    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;Que la Ley 20/2021, de 28 de diciembre, de medidas urgentes para la reducción de la temporalidad en el empleo público, publicada en el BOE núm. 312 de 29 de diciembre de 2021, establece para todas las administraciones la estabilización de las plazas estructurales que, dotadas presupuestariamente, han estado ocupadas de forma ininterrumpida desde las fechas establecidas en la normativa de aplicación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Que en aplicación de este mandato el Consejo Ejecutivo y todos los ayuntamientos de Menorca, en sesión de carácter ordinario de 23 de mayo de 2022, aprobaran sus ofertas públicas de empleo para la estabilización extraordinaria del personal de sus plantillas antes del 1 de junio de 2022 &lt;span style="background-color:#ffffff"&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Que el &lt;span style="background-color:#ffffff"&gt;Decreto ley 6/2022, de 13 de junio, de nuevas medidas urgentes para reducir la temporalidad en la ocupación de las Islas Baleares, publicado en el BOIB núm. 78 de fecha 16 de &lt;/span&gt;junio de 2022, validado por el Pleno del Parlamento de las Islas Baleares en sesión de &lt;em&gt;&lt;span style="color:#000000"&gt;28 de junio de 2022, &lt;/span&gt;&lt;/em&gt;aprobó las bases generales con los criterios generales que deben regir los procesos selectivos de estabilización para el ingreso o el acceso como funcionario de carrera o personal laboral fijo de las administraciones de las Islas Baleares. Este Decreto ley fue modificado por el Decreto ley 7/2022 de 11 de julio, de prestaciones sociales de carácter económico de las Islas Baleares.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Que la Disposición adicional primera de la Ley 20/2021, establece que los municipios, podrán encomendar la gestión material de la selección del personal a los consejos insulares . De acuerdo con esta normativa, el Consejo Insular de Menorca firmó con todos los ayuntamientos de Menorca un convenio de encargo de la gestión material del proceso extraordinario de la oferta pública de empleo de estabilización de las ofertas públicas municipales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;En fecha 26 de septiembre de 2022, el Pleno del Consejo Insular de Menorca aprueba el convenio de colaboración entre el Consejo Insular de Menorca y los ayuntamientos de Menorca por la encomienda de la gestión material del proceso extraordinario de la oferta pública de ocupación de estabilización de la isla de Menorca, publicada en el BOIB núm. 131 de día 8 de octubre de 2022, de acuerdo con lo establecido en la Ley 4/2022 de consejos insulares y resto de normativa de aplicación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;En fecha 18 de noviembre de 2022, el BOIB núm. 149, publicó las mismas bases específicas para todas y cada una de las administraciones locales de Menorca. Este mismo boletín publicó las convocatorias de las ofertas públicas del Consejo Insular de Menorca, las de todos los ayuntamientos y la del Instituto Menorquín de Estudio, y las modificaciones del Ayuntamiento de Ciutadella y del Instituto Menorquín de Estudios publicadas en el BOIB núm. 150 de 19 de noviembre de 2022.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;En fecha 8 de mayo de 2024 mediante resolución de la concejala del Área Social, Juventud, Recursos Humanos, Seguridad, Movilidad, Vivienda, Cooperación, Coordinación General, Diversidad y Ocupación de Vía Pública del Ayuntamiento de Alaior núm. 2024/722, propone el nombramiento de los miembros del tribunal calificador de las convocatorias del subgrupo C1, de administración general y especial, subgrupo C2, de administración general, y grupo AP.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;En fecha 30 de mayo de 2024, la consejera ejecutiva del Departamento de Economía y Servicios Generales mediante Resolución nº. 2024/730, se nombran a los miembros del tribunal calificador para las convocatorias del subgrupo C1, de administración general y especial, subgrupo C2, de administración general, y grupo AP, del Ayuntamiento de Alaior, publicada en el BOIB nº. 75, de 4 de junio de 2024.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;En fecha 18 de junio de 2024 mediante resolución de la concejala del Área Social, Juventud, Recursos Humanos, Seguridad, Movilidad, Vivienda, Cooperación, Coordinación General, Diversidad y Ocupación de Vía Pública del Ayuntamiento de Alaior, núm. 2024/1052, se subsana el error observado en la resolución 2024/722, de fecha 8 de mayo de 2024, en cuanto a la composición de las personas propuestas para formar parte del tribunal calificador de las convocatorias del subgrupo C1 y C2 y grupo AP, de administración general y especial.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Como titular del Departamento de Economía y Servicios Generales, en ejercicio de las competencias atribuidas por el artículo 33 de la Ley 4/2022, de 28 de junio, de consejos insulares, en relación al Decreto de presidencia núm. 227/2023 de 17 de noviembre, de extinción de un departamento y reestructuración del resto de departamentos (BOIB núm. 158 de 21 de noviembre de 2023), &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;TERCERO.&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;Establecer la dedicación exclusiva del personal que forma parte de los tribunales durante las jornadas de su actuación trabajando en jornadas completas y consecutivas de 8 a 14 horas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Los miembros de los tribunales trabajarán de forma rotativa evitando que dejen sus puestos de trabajo por un período superior a los diez días. En todo caso deberá garantizarse que todos los candidatos de una misma convocatoria sean valorados por los mismos miembros de un tribunal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;CUARTO. &lt;/strong&gt;Los miembros del Tribunal calificador se abstendrán de intervenir y los aspirantes podrán recusarlos, en la o las convocatorias afectadas por los motivos establecidos en los artículos 23 y 24 de la Ley 40/2015, de 1 de octubre, de régimen jurídico del sector público .&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;QUINTO. &lt;/strong&gt;Los miembros de los tribunales tendrán, en todo caso, derecho a indemnización por su participación con arreglo al Real Decreto 462/2002, de 24 de mayo, sobre indemnizaciones por razón del servicio.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;SEXTO. &lt;/strong&gt;Publicar esta resolución en el BOIB, y en la página oficial del opositor del Consejo Insular de Menorca (https://oposicions.cime.es).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;SÉPTIMO . &lt;/strong&gt;&lt;/span&gt;&lt;span style="color:#000000"&gt;Notificar estos acuerdos a los interesados.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;Lo que os comunico para su conocimiento y tenga los efectos que correspondan, al tiempo que os hago saber que contra el acuerdo precedente, que no agota la vía administrativa, podéis interponer, en el plazo de un mes a partir de al día siguiente de la fecha de recepción de esta notificación, recurso de alzada ante la Comisión de Gobierno del Consejo Insular de Menorca, sin perjuicio de que pueda utilizar cualquier otro recurso que considere procedente en derecho.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;El mencionado recurso se entenderá desestimado si no se os ha notificado la resolución cuando hayan transcurrido tres meses desde su interposición. Contra la desestimación del recurso de alzada por silencio administrativo podrá interponer recurso contencioso-administrativo ante el Juzgado Contencioso Administrativo de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
