&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. Por resolución del consejero de Fondos Europeos, Universidad y Cultura de 7 de noviembre de 2022 se publicó la convocatoria por la cual se convocan ayudas para la formación de personal investigador (FPI) y la formación de personal investigador empresarial (FPI-E), así como subvenciones para tasas académicas (FPI 2022) (BOIB n.º 145, de 10 de noviembre de 2022).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. El objeto de esta convocatoria es otorgar subvenciones a centros o unidades de investigación y desarrollo tecnológico y a empresas ubicadas en las Islas Baleares para financiar veintidós ayudas para formar personal investigador, el objetivo de las cuales es forma en investigación científica y técnica a titulados superiores universitarios que quieran hacer una tesis doctoral. Las ayudas objeto de las subvenciones tienen dos modalidades:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ol class="lower-alpha" start="1"&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Modalidad A (FPI): estas ayudas tienen como objeto la formación de doctores mediante la cofinanciación de contratos laborales, en la modalidad de contrato predoctoral, del personal investigador en formación en centros de I+D que quiera hacer una tesis doctoral asociada a un proyecto de investigación financiado por proyecto de I+D subvencionados por un organismo competente mediante una convocatoria pública competitiva.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Modalidad B (FPI-E): estas ayudas tienen como objetivo la formación de doctores en empresas mediante la cofinanciación de los contratos laborales del personal investigador en formación que participen en un proyecto de investigación industrial o de desarrollo experimental que se desarrolle en una empresa, en el cual se tiene que enmarcar la tesis doctoral.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;3. De acuerdo con el punto noveno de la convocatoria, las solicitudes se tienen que someter a una evaluación en dos fases, una externa y otra interna. La fase 1 o evaluación externa es a cargo de un organismo evaluador independiente de prestigio reconocido (AGAUR, AVAP, AQUIB, AEI o agencia pública de evaluación similar), y ejecutada por personas externas o por miembros de una entidad colaboradora. La fase 2 o selección interna es a cargo de la Comisión de Selección Interna, que tiene que hacer la evaluación interna y tiene que emitir el informe que tiene que servir de base para elaborar la propuesta de resolución.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;4. El día 2 de diciembre de 2022 se firmó un convenio de colaboración entre la Agencia de Calidad Universitaria de las Islas Baleares (AQUIB) y la Consejería de Fondos Europeos, Universidad y Cultura por la realización por parte de la Agencia de Calidad Universitaria de las Islas Baleares (AQUIB) de la evaluación externa de la convocatoria de ayudas para la formación de personal investigador (FPI) y la formación de personal investigador empresarial (FPI-E). La convocatoria de ayudas para la formación de personal investigador (FPI y FPI-E 2022) todavía se encuentra en la fase 1 o evaluación externa y tiene una fecha prevista de finalización por parte de la AQUIB para el mes de julio de 2023.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;5. Por este motivo, se produce un retraso en las siguientes fases de la tramitación de las ayudas que hace necesaria una modificación de la convocatoria para reajustar las fechas para la contratación e incorporación de los investigadores, y la modificación del calendario establecido en la convocatoria para la certificación y justificación económica de las ayudas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Fundamentos de derecho&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. La Ley 14/2011, de 1 de junio, de la Ciencia, la Tecnología y la Innovación (BOE n.º 131, 2 de junio)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. La Ley 17/2022, de 5 de septiembre, por la cual se modifica la Ley 14/2011, de 1 de junio, de la Ciencia, la Tecnología y la Innovación (BOE n.º 214, de 6 de junio)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;3. Real Decreto 103/2019, de 1 de marzo por el cual se aprueba el Estatuto del personal investigador predoctoral en formación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;4. La Ley 7/2022, de 5 de agosto, de la Ciencia, la Tecnología y la Innovación de las Islas Baleares, aprobado por el Decreto Legislativo 2/2005, de 28 de diciembre (BOIB n.º 196, de 31 de diciembre)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;5. El texto refundido de la Ley de subvenciones de la Comunidad Autónoma de las Islas Baleares, aprobado por Decreto Legislativo 2/2005, de 28 de diciembre (BOIB n.º 196, de 31 de diciembre)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;6. Ley 38/2003, de 17 de noviembre, General de Subvenciones (BOE n.º 196, de 18 noviembre)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;7. La Ley 39/2015, de 1 de octubre, del Procedimiento Administrativo Común y de las Administraciones Públicas (BOE n.º 236, de 2 de octubre)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;8. El Decreto 11/2021, de 15 de febrero de 2021, de la presidenta de las Islas Baleares, por el cual se establecen las competencias y la estructura orgánica básica de las consejerías de la Administración de la Comunidad Autónoma de las Islas Baleares (*BOIB ext. N.º 21, de 15 de febrero de 2021). Este fue modificado posteriormente por los Decretos 25/221, de 8 de marzo (BOIB n.º 33, de 9 de marzo de 2021), y 1/2022, de 27 de julio (BOIB n.º 104, de 9 de agosto de 2022)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;9. La Orden de la consejera de Innovación, Interior y justicia, de 26 de enero de 2010, por la cual se establecen las bases reguladoras para la concesión de subvenciones en materia de investigación, desarrollo tecnológico e innovación&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;10. La Resolución del consejero de Fondos Europeos, Universidad y Cultura por la cual se convocan ayudas para la formación de personal investigador (FPI) y la formación de personal investigador empresarial (FPI-E), así subvenciones para tasas académicas (BOIB n.º 145, de 10 de noviembre de 2022)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Por todo esto, dicto la siguiente&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px; text-align:center"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Resolución&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. Modificar el apartado 1 del punto decimotercero, contratación e incorporación de los investigadores&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Donde dice:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;“El plazo máximo para la incorporación de los investigadores en el centro adscrito tiene que ser el 1 de septiembre 2023”&lt;/span&gt;&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Debe decir:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;“El plazo máximo para la incorporación de los investigadores en el centro adscrito tiene que ser el 1 de noviembre de 2023”&lt;/span&gt;&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. Modificar los apartados 1 y 2 del punto decimocuarto, certificación y justificación económica de los ajustes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

Las entidades beneficiarias tienen que justificar todo el periodo de la ayuda, en cuanto al sueldo y Seguridad Social, mediante una cuenta justificativa final, que tiene que contener los gastos hechos durante todo el periodo de la ayuda (anexo 3). Este documento se tiene que presentar a la Dirección General de Política Universitaria e investigación, en papel y en formato electrónico. La fecha de justificación final de la ayuda no puede ser, en ningún caso, posterior al 30 de septiembre de 2027&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color:null"&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Debe decir:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Interposición de recursos&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Contra esta Resolución, que agota la vía administrativa, se puede interponer un recurso potestativo de reposición ante el consejero de Fondos Europeos, Universidad y Cultura en el plazo de un mes contador desde el día siguiente a la publicación, de acuerdo con el artículo 124 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas, y el artículo 57 de la Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Islas Baleares.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;También se puede interponer directamente un recurso contencioso-administrativo ante la Sala de lo contencioso administrativo del Tribunal Superior de Justicia de las Islas Baleares en el plazo de dos meses contadores desde el día siguiente a la publicación, de acuerdo con el artículo 46 de la Ley 29/1998, de 13 de julio, reguladora de la jurisdicción contencioso-administrativa, sin perjuicio de interponer cualquier otro que se considere oportuno.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
