la Isla, incluida la local.</span></span></span></p> <p style="margin-bottom: 0px;
