El Consejo Ejecutivo del Consejo Insular de Menorca, en la sesión de carácter ordinario de 5 de septiembre de 2022, aprobó las bases reguladoras y la convocatoria de ayudas al sector equino de Menorca correspondiendo al año 2022 (BOIB núm. 122 de 17 de septiembre de 2022).</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">2. El importe máximo de la ayuda y el crédito presupuestario son:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">Partida 5.41900.4890002 Ayudas promoción sector equino de Menorca.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">Cuantía máxima: 50.000 euros.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">3. El plazo de presentación de solicitudes se extendió desde el día siguiente de haberse publicado en el BOIB (17 de septiembre de 2022) hasta el 18 de octubre de 2022. En este plazo se han presentado 11 solicitudes. Se ha presentado 1 solicitud fuera de plazo.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">4. El objeto de estas ayudas de minimis es apoyar a las actuaciones, interiores o exteriores, de promoción, divulgación y formación o tecnificación llevadas a cabo por los agentes del sector equino de Menorca para impulsar y dinamizar el sector.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">El Consejo Insular de Menorca, en el ejercicio de sus competencias y de acuerdo con los objetivos fijados en el Plan Estratégico de Subvenciones para el año 2022 quiere impulsar y dinamizar el sector equino de Menorca mediante una convocatoria de ayudas de minimis para incrementar la productividad y viabilidad económica de las empresas y entidades que conforman el sector equino.</span></span></span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">5. La base 9 establece que siempre que se cumplan los requisitos de la convocatoria se otorgarán las ayudas solicitadas con los límites fijados en la convocatoria y en las bases dentro del crédito disponible.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">Si el total de la ayuda solicitada es superior al crédito disponible, este se repartirá proporcionalmente a la ayuda que los correspondería de acuerdo con la solicitud presentada.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">Se subvenciona:</span></span></span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%"><em>Bolsa de viajes:</em></span></span></span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">Hasta el 100% de los gastos que supone el desplazamiento fuera de Menorca para asistir a ferias, carreras y actos promocionales del sector.</span></span></span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">Los límites son los siguientes:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">a) Actos que tengan lugar en Mallorca e Ibiza: 550 €</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">b) Actos de ámbito estatal: 1.200 €</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">c) Actos que tengan lugar en el extranjero: 2.000 €</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">d) Actos de carácter colectivo (volteo o similares) de ámbito estatal o al extranjero: 2.500 €</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">e) El kilometraje se subvencionará a razón de 0,25 € por kilómetro</span></span></span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">Por este concepto podrán recibir un importe máximo de 4.000 €.</span></span></span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">Los límites especificados anteriormente se pueden incrementar con un 20% más en el supuesto de que el equino sea de raza menorquina, aumentando el importe máximo por bolsa de viaje en 4.800 €.</span></span></span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"> </p> <p style="margin-bottom:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%"><em>Promoción y divulgación:</em></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%"><span style="color:#000000"><span style="background-color:#ffffff">El importe subvencionable es el 70% de los gastos de publicidad con un máximo de 8.000 € para las asociaciones y los hipódromos, y con un máximo de 3.000 € para el resto de solicitantes.</span></span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%"><span style="color:#000000"><span style="background-color:#ffffff">Se pueden presentar gastos de campañas publicitarias a mediados de comunicación (prensa, radio y TV), publicidad, información en revistas especializadas y presencia en folletos publicados.</span></span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%"><span style="color:#000000"><span style="background-color:#ffffff">En este caso, si esta está dirigida a promoción de la raza menorquina el importe subvencionable se incrementará con un 20% más, aumentando así los importes máximos a 9.600 € para las asociaciones y los hipódromos y con un máximo de 3.600 € para el resto de solicitantes.</span></span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"> </p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%"><em>Jornadas formativas:</em></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">La realización u organización por parte de asociaciones o hipódromos de jornadas formativas hasta un máximo total de 3.500 € (60% para media emprendida y 70% para pequeñas empresas).</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">En este caso, si las jornadas formativas están dirigidas a la raza menorquina el importe subvencionable se incrementará con un 20% más, aumentando así el importe máximo a 4.200 €.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">El importe máximo total que pueden recibir las asociaciones y los hipódromos en el marco de esta convocatoria es de 14.400 € y el resto de solicitantes 7.600 €, sin perjuicio que por aplicación de los reglamentos de minimis resulte un importe ayuda inferior. En caso de que una asociación o un hipódromo y uno de sus socios soliciten una ayuda para la misma actividad, la ayuda se concederá únicamente a la asociación o al hipódromo.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">7. Día 20 de diciembre de 2022 el instructor emitió el informe de concesión y justificación de las ayudas.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">8. Día 20 de diciembre de 2022 se reunió la Comisión Evaluadora de las ayudas y emitió su propuesta.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">9. Día 22 de diciembre de 2022 el interventor emitió el informe de fiscalización favorable a la concesión de las ayudas.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%"><strong>Fundamentos de derecho</strong></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="line-height:100%">1.
