&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1.&amp;nbsp;Mediante la Resolución de la consejera de Presidencia y Administraciones Públicas de 4 de junio de 2024 por la que se aprueba la convocatoria del proceso excepcional de estabilización por concurso extraordinario de méritos para cubrir las plazas de personal funcionario de la Administración general de la Comunidad Autónoma de las Islas Baleares (BOIB núm. 79, de 13 de junio de 2024).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;2.&amp;nbsp;De acuerdo con la base 20.1.1 del anexo 2 de la convocatoria citada en el punto anterior, el tribunal es el órgano de selección encargado de llevar a cabo este proceso selectivo. Los tribunales deben ajustarse, en lo que respecta a la constitución y la composición, a lo que establecen los capítulos V y VI del Reglamento de ingreso del personal al servicio de la Comunidad Autónoma de las Illes Balears, aprobado por el Decreto 27/ 1994, de 11 de marzo, en todo aquello que no contradiga lo que establece la letra &lt;em&gt;a) &lt;/em&gt;&lt;em&gt; &lt;/em&gt;del artículo 9 del Decreto ley 6/2022, de 13 de junio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3.Asimismo, de acuerdo con la base 20.1.2 del anexo 2 de la convocatoria citada, los tribunales estarán constituidos, como mínimo, por tres miembros titulares, con el mismo número de suplentes. Se debe constituir un tribunal por cada grupo o subgrupo de titulación para la valoración de los méritos para el acceso a los cuerpos, escalas y especialidades convocados, con independencia de si son de administración general o de administración especial.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Todos los miembros de los tribunales deben poseer una titulación académica de igual o de superior nivel al exigido a los aspirantes para el ingreso.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Como mínimo uno de los miembros de los tribunales debe poseer una titulación correspondiente a la misma área de conocimiento a la exigida para el ingreso, si esa titulación es específica.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;4.&amp;nbsp;Finalmente, de acuerdo con la base 20.1.3 del anexo 2 de la convocatoria citada, la determinación de la composición de los tribunales se llevará a cabo de acuerdo con las siguientes normas:&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El presidente, el secretario y los vocales de los tribunales deben ser nombrados por la consejera de Presidencia y Administraciones Públicas entre los miembros de la Comisión Permanente de Selección y Provisión creada por la disposición adicional cuarta del Decreto ley 4/2022, de 30 de marzo , por el que se adoptan medidas extraordinarias y urgentes para paliar la crisis económica y social producida por los efectos de la guerra en Ucrania.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;La composición de los órganos de selección debe ajustarse, salvo razones fundamentadas y objetivas, debidamente motivadas, al criterio de paridad entre hombres y mujeres, con capacitación, competencia y preparación adecuadas. Se entiende por representación equilibrada la presencia de mujeres y hombres de forma que ningún sexo supere el 60% del conjunto de personas a las que se refiere ni sea inferior al 40%.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Cuando no pueda completarse el nombramiento de los miembros de los tribunales por la existencia de causa de abstención, vacante, enfermedad, u otra causa justificada, en los miembros de la Comisión Permanente de Selección y Provisión, la consejera de Presidencia y Administraciones Públicas debe designar libremente a los miembros necesarios para completar el órgano de entre personas que sean o hayan sido personal funcionario de carrera de la Administración autonómica de las Illes Balears, con experiencia reconocida, y siempre que cumplan los requisitos exigidos por el Decreto 27/1994, de 11 de marzo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Fundamentos de derecho&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;1.&amp;nbsp;El artículo 10 de la Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears, en relación con el artículo 6.3 c) de la Ley 3/2007, de 27 de marzo, de la función pública de la Comunidad Autónoma de las Islas Baleares.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;2.&amp;nbsp;Los artículos 13 y 14 del Decreto 27/1994, de 11 de marzo, por el que se aprueba el reglamento de ingreso del personal al servicio de la CAIB.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3.&amp;nbsp;La Resolución de la consejera de Presidencia y Administraciones Públicas de 4 de junio de 2024 por la que se aprueba la convocatoria del proceso excepcional de estabilización por concurso extraordinario de méritos para cubrir las plazas de personal funcionario de la Administración general de la Comunidad Autónoma de las Islas Baleares.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Por todo ello, y en uso de las competencias que me otorga el artículo 6.3.c) de la Ley 3/2007, dicto la siguiente&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;strong&gt;Resolución&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1.&amp;nbsp;Designar a los Tribunales Calificadores del proceso excepcional de estabilización por concurso extraordinario de méritos para cubrir las plazas de personal funcionario de la Administración general de la Comunidad Autónoma de las Illes Balears (BOIB núm. 79, de 13 de junio de 2024) , el cual está constituido por los miembros que figuran en el anexo de esta Resolución.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;2.&amp;nbsp;Publicar esta Resolución en el &lt;/span&gt;&lt;em&gt;Boletín Oficial de las Islas Baleares&lt;/em&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;, en la sede electrónica de la CAIB (www.caib.es) y en el Portal del Opositor (http://oposicions.caib.es).&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Interposición de recursos&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Contra esta Resolución, que pone fin a la vía administrativa, se puede interponer un recurso potestativo de reposición ante la consejera de Presidencia y Administraciones Públicas en el plazo de un mes, a contar desde el día siguiente de la publicación, de acuerdo con los artículos 123 y 124 de la Ley 39/2015, de 1 de octubre, del Procedimiento Administrativo Común de las Administraciones Públicas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;También se puede interponer un recurso contencioso administrativo ante la Sala de lo Contencioso Administrativo del Tribunal Superior de Justicia de las Illes Balears en el plazo de dos meses, a contar desde el día siguiente de la publicación, de acuerdo con los artículos 8.2 y 46.1 de la Ley 29/1998, de 13 de julio, reguladora de la jurisdicción contencioso-administrativa.&lt;/span&gt;&lt;/p&gt;
