    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Por unanimidad y en votación ordinaria, se aprueba la urgencia de este asunto.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Antecedentes&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. La repentina irrupción durante diciembre de 2019 de la pandemia por coronavirus y una guerra a las puertas de la Unión Europea provocada hace un año por la agresión contra Ucrania por parte de Rusia han convulsionado la economía mundial de tal manera que, ahora mismo, las agendas políticas permanecen centradas en hacer frente a la inflación, la rotura de las cadenas de suministro, la volatilidad de los mercados y la incertidumbre que rodea la evolución de la demanda.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. Según apunta el Instituto Balear de Estadística (IBESTAT), refiriéndose al pasado mes de diciembre, mientras la inflación interanual en las Islas Baleares es del 5,5%, el índice subyacente, que se aleja de los precios energéticos y alimentarios sin elaborar, es del 6,8 %. Quiere decir esto que el aumento del nivel de precios afecta a todos los bienes y servicios de la economía; además, el incremento más pronunciado corresponde al grupo de los alimentos y bebidas no alcohólicas con un preocupante 14,8 %.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;3. La perspectiva social del mismo IBESTAT, ahora con registros del año 2021, cifra en un 42,5 % los hogares de las islas con dificultades para llegar a final de mes y en un 30,9 % las personas sin capacidad de atender un gasto imprevisto.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;4. Más que a un exceso de demanda, este estado inflacionario que hoy nos afecta obedece a una contracción de la oferta, carácter que le confiere una naturaleza más persistente, porque la oferta es recuperable solo a partir del medio plazo, y más compleja, por la política monetaria restrictiva para combatirla cómo es el aumento del tipo de interés, que penaliza la inversión y el consumo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;5. En un escenario de inflación intensa, generalizada y prolongada como el descrito, y ante sus efectos distorsionadores sobre el sistema de precios y sobre las economías domésticas, el Departamento de Economía y Territorio del Consejo pretende mejorar el poder adquisitivo de los consumidores mediante una nueva convocatoria de vales de consumo, esta vez para la compra de alimentos, ropa, calzado y otros productos o servicios básicos; medida que, por otro lado, revertirá directamente sobre las ventas de los respectivos comercios y servicios ubicados en Menorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;6. Las bases propuestas pivotan sobre lo que establece la Ley 7/1985 de 2 de abril, de bases de régimen local, en su redacción aprobada por la Ley 27/2013, de 27 de diciembre, de racionalización y sostenibilidad de la administración local, cuando en el artículo 36 dice: «Son competencias propias de la Diputación o entidad equivalente las que le atribuyan en este concepto las Leyes del Estado y de las Comunidades Autónomas en los diferentes sectores de la acción pública y, en todo caso, las siguientes: … d) La cooperación en el fomento del desarrollo económico y social y en la planificación en el territorio provincial, de acuerdo con las competencias de las otras Administraciones Públicas en este ámbito.»&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;7. Según la Ley 4/2022, de 28 de junio, de consejos insulares, conviene tener presente que el órgano competente para la aprobación de las bases reguladoras es el Pleno de la corporación; ahora bien, éste, en la sesión de carácter extraordinario celebrada día 12 de septiembre de 2022, acordó delegar en el Consejo Ejecutivo la aprobación tanto del Plan Estratégico de Subvenciones como de las bases reguladoras (BOIB núm. 121 de 15 de septiembre de 2022). El Consejo Ejecutivo también es competente para aprobar la convocatoria de ayudas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;8. Aunque con una finalidad diferente como es la de estimular las ventas del sector comercial, la convocatoria de vales de consumo 1/2022 (BOIB núm. 26 de 27 de febrero de 2022) fue dotada con 150.000 € y, sin prever la caducidad de los vales adquiridos, el consumo efectivo de estos fue del 60%. Con una caducidad de los vales de veinte días, la convocatoria siguiente 2/2022 (BOIB núm. 142 de 3 de noviembre de 2022), fue dotada con 200.000 € y, si bien la campaña finaliza el próximo 28 de febrero, ya ha logrado un grado de efectividad de cerca del 100%.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;9. El Plan Estratégico de Subvenciones para el ejercicio 2023, aprobado el 5 de diciembre de 2022 por el Consejo Ejecutivo reunido en sesión de carácter ordinario, en el apartado 3.5 correspondiente al Departamento de Economía y Territorio, contiene una previsión presupuestaria de 2 millones de euros para la convocatoria de ayudas para incentivar las ventas del sector comercial local y ayudar a los consumidores ante la inflación a consecuencia de la guerra en Ucrania.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;10. La configuración de la presente convocatoria (crédito disponible; consumo básico y de necesidad; caducidad de los vales pero utilizables en el 100 % del precio de las compras), junto con la desaparición de la subvención a los combustibles y la lejanía de los meses de actividad del personal fijo discontinuo, hacen pensar que la medida desplegará todos los efectos esperados; en este caso, el impacto económico directo de 2M de euros beneficiaría el 12 % del segmento de población potencial y el grupo de negocios implicados.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;11. En virtud de la letra c del artículo 22.2 de la Ley 38/2003, de 17 de noviembre, general de subvenciones (LGS), la baja cuantía de las ayudas a título individual, así como las razones de interés público, económico y social argüidas en los antecedentes expuestos, justifican un grado de excepcionalidad suficiente para que las subvenciones sean directamente concedidas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;12. De acuerdo con los artículos 3 y 4 de la Ley Orgánica 2/2012, de 27 de abril, de estabilidad presupuestaria y sostenibilidad financiera, el compromiso financiero que asume el CIM con esta convocatoria de ayudas que se propone aprobar no repercutirá sobre la situación de equilibrio de su presupuesto para el año 2023, como tampoco sobre la capacidad financiera de la corporación, por las razones siguientes: la partida 5.43900.4890006 del presupuesto del CIM para el año 2023 ampara el compromiso del gasto de 2 M de euros que se asume y, para la cobertura de este importe, no se han comprometido recursos de futuros presupuestos. Aun así, la regla de gasto a que hace referencia el artículo 12 de la mencionada ley no es de aplicación, por el acuerdo del Pleno del Congreso de los Diputados, en su sesión de día 29 de septiembre de 2022, de apreciación, por mayoría absoluta, que España sufre las consecuencias del estallido de la guerra en Europa y de una crisis energética sin precedentes, lo cual supone una situación de emergencia extraordinaria que motiva prorrogar la suspensión de las reglas fiscales de los ejercicios 2020, 2021 y 2022 al ejercicio 2023.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Por los motivos expuestos, el Consejo Insular de Menorca opta por conducir la iniciativa de gasto público de concesión de vales de consumo, y dirigirla a la ciudadanía mayor de 16 años, que verá minimizar la factura de compra de bienes y servicios de primera necesidad o básicos provenientes de comercios detallistas y establecimientos ubicados en Menorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Por lo expuesto, en conformidad con la normativa básica aplicable al Consejo Insular de Menorca en materia de subvenciones y en el marco de lo que establecen las Bases de ejecución de su vigente presupuesto, &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Vista la propuesta del consejero ejecutivo del Departamento de Economía y Territorio,&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El Consejo Ejecutivo, con siete votos favorables (señora Mora Humbert, señor Maria Ballester, señora Torrent Bagur, señor Pastrana Huguet, señora Gomila Carretero, señor Juaneda Mercadal y señora Morlà Subirats) y una abstención (señora Gómez Estévez), y en votación ordinaria, adopta los acuerdos siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Primero&lt;/span&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;.&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color:null"&gt; &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;Aprobar las bases anexadas al final, que regirán la concesión del Consejo Insular de Menorca de vales de consumo hacia el aumento generalizado de los precios.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Segundo&lt;/span&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;.&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Aprobar, simultáneamente, la convocatoria correspondiente al año 2023, que se regirá por las bases antes mencionadas y de acuerdo con las condiciones esenciales siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Las ayudas concedidas, de acuerdo con el importe máximo de 2.000.000 €, serán amparados por la partida 5.43900.4890006 del presupuesto del CIM para el año 2023.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Se subvencionan vales de consumo destinables a la compra de alimentos, ropa, calzado y otros productos básicos en cualquiera de los establecimientos comerciales detallistas ubicados en nuestra isla que cumplan los requisitos pertinentes y se adhieran a esta iniciativa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El comercio detallista tiene que coincidir, única y exclusivamente, con productos y servicios de la siguiente tipología: alimentación y bebida; confección y calzado; productos sanitarios y de higiene personal; aparatos médicos, ortopédicos y ópticos; servicios de odontología, fisioterapia o podología; electrodomésticos, electrónica e informática; papelería.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Para vehicular este gasto de consumo, el Consejo Insular de Menorca pone a disposición de la ciudadanía 80.000 vales por valor de 25 € cada uno.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Estos vales, a título gratuito y nominativo y de carácter intransferible, incorporan un código seguro de verificación que permite la comprobación de su integridad mediante el acceso a la plataforma electrónica.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El importe máximo subvencionable, expresado en vales y por persona solicitante, es de 200 €; por lo tanto, a cada persona que los solicite le corresponden, como máximo, 8 vales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Adquirido el vale, si no se hace uso en el plazo de 20 días, una vez agotado este periodo de espera, caducará y pasará automáticamente a la bolsa de disponibles.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El valor de los vales utilizados en cada operación puede representar hasta el 100% del precio de la compra.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Día 30 de junio de 2023 el programa dejará de tener vigencia; por eso, los vales no consumidos y validados caducarán al acabar aquel mismo día y ya no serán válidos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Una plataforma tecnológica ad hoc permitirá la gestión de la demanda y de la oferta. Servirá para visualizar los establecimientos adheridos y su localización; para adquirir los vales de consumo y rehabilitar los que caduquen; para validarlos, una vez se consuman, por parte de los establecimientos, y para extraer las remesas de resarcimiento a aquellos mismos establecimientos que los habrán validado correctamente.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El programa se articula de la forma que sigue:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;o Fase I. Adhesión de los establecimientos comerciales: los interesados pueden adherirse a esta iniciativa en el plazo de quince días contadores desde el día siguiente de haberse publicado las bases en el BOIB. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;o Fase II. Solicitud y consumo de vales: a partir del décimo día desde el día siguiente de haberse publicado las bases, y hasta el 30 de junio de 2023, las personas interesadas pueden solicitar los vales de consumo, que el Consejo Insular de Menorca concederá, accediendo a la plataforma y registrándose con nombre, apellidos y DNI o NIE.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;o Fase III. Canjeo de los vales consumidos: una vez iniciado el plazo de solicitud y de concesión y consumo de los vales, hasta el 30 de junio de 2023 el Consejo Insular de Menorca tramitará mensualmente el abono de los vales debidamente validados a los establecimientos correspondientes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Como la selección de personas beneficiarias no sigue un procedimiento de concurso, no hacen falta comisiones evaluadoras (artículo 19 por el cual se aprueba el Texto refundido de la Ley de subvenciones de la comunidad autónoma de las Islas Baleares).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Si bien las subvenciones habrán sido otorgadas a la ciudadanía mayor de 16 años, al endosarlas a favor de los establecimientos adheridos mediante el consumo, el pago de estas se hará a los últimos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Estas ayudas se conceden por orden de entrada de las solicitudes de vales en la plataforma, con una cuantía total máxima individual de 200 € y hasta que el crédito puesto a disposición se agote. No obstante, si no se hace uso en el plazo de 20 días, caducarán y pasarán automáticamente a la bolsa de disponibles.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Tercero&lt;/span&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;.&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color:null"&gt; &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;El expediente será instruido por el técnico de gestión del Consejo Insular de Menorca, Elies Coll Moll.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Cuarto&lt;/span&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;.&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color:null"&gt; &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;Remitir a la Base de datos Nacional de Subvenciones información sobre la presente convocatoria, en los términos establecidos en el artículo 20.8 de la Ley 38/2003, de 17 de noviembre, general de subvenciones y previamente a la publicación en el &lt;/span&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;Boletín Oficial de las Illes Balears &lt;/span&gt;&lt;/em&gt;&lt;span style="background-color:null"&gt;(BOIB).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Consta en el expediente el anexo siguiente:&lt;/span&gt;&lt;em&gt;&lt;span style="background-color:null"&gt; &lt;/span&gt;&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Bases que rigen la concesión directa de ayudas del Consejo Insular de Menorca para la adquisición de Vales de Consumo hacia el aumento generalizado de los precios&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;1. Objecto&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El Plan Estratégico de Subvenciones para el ejercicio 2023, aprobado el 5 de diciembre de 2022 por el Consejo Ejecutivo reunido en sesión de carácter ordinario, en el apartado 3.5 correspondiente al Departamento de Economía y Territorio, contiene una previsión presupuestaria de 2 millones de euros para la convocatoria de ayudas para incentivar las ventas del sector comercial local y ayudar los consumidores ante la inflación a consecuencia de la guerra en Ucrania.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;En este sentido, el objeto de estas bases consiste a regular el procedimiento y las condiciones para otorgar subvenciones, excepcionalmente y por razones de interés público, social y económico, a la ciudadanía mayor de 16 años por un importe máximo de hasta 200 €, mediante la fórmula de vales de consumo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Estos vales, en forma de ayudas que tendrán la consideración de subvenciones a fondo perdido, es un programa que pretende dar soporte económico al segmento de la ciudadanía mencionado para que vea amainar la factura de compra de bienes y servicios de primera necesidad o básicos provenientes de comercios detallistas y establecimientos ubicados en Menorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;2. Finalidad&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Paliar los efectos del aumento generalizado de los precios de los productos y servicios de primera necesidad o básicos; la mejora de los niveles adquisitivos individuales revertirá de pleno sobre las ventas del comercio ubicado en Menorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;3. Financiación e importe máximo&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Las ayudas que se otorguen en el marco de estas bases se pagarán con cargo a la partida e importe máximo que establezca la convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Esta cuantía únicamente será ampliable en el supuesto de aportaciones expresas de terceros que contribuyan a la financiación del objeto de este programa y se hayan concretado posteriormente a su aprobación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;div style="page-break-after:always"&gt;&lt;span style="display:none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/div&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;4. Actividad subvencionada, vales de consumo, importe máximo y caducidad&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Se subvencionan vales de consumo para ser destinados a la compra de bienes y servicios en cualquiera de los establecimientos comerciales ubicados en la isla de Menorca que cumplan los requisitos pertinentes y se adhieran a esta iniciativa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Para vehicular el gasto de consumo, el CIM pone a disposición de la ciudadanía mayor de 16 años una cantidad de vales que será el resultado de dividir la cuantía de la partida prevista en la convocatoria por 25 € o valor de cada vale.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Estos vales, a título gratuito y nominativo y de carácter intransferible, incorporan un código seguro de verificación que permite la comprobación de su integridad mediante el acceso a la plataforma electrónica. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El importe máximo subvencionable, expresado en vales y por persona solicitante, puede llegar hasta 200 €; por lo tanto, a cada persona que lo solicite le corresponden, como máximo, 8 vales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Adquirido el vale, si no se hace uso del mismo en el plazo de 20 días, una vez agotada este periodo de espera, caducará y pasará automáticamente a la bolsa de disponibles.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El valor de los vales utilizados en cada operación podrá representar hasta el 100 % del precio de la cosa comprada o consumida.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;La convocatoria concretará el día en que el programa deje de tener vigencia; por eso, los vales no consumidos caducarán al acabar aquel mismo día y ya no serán válidos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;5. Funcionamiento y fases del programa &lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. Una plataforma tecnológica ad hoc permitirá la gestión de la demanda y de la oferta. Servirá para visualizar los establecimientos adheridos y su localización; para solicitar gratuitamente los vales de consumo; para rehabilitar los que caduquen, y, una vez se consuman, para validarlos por parte de los establecimientos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. El programa se articula de la forma que sigue:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Fase I. Adhesión de los establecimientos o negocios&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Los establecimientos o negocios interesados pueden adherirse a la iniciativa regulada por estas bases en el plazo de quince días contadores desde el día siguiente de haberse publicado la convocatoria en el BOIB.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Los requisitos y la forma de adhesión de los establecimientos o negocios se detallan en el punto octavo de estas bases.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Fase II. Solicitud y consumo de los vales&lt;/span&gt;&lt;span style="background-color:null"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;A partir del décimo día desde el día siguiente de haberse publicado la convocatoria referida en estas bases, hasta el día en que el programa deje de tener vigencia, las personas mayores de 16 años interesadas pueden solicitar los vales de consumo, que el CIM concederá, accediendo a la plataforma y registrándose con nombre, apellidos y DNI o NIE.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Aun así, en virtud de los artículos 12 y 14 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas, el personal de atención ciudadana del CIM asistirá a las personas mayores de 16 años interesadas que soliciten atención presencial y concierten cita en el 971 35 60 50.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Los vales de consumo consisten en un documento original electrónico, que también se puede obtener en soporte físico mediante la impresión sobre papel, en el cual, además de los datos necesarios para identificar la persona titular, consta un código alfanumérico único y su equivalente en forma de matriz de lectura rápida o QR (Quick Response).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Los vales pueden ser utilizados en los establecimientos adheridos desde el momento de su solicitud y concesión y hasta la fecha en que el programa deje de tener vigencia. No obstante, si no se hace uso de éstos en el plazo de 20 días, caducarán y pasarán automáticamente a la bolsa de disponibles. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Fase III. Canjeo de los vales consumidos&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Una vez iniciado el plazo de solicitud y de concesión y consumo de los vales, hasta el día señalado en que el programa deje de tener vigencia, el CIM tramitará el abono de los vales debidamente validados a los establecimientos correspondientes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Los requisitos y la forma de intercambiarlos se detallan en el punto doceavo de estas bases.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;6. Naturaleza de la ayuda y compatibilidad con otras&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. Las subvenciones por importe máximo de 200 € que se rigen por estas bases son de carácter voluntario y eventual y, en cualquier momento, se pueden anular por las causas previstas en la ley o en estas bases; aun así, son compatibles con otras ayudas, subvenciones, ingresos o recursos para realizar la misma acometida que se puedan recibir de otras administraciones o entidades.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. Si bien las subvenciones habrán sido otorgadas a la ciudadanía, al endosar las facturas a favor de los establecimientos adheridos mediante el consumo, el pago de estas se hará a los últimos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;7. Requisitos y obligaciones de las personas beneficiarias&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. Pueden beneficiarse de estas ayudas, mediante la solicitud de vales, las personas físicas mayores de 16 años con DNI o NIE (para el cómputo de los 16 años se incluye el mismo día del cumpleaños, de acuerdo con el artículo 240 del Código Civil).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. A efectos fiscales, serán informadas que el importe de la subvención es un incremento patrimonial que tributa en el impuesto sobre la renta de las personas físicas (IRPF).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;3. Previamente a la solicitud y concesión, las personas interesadas tienen que declarar, bajo responsabilidad, encontrarse libres de obligaciones económicas con el CIM y no incurrir en algunas de las circunstancias establecidas en el apartado 2 del artículo 13 de la LGS.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;4. Con la concesión de los vales solicitados, los beneficiarios aceptan tácitamente la subvención y se obligan a:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;a) Utilizar los vales en los establecimientos y negocios adheridos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;b) Presentar los vales, imprimidos o en código QR, y exigir la validación por parte del establecimiento adherido donde se consuman.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;c) Hacer un uso exclusivamente personal y no transferible.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;d) No utilizarlos en los establecimientos que ellos mismos exploten.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;8. Condiciones para la adhesión de los establecimientos y negocios&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. Se pueden adherir al programa todos los establecimientos y negocios que cumplan los requisitos siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;a)&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color:null"&gt; Establecimiento ubicado en Menorca, abierto al público y con conexión a Internet.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;b)&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color:null"&gt; Las actividades, referidas en los epígrafes del impuesto de actividades económicas (IAE), tienen que coincidir, únicamente y exclusivamente, con las agrupaciones siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt; &lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;641.- Comercio al por menor de frutas, verduras, hortalizas y tubérculos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;642.- Comercio al por menor de carnes y despojos; derivados cárnicos elaborados; huevos, pájaros, animales de granja y caza; y productos derivados de estos. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;643.- Comercio al por menor de pescado, productos de la acuicultura y caracoles.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;644.- Comercio al por menor de pan, pastelería, confitería y similares y de leche y productos lácteos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;647.- Comercio al por menor de productos alimentarios y bebidas en general.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;651.- Comercio al por menor de productos textiles, confección, calzado, pieles y artículos de cuero.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;652.1.- Comercio al por menor de medicamentos, productos sanitarios y de higiene personal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;653.2.- Comercio al por menor de aparatos eléctricos, electrónicos, electrodomésticos y otros elementos de uso al hogar.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;659.3.- Comercio al por menor de aparatos e instrumentos médicos, ortopédicos, ópticos y fotográficos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;659.4.- Comercio al por menor de libros, diarios, artículos de papelería y escritorio, de dibujo y bellas artes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;83.- Profesionales de la sanidad: solo estomatólogos, Odontólogos, fisioterapeutas y podólogos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;943.- Consultas y clínicas de estomatología y odontología.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. Los establecimientos y negocios adheridos se obligan a:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;a) &lt;/span&gt;&lt;/em&gt;&lt;span style="background-color:null"&gt;Formalizar la solicitud de adhesión a la convocatoria de acuerdo con el trámite específico en la sede electrónica de la forma que sigue:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;—Rellenar la declaración responsable (anexo) indicando: datos de la persona, física o jurídica, titular de la explotación; datos del representante (si procede); información del establecimiento; inscripción turística (si procede); declaración de cuenta bancaria y de cumplimiento de los requisitos y de aceptación de estas bases.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;—Adjuntar la documentación siguiente: imagen del establecimiento; certificado de situación en el censo de actividades económicas de la AEAT (en caso de no autorizar el CIM a consultarlo); modelo de representación apud acta electrónico (si la persona física o jurídica efectuara la solicitud a través de un representante).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;b)&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color:null"&gt; Aceptar, como medio de pago de las ventas, los vales por su valor, que pueden representar hasta el 100% del coste de la compra.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;c)&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color:null"&gt; Comprobar la identidad y la edad de la persona titular de los vales (DNI o NIE) e introducir, inmediatamente a la venta y a través de las aplicaciones disponibles de validación, el código seguro de verificación de cada vale, el importe de la operación de venta/consumo y el ticket o la factura. Esta operación permite la declaración de la venta subvencionada, verifica la autenticidad de los vales y genera el derecho de resarcimiento; al mismo tiempo, imposibilita que el vale o una copia del mismo puedan ser utilizados de nuevo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;d) &lt;/span&gt;&lt;/em&gt;&lt;span style="background-color:null"&gt;No aceptar cualquier vale que no pueda ser validable o correctamente validado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;e)&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color:null"&gt; Conservar en buen estado los vales imprimidos y los comprobantes de todas las ventas (tickets o facturas) para posibles comprobaciones.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;3. Para adherirse a la presente iniciativa y configurar la oferta de establecimientos, estos disponen de un plazo de quince días contadores desde el día siguiente de haberse publicado las presentes bases en el BOIB.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Si la solicitud o la documentación son incorrectas o incompletas, o no se usa el trámite específico, el CIM les requerirá la rectificación, el complemento necesarios o el uso del trámite al efecto. Si en el plazo de diez días hábiles, contados desde el día siguiente a haberse notificado el requerimiento de enmienda de la solicitud, la persona interesada no hace la rectificación reclamada o no presenta la documentación requerida, en conformidad con el artículo 68 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas, se entenderá que ha cesado en su petición.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;4. Finalizado el plazo de adhesión y las actuaciones de comprobación pertinentes, el consejero del Departamento de Economía y Territorio acordará, mediante una resolución motivada, la relación de establecimientos, adheridos y no.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;5. Los establecimientos adheridos pueden dejar de serlo en cualquier momento; para hacerlo, tienen que dirigir una instancia al CIM en la cual comuniquen esta decisión.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;9. Criterios que se tendrán en cuenta para la concesión de las ayudas y determinación del importe de la subvención&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. Estas ayudas se conceden por orden de entrada de las solicitudes de vales a la plataforma, con una cuantía total máxima individual de hasta 200 € y hasta que el crédito puesto a disposición se agote.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. Adquirido el vale, si no se hace uso en el plazo de 20 días, una vez agotado este periodo de espera, caducará y pasará automáticamente a la bolsa de disponibles.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;3. Como la selección de personas beneficiarias no sigue un procedimiento de concurso, no hacen falta comisiones evaluadoras (artículo 19 por el cual se aprueba el Texto refundido de la Ley de subvenciones de la comunidad autónoma de las Islas Baleares).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;10. Gastos subvencionables &lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El carácter consumista y la naturaleza finalista del mismo vale condicionan que la subvención otorgada se destine a la compra de bienes y servicios en cualquier de los comercios y establecimientos ubicados en Menorca previamente adheridos a esta iniciativa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;11. Procedimiento y órganos competentes para la concesión de las ayudas&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. El inicio del expediente se efectuará por medio de la aprobación de estas bases; el texto, el anexo y el resto de documentación que se requiera se tiene que comunicar a la Base de datos Nacional de Subvenciones (BNDS) y se tiene que publicar el extracto en el BOIB, en cumplimiento del artículo 20.8 de la LGS.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. Estas ayudas se conceden por orden de entrada de la solicitud de vales a la plataforma, con una cuantía total máxima individual de hasta 200 € y hasta que el crédito puesto a disposición se agote. La fase de solicitud y concesión de vales, que coincide con la de su consumo, empieza el décimo día desde que se hayan publicado estas bases en el BOIB, y se mantiene hasta la fecha en que el programa deje de tener vigencia.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;3. Adquirido el vale, si no se hace uso en el plazo de 20 días, una vez agotada esta espera, caducará y pasará automáticamente a la bolsa de disponibles.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;4. Si antes de que acabe el plazo de solicitud de vales se agota el crédito destinado, se suspenderá la concesión por resolución publicada en el BOIB.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;5. La subvención solo se hará efectiva para el beneficiario cuando se consuma el vale en el establecimiento; así, finalizado el programa, se reportará a la BDNS la relación de las personas beneficiarias con los respectivos importes subvencionados.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;6. El impacto económico deseado transcenderá una vez el comercio sea resarcido; en este sentido, según el punto 7 &lt;/span&gt;&lt;em&gt;&lt;span style="background-color:null"&gt;in fine&lt;/span&gt;&lt;/em&gt;&lt;span style="background-color:null"&gt; de la base 16 a de ejecución del presupuesto del CIM para el ejercicio 2023, es suficiente el trámite del documento contable correspondiente.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;12. Canjeo de los vales para los establecimientos y negocios adheridos&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. Una vez iniciado el plazo de solicitud, concesión y consumo de vales, hasta la fecha en que el programa deje de tener vigencia, el CIM, a final de cada mes, extraerá de la plataforma la remesa de los vales debidamente validados por los establecimientos a efectos de tramitar los abonos correspondientes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. A cada remesa mensual corresponderá una relación de pagos que se harán efectivos, en el plazo máximo de un mes, mediante transferencias según los datos bancarios facilitados previamente por los establecimientos adheridos y las disponibilidades de tesorería del CIM.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;3. No se abonarán los vales que no hayan sido debidamente validados y, más allá de la fecha en que el programa deje de tener vigencia, no se podrán validar porque habrán caducado. Excepcional y únicamente por trabas de tipo tecnológico, debidamente justificados y que hayan imposibilitado la validación de vales, se podrá ampliar este plazo tantas horas como haya durado la incidencia.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;4. Cualquier vale que no pueda ser validable o correctamente validado no tiene que ser aceptado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;5. Los establecimientos tendrán que conservar en buen estado los vales imprimidos y los comprobantes de todas las ventas (tickets o facturas) para posibles comprobaciones.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;13. Tratamiento de datos de carácter personal&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. En el ejercicio de las competencias atribuidas al CIM y en conformidad con lo que prevé la Ley Orgánica 3/2018, de 5 de diciembre, de protección de datos personales y garantía de los derechos digitales, el único destinatario de la información aportada voluntariamente y responsable del tratamiento de los datos de las personas interesadas es:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

La finalidad del tratamiento de los datos es gestionar el programa subvencionado de vales de consumo para estimular las ventas del sector comercial detallista de Menorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;3. Los datos que se tratan emanan de la información facilitada por las personas interesadas, y es de tipo: identificativa, comercial, bancaria, fiscal y de contacto.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;4. El tiempo de uso de los datos es el plazo de vigencia de este expediente de subvenciones, y se conservarán según la política de gestión documental o por motivo estadístico, siempre de forma descriptiva y agregada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;5. El CIM tiene legitimación para el tratamiento de los datos en el ejercicio de una misión de interés público y por consentimiento expreso de las personas interesadas. Los datos no se ceden a terceros ajenos a el CIM, salvo que sean solicitadas por las Fuerzas y Cuerpos de Seguridad y organismos judiciales o tengan que ser comunicadas a otras entidades públicas por imperativo legal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;6. Se pueden ejercer los derechos de acceso, rectificación, supresión, oposición, limitación del tratamiento y portabilidad ante el CIM (pl. de la Biosfera, 5 - 07703 Maó) o a través de la Sede electrónica (seulectronica.cime.es).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;7. Si el ejercicio de los derechos mencionados no son debidamente atendidos, se puede presentar una reclamación ante el delegado de protección de datos del CIM (protecciodedades@cime.es) y ante la Agencia Española de Protección de Datos (C/ Jorge Juan, 6 - 28001 Madrid - Sede electrónica: sedeagpd.gob.es).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;14. Infracciones y sanciones&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. El régimen de infracciones y sanciones administrativas aplicables depende de lo establecido en el título IV de la LGS y en el título V del TRLS.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. En conformidad con el establecido en el art. 69 de la Ley 4/2022, de 28 de junio, de consejos insulares, los órganos legitimados para imponer las sanciones en caso de infringir estas bases o la normativa aplicable en materia de subvenciones son: el consejero ejecutivo competente en la materia, si son leves o graves, y el Consejo Ejecutivo en el caso de las de carácter muy grave.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

Otras disposiciones&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. Recursos administrativos: Los acuerdos del Consejo Ejecutivo por los cuales se aprueban las bases y las convocatorias, que no agotan la vía administrativa, son susceptibles de interponer recurso de alzada ante el Pleno del Consejo Insular de Menorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. Normativa general aplicable: En todo aquello no previsto expresamente en estas bases, rigen las disposiciones aplicables al CIM en materia de subvenciones, especialmente las contenidas en:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;—Ley 38/2003, de 17 de noviembre, general de subvenciones&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;—Reglamento de la Ley general de subvenciones (Real decreto 887/2006, de 21 de julio).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;—Decreto legislativo 2/2005, de 28 de noviembre, por el cual se aprueba el Texto refundido de la Ley de subvenciones de la comunidad autónoma de las Islas Baleares.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;—Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;—Ley orgánica 3/2018, de 5 de diciembre, de protección de datos personales y garantía de los derechos digitales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Contraeste acuerdo, que no agota la vía administrativa, se puede interponer un recurso de alzada ante el Pleno en el plazo de un mes a partir del día siguiente en que se haya publicado, de acuerdo con el artículo 122 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El mencionado recurso se entenderá desestimado, si no se notifica la resolución correspondiente, cuando hayan transcurrido tres meses des de su interposición. Contra la desestimación del recurso de alzada por silencio administrativo se puede interponer recurso contencioso administrativo ante el Juzgado Contencioso Administrativo de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
