&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;1. Mediante el Acuerdo del Junta Rectora del Consorcio de Recursos Sociosanitarios y Asistenciales de las Islas Baleares de 23 de mayo de 2022 se aprobó la oferta pública de empleo de estabilización correspondiente al personal laboral del CTM, en el marco de la Ley 20/2021, de 28 de diciembre, de medidas urgentes para la reducción de la temporalidad en la ocupación pública (BOIB n.º 66, de 21 de mayo).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;2. Mediante el Acuerdo de la Junta Rectora de 1 de diciembre de 2022 se aprobó la convocatoria del proceso excepcional de estabilización por concurso extraordinario de méritos para cubrir las plazas de personal laboral del Consorcio (BOIB n.º 169, de 29 de diciembre). &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;De acuerdo con la base 19.2 del Anexo 2 de esta convocatoria sobre nombramiento de los miembros de los tribunales, la presidenta del Consorcio tiene que nombrar los tribunales encargados de la selección, los cuales tienen la consideración de órganos dependientes de su autoridad; y el nombramiento se tiene que publicar en el Boletín Oficial de las Islas Baleares y en la web del Consorcio una vez finalizado el periodo de presentación de instancias. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;En el mismo sentido, según la base 19.1.2 sobre la composición de los órganos de selección los tribunales tienen que estar constituidos, como mínimo, por tres miembros titulares, con el mismo número de suplentes. Se tiene que constituir un tribunal por cada grupo de los previstos en el artículo 15 del Convenio colectivo. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;Todos los miembros de los tribunales tienen que poseer una titulación académica de igual o de superior nivel que el exigido a los aspirantes para el ingreso. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;Así mismo, la base 19.1.3 establece que la determinación de la composición de los tribunales se tiene que llevar a cabo de acuerdo con las normas siguientes: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;a) El presidente será designado libremente por la presidenta de la Junta Rectora del Consorcio.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;b) Los vocales tienen que ser nombrados por sorteo entre el personal laboral o funcionario en situación de servicio activo en la Administración de la Comunidad Autónoma de las Islas Baleares que pertenezcan al grupo de que se trate. &amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;c) La secretaría corresponderá a la persona designada por votación del tribunal entre las personas designadas como vocales. La composición de los órganos de selección se tiene que ajustar, salvo razones fundamentadas y objetivas, debidamente motivadas, al criterio de paridad entre hombres y mujeres, con capacitación, competencia y preparación adecuadas. Se entiende por representación equilibrada la presencia de mujeres y hombres de forma que ningún sexo no supere el 60% del conjunto de personas a que se refiere ni sea inferior al 40%. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;3. En fecha 9 de febrero de 2023 se ha llevado a cabo el sorteo de los vocales. Por todo esto, y en uso de las competencias que me otorga el artículo 11 j) de la Ley 3/2003, dicto la siguiente &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;strong&gt;&lt;span style="line-height:107%"&gt;&amp;nbsp;Interposición de recursos &lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

También se&amp;nbsp; puede interponer un&amp;nbsp; recurso contencioso administrativo delante&amp;nbsp; la Sala Contenciosa Administrativa del Tribunal Superior de Justiciá de las Islas&amp;nbsp; Baleares, en el plazo&amp;nbsp; de dos meses, contando desde el día siguiente&amp;nbsp; de la publicación, de acuerdo con los artículos&amp;nbsp; 8.2 y 46.1 de la Ley 29/1998, de 13 de julio, reguladora de la jurisdicción contenciosa administrativa&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
