    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;La Alcaldía, &lt;span style="color:#000000"&gt;mediante&lt;/span&gt; la Resolución número 339, de 21 de ju&lt;span style="color:#000000"&gt;nio &lt;/span&gt;de 2023, &lt;span style="color:#000000"&gt;adoptó el acuerdo siguiente:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;“Habiendo sido proclamada alcaldesa del Ajuntament de Ciutadella de Menorca, por acuerdo del Ple del Ajuntament en sesión constitutiva celebrada el día 17 de junio de 2023; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;De acuerdo con las facultades que confiere a esta alcaldía la legislación vigente en materia de régimen local; la Ley 7/1985, de 2 de abril, reguladora de las bases de régimen local; el Real decreto legislativo 781/86, de 18 de abril, por el que se aprueba el texto refundido de las disposiciones legales vigentes en materia de régimen local; y el Real decreto 2568/1986, de 28 de noviembre, por el que se aprueba el Reglamento de organización, funcionamiento y régimen jurídico de las entidades locales, y el artículo 25 de la Ley 20/2006, municipal y de régimen local de las Illes Balears;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;RESUELVO&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;PRIMERO:&lt;/strong&gt; estructurar la organización de los servicios administrativos del Ajuntament en tres áreas, en virtud de lo que se establece en la Disposición adicional cuarta del RD 2568/1986, y delegar el conocimiento previo, la preparación de los acuerdos y la resolución de los asuntos que se especifican en los regidores y las regidoras siguientes, en cumplimiento de lo que se establece en el artículo 23 de la Ley 7/1985 y el Reglamento orgánico municipal (artículos 90 y 91, con relación al 38).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1. ÁREA DE ORGANIZACIÓN Y SEGURIDAD CIUDADANA&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Dentro de esta área quedarían integrados los servicios siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;1.1. SERVICIOS CENTRALES Y ORGANIZACIÓN&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Este servicio incluye: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.1.1. Servicio de Protocolo (Alcaldía).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.1.2. Servicios Jurídicos: Contratación, Archivo Administrativo y S&lt;span style="color:#000000"&gt;ervicios Generales (&lt;/span&gt;Alcaldía).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;1.1.3. Servicio de Atención a la Ciudadanía, OAC (Alcaldía).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.1.4. Servicios Económicos: Hacienda y Gestión Tributaria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.1.5 Comunicación (Alcaldía).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.1.6. Recursos Humanos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Al regidor Sr. &lt;strong&gt;JUAN DAVID BENEJAM ESCANELLAS&lt;/strong&gt;,&lt;strong&gt; &lt;/strong&gt;las facultades de dirigir,&lt;strong&gt; &lt;/strong&gt;gestionar y resolver mediante actos administrativos que afecten a terceros con relación a HACIENDA Y GESTIÓN TRIBUTARIA (excepto en cuanto a los asuntos cuya resolución haya sido delegada por esta alcaldía a la Junta de Govern Municipal).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;A la regidora Sra.&lt;strong&gt; RAQUEL PERICÁS NEGRETE&lt;/strong&gt;,&lt;strong&gt; &lt;/strong&gt;las facultades de dirigir, gestionar y resolver mediante actos administrativos que afecten a terceros con relación a RECURSOS HUMANOS (excepto en cuanto a los asuntos cuya resolución haya sido delegada por esta alcaldía a la Junta de Govern Municipal).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;1.2. SERVICIO DE SEGURIDAD CIUDADANA&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Este servicio incluye: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.2.1. Policía.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.2.2. Movilidad y Circulación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.2.3 Protección Civil.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;A la regidora Sra. &lt;strong&gt;RAQUEL PERICÁS NEGRETE&lt;/strong&gt;, las facultades de dirigir, gestionar y resolver mediante actos administrativos que afecten a terceros con relación a POLICÍA LOCAL, PROTECCIÓN CIVIL Y CIRCULACIÓN (SEÑALÍSTICA, VADOS, TARJETAS VERDES Y ZONA AZUL, PARQUÍMETROS, MULTAS DE TRÁFICO).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;1.3. SERVICIO DE ATENCIÓN EN MATERIA DE CONSUMO&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;Este servicio incluye las tareas ligadas a Consumo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;A la regidora Sra.&lt;/span&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt; MARÍA ÁNGELES TORRES RIBOT&lt;/strong&gt;&lt;/span&gt;&lt;span style="color:#000000"&gt;, las facultades de dirigir, gestionar y resolver mediante actos administrativos que afecten a terceros con relación a CONSUMO.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;1.4. SERVICIO DE TRANSPARENCIA Y NUEVAS TECNOLOGÍAS&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Al regidor Sr. &lt;strong&gt;JUAN DAVID BENEJAM ESCANELLAS&lt;/strong&gt;,&lt;strong&gt; &lt;/strong&gt;las facultades de dirigir,&lt;strong&gt; &lt;/strong&gt;gestionar y resolver mediante actos administrativos que afecten a terceros con relación a TRANSPARENCIA Y NUEVAS TECNOLOGÍAS (excepto en cuanto a los asuntos cuya resolución haya sido delegada por esta alcaldía a la Junta de Govern Municipal).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;1.5. SERVICIO DE MEJORA Y MANTENIMIENTO DEL PATRIMONIO&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Al regidor Sr. &lt;strong&gt;JUAN DAVID BENEJAM ESCANELLAS&lt;/strong&gt;,&lt;strong&gt; &lt;/strong&gt;las facultades de dirigir,&lt;strong&gt; &lt;/strong&gt;gestionar y resolver mediante actos administrativos que afecten a terceros con relación a MEJORA Y MANTENIMIENTO DEL PATRIMONIO (excepto en cuanto a los asuntos cuya resolución haya sido delegada por esta alcaldía a la Junta de Govern Municipal).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2. ÁREA DE TERRITORIO Y ENTORNO Y SERVICIOS URBANOS&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Dentro de esta área quedarían integrados los servicios siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;2.1. SERVICIO DE TERRITORIO Y ENTORNO&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Este servicio incluye: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2.1.1. Urbanismo y Actividades: Disciplina Urbanística, licencias por obras y actividades (PGOU) y otros instrumentos de ordenación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2.1.2. Mantenimiento y mejora de la vía pública: Brigada, Obra Pública y Caminos Rurales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2.1.3. Medio Ambiente: Energías, Zonas Verdes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2.1.4. Limpieza y Recogida de Residuos: Recogida de Basuras y Limpieza Viaria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2.1.5. Uso de la Vía Pública y Disciplina Gubernativa. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2.1.6. Mantenimiento y Mejora de Edificios de Administración General (Alcaldía).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Al regidor Sr. &lt;strong&gt;JUAN DAVID BENEJAM ESCANELLAS,&lt;/strong&gt; las facultades de dirigir y gestionar en temas de PLANEAMIENTO Y GESTIÓN URBANÍSTICA; así como también las facultades de dirigir, gestionar y resolver mediante actos administrativos que afecten a terceros en temas De INTERVENCIÓN PREVENTIVA (licencias urbanísticas y de actividades, primeras ocupaciones...) Y DISCIPLINA EN MATERIA URBANÍSTICA Y DE ACTIVIDADES &lt;span style="color:#000000"&gt;(&lt;/span&gt;excepto en cuanto a los asuntos cuya resolución haya sido delegada por esta alcaldía a la Junta de Govern Municipal).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;A la regidora Sra. &lt;strong&gt;MARÍA ESPERANZA JUANEDA SALORD&lt;/strong&gt;, las facultades de dirigir, gestionar y resolver mediante actos administrativos que afecten a terceros con relación al MANTENIMIENTO Y a la MEJORA DE LA VÍA PÚBLICA: BRIGADA, OBRA PÚBLICA Y CAMINOS RURALES, &lt;span style="color:#000000"&gt;JARDINES Y ZONAS VERDES.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Al regidor Sr. &lt;strong&gt;DANIEL ÓSCAR MARQUÉS PAPURELLO&lt;/strong&gt;, las facultades de dirigir, gestionar y resolver mediante actos administrativos que afecten a terceros con relación a MEDIO AMBIENTE.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;CUARTO&lt;/strong&gt;&lt;/span&gt;&lt;strong&gt;. &lt;/strong&gt;Delegar en el regidor Sr. &lt;strong&gt;MIGUEL PABLO FULLANA LEÓN&lt;/strong&gt; la presidencia de la FUNDACIÓN CIUTADELLA CULTURA.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;QUINTO.&lt;/strong&gt; Mandar la publicación de esta resolución al &lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt; (BOIB), de acuerdo con el artículo 44 del ROF, y de la que se dará cuenta al Ple del Ajuntament en la primera sesión que se celebre.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;SEXTO.&lt;/strong&gt; La Alcaldía se reserva el ejercicio de las atribuciones delegadas, sin acto expreso de revocación de estas, en los casos en que se justifique la urgencia.”&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
