    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;El Reglamento (UE) 2021/1060 del Parlamento Europeo y del Consejo, de 24 de junio, por el que se establecen las disposiciones comunes relativas al Fondo Europeo de Desarrollo Regional, al Fondo Social Europeo Plus, al Fondo de Cohesión, al Fondo de Transición Justa y al Fondo Europeo Marítimo, de Pesca y de Acuicultura, así como las normas financieras para dichos fondos y para el Fondo de Asilo, Migración e Integración, el Fondo de Seguridad Interior y el Instrumento de Apoyo Financiero a la Gestión de Fronteras y la Política de Visados, incluye en los artículos 28 a 34 la regulación relativa a la aplicación del desarrollo local participativo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;El Reglamento (UE) 2021/1139 del Parlamento Europeo y del Consejo, de 7 de julio de 2021, por el que se establece el Fondo Europeo Marítimo, de Pesca y de Acuicultura y por el que se modifica el Reglamento (UE) 2017/1004, regula este fondo para el periodo 2021-2027. El artículo 29 de este reglamento define el objetivo específico como intervenciones para posibilitar una economía azul sostenible en las zonas costeras, insulares e interiores y para fomentar el desarrollo de las comunidades pesqueras y acuícolas.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;El artículo 30 de este reglamento prevé el desarrollo sostenible de las zonas pesqueras y acuícolas, siguiendo el planteamiento respecto al desarrollo local participativo contenido en el artículo 31 del Reglamento (UE) 2021/1060 mencionado. En este sentido, se prevén, de forma expresa, los grupos de acción local del sector pesquero (de ahora en adelante GALP), con una representación significativa en su composición de los sectores de la pesca y/o la acuicultura, como los instrumentos responsables de la elaboración y puesta en marcha del desarrollo local participativo. Esta acción será dirigida por los GALP y se llevará a cabo a través de estrategias de desarrollo local integradas, multisectoriales y basadas en zonas, y los criterios de selección de las estrategias serán definidos por los Estados&amp;nbsp;&lt;/span&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;miembros. La selección y la aprobación de las estrategias las llevarán a cabo las autoridades de gestión correspondientes.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;El Programa del FEMPA 2021-2027 de España (de ahora en adelante Programa) fue presentado a la Comisión Europea el 22 de octubre del 2022 y fue aprobado el 29 de noviembre del 2022 mediante la Decisión C(2022)8732.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Este programa regula la aplicación de las estrategias de desarrollo local participativo (de ahora en adelante EDLP), incluyendo la descripción de las EDLP, su procedimiento de selección, la selección de los GALP, la ayuda preparatoria a los candidatos seleccionados, así como la descripción de las funciones de los GALP, de la autoridad de gestión y de los organismos intermedios de gestión.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Para aplicar las actuaciones, hay que convocar el proceso de selección de los GALP, que debe tener lugar en dos fases: en la primera se hará una selección de los candidatos a GALP, y en la segunda se presentarán y se aprobarán las EDLP y se aprobarán definitivamente los GALP, en aplicación del marco normativo mencionado y del programa aprobado por la Comisión Europea.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Además, de acuerdo con lo dispuesto en el artículo 34.&lt;/span&gt;&lt;em&gt;&lt;em&gt;a&lt;/em&gt;&lt;/em&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;&amp;nbsp;del Reglamento (UE) 2021/1060, se establecen unas ayudas a los GALP seleccionados como candidatos para elaborar las EDLP. Y para ejecutar estas estrategias, el artículo 33.3 del mismo reglamento establece las directrices que deben seguir los GALP para ejecutarlas. Además, el artículo 34.1.&lt;/span&gt;&lt;em&gt;&lt;em&gt;b&lt;/em&gt;&lt;/em&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;&amp;nbsp;de este reglamento establece unas ayudas para ejecutar estas EDLP.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;La Resolución de la presidenta del FOGAIBA de 26 de junio de 2023, por la que se aprueban las convocatorias para la selección de los grupos de acción local del sector pesquero y la selección de las estrategias de desarrollo local participativo en el marco de lo previsto en el Programa FEMPA 2021-2027 para España (BOIB núm. 88, de 29 de junio de 2023), en el punto 3 del apartado noveno del anexo I, establece que, antes de dictar la resolución de selección de los candidatos a GALP, el presidente del FOGAIBA debe dictar resolución para establecer la dotación financiera por territorio para las ayudas preparatorias previstas en el artículo 34.&lt;/span&gt;&lt;em&gt;&lt;em&gt;a&lt;/em&gt;&lt;/em&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;&amp;nbsp;del Reglamento (UE) núm. 2021/1060, y para las ayudas para ejecutar las EDLP previstas en el artículo 34.1.&lt;/span&gt;&lt;em&gt;&lt;em&gt;b&lt;/em&gt;&lt;/em&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;, de conformidad con los criterios de distribución previstos en el Programa.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;La ficha económica del Programa FEMPA 2021-2027 asigna a las Illes Balears los siguientes importes totales por actividad:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3.1.1. Ayuda preparatoria, 107.142,86&amp;nbsp;€&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3.1.2. Estrategias de desarrollo local participativo, 3.307.055,26&amp;nbsp;€&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3.1.3. Gestión, seguimiento y evaluación de la estrategia y su animación, 1.102.351,76&amp;nbsp;€&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Considerando lo previsto en el Programa, se deben distribuir por territorios las cuantías referenciadas según se indica en el anexo de esta resolución.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;Por todo ello, en virtud de las potestades que tengo legalmente delegadas, dicto la siguiente&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;strong&gt;&lt;strong&gt;RESOLUCIÓN&lt;/strong&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;&lt;strong&gt;&lt;strong&gt;Primero &lt;/strong&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;Se establece la dotación financiera por territorio para las ayudas preparatorias previstas en el artículo 34.&lt;em&gt;&lt;em&gt;a&lt;/em&gt;&lt;/em&gt;&amp;nbsp;del Reglamento (UE) núm. 2021/1060, y, tal como se define en el punto 2.3.1.1.1.1 del Programa FEMPA 2021-2027 para España, la distribución del presupuesto debe hacerse de manera que se pueda abordar la elaboración de la estrategia, de modo que el presupuesto se distribuye entre las tres zonas establecidas:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;- Ibiza y Formentera: 35.714,28&amp;nbsp;€&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;- Mallorca: 35.714,28&amp;nbsp;€&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;- Menorca: 35.714,28&amp;nbsp;€&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;strong&gt;Segundo&lt;/strong&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;Se establece la dotación financiera por territorio para las ayudas para ejecutar las EDLP previstas en el artículo 34.1.&lt;em&gt;&lt;em&gt;b&lt;/em&gt;&lt;/em&gt;, de conformidad con los criterios de distribución que se prevén en el Programa y los criterios y el cálculo que se detallan en el anexo de esta resolución, de manera que para cada zona queda el siguiente importe: &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;- Ibiza y Formentera: 1.369.020,48&amp;nbsp;€&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;- Mallorca: 1.702.445,51&amp;nbsp;€&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;- Menorca: 1.337.941,00&amp;nbsp;€&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Tercero&lt;/strong&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;La dotación financiera establecida en esta Resolución queda sometida a la condición suspensiva de existencia de crédito adecuado y suficiente para financiar el cumplimiento de las obligaciones que puedan generarse.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Cuarto&lt;/strong&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;Esta resolución debe publicarse en el &lt;em&gt;&lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt;&lt;/em&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;C. Respecto a las zonas &amp;nbsp;con &amp;nbsp;grupos en el programa anterior (40%)&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;- 35,00% proporcional a las zonas con&amp;nbsp;grupos con experiencia con la tramitación de los fondos del programa anterior&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;- 5,00% proporcional entre todas&amp;nbsp;las zonas con&amp;nbsp;grupos, para asegurar un mínimo que haga viables las EDLP&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;2. También se establece el requisito de que ninguna zona con&amp;nbsp;grupo pueda tener asignado un importe inferior al recibido en el periodo anterior.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;strong&gt;Segundo&lt;/strong&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;1. El presupuesto asignado a las Illes Balears para estas acciones es de: 4.409.407,01&amp;nbsp;€&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
