&lt;p&gt;&lt;span style="font-size: 12px"&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;, Times, serif"&gt;1. El Consejo Ejecutivo del Consejo de Mallorca, día 7 de septiembre de 2022, acordó la aprobación del expediente (SEGEX 863315Z) de la tercera convocatoria pública de ayudas reembolsables con un tramo no reembolsable a proyectos empresariales singulares que contribuyen a la transformación del modelo económico y social liderados por mujeres. BDNS (Identif.): 647652&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-size: 12px"&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;, Times, serif"&gt;2. Dentro del plazo para la presentación de solicitudes de la convocatoria, actualmente abierto, se han presentado 53 solicitudes de ayudas para los proyectos liderados para&amp;nbsp;mujeres. Las entidades colaboradoras emiten los informes necesarios para conceder la ayuda de acuerdo con el punto 8 de la convocatoria. Hasta el momento, y en relación al impacto social de los proyectos, han emitido 5 informes favorables y 3 desfavorables, por lo que, en este último caso, y de acuerdo con la convocatoria, ya no se ha valorado la viabilidad económica. En relación a los informes sobre la viabilidad económica se han emitido 4 favorables y 1 desfavorable. &lt;p&gt;&lt;span style="font-size: 12px"&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;, Times, serif"&gt;Con respecto a la documentación que tiene que acompañar la solicitud (anexos 1 a 4) todas las personas relacionadas por las cuales se hace propuesta de concesión, han aportado la documentación que se establece en el punto 7 de la convocatoria de ayudas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-size: 12px"&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;, Times, serif"&gt;Las personas propuestas han declarado mediante el anexo 1, que no incurren en ninguna de las prohibiciones establecidas en el art. 8 de la Ordenanza general de subvenciones del Consejo de Mallorca, y específicamente que están al corriente del cumplimiento de las obligaciones tributarias y de la Seguridad Social, así como de las obligaciones tributarias ante el Consejo de Mallorca. De igual forma, ha quedado acreditado de acuerdo con el artículo 11 del Decreto Legislativo 2/2005, de 28 de diciembre, por el cual se aprueba el texto refundido de la ley de subvenciones de las Islas Baleares. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-size: 12px"&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;, Times, serif"&gt;El proyecto presentado por MR, con la posición número 2, solicita la ayuda para el proyecto “HAPPY LANGUAGE FINCA”, el objeto del cual es la enseñanza de idiomas para niños mediante juegos, bailes y experiencias en el medio natural. Se ha emitido informe favorable en cuanto al impacto social y desfavorable en cuanto a la viabilidad económica, donde consta que ha considerado que el EBITDA, o beneficio productivo, sería negativo por lo cual se recomienda redimensionar el modelo de negocio y optimizar los recursos, así como incrementar los ingresos. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-size: 12px"&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;, Times, serif"&gt;El proyecto presentado por WAPROAGING SL, con la posición número 4, solicita la ayuda para el proyecto “WA”, cuyo objeto es un centro de belleza y bienestar con una parte de terapia nutricional.&amp;nbsp; La puntuación obtenida en cuanto al impacto social ha sido de 40,5 por lo cual la entidad colaboradora ha emitido informe desfavorable. Consecuentemente, de acuerdo con las bases de la convocatoria, no se ha valorado la viabilidad económica.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-size: 12px"&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;, Times, serif"&gt;El proyecto presentado por AAC, con la posición número 6, solicita la ayuda para el proyecto “BOTIJO”, el objeto del cual es focalizarse en las necesidades de los clientes que pretenden contribuir a alcanzar los objetivos de la Agenda 2030 y crear narrativas y procesos para cambios sistémicos. &amp;nbsp;La puntuación obtenida en cuanto al impacto social ha sido de 43,5 por lo cual la entidad colaboradora ha emitido informe desfavorable. Consecuentemente, de acuerdo con las bases de la convocatoria, no se ha valorado la viabilidad económica. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-size: 12px"&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;, Times, serif"&gt;El proyecto presentado por MJMF, con la posición número 7, solicita la ayuda para el proyecto &amp;apos;Da Gusto&amp;apos;, cuyo objeto es atender al público que, en aumento, pide alimentación saludable mediante productos naturales y de proximidad. La puntuación obtenida en cuanto al impacto social ha sido de 39 por lo cual la entidad colaboradora ha emitido informe desfavorable. Consecuentemente, de acuerdo con las bases de la convocatoria, no se ha valorado la viabilidad económica.&lt;span style="display: block; line-height: 1.6; margin-bottom: 0px; margin-top: 0px"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;, Times, serif"&gt;A la vista de lo expuesto, las siguientes personas interesadas, MR, WAPROAGING SL, AAC y MJM F, no han superado la valoración de las entidades colaboradoras, y por eso el órgano instructor propone denegarles la concesión de la ayuda.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-size: 12px"&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;, Times, serif"&gt;3. Día 30 de marzo de 2023, el órgano instructor emitió informe relativo al cumplimiento por parte de las personas interesadas de los requisitos necesarios para acceder a la subvención.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-size: 12px"&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;, Times, serif"&gt;4. El gasto económico que representa la convocatoria está prevista dentro del presupuesto de gasto del Consejo de Mallorca para el año 2023 con cargo a las partidas presupuestarias siguientes: Tramo reembolsable 00.23167.83100 y Tramo no reembolsable: 00.23167.77900 y se dispone de los correspondientes certificados de existencia de crédito.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-size: 12px"&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;, Times, serif"&gt;5. Día 31 de marzo de 2023, la Intervención Delegada del Hogar de la Infancia emitió informe de fiscalización favorable (nº. Ref. 2023/7506).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

Denegar la ayuda a MR, con la posición número 2, con NIE ****1314*, respecto de la solicitud de ayuda para el proyecto “Happy Language Finca”, por no cumplir con los requisitos de la convocatoria en cuanto al informe sobre viabilidad económica por&amp;nbsp;los siguientes motivos: se ha considerado, por una parte, que el plan económico no considera los gastos anuales, los cuales quedan infravalorados con las consecuentes consecuencias para la Tesorería y por la cuenta de resultados, por otra parte es un apartado genérico, que no explica qué acciones concretas desarrollaría, los principales canales de difusión, los perfiles de su público objetivo, el calendario de acciones, etc... De igual forma se observa incoherencia respecto al plan de recursos humanos: &amp;nbsp;el modelo de negocio explica que podría dar trabajo a 3-4 profesionales los primeros 6 meses con un contrato parcial y un sueldo de 1.600€ mensuales, pero el plan económico estima una previsión mucho más moderada en número y salarios, estima el coste de 1 profesor como variable y las horas puntas de verano 2 o 3 profesores. &amp;nbsp;&amp;nbsp;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;3. Denegar la ayuda a WAPROAGING SL, con la posición número 4, con NIF B16972135, respecto a la solicitud de ayuda para el proyecto “WA”, por no cumplir con los requisitos de la convocatoria en cuanto al informe sobre impacto social por los siguientes motivos:&amp;nbsp; en la Dimensión 1, se encuentra a faltar una mayor orientación del proyecto para satisfacer una problemática social/medioambiental o necesidad no cubierta, la cual es esencial en la presente convocatoria de ayudas. &amp;nbsp;La solicitante propone la creación de un centro de estética en el municipio de Palma que, si bien sí supone un impulso para el tejido empresarial y se trata de un negocio orientado al bienestar de las personas, sobre todo en la parte nutricional, no se puede considerar que la propuesta esté lo bastante fundamentada para considerar que está en línea con los objetivos de la convocatoria de contribución a la transformación del modelo económico y social con líneas de negocio que, además de ser eficaces y eficientes, sean más sostenibles y justas. En la dimensión de Perspectiva de género, hay que introducir un enfoque transformador para evitar que la actividad reproduzca los roles y estereotipos tradicionales del sistema patriarcal que presionan a las mujeres para mantener un ideal de belleza imposible, de manera que las actividades promuevan la salud tanto física como mental de hombres y mujeres y romper estereotipos. En la dimensión de Estrategia, sería necesario establecer hitos concretos para alcanzar los resultados esperados a los criterios generales de las ayudas. En la dimensión 6, se podría integrar en la web y en el código ético los valores de igualdad entre hombres-mujeres en relación a los estereotipos, así como valores de dignidad, solidaridad, sostenibilidad ambiental... En la dimensión 7, se podrían contemplar medidas para favorecer colectivos desfavorecidos.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;4.&amp;nbsp;Denegar la ayuda a AAC, con la posición número 6, con DNI ***4711**, respecto de la solicitud de ayuda para&amp;nbsp;el proyecto “BOTIJO”, por no cumplir con los requisitos de la convocatoria en cuanto al informe sobre impacto social por&amp;nbsp;los siguientes motivos: en la dimensión 1, se encuentra a faltar una mayor orientación del proyecto para satisfacer una problemática social/medioambiental o necesidad no cubierta, la cual es esencial en la presente convocatoria de ayudas. La solicitante propone una actividad de inicio de procesos transformadores a las organizaciones para hacerlas más transparentes, colaborativas y que contribuyen a la mejora de su entorno, pero no define claramente cuál es su problemática social o medioambiental, con el fin de determinar que la propuesta esté en línea con los objetivos de la convocatoria. En relación a la Dimensión 4, habría que reflejar qué aportaciones innovadoras podría concretar la transformación de las organizaciones. En la Dimensión 5, hay que establecer resultados concretos en términos de que se quiere conseguir en un plazo de tiempo. En la Dimensión 6, se tiene que considerar la elaboración y divulgación de valores institucionales y de un código ético.&amp;nbsp; Finalmente, en la Dimensión 7, se podrían contemplar medidas concretas para favorecer el acceso a los diferentes servicios a entidades que trabajen con colectivos desfavorecidos o entidades sin ánimo de lucro.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;5. Denegar la ayuda a MJMF, con la posición número 7, con DNI ***1160**, respecto a la solicitud de ayuda para el proyecto &amp;apos;D&amp;apos;GUST&amp;apos;, por no cumplir con los requisitos de la convocatoria en cuanto al informe sobre impacto social por los siguientes motivos:&amp;nbsp; en la Dimensión 1, se encuentra a faltar una mayor orientación del proyecto a satisfacer una problemática social/medioambiental o necesidad no cubierta, la cual es esencial en la presente convocatoria de ayudas. La solicitante propone una actividad de “food truck” que ofrecerá croquetas a base de verduras de proximidad, que, si bien sí que supone una mejora con respecto a la oferta de otros tipos de productos alimenticios, no se puede considerar que la propuesta esté en línea con los objetivos de la convocatoria, ya que no contribuye a la transformación del modelo económico y social con líneas de negocio que, además de ser eficaces y eficientes, sean más sostenibles y justas. En la Dimensión 2, habría que profundizar para introducir elementos que puedan repercutir tanto para romper estereotipos de género como para dar respuesta a intereses estratégicos de género. En la Dimensión 6, se tiene que considerar la elaboración y divulgación de valores institucionales y de un código ético. En la Dimensión 7, se podrían contemplar medidas concretas para favorecer el acceso a diferente servicios o productos a colectivos desfavorecidos.&amp;nbsp; En la Dimensión 9, se podría considerar la utilización de un tipo de energía renovable para el desplazamiento de la food truck. En la Dimensión 10 se tendrían que detallar en mayor medida los posibles riesgos y en la Dimensión 11, falta definir más concretamente la evaluación del proyecto. &lt;/span&gt;&lt;/p&gt;

Publicar esta resolución en el BOIB y posteriormente en el tablón de anuncios de la sede electrónica del Consejo de Mallorca y remitir a la BDNS los datos relativos a las subvenciones concedidas, así como también poner en conocimiento de la Intervención Delegada del Hogar de la Infancia a los efectos que correspondan. &lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Contra este acto, que no pone fin a la vía administrativa, pueden interponer el recurso de alzada en el plazo de un mes, a contar a partir del día siguiente de la publicación de esta resolución en el BOIB. El recurso se puede interponer formalmente ante este consejero ejecutivo o ante el Consejo Ejecutivo del Consejo Insular de Mallorca, que es el órgano competente para resolverlo.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Contra la desestimación expresa de este recurso de alzada, podéis interponer el recurso contencioso administrativo ante el Juzgado Contencioso Administrativo en el plazo de dos meses, a contar a partir del día siguiente de recibir la notificación de la desestimación de dicho recurso de alzada.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt;&lt;span style="font-family: Times New Roman, Times, serif; font-size: 12px"&gt;Si han transcurrido tres meses desde la interposición del recurso de alzada y no se ha recibido la notificación de resolución expresa, se entiende desestimado por silencio y se puede interponer el recurso contencioso administrativo ante el Juzgado Contencioso Administrativo, en el plazo de seis meses que se contará, a partir del día siguiente de la desestimación presunta.&lt;/span&gt;&lt;/p&gt;
