&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;“TERCERO.-&lt;/strong&gt; Aprobar inicialmente el Reglamento del Servicio Municipal de Educación de Personas Adultas, una vez recibido el dictamen previo del proyecto de la Comisión de acuerdo con el artículo 99 del Reglament Orgánico del Pleno del Ayuntamiento de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;strong&gt;CUARTO.-&lt;/strong&gt; Publicar el acuerdo en el BOIB y en el tablón de anuncios del Ayuntamiento, para que durante 30 días se puedan presentar reclamaciones y sugerencias. Si no se presentan, el acuerdo inicialmente adoptado se entenderá definitivamente aprobado, sin necesidad de un nuevo acuerdo expreso, y el Reglamento íntegro de publicará en el BOIB.”&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Por medio del BOIB núm. 15, de día 30 de enero de 2024, se publicó el anuncio de la aprobación inicial del Reglamento y se abrió un período de información pública y de audiencia a los interesados de 30 días hábiles. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Una vez transcurrido el plazo sin que se presentara ninguna reclamación o sugerencia, de conformidad con el artículo 102 de la Ley 20/2006, de 15 de diciembre, municipal y del régimen local de les Illes Balears y con el artículo 101 del Reglamento Orgánico del Pleno del Ayuntamiento de Palma, de 29 de julio de 2004 (BOIB núm. 127, de 11 de septiembre de 2004), el Acuerdo inicialmente adoptado se ha convertido en definitivo, sin necesidad de un nuevo acuerdo expreso y se procede a la publicación del texto íntegro del Reglamento que se incorpora como Anexo. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Este Reglamento entrará en vigor una vez publicado en el Boletín Oficial de las Islas Baleares, una vez que el texto ha devenido definitivo y ha transcurrido el plazo de quince días hábiles desde la recepción de la norma por parte de las administraciones autonómica, insular y estatal de conformidad con lo dispuesto en los artículos 103 y 113 de la Ley 20/2006, de 15 de diciembre, municipal y del régimen local de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;La aprobación de una norma de carácter reglamentario para regular el funcionamiento del Servicio Municipal de Educación de personas Adultas (SMEA), responde a la necesidad de disponer de un marco jurídico adecuado para el ejercicio de las atribuciones del Ayuntamiento de Palma en esta materia.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Este marco ha de tener presente, en primer lugar, la misma evolución general del servicio desde su origen en el año 1990, ligada a la evolución del marco legal específico que regula el derecho a la educación, a las enseñanzas de régimen especial y al aprendizaje a lo largo de la vida, al amparo de la LODE (Ley orgánica 8/1985 reguladora del Derecho a la Educación), la LOE (Ley Orgánica 2/2006 de Educación) y más recientemente la LOMLOE (Ley Orgánica 3/2020 por la que es modifica la LOE).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="text-align: center"&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;II&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;La Ley orgánica 3/2020, de 29 de diciembre (LOMLOE) por la que se modifica la Ley Orgánica 2/2006, de 3 de mayo, de Educación (LOE) que a su misma vez modificaba la Ley orgánica 8/1985, de 3 de julio, que regula el derecho a la educación (LODE); tiene la finalidad de establecer un ordenamiento legal que aumente las oportunidades educativas y formativas de tota la población i que contribuya a la mejora de los resultados educativos del alumnado y satisfaga la demanda generalizada de la sociedad española de una educación de calidad para toda la población.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;De acuerdo con la Ley 4/2006 de 30 de marzo de 2006, de Educación y Formación Permanentes de Personas Adultas de las Illes Balears, la educación permanente comprende tanto actividades destinadas a la formación personal, cívica y social de la persona como de otras orientadas a la ocupación, y tiene lugar en una variedad de entornos dentro y fuera de los sistemas de educación y formación formales. Es necesario promover la adquisición de las capacidades básicas e incrementar las oportunidades de acceder a formas de aprendizaje innovadoras y más flexibles.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Por eso, el Ayuntamiento de Palma y en el marco de la mencionada ley quiere potenciar la educación y la formación permanente de las personas adultas porque tienen como prioridades:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;a. Adquirir y actualizar su formación básica y facilitar el acceso a los distintos niveles del sistema educativo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;b. Mejorar su cualificación profesional o adquirir una preparación para el ejercicio de otras profesiones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;c. Desarrollar su capacidad de participación en la vida social, cultural, política y económica.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Los principios generales de las actuaciones en la educación y la formación permanentes de personas adultas se desarrollarán siguiendo los siguientes principios: &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;a. La igualdad de oportunidades en el acceso a un aprendizaje permanente eficaz y de calidad, con especial atención a las personas y a los colectivos que, en función de sus circunstancias, tengan más dificultades para acceder a él.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;b. La concepción de la educación como un proceso permanente que se extiende a lo largo de toda la vida.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;c. La capacidad de transmitir valores que garanticen la igualdad de derechos entre los sexos, que contribuyan a superar cualquier clase de discriminación y de exclusión, así como la práctica de la tolerancia, la solidaridad y la valoración de la diversidad cultural.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;d. La cooperación y la coordinación entre les instituciones y las entidades públicas y privadas y las diferentes administraciones públicas para elaborar políticas educativas, de inserción laboral y de desarrollo comunitario que fomenten la cohesión social.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;e. La adaptación a les necesidades y demandas de los individuos, la sociedad y los cambios del mundo laboral.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;f. La libertad en la elección de diferentes programas educativos y formativos, fomentando la conciliación de la vida familiar y las actividades laborales y sociales.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;g. La promoción de la lengua catalana y la cultura propias de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;h. El uso de metodologías pedagógicas abiertas y flexibles que permitan la máxima adaptación a les características sociales, psicológicas y laborales de las personas adultas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: white"&gt;En el marco de la Ley 27/2013, de 27 diciembre, de Racionalización y Sostenibilidad de la Administración Local i de acuerdo con las modificaciones de la ley 7/1985 de 2 de abril reguladora de les Bases de Régimen Local i en concreto del artículo 25 apartados m) y ñ).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;“El artículo 25 queda redactado como sigue:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;ol style="margin-left: 40px"&gt; 
 &lt;li&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;El Municipio, para la gestión de sus intereses y en el ámbito de sus competencias puede promover actividades y prestar los servicios públicos que contribuyan a satisfacer las necesidades y aspiraciones de la comunidad vecinal en los términos previstos en este artículo.&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;El Municipio ejercerá en todo caso como competencias propias, en los términos de la legislación del Estado y de las Comunidades Autónomas, en las siguientes materias:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
&lt;/ol&gt; 
&lt;p style="margin-left: 120px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;m) Promoción de la cultura y equipamientos culturales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 120px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;ñ) Promoción en su término municipal de la participación de los ciudadanos en el uso eficiente y sostenible de las tecnologías de la información y las comunicaciones.”&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: white"&gt;Conforme al Decreto Ley 2/ 2014, de 21 de noviembre, de medidas urgentes para aplicar a las Illes Balears la Ley 27/ 2013 de diciembre, de racionalización y sostenibilidad de la Administración local, que prevé en su artículo 6 “... en materia de educación a las cuales se refieren la disposición adicional quince y transitorias primera, segunda y tercera de la Ley 27/2013 continuarán siendo ejercidas por los municipios en los términos previstos en el Estatuto de Autonomía, la normativa autonómica sobre régimen local y las leyes sectoriales autonómicas, mientras no hayan sido asumidas por parte de la comunidad autónoma de las Illes Balears...”&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Recomendaciones del informe mundial sobre aprendizaje y la Educación de Adultos “Global Report on Adult Learning and Education, Hamburg: UIL, 2013. UNESCO”. La educación de adultos tiene un papel importante en ofrecer espacio, tiempo y entornos en los que los adultos pueden –usando los términos del Informe Delors-, aprender a conocer, aprender a hacer, aprender a vivir juntos y aprender a ser.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El Informe Delors de 1996 también marca un cambio en el uso del término &amp;quot;educación a lo largo de toda la vida&amp;quot;, utilizado en el Informe Faure, por el &amp;quot;de aprendizaje a lo largo de toda la vida&amp;quot;, que hoy se usa más frecuentemente. Esto no sólo señala un cambio semántico, sino que refleja un desarrollo sustancial en dicho campo. La educación a lo largo de toda la vida, tal como lo presenta el Informe Faure, estaba asociada con el objetivo más comprensivo e integrado de desarrollar personas y comunidades más humanas frente al rápido cambio social.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Entre les recomendaciones sobre el informe mundial sobre aprendizaje y educación de adultos, destaca que la descentralización hacia los niveles regional y local se ha convertido en un instrumento clave, pero su implementación eficaz demanda un financiamiento adecuado. De esta forma los ayuntamientos juegan un papel fundamental en la implementación de la educación de adultos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;También en el ámbito de política de alfabetización explícita que se ha de concentrar en incrementar y desarrollar de forma integral les competencias básicas e incluir la creación de entornos y sociedades del aprendizaje.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="text-align: center"&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;III&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El presente Reglamento regula el régimen jurídico de las prestaciones que ofrece el Servicio Municipal de Educación de Personas Adultas, de acuerdo con los principios que establece el artículo 129 de la Ley 39/2015, de 1 de octubre, de Procedimiento Administrativo Común de las Administraciones Públicas: el principio de necesidad, se cumple ya que no existe ninguna norma que regule las competencias, organización y funcionamiento del Servicio Municipal de la Escuela de Adultos a día de hoy; eficacia, dado que mediante la aprobación de dicho Reglamento pasa a quedar regulado el funcionamiento del servicio; proporcionalidad, dado que recoge&amp;nbsp; la regulación imprescindible y básica del funcionamiento del Servicio; seguridad jurídica, ya que recoge en un único documento toda la normativa relativa a las competencias, organización y funcionamiento; transparencia, ya que la normativa se encontrará al alcance de todos; i eficiencia, dado que la aprobación del Reglamento resulta la manera más óptima para conseguir los objetivos de regulación del régimen jurídico de las prestaciones que ofrecen el Servicio Municipal de Educación de Adultos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: white"&gt;También&lt;/span&gt; con el establecimiento dentro del presente Reglamento de les prestaciones necesarias para cumplir con el objetivo de contribuir, con la educación, formación y al desarrollo integral de las personas, llevando a cabo cursos siempre relacionados con los valores educativos, se justifican los principios de eficacia y eficiencia; así como la proporcionalidad en el régimen regulador de los derechos y deberes de las personas usuarias, que no implica restricciones de derechos o imposiciones de obligaciones no ajustadas a la legalidad vigente; y el principio de seguridad jurídica, adecuándose en todas sus prescripciones al ordenamiento jurídico que es de aplicación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="text-align: center"&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;TÍTULO I. &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;DISPOSICIONES GENERALES&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: white"&gt;Este Reglamento tiene por objeto regular las competencias, organización y funcionamiento, así como describir las prestaciones que ofrece el Servicio&lt;/span&gt; Municipal de Educación de Personas Adultas (SMEA)&lt;span style="background-color: white"&gt;, &lt;/span&gt;con la finalidad de mejorar la atención y adecuarla a las necesidades de las personas usuarias y de la ciudadanía en general.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Así mismo, el presente documento tiene como objeto facilitar la convivencia en los espacios de formación, así como favorecer la participación de todos los colectivos de la comunidad educativa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;ARTÍCULO 2.&lt;span style="background-color: white"&gt; &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;TITULARES DE DERECHO DE ACCESO AL SMEA&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: white"&gt;El Servicio irá dirigido a la ciudadanía de Palma, personas adultas y jóvenes, dando respuesta a sus necesidades de formación, preferentemente las cuales pertenecen a grupos o sectores sociales con deficiencias y necesidades de formación básica o con dificultades para la inserción laboral.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: white"&gt;La edad mínima de las personas usuarias del servicio es de 18 años (cumplidos antes del 31 de diciembre). También se pueden matricular a los cursos los jóvenes de más de 16 años que hayan finalizado la educación obligatoria, con situaciones personales extraordinarias o con contrato de formación o de aprendizaje.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: white"&gt;Será competencia del Ayuntamiento la selección y la aprobación de las listas del alumnado admitido a los cursos, talleres, seminarios organizados por el Servicio. &lt;/span&gt;El proceso de admisión y matrícula a las actividades se regula al Título III de este Reglamento. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;ARTÍCULO 3. &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;FINALIDAD, DESCRIPCIÓN Y OBJETIVOS &lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El Servicio Municipal de Educación de Personas Adultas del Ayuntamiento de Palma ofrece a la ciudadanía de Palma, desde la existencia de los ayuntamientos democráticos, la posibilidad de iniciar o continuar una formación a lo largo de la vida, dando prioridad a aquellos que pertenecen a grupos o sectores con deficiencias o necesidades de formación específica, y especialmente aquellos con dificultades para la integración social o inserción laboral.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El objeto del SMEA es poner al alcance de la ciudadanía de Palma una oferta de cursos descentralizada, variada, flexible y adaptable a las necesidades y demandas de las personas y la sociedad, con tal de potenciar la adquisición de conocimientos y habilidades, destinada a la formación personal, cívica y social que facilite la toma de decisiones y autonomía personal. El objetivo es también ofrecer información, orientación y apoyo a la población interesada en temas relacionados con la educación y la formación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;La finalidad general del servicio es potenciar la adquisición de conocimientos y habilidades, desarrollando la capacidad de comunicación y de crítica, que facilite la toma de decisiones y autonomía personal y laboral plena dentro del contexto de nuestra Comunidad. Poniendo al alcance de la ciudadanía los recursos educativos, formativos y culturales que ofrece la ciudad. Los cursos tienen como finalidad desplegar las capacidades y destrezas básicas de la población adulta que no tuvieron la oportunidad de poder adquirir en otros momentos de la vida, potenciar la reincorporación a diferentes niveles del sistema educativo reglado, mejorar la capacidad de inserción laboral y facilitar la integración lingüística, social y cultural de las personas extranjeras que viven en nuestro municipio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;La oferta de cursos del Servicio Municipal de Educación de Adultos SMEA se realiza teniendo en cuenta las necesidades formativas de la población de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="text-align: center"&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;TÍTOL II &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;LA ORGANIZACIÓN Y FUNCIONAMIENTO&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: white"&gt;ARTICLE 4. &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;&lt;/span&gt;ORGANIZACIÓN DEL SERVICIO POR PROGRAMAS&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El conocimiento del territorio nos permitirá hacer una distribución de la oferta teniendo en cuenta las necesidades propias de la población de cada barrio. Desde este punto de vista hay factores que pueden determinar la distribución de los espacios y su oferta formativa. Entre ellos el nivel educativo, las características socioeconómicas y socioculturales de los barrios. Por eso, nuestra oferta se caracteriza por ser flexible en relación con los espacios, horarios y calendario. Con el objetivo de descentralizar la oferta y acercar la formación a la gente que lo necesita, realizando cursos a diferentes barrios y se utilizarán, además de los edificios municipales del programa formación Son Malferit y Mercat Camp Redó, otros espacios como centros culturales, centros educativos, bibliotecas, etc. ubicados en diferentes barrios de nuestra ciudad, tanto en formato presencial como en línea.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El Servicio Municipal de Educación de Personas Adultas impartirá: Enseñanzas iniciales, nivel I y II, alfabetización, educación primaria, pruebas de acceso, español para personas extranjeras, idiomas, nuevas tecnologías, alfabetización tecnológica, módulos de integración cultural y lingüística y cualquier otra enseñanza que responda a las necesidades del momento.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;4.1.- CURSOS DE FORMACIÓN INICIAL Y BÁSICA&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Cursos dirigidos a aquellas personas que quieren adquirir conocimientos iniciales de lectura, escritura y cálculo, o que quiere mejorar i consolidar estos conocimientos con tal de poder acceder a los certificados de profesionalidad de nivel 1 que ofrece el SOIB.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;También comprende aquella formación dirigida a personas migrantes con conocimiento de lengua castellana, que tiene como finalidad la preparación para la superación de las pruebas de Conocimientos Constitucionales y Socioculturales de España (CCSE) con tal de acreditar el grado de integración a nuestra sociedad, para la obtención de la nacionalidad española para residencia según la Ley 19/2015, del 13 de julio, dirigido tanto a población alfabetizada como no alfabetizada.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;4.2.- CURSOS DE PREPARACIÓ DE PROVES D&amp;apos;ACCÉS A ALTRA FORMACIÓ&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Cursos dirigidos a aquellas personas que quieren acceder a la formación y no dispongan de los requisitos académicos de acceso. Estos cursos preparan para a les pruebas libres de acceso, a ciclos formativos, a las pruebas de acceso a la Universidad para mayores de 25 y 45 años.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;4.3.- CURSOS DE COMPETENCIAS COMUNICATIVAS BÁSICAS EN LENGUAS EXTRANGERAS DE ACUERDO CON LA NORMATIVA DEL MARCO EUROPEO COMÚN DE REFERÉNCIA PARA LAS LENGUAS.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Cursos dirigidos a la adquisición de conocimientos y habilidades comunicativas en diferentes idiomas extranjeros.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;4.4.- CURSOS DE COMPETENCIAS COMUNICATIVAS EN LAS LENGUAS OFICIALES DE NUESTRA COMUNIDAD AUTÓNOMA DE ACUERDO CON LA NORMATIVA DEL MARCO EUROPEO COMÚN DE REFERENCIA PARA LAS LENGUAS.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Cursos de iniciación y consolidación del aprendizaje de la lengua española y catalana. Con la finalidad de ajustarse a les necesidades de les personas destinatarias, se hacen cursos de diferentes niveles del idioma y cursos para colectivos específicos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;4.5.- CURSOS DE COMPETENCIAS DIGITALES BÁSICAS&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Cursos de diferente nivel de dificultad destinados a la obtención y asentamiento de destrezas para el uso de las nuevas tecnologías.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;4.6.- OTROS CURSOS SEGÚN NECESIDADES&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;La oferta de cursos podrá ser ampliada a cualquier necesidad o demanda detectada o expresada para la ciudadanía o la misma administración.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;&lt;span style="background-color: white"&gt;ARTÍCULO 5. &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;HORARIO DE ATENCIÓN&lt;/span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Atendidas las peculiaridades del Servicio, la prestación se podrá realizar con horario de mañana, tarde y noche mayoritariamente de lunes a viernes según las necesidades de este, el cual se caracteriza por ser flexible en relación con los espacios, horarios y calendario.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Durante el período no lectivo, por parte del personal no docente se mantendrá un servicio de atención al público e información, exceptuando los días festivos, se mantendrá un servicio de atención e información telefónica y por medios electrónicos, de lunes a viernes.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Cada inicio de curso o fase se establecerán los días y horas de atención y se difundirán en la web y en los espacios de formación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;ARTICULO 6. &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;PERSONAL SUFICIENTE Y FORMADO&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El servicio tiene que tener el personal suficiente, con la formación, la titulación, los conocimientos, las aptitudes y la estabilidad laboral para garantizar la calidad en la prestación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;En cuestión de ratios profesionales se ajustará a la normativa vigente en esta materia.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;ARTÍCULO 7. &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;MODALIDADES DE PRESTACIÓN&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Las modalidades entre las que puede optar el Ayuntamiento de Palma para la gestión del servicio incluyen la gestión directa e indirecta. Entre las formas de gestión directa se encuentran: la gestión por la propia entidad local, a partir de un organismo autónomo, con una entidad pública empresarial local, a partir de una sociedad mercantil perteneciente íntegramente al Ayuntamiento o cualquier otra forma prevista en la normativa de aplicación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Por otra parte, se podrá optar de forma motivada por la gestión indirecta del servicio municipal, adoptando cualquiera de las formas reguladas en la normativa de contratación administrativa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

Esta ordenanza establece las tarifas según la oferta educativa del coste de cada curso.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Las tarifas han de ser satisfechas en los primeros diez días de cada curso mediante transferencia a la cuenta bancaria que el Ayuntamiento tenga habilitado a tal fin.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Para el desarrollo de los cursos y con el objetivo de descentralizar la oferta se realizarán en diferentes barrios y se usarán, además de los edificios municipales del PalmaFormació Son Malferit y PalmaFormació Mercat Camp Redó, otros espacios como centros culturales, centros educativos, bibliotecas, etc. ubicados en diferentes barrios de nuestra ciudad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El alumnado deberá hacer un buen uso tanto de las instalaciones, como del mobiliario y el material del centro. La negligencia en su uso, o su deterioro podrá derivar en las responsabilidades correspondientes.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Ascensor, elevador salva escaleras y puerta para personas con movilidad reducida&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Los edificios municipales del PalmaFormació Son Malferit y PalmaFormació Mercat Camp Redó disponen de una entrada habilitada y un ascensor para personas con movilidad reducida.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Comer y beber en los espacios de formación &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El alumnado puede merendar en el espacio del vestíbulo. En ningún caso se podrá comer o beber en ninguna aula. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;ARTÍCULO 12. &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;EL SMEA Y EL MEDIO AMBIENTE&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;De acuerdo con lo que dispone la competencia en el conocimiento y la interacción con el mundo físico y con tal de adoptar hábitos de consumo responsable en la vida cuotidiana y mejora en la conservación de los recursos y de la diversidad natural, el SMEA acuerda:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;3. Mantenimiento de los grifos de los baños regulados de manera que no se puedan quedar abiertos y que el flujo de agua no sea excesivo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;4. Supresión del papel en las reuniones en favor de las nuevas tecnologías.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;ARTÍCULO 13. &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;SEGURIDAD DEL ALUMNADO Y EL EQUIPO DE TRABAJO DEL SMEA&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Plan de emergencias. En los servicios del SMEA prestados en edificios de PalmaFormació Son Malferit y PalmaFormació Mercat Camp Redó está contemplada en el Plan de Emergencias de los edificios.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Periódicamente, se lleva a cabo un simulacro de emergencias para asegurar el buen funcionamiento y divulgación del plan entre los colectivos del SMEA.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Riesgos Laborales. El SMEA es evaluado periódicamente a tal efecto y, una vez elaborado el correspondiente informe, se acometerán aquellas acciones que sean necesarias para cumplir la normativa vigente en este tema.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;De la misma manera, todo el personal que trabaja en el centro, docente y no docente, ha de realizar la formación específica correspondiente.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Protocolo en caso de enfermedad o accidente de un usuario. El centro tiene establecido un protocolo específico para estos casos en consonancia con el protocolo de primeros auxilios y otros problemas de salud.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El SMEA se ajustará a los protocolos establecidos en caso de pandemia o catástrofe natural.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

 &lt;li&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Participar en calidad de voluntarios en les actividades del centro.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Informar y ser informados regularmente de todas las cuestiones que afecten el funcionamiento del centro.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt;

&lt;/ul&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Además, tendrán los deberes que les confiere el artículo 6 de la LOMLOE:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Seguir las directrices del profesorado.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Asistir a clase con puntualidad. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Participar y colaborar en la mejora de la convivenciay en la consecución de un clima adecuado de estudio en el centro, respetando el derecho de sus compañeros y compañeras a la educación y la autoridad y orientaciones del profesorado.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Respetar la libertad de conciencia, las convicciones religiosas y morales, y la diversidad, dignidad, integridad e intimidad de todos los miembros del centro.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Respetar las normas de organización, convivencia y disciplina del centro.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Conservar y hacer un buen uso de las instalaciones del centro y materiales didácticos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
&lt;/ul&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;ARTÍCULO 16. &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;PROTECCIÓN DE DATOS&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;La recogida de datos personales y su tratamiento están sujetos a la normativa que establece la Ley Orgánica 3/2018 de Protección de datos personales y garantía de los derechos digitales y al resto de normativa aplicable en la materia.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;La Dirección del centro vigilará para evitar la elaboración y sobre todo la impresión de listas con datos cruzados del alumnado, donde aparece a la vez nombre y apellidos, número de expediente y DNI.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Los datos de carácter personal que permitan su identificación que faciliten las personas usuarias se utiliza exclusivamente para la función educativa del centro y no serán tratadas con una otra finalidad sin el consentimiento explícito del usuario.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El personal docente y no docente, que tenga acceso, en ejercicio de sus funciones, a los datos personales y familiares, está sujeto al deber de confidencialidad. En este sentido, todo el personal del centro firma esta obligación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El Ayuntamiento de Palma (más concretamente la Dirección General de Educación e Infancia) es el responsable del tratamiento de los datos, contando en cada caso con el/los encargados de tratamiento que se consideren oportunos siempre y cuando hayan suscrito un contrato de encargo que garantice la protección de los datos de carácter personal.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;En caso de querer ejercer los derechos de acceso, rectificación, oposición, supresión, portabilidad, limitación del tratamiento y de no ser objeto de decisiones individuales automatizadas respecto a los datos facilitados y tratados debéis contactar por escrito dirigiéndoos al responsable del tratamiento, en la calle Gregorio Marañón 3A – 07007 Palma, al teléfono 971244976 o bien al correo electrónico: infoeduca@palma.es. &lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;ARTÍCULO 17. &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;INFRACCIONES Y SANCIONES &lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Asistencia del alumnado&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;ol&gt; 
 &lt;li&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;La ausencia injustificada a un número de clases igual o superior al 20% de la acción formativa, dará pie a la pérdida de la plaza. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;La justificación de las faltas de asistencia del alumnado se aceptará únicamente por razones de enfermedad, trabajo y por motivos de fuerza mayor graves. En todos estos casos será obligatoria la justificación documental.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;En caso de enfermedad grave o prolongada y a la vista de los informes médicos, el número de faltas de asistencia a clase podrá ser ilimitado.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
&lt;/ol&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Roturas y desperfectos&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Cuando se rompa o se cause algún desperfecto a algún bien del SMEA de una manera intencionada o por mal uso, la persona causante será la responsable de su reposición o reparación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Pago de las cuotas&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;En el caso de les matrículas no abonadas en los términos previstos por parte de la administración del SMEA, se pondrá en conocimiento del alumno/-a, la deuda pendiente y se le facilitará un plazo de 5 días hábiles per hacer efectivo el pago y entregar justificante del banco, o copia, a la Secretaria del centro. La falta de pago de la matrícula supondrá la baja definitiva i la pérdida de la plaza.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Además de la normativa vigente se establecen tres niveles de infracciones:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;1. Son infracciones leves del alumnado:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li style="margin: 0px 0px 0px 40px"&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;La falta de respeto leve a los docentes, a otros alumnos o visitantes del centro.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li style="margin: 0px 0px 0px 40px"&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Falsear datos a la Administración&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li style="margin: 0px 0px 0px 40px"&gt; &lt;p style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;No comunicar a Secretaria los cambios o las alteraciones de les circunstancias o de los requisitos que determinaron la concesión de la reducción de la cuota&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
&lt;/ul&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;2. Es infracción grave del alumnado producir daños a las instalaciones o al material del Servicio expresamente.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;3. Se considerará infracción muy grave la agresión física o psicológica a otros alumnos o al personal del SMEA, así como las amenazas que supongan un riesgo para la integridad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Se establecen tres niveles de sanciones:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;1. &amp;nbsp;&amp;nbsp;&amp;nbsp; Para las infracciones leves se advertirá verbalmente al alumno/a i se dejará constancia escrita.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-bottom: 0px; margin-left: 40px; margin-right: 0px; margin-top: 0px"&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;2. &amp;nbsp;&amp;nbsp;&amp;nbsp; Las infracciones graves y muy graves supondrán expulsión temporal o baja definitiva del curso.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El acta de la comisión servirá per informar y se guardará el original al expediente. La Dirección dará conocimiento al alumno/a.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;ARTÍCULO 18. &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;PRESENTACIÓN Y TRÁMITE DE DEMANDAS, SUGERENCIAS, FELICITACIONES I RECLAMACIONES&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Las demandas, preguntas, comentarios o reclamaciones se dirigirán, en primer término, al docente responsable. En caso de que no se obtenga una respuesta satisfactoria, deberá dirigirse a la dirección.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Si ninguna de estas vías soluciona la situación planteada, lo realizarán mediante el sistema general que tenga el Ayuntamiento para atender estas situaciones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Cuando se ha usado el canal verbal la profesional que lo reciba registrará la queja, sugerencia, felicitación o reclamación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El alumnado también podrá hacer llegar al SMEA un escrito por correo electrónico a educacio@palma.es, planteando su queja, reclamación o sugerencia. El centro le dará entrada oficial y emitirá respuesta en el plazo máximo de una semana.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;ARTÍCULO 19. &lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;PAN DE CALIDAD&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;El servicio se ajustará al Plan de Calidad del Ayuntamiento de Palma y aplicará los instrumentos acordados con la Regidoría competente. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="text-align: center"&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;DISPOSICIONES&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;DISPOSICIÓN ADICIONAL &lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;En la toma de decisiones referida al servicio se incluirá la perspectiva de género.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;DISPOSICIÓN FINAL PRIMERA&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Este Reglamento, una vez aprobado definitivamente por el Pleno de la Corporación, entrará en vigor con la publicación íntegra de su texto al Boletín Oficial de les Illes Balears y el transcurso de quince días desde la recepción de la norma por las administraciones estatales y autonómica.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;DISPOSICIÓN FINAL SEGUNDA&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="line-height: 1"&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Todas las estadísticas incluirán sistemáticamente la variable de sexo y se tendrá en cuenta tanto a la hora de la recogida de la información como en los informes que se publiquen.&lt;/span&gt;&lt;/span&gt; &lt;span style="display: none"&gt;&amp;nbsp;&lt;/span&gt;&lt;span style="display: none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;]]</env:contingut>
