&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;«DECRETO DE ALCALDÍA DE DELEGACIÓN DE FIRMA EN LOS CONCEJALES CON DELEGACIÓN ESPECIAL&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Antecedentes:&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;1. Visto el decreto de alcaldía de 23 de junio de 2023, de delegación de competencias genéricas, especiales y territoriales.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;2. Dado que el artículo 43.5.b) del Reglamento de organización, funcionamiento y régimen jurídico de las entidades locales dispone que no puede incluirse en las delegaciones especiales relativas a un determinado servicio la facultad de resolver mediante actos administrativos que afecten a terceros, resulta aconsejable para estos supuestos conferir la facultad de delegación de firma en los delegados especiales al objeto de obtener mayor celeridad y eficacia en la tramitación de los procedimientos administrativos de la corporación.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Fundamentos jurídicos:&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;- Artículo 12 de la Ley 40/2019, de 1 de octubre, de régimen jurídico del sector público.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;- Artículo 43 del RD 2568/1986, de 28 de noviembre, por el que se aprueba el reglamento de organización, funcionamiento y régimen jurídico de las entidades locales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Por todo ello, y en uso de las atribuciones que me confiere el artículo 21.1.a) de la Ley 7/1985, de 2 de abril, reguladora de las bases del régimen local,&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;RESUELVO:&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1r. Delegar la firma de resoluciones y actos administrativos definitivos que afecten a terceros en los asuntos que hayan asumido por delegación especial anterior los siguientes concejales:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;- &lt;strong&gt;Dª. Joana Mª Llull Nadal&lt;/strong&gt; (asuntos delegados incluidos en las Áreas de espacio público, medio ambiente, interior y movilidad), en concreto los relativos a los siguientes:&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. Estas delegaciones de firma se realizarán sin perjuicio de que el titular de la competencia, bien por atribución o bien por delegación de competencia, recaude para sí la firma de cualquier asunto que considere conveniente.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3. En las resoluciones y actos que se firmen en virtud de esta delegación se hará constar esta circunstancia.&lt;/span&gt;&lt;/p&gt;
