&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1. Mediante el Acuerdo del Consejo de Administración del Instituto Balear de Infraestructuras y Servicios Educativos (IBISEC) de 25 de mayo de 2022 se aprobó la oferta pública de estabilización para el año 2022 correspondiente al personal laboral de este ente público. (BOIB nº 69 de 28 de mayo)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2. Mediante el Acuerdo del Consejo de Administración del Instituto Balear de Infraestructuras y Servicios Educativos (IBISEC) de 16 de diciembre de 2022 se aprobó la convocatoria del proceso excepcional de estabilización por concurso extraordinario de méritos para cubrir 15 plazas de personal laboral fijo de los grupos profesionales A, B, C, D y E en el IBISEC. (BOIB nº 167, de 24 de diciembre)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;De acuerdo con la base 19.2 de esta convocatoria sobre nombramiento de los miembros de los tribunales, el consejero de Educación y Formación Profesional tiene que nombrar los tribunales encargados de la selección, los cuales tienen la consideración de órganos dependientes de su autoridad.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Y en conformidad con el apartado 1 del artículo 13 del Decreto 27/1994 de 11 de marzo, el nombramiento de los miembros de los tribunales se ha de publicar en el Boletín Oficial de las Islas Baleares y Sede Electrónica de la Administración de la Comunidad Autónoma de las Islas Baleares (página web del IBISEC) una vez finalizado el periodo de presentación de instancias.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Además, de acuerdo con la base 19.1 sobre la composición de los órganos de selección, los tribunales tienen que estar constituidos, como mínimo, por tres miembros titulares, con el mismo número de suplentes. Se ha de constituir un tribunal por cada grupo de los previstos en el artículo 27.3 del Convenio colectivo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Todos los miembros de los tribunales han de estar en posesión de una titulación académica de igual o de superior nivel que el exigido a los aspirantes para el ingreso.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Así mismo, en la base 19.1.3 se establece que la determinación de la composición de los tribunales se tiene que llevar a cabo de acuerdo con las normas&lt;span style="color:#333333"&gt; &lt;/span&gt;siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;a) El presidente/a y el secretario/a serán designados libremente por el Consejero de Educación y Formación Profesional.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;b) Los vocales tienen que ser nombrados entre el personal laboral en situación de servicio activo en el Instituto Balear de Infraestructuras y Servicios Educativos.&lt;span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px"&gt; &lt;/span&gt;&lt;span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:#000000"&gt;La composición de los órganos de selección se tiene que ajustar, salvo por razones fundamentadas y objetivas, debidamente motivadas, al criterio de paridad entre hombres y mujeres, con capacitación, competencia y preparación adecuadas. Se entiende por representación equilibrada la presencia de mujeres y hombres de forma que ningún sexo no supere el 60% del conjunto de personas a que se refiere ni sea inferior al 40%.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:#000000"&gt;Por todo esto, tal como consta en su punto 9 de Acuerdo del Consejo de Administración del Instituto Balear de Infraestructuras y Servicios Educativos (IBISEC) de día 16 de diciembre de 2022 por el cual se aprueba la convocatoria del proceso excepcional de estabilización por concurso extraordinario de méritos para cubrir 15 plazas de personal laboral fijo de los grupos profesionales A, B, C, D y E en el IBISEC (BOIB nº 167, de 24 de diciembre)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:#000000"&gt;9. Facultar al gerente del IBISEC para que realice los trámites de impulso e instrucción de los procesos correspondientes, conforme aquello que determina el artículo 8.2 letra s de los Estatutos del IBISEC &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:#000000"&gt;dicto la siguiente&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;strong&gt;Resolución&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:#000000"&gt;1. Designar los Tribunales Calificadores de este proceso selectivo, los cuales están constituidos por los miembros que figuran en el anexo de esta Resolución.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:#000000"&gt;2. Publicar esta Resolución en el Boletín Oficial de las Islas Baleares y en la página web del IBISEC.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Interposición de recursos&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;span style="line-height:100%"&gt;Contra este Acuerdo, que pone fin a la vía administrativa, se puede interponer un recurso potestativo de reposición ante el Consejo de Administración del IBISEC en el plazo de un mes, a partir del día siguiente a la publicación, de acuerdo con los artículos 57 de la Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Islas Baleares, y el artículo 123 de la Ley 39/2015, de 1 de octubre, del procedimiento común de las administraciones públicas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;span style="line-height:100%"&gt;También se puede interponer un recurso contencioso-administrativo ante la Sala de lo contencioso administrativo del Tribunal Superior de Justicia de las Islas Baleares en el plazo de dos meses, a partir del día siguiente a la publicación, de acuerdo con los artículos 8.2 y 46.1 de la Ley 29/1998, de 13 de julio, reguladora de la jurisdicción contencioso-administrativa sin perjuicio que la persona interesada pueda interponer cualquier otro que considere procedente.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
