De conformidad con el artículo </span><span style="color:#000000">28</span><span style="color:#000000">.3 de la Ley 4/2013, de 17 de julio, de coordinación de las policías locales de las Illes Balears, </span><span style="color:#000000">l</span>a consellería competente en materia de coordinación de policies locales llevará a cabo la tarea de formación mediante la Escuela Balear de Administraciones Públicas<span style="color:#000000">.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">2. Por otro lado, el Decreto 31/2012, d</span><span style="color:#000000">e 13 de abril, por el </span><span style="color:#000000">que </span><span style="color:#000000">se aprueban los Estatutos de la Escuela Balear de Administración Pública, </span><span style="color:#000000">indica </span><span style="color:#000000">en </span><span style="color:#000000">su art</span><span style="color:#000000">ículo 5.9 que entre sus funciones se encuentra la promoción, organización y gestión de la formación de capacitación y perfeccionamiento del personal de los cuerpos de policía local.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">3. E</span><span style="color:#000000">n </span><span style="color:#000000">fecha</span><span style="color:#000000">16 de febrero de 2023 se </span><span style="color:#000000">publicó</span><span style="color:#000000"> el Acuerdo del Consejo de Dirección de la Escuela Balear de Administración Pública de 10 de febrero de 2023 por el </span><span style="color:#000000">que se aprueba la oferta de cursos y las instrucciones que rigen los planes de Formación Policial; de Formación Policial de Corporaciones Locales; de Formación de Seguridad, Emergencias y Bomberos, y de Formación de Voluntarios de Protección Civil, para el año 2023.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Esta formación se organiza, gestiona e imparte </span><span style="color:#000000">en</span><span style="color:#000000"> la </span><span style="color:#000000">Escuela Balear de Administración Pública de manera exclusiva y dentro de sus atribuciones.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Aún así, en determinados casos la </span><span style="color:#000000">Escuela Balear de Administración Pública </span><span style="color:#000000">puede actuar como gestora en algunos ámbitos en aquella formación no impartida por ella, bien sea mediante convenio, dentro de las funciones del artículo 5.7 d</span><span style="color:#000000">el Decreto 31/2012, </span><span style="color:#000000">u otros instrumentos jurídicos, para que el personal que integra los cuerpos de policía local de las Illes Balears pueda recibir formación de perfeccionamiento </span><span style="color:#000000">en otros organismos con funciones análogas.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">4. En fecha 12 de enero de 2023, el Coronel Director de la Escuela de Tráfico de la Guardia Civil, firmó las bases de la convocatoria que tiene que revuelvo por el curso de tráfico, seguridad vial y transportes por el personal ajeno a la Guardia Civil, </span><span style="color:#000000">publicado también a </span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">https://www.dgt.es/menusecundario/seleccion-y-formacion/cursos-para-empleados-publicos/convocatoria-anual-2023-del-curso-sobre-<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px"> </span>trafico-seguridad-vial-y-transportes-para-personal-ajeno-a-la-guardia-civil/.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Este curso comprende varios módulos independientes, entre los cuales se considera que el Módulo 006: </span><span style="color:#000000"><em>&lt;&lt;</em></span><span style="color:#000000"><em>Específico para la Detección de Droga</em></span><span style="color:#000000"><em>&gt;&gt;</em></span><span style="color:#000000">, </span><span style="color:#000000">se considera de gran interés por el personal de los cuerpos de policía local.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Esta resolución, en</span><span style="color:#000000"> su </span><span style="color:#000000">artículo</span><span style="color:#000000"> 4.2, referido a las prioridades, establece que </span><span style="color:#000000">para</span><span style="color:#000000"> los cuerpos de policía local tendran priori</span><span style="color:#000000">d</span><span style="color:#000000">a</span><span style="color:#000000">d</span><span style="color:#000000"> las solicitudes que se tramiten </span><span style="color:#000000">a través de</span><span style="color:#000000"> las academias de seguridad pública correspondiente, personal que se seleccionará tanto por los criterios de la presente convocatoria como criterios propios operativos</span><span style="color:#000000">. </span><span style="color:#000000">Dado que en las Illes Balears no existe una academia de seguridad ciudadana, estas funciones las realiza </span><span style="color:#000000">l</span><span style="color:#000000">la Escuela Balear de Administración Pública.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Con tal de poder seleccionar </span><span style="color:#000000">a l</span><span style="color:#000000">os candidato</span><span style="color:#000000">s a</span><span style="color:#000000"> hacer esta formación, </span><span style="color:#000000">es necesario</span><span style="color:#000000"> </span><span style="color:#000000">llevar a cabo la presente convocatoria.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Fundamentos de derecho</strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">1. El artículo 28.3 de la Ley 4/2013, de 17 de julio, de coordinación de las policías locales de las Illes Balears.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">2. El artículo 5.9 del Decreto 31/2012, de 13 de abril, por el que se aprueban los Estatutos de la Escuela Balear de Administración Pública</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">3. La resolución del Coronel Director de la Escuela de Tráfico de la Guardia Civil, de 12 de enero de 2023, de bases y convocatoria que tiene que regir el curso de tráfico, seguridad vial y transportes para el personal ajeno a la Guardia Civil</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Por todo esto, dicto la siguiente</span></span></span></p> <p style="text-align:center"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><strong>RESOLUCIÓN</strong></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">1. Aprobar la convocatoria para seleccionar el personal y enviar la solicitud con las persones candidatas para la realización de un curso de detección de drogas en la Escuela de Tráfico de la Guardia Civil.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">2. Aprobar las bases que tienen que regir la convocatoria así como también el modelo de solicitud de reserva de plazas del curso de detección de drogas. </span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">3. Pueden ser alumnos del curso de detección de drogas las personas que </span><span style="color:#000000">formen parte de los cuerpos de Policía Local de los municipios de las Illes Balears y que lleven a cabo de manera habitual actividades de detección de drogas.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">2. No podrán ser alumnos aquellas personas que hayan realizado este mismo curso con anterioridad. Tampoco en el supuesto de que hayan hecho un curso de parecidas características los últimos 2 años.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">3. En cumplimiento de los requisitos establecidos a la convocatoria que tiene que regir para el curso de tráfico, seguridad vial y transportes para el personal ajeno a la Guardia Civil, tampoco podrán tener grabado, en cualquier zona visible del cuerpo, tatuaje alguno que pueda considerarse obsceno u ofensivo.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:#365f91"><span style="color:#000000">Segunda<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px"> </span></span></span></strong></span></span><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:#365f91"><span style="color:#000000">Plazas</span></span></strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#365f91"><span style="color:#000000">1. El curso se llevará a cabo en cuatro ediciones, de cincuenta horas cada una.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Las distintas ediciones, iguales entre ellas, se realizarán en las següents fechas:</span></span></span></p> <ol> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Del 5 al 9 de junio de 2023</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Del 12 al 16 de junio de 2023</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Del 19 al 23 de junio de 2023</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Del 26 al 30 de junio de 2023</span></span></span></li> </ol> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">La asignación de los alumnos a las distintas ediciones las hará de oficio la Escuela de Tráfico de la Guardia Civil de entre las personas solicitantes.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">2. El curso se impartirá en la </span>Escuela de Tráfico de la Guardia Civil, sita en la Avda. Duque de Ahumada, S/N de Mérida (Badajoz).</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. La incorporación es en el lugar y hora indicados a los puntos 1 y 2 de este apartado. Los aspirantes tienen que vestir el uniforme de servicio y traer la documentación de asistencia sanitaria correspondiente.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><strong>Quinta<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px"> </span></strong></span></span></span><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:#365f91"><span style="color:#000000">Solicitudes de reserva de plazas</span></span></strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">1. Los ayuntamientos que tengan personal interesado en realizar este curso y así lo consideren conveniente tienen que tramitar la solicitud de la manera siguiente:</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Las solicitudes se tienen que presentar de forma electrónica a través del Sistema de Interconexión de Registros (SIR) dirigido a la Escuela Balear de Administración Pública (DIR3: A04035968), de acuerdo con el modelo que figura en el anexo 2, junto con el anexo 1 y 2 de la convocatoria <strong> </strong>que tiene que regir para el curso de tráfico, seguridad vial y transportes para el personal ajeno a la Guardia Civil, a disposición de los ayuntamientos en la sede electrónica de la EBAP y en el siguiente link:</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">https://www.dgt.es/menusecundario/seleccion-y-formacion/cursos-para-empleados-publicos/convocatoria-anual-2023-del-curso-sobre-<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px"> </span>trafico-seguridad-vial-y-transportes-para-personal-ajeno-a-la-guardia-civil/.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">El envío de la presente solicitud implicará la autorización por parte del ayuntamiento a que el aspirante realice el curso.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">2. El plazo para presentar las solicitudes es de diez días a partir del día siguiente a la<span style="color:#000000"> publicación de esta convocatoria en <em>el Boletín oficial de las Illes Balears.</em></span></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">3. Una vez publicada la lista definitiva de aspirantes ordenados según la priorización indicada en su punto tercero,la EBAP enviará la solicitud al Coronel Director de la Escuela de Tráfico de la Guardia Civil. </span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">4. Las solicitudes que se presenten fuera del plazo establecido no se tendran en cuenta.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:#365f91"><span style="color:#000000">Sexta<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px"> </span></span></span></strong></span></span><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><strong>Régimen económico</strong></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Los gastos que se puedan originar en caso de la aceptación de uno o más aspirantes al curso, sea en concepto de dietas, alojamiento u otros, serán asumidas integrament por los ayuntamientos de quienes formen parte.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">El EBAP no incurrirá en ningún tipo de gasto por este curso. </span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><strong>Séptima<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px"> </span></strong></span></span></span><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><strong>Régimen general del curso</strong></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">El contenido del curso de Detección de Drogas será elaborado por la Escuela de Tràfico, y se pondrá a disposición de los alumnos al inicio de este, así como el resto de material que se considere de interés.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Los motivos de causa de baja del curso se recogen en el punto 5.3 de la convocatoria que debe regir el curso de tráfico, seguridad vial y transportes para el personal ajeno a la Guardia Civil.</span></span></span></p> <p>​​​​​​​<span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><strong>Octava<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px"> </span></strong></span></span></span><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><strong>Certificación</strong></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Una vez acabado el curso básico de formación, la Escuela de Tráfico de la Guardia Civil emitirá a las personas que lo hayan superado uno diploma acreditativo de la superación del módulo cursado. En caso de no superarlo, se emitirá un certificado de asistencia.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><strong>Novena<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px"> </span></strong></span></span></span><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><strong>Protección de datos de carácter personales</strong></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">En cuanto a la protección de datos se estará a lo indicado en el punto 8è de la
