En fecha 28 de marzo de 2022 (RE SAA núm. 267 de 01/04/2022) el sr. Josep Juaneda Mercadal, en nombre y representación del Consorcio de Residuos y Energía de Menorca, solicita la modificación no sustancial de la AAI de la instalación del Área de Gestión de Residuos de Milá, consistente en el sellado de la Celda 3.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. En fecha 18 de abril de 2024 el comité técnico de Autorizaciones Ambientales Integrada aprueba la propuesta del informe técnico de fecha 15 de abril de 2024, concediendo al promotor diez días para presentar alegaciones.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. En fecha 25 de abril de 2024 el promotor remite las aclaraciones del citado informe técnico.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Por todo lo anterior, y CONSIDERANDO&nbsp;</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. Que el Consorcio de Residuos y Energía de Menorca ha solicitado una modificación de la Autorización Ambiental Integrada de la instalación del Área de Gestión de Residuos de Milá consistente en el sellado de la Celda 3.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. Que la documentación aportada justifica que se trata de una modificación no sustancial, de acuerdo con el art. 14 del RD 815/2013.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. Que los informes recibidos de los órganos y las entidades consultados son favorables.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Visto el dictamen del comité técnico con propuesta de resolución del día 18 de abril de 2024, las aclaraciones del promotor, y de acuerdo con el artículo 8.1.b) ii del Decreto 3/2022, de 28 de febrero, dicto la siguiente:</span></span></p> <p style="text-align:center"><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Resolución</span></span></strong></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Primero: Otorgar la modificación no sustancial de la autorización ambiental integrada de la instalación del Área de Gestión de Residuos de Milá, promovida por el Consorcio de Residuos y Energía de Menorca, consistente en el sellado de la Celda 3 con las condiciones de explotación, capacidad y procesos indicados en el proyecto «Proyecto de clausura de la celda 3 de la ampliación del vertedero de Milà II, Maó (Menorca)» firmado por el ingeniero agrónomo Jaume Cabré Alcoverro en enero de 2022, con visado V202200184 de fecha 21 de marzo de 2022 del Colegio Oficial de Ingenieros Agrónomos de Cataluña (COEAC) con sujeción a las siguientes condiciones y/o modificaciones en la AAI:</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">en el punto 6.8. «Celdas I, II, III y C»</span></span></p> <p><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">donde dice:</span></span></strong></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; En el supuesto de encontrarse una afección a las aguas subterráneas se deberá bombear y realizar el tratamiento idóneo en la planta de tratamiento de lixiviados.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">(2) En caso de detectar afección a las aguas subterráneas se comunicará inmediatamente al órgano ambiental y las aguas deberán tratarse como lixiviado en la planta de tratamiento y no podrán destinarse a torrente.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. El control de los lixiviados, parámetros meteorológicos, de las aguas pluviales y de las aguas subterráneas debe mantenerse durante los 30 años posteriores a la clausura del vertedero.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. Se deben ejecutar y llevar el control de los siguientes pozos de control de las aguas subterráneas:</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">* Sellado durante la ejecución de la ampliación de Milá II</span></span></p> <p>- <span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Pz 3 (punto de control 3) que se encuentra más cercano a la ampliación de Milá II, celdas I y II,&nbsp;que se trata de un pozo autorizado pero que no se ha ejecutado.</span></span></p> <p>- <span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Pz 6, situado entre la celda III y Milá II.</span></span></p> <p>- <span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Pz 7, situado al sur de la celda III.</span></span></p> <p>- <span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Pz 8, situado al oeste de la celda III, para tener datos aproximados de lo que sucede en la celda&nbsp;III, con una profundidad aproximada de 20 m, un diámetro de 250 mm y que consistirá en una &nbsp;&nbsp; tubería de PVC ranurada en su totalidad.</span></span></p> <p>- <span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Pz 9, situado al norte de Milá II, en la zona de las plantas de tratamiento de residuos, con el fin &nbsp;de disponer de las características hidroquímicas en la zona de cabecera, y también servirá para evaluar cuantitativamente la recarga, instalando en el piezómetro una sonda tipo Diver para el control de presión. La profundidad aproximada será de 40 m, el diámetro de 250 mm y consistirá en&nbsp; una tubería de PVC ranurada en su totalidad.</span></span></p> <p>- <span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Pz 14 y Pz 15, se ejecutarán con la ampliación de Milá II para captar los lixiviados que pudieran percolar desde Milá II a las aguas subterráneas. La profundidad aproximada será de 20 m, el diámetro será suficiente para el muestreo y bombeo de las aguas subterráneas.</span></span></p> <p>- <span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Pz 4 será sellado y reubicado durante la ejecución de las obras de la celda II.&nbsp;La profundidad aproximada será de 10 m. El diámetro será suficiente para el muestreo y bombeo de las aguas&nbsp;subterráneas.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las características del Pz 3, Pz 6 y Pz 7 serán una profundidad de 25-30 m, un diámetro de 250 mm&nbsp; y consistirá en una tubería de PVC ranurada en su totalidad.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Respecto a la ejecución de los nuevos sondeos Pz 4, Pz 14 y Pz 15, las perforaciones exploratorias se llevarán a cabo con una perforación previa con rotación con extracción de testigo continuo. El revestimiento de los piezómetros serán de PVC con un diámetro suficiente que permita el bombeo de las aguas subterráneas y con la mayor parte de la tubería ranurada.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Respecto al entubado de todos los pozos de control, en función de cuales sean los niveles registrados, el entubamiento deberá ser totalmente ranurado o parcialmente ranurado. En caso de que no se detecten filtraciones provenientes de Milá II, el entubamiento será totalmente ranurado (a excepción del tramo superior de 2-3 m sellados). En caso de que aparezcan surgencias habrá que aislar el nivel de la surgencia con el nivel freático más profundo.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Respecto a la propuesta del estudio hidrogeológico a realizar que incorpora el “Proyecto constructivo de las actuaciones de mejora de la fase I de ampliación del vertedero de Milá II, celda III y balsa de lixiviados (marzo de 2016) ”, hay que hacer una serie de consideraciones:</span></span></p> <p>- <span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Para poder caracterizar correctamente el subsuelo y determinar los posibles niveles freáticos y calidad de las aguas es necesario que los nuevos sondeos (Pz 3, Pz 6, Pz 7, Pz 8 y Pz 9) se lleven a cabo en primer lugar con testimonio continuo . Descritos los testigos y determinadas las &nbsp;&nbsp; &nbsp;profundidades y calidad de las aguas se podrá proceder a reperforar los sondeos con un diámetro &nbsp;suficiente que permita el muestreo. Opcionalmente se puede optar por perforar el sondeo con testigo continuo pero con un diámetro superior, de forma que no sea necesaria la reperforación.</span></span></p> <p>- <span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las cajas con los testigos tendrán que ser guardadas para que técnicos de la administración puedan &nbsp;&nbsp; &nbsp;llevar a cabo la revisión de los mismos.</span></span></p> <p>- <span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Pz 6 y el Pz 8 son los que su vida útil depende del avance de la explotación y que tendrán que ser sellados.</span></span></p> <p>- <span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Respecto al ensayo de bombeo debe indicarse que en cualquier caso la duración mínima debe ser de 8 h.</span></span></p> <p>- <span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El monitoreo que se propone para las aguas arriba también debería realizarse en la zona de aguas&nbsp;abajo, por ejemplo en el Pz 7.</span></span></p> <p>- <span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El estudio hidrogeológico debe realizarse en paralelo a la ejecución de las obras del proyecto presentado, de modo que cuando se finalicen las obras, estimadas en 19 semanas, deben haberse&nbsp;entregado al órgano ambiental, los resultados del estudio hidrogeológico junto con la determinación de las actuaciones que se llevarán a cabo para evitar el contacto de los niveles freáticos con el fondo&nbsp;de la celda III y reducir el volumen de lixiviados generados.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Respecto al Proyecto constructivo de la celda II, de la Fase II de ampliación del vertedero de Milá II&nbsp;(octubre 2019), una vez se disponga de los resultados de las actuaciones de excavación se ejecutará un sistema de drenaje y control de las aguas subterráneas para evitar subpresiones en la zona suroeste&nbsp;de la celda II. La actuación será la ejecución de una zanja en el perímetro sur de la celda II con&nbsp;material drenante para disminuir el nivel freático y conducir las posibles aguas subterráneas en el pozo de bombeo Pz 4.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El pozo de bombeo Pz4, Pz 15 y Pz 14 dispondrá n de contadores volumétricos para registrar el volumen de agua subterránea extraída. El bombeo irá acompañado de un control analítico y si la conductividad es superior a 2.500 mS/cm las aguas se destinarán a la planta de tratamiento de &nbsp;&nbsp;lixiviados de Milá y si son inferiores se volcarán en el cauce público. Los resultados de este seguimiento serán reportados trimestralmente en el órgano ambiental.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En caso de detectar contaminación en las aguas subterráneas en función de los resultados analíticos en estos puntos de control deberá comunicarse inmediatamente al órgano ambiental y las aguas se &nbsp;destinarán a la planta de lixiviados y no se podrán verter en torrente.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las aguas subterráneas drenadas serán vertidas a un único punto en el torrente que será el punto de &nbsp;vertido del torrente de Binissarmenya. Estos vertidos a torrente se tendrán que notificar anualmente al registro PRTR.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">4. Antes de iniciarse las operaciones de vertido en la zona de ampliación del vertedero se tomarán muestras en estos puntos para establecer los valores de referencia. La toma de muestras se realizará según Norma ISO 5667-11 (1993), sobre “Guías para el muestreo de aguas subterráneas”</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">5. Las tomas de muestras y parámetros de medida (volumen y composición) de los lixiviados se realizarán por separado en cada punto donde se descarguen los lixiviados de las siguientes instalaciones: Milá I, Milá II, celda de cenizas de la ampliación de Milá II y resto de celdas de la ampliación del Milá II.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6. El proyecto de impermeabilización de la subcelda E de febrero de 2015, prevé también el seguimiento de producción de lixiviados en los pozos de registro de la red de drenaje de gases y lixiviados (P-E1 a P-E8) y en el den de seguridad de la subcelda E (CDF-1). La información relativa a estos puntos de control cuantitativo se incorporará en el control documental. Los pozos de seguimiento deben autorizarse por parte de la Dirección General competente en materia de Recursos Hídricos y en todo caso deben cumplir con los requisitos técnicos para la construcción de pozos establecidos en el Decreto 108/2005.</span></span><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">&nbsp;</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13. El mantenimiento de las instalaciones, por parte del explotador, debe garantizar el funcionamiento de las redes de recogida de lixiviados y escorrentías superficiales sobre todo en caso de desprendimiento de taludes.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">14. Los análisis químicos de los controles se realizarán por laboratorios competentes de acuerdo con lo establecido en el Real Decreto 2000/1995, de 28 de diciembre por el que se aprueba el Reglamento de la infraestructura para la Calidad y la Seguridad Industrial .</span></span><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">&nbsp; &nbsp; &nbsp; &nbsp;</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">15. font-size:12px">• El Pz 3 (punto de control 3) que se encuentra más cercano a la ampliación de Milán II, celdas I y II, que se trata de un pozo autorizado, pero que no se ha ejecutado.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">• El Pz 6, situado entre la celda III y Milán II.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">• El Pz 7, situado en el sur de la celda III.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">• El Pz 8, situado al oeste de la celda III, para tener datos aproximados de lo que sucede en la celda III, con una profundidad aproximada de 20 m, un diámetro de 250 mm y que consistirá en una tubería de PVC ranurada en su totalidad.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">• El Pz 9, situado al norte de Milán II, en la zona de las plantas de tratamiento de residuos, para disponer de las características hidroquímicas en la zona de cabecera, y también servirá para evaluar cuantitativamente la recarga, instalando en el piezómetro una sonda tipo Diver para el control de presión. La profundidad aproximada será de 40 m, el diámetro de 250 mm y consistirá en una tubería de PVC ranurada en su totalidad.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">• El Pz 14 y Pz 15, se ejecutarán con la ampliación de Milán II para captar a los lixiviados que pudieran percolar desde Milán II a las aguas subterráneas. La profundidad aproximada será de 20 m, el diámetro será suficiente para el muestreo y bombeo de las aguas subterráneas.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">• El Pz 4 será sellado y reubicado durante la ejecución de las obras de la celda II. La profundidad aproximada será de 10 m. El diámetro será suficiente para el muestreo y bombeo de las aguas subterráneas.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las características del Pz 3, Pz 6 y Pz 7 serán una profundidad de 25-30 m, un diámetro de 250 mm y consistirá en una tubería de PVC ranurada en su totalidad.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Respecto a la ejecución de los nuevos sondeos Pz 4, Pz 14 y Pz 15, las perforaciones exploratorias se llevarán a cabo previa perforación con rotación con extracción de testigo continuo. El revestimiento de los piezómetros serán de PVC con un diámetro suficiente que permita el bombeo de las aguas subterráneas y con la mayor parte de la tubería ranurada. </span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Respecto al entubado de todos los pozos de control, en función de cuales sean los niveles registrados, el entubamiento deberá ser totalmente ranurado o parcialmente ranurado. En caso de que no se detecten filtraciones provenientes de Milán II, el entubamiento será totalmente ranurado (a excepción del tramo superior de 2-3 m sellados). En caso de que aparezcan surgencias habrá que aislar el nivel de la surgencia con el nivel freático más profundo.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Respecto a la propuesta del estudio hidrogeológico a realizar que incorpora el “Proyecto constructivo de las actuaciones de mejora de la fase I de ampliación del vertedero de Milán II, celda III y balsa de lixiviados (marzo de 2016) ”, hay que hacer una serie de consideraciones:</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">• Para poder caracterizar correctamente el subsuelo y determinar los posibles niveles freáticos y calidad de las aguas es necesario que los nuevos sondeos (Pz 3, Pz 6, Pz 7, Pz 8 y Pz 9) se lleven a cabo, en primer lugar, con testigo continuo. Descritos los testigos y determinadas las profundidades y calidad de las aguas se podrá proceder a reperforar los sondeos con un diámetro suficiente que permita el muestreo. Opcionalmente, se puede optar por perforar el sondeo con testigo continuo, pero con un diámetro superior, de forma que no sea necesaria la reperforación.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">• Las cajas con los testigos tendrán que ser guardadas para que técnicos de la administración puedan llevar a cabo la revisión de los mismos.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">• El Pz 6 y el Pz 8 son los que su vida útil depende del avance de la explotación y que tendrán que ser sellados.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">• Respecto al ensayo de bombeo debe indicarse que en cualquier caso la duración mínima debe ser de 8 h.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">• El monitoreo que se propone para las aguas arriba también debería realizarse en la zona de aguas abajo, por ejemplo en el Pz 7.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">• El estudio hidrogeológico debe realizarse en paralelo a la ejecución de las obras del proyecto presentado, de modo que cuando se finalicen las obras, estimadas en 19 semanas, deben haberse entregado al órgano ambiental, los resultados del estudio hidrogeológico junto con la determinación de las actuaciones que se llevarán a cabo para evitar el contacto de los niveles freáticos con el fondo de la celda III y reducir el volumen de lixiviados generados.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Respecto al Proyecto constructivo de la celda II, de la Fase II de ampliación del vertedero de Milán II (octubre 2019), una vez se disponga de los resultados de las actuaciones de excavación se ejecutará un sistema de drenaje y control de las aguas subterráneas para evitar subpresiones en la zona suroeste de la celda II. La actuación será la ejecución de una zanja en el perímetro sur de la celda II con material drenante para disminuir el nivel freático y conducir las posibles aguas subterráneas en el pozo de bombeo Pz 4.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Los pozos de bombeo Pz4, Pz 15 y Pz 14 dispondrán de contadores volumétricos para registrar el volumen de agua subterránea extraída. El bombeig irá acompañado de un control analítico y si la conductividad es superior a 2.500 mS/cm las aguas se destinarán a la planta de tratamiento de lixiviados de Milán y si son inferiores se verterán en el cauce público. Los resultados de este seguimiento serán reportados trimestralmente en el órgano ambiental.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En caso de detectar contaminación en las aguas subterráneas en función de los resultados analíticos en estos puntos de control deberá comunicarse inmediatamente al órgano ambiental y las aguas se destinarán a la planta de lixiviados y no se podrán verter en torrente.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las aguas subterráneas drenadas serán vertidas a un único punto en el torrente que será el punto de vertido del torrente de Binissarmenya. Estos vertidos a torrente se tendrán que notificar anualmente al registro PRTR.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">4. Antes de iniciarse las operaciones de vertido en la zona de ampliación del vertedero se tomarán muestras en estos puntos para establecer los valores de referencia. La toma de muestras se realizará según Norma ISO 5667-11 (1993), sobre “Guías para el muestreo de aguas subterráneas”</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">5. Las tomas de muestras y parámetros de medida (volumen y composición) de los lixiviados se realizarán por separado en cada punto donde se descarguen los lixiviados de las siguientes instalaciones: Milán I, Milán II, celda de cenizas de la ampliación de Milán II y resto de celdas de la ampliación del Milán II.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6. El proyecto de impermeabilización de la subcelda E de febrero de 2015, prevé también el seguimiento de producción de lixiviados en los pozos de registro de la red de drenaje de gases y lixiviados (P-E1 a P-E8) y en el dren de seguridad de la subcelda E (CDF-1). La información relativa a estos puntos de control cuantitativo se incorporará en el control documental. Todas las muestras se tomarán de acuerdo con la Norma UNE-EN 25667:1995 (ISO 5667-2:1991).</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8. Cada tres años deben analizarse las sustancias prioritarias de las aguas subterráneas definidas en la Directiva marco del agua y normas relacionadas, y como mínimo las siguientes: hidrocarburos policíclicos, aromáticos y alifáticos, fenoles, PCB, COV y BTEX. Los pozos de seguimiento deben autorizarse por parte de la Dirección General competente en materia de Recursos Hídricos y en todo caso deben cumplir con los requisitos técnicos para la construcción de pozos establecidos en el Decreto 108/2005.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">14. El mantenimiento de las instalaciones, por parte del explotador, debe garantizar el funcionamiento de las redes de recogida de lixiviados y escorrentías superficiales sobre todo en caso de desprendimiento de taludes.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">15. Los análisis químicos de los controles se realizarán por laboratorios competentes de acuerdo con lo establecido en el Real Decreto 2000/1995, de 28 de diciembre por el que se aprueba el Reglamento de la infraestructura para la Calidad y la Seguridad Industrial. </span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">16. En todo caso las periodicidades, parámetros y puntos donde deben realizarse las medidas indicadas se podrán variar o revisar siempre que esté justificado, y se envíe la pertinente revisión de la presente AAI. </span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">17. En caso de detectar un valor inusual de alguno de los parámetros de control, el explotador, tomará otra muestra con réplica en el mismo punto, en un plazo máximo de 24h, exceptuando debida justificación pero nunca superando las 72 horas.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">La muestra se analizará en el laboratorio que realizó la primera analítica, la réplica a otro.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">La incidencia se comunicará a la Dirección General de Recursos Hídricos en el plazo de 48 horas desde la recepción de los primeros resultados.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Los técnicos de la Dirección General de Recursos Hídricos junto con el explotador de las instalaciones, diseñará un plan temporal de control para establecer la causa del valor y posibles actuaciones llevar a cabo.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Se consideran valores inusuales los que presenten una desviación de la media superior al 20%.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">en el punto 10.3 «Inventario de emisiones en el Registro PRTR»</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>donde dice:</strong></span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El explotador de la instalación deberá remitir los datos sobre cantidades de contaminantes emitidos, anualmente, en aplicación de lo dispuesto en el Reglamento 166/2006 (PRTR), de 18 de enero, y en el Real Decreto 508/2007. Estos datos de emisiones serán remitidos antes del día 31 de marzo del año siguiente, para su evaluación previa, a la Consejería competente en materia de Medio Ambiente y Movilidad adjuntando una memoria explicativa de la metodología utilizada para la determinación de los datos notificados antes de ser incorporados en el registro informático PRTR-España.</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Estos datos deben comprender las emisiones del vertedero actual y su ampliación (al menos CH4 y CO2), así como las emisiones producidas por el tráfico de vehículos y vertido del material (gases de combustión y partículas PM10).</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>debe decir:</strong></span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El explotador de la instalación deberá remitir los datos sobre cantidades de contaminantes emitidos, anualmente, en aplicación de lo dispuesto en el Reglamento 166/2006 (PRTR), de 18 de enero, y en el Real Decreto 508/2007.
