es 724539 52870 ![CDATA[<p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">La Junta de Gobierno Local en sesión celebrada en fecha 24 de noviembre de 2022 aprobó las siguientes bases y la convocatoria que se transcriben a continuación:</span></span></span></p> <p dir="ltr" style="text-align:center"><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">BASES QUE REGULAN LA CONVOCATORIA DE SUBVENCIONES A CLUBES DEPORTIVOS DEL MUNICIPIO DE SINEU PARA EL AÑO 2022</span></span></strong></p> <p dir="ltr"><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. OBJETO&nbsp;</span></span></strong></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">El objeto de esta convocatoria es el otorgamiento de subvenciones a las entidades deportivas del municipio de Sineu para promover y facilitar el acceso al deporte y a su práctica individual y colectiva, siempre dentro del ámbito competencial en materia deportiva del Ayuntamiento de Sineu, de acuerdo con la ordenanza general reguladora de la concesión de subvenciones del Ayuntamiento de Sineu (BOIB 150 de 06-10-2007) y en conformidad con el establecido a la Ley 38/2003, de 17 de noviembre, general de subvenciones, y por el Real Decreto 887/2006, de 21 de julio, donde se aprueba el reglamento de la Ley 38/2003, de 17 de noviembre, general de subvenciones.</span></span></span></p> <p dir="ltr"><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. BENEFICIARIOS</span></span></strong></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Pueden ser beneficiarios de las subvenciones objeto de esta convocatoria los clubes deportivos legalmente constituidos y que figuren inscritos en el Registro de la Dirección General de Deportes y en el Registro Municipal de Asociaciones y que además, cumplan los siguientes requisitos:</span></span></span></p> <p dir="ltr" style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">&nbsp;- Cuenten con deportistas en edad escolar (entre los 6 y los 16 años, nacidos entre el 1/01/2006 y el 31/12/2016) en posesión de la licencia deportiva expedida por la federación deportiva que corresponda o sean organizadores de grandes acontecimientos deportivos dentro del año 2022. Se entienden como grandes acontecimientos deportivos aquellos en que el club fomente la participación de, como mínimo, 100 deportistas con las condiciones de seguridad óptimas por el tipo de competición correspondiente.</span></span></span></p> <p dir="ltr" style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">- Que esten al corriente de la cuota de club con su federación correspondiente mínimo 120 dias, ya sea para el ejercicio 2022 o por la temporada 2021/22, lo cual dependerá del inicio de las temporadas de cada federación.</span></span></span></p> <p dir="ltr" style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">- Tenga por finalidad la promoción de actividades deportivas.</span></span></span></p> <p dir="ltr" style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">- Sus deportistas participen en competiciones o fiestas de fomento de la práctica deportiva de manera periódica.</span></span></span></p> <p dir="ltr"><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. GASTOS SUBVENCIONABLES</span></span></strong></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Podrán ser subvencionadas en el marco de la presente convocatoria las actividades siguientes:</span></span></span></p> <p dir="ltr" style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">- Todos los deportes, actividades, acontecimientos y programas deportivos organizados, desarrollados y reconocidos por cada federación territorial, otros comités reconocidos y por el Consejo de Mallorca.</span></span></span></p> <p dir="ltr" style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">- Las actividades, iniciativas y programas deportivos extraordinarios que potencien el deporte, siempre que se presente y se registre el proyecto en el Ayuntamiento de Sineu.</span></span></span></p> <p dir="ltr"><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">4. TRAMITACIÓN</span></span></strong></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">4.1. Solicitudes</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">El ayuntamiento tiene que facilitar un modelo único de solicitud para esta convocatoria.&nbsp;</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Para cualquier información o apoyo en la tramitación y seguimiento de las solicitudes podrà dirigirse a las oficinas del Ayuntamiento.</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">4.2. Presentación</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Las solicitudes tienen que ir dirigidas al Alcalde del Ayuntamiento de Sineu y se tienen que presentar en el Registro General del Ayuntamiento de Sineu (Ayuntamiento de Sineu: C/ Sant Francesc, 10 – 07510 Sineu), en horario de atención al público, de lunes a viernes de 09:00h a 14:00h.</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Así mismo se pueden presentar en los lugares establecidos en el apartado 4 del artículo 16.4 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas.</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">4.3. Plazo</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">El plazo para presentar las solicitudes es hasta día 20 de diciembre de 2022. Las solicitud presentadas fuera de plazo serán directamente rechazadas.&nbsp;</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">4.4. Comunicación</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Las bases que rigen esta convocatoria de subvenciones se publicarán en la página web del Ayuntamiento de Sineu.</span></span></span></p> <p dir="ltr"><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">5. DOCUMENTACIÓN</span></span></strong></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">La documentación que se tiene que presentar es la siguiente:</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Los clubes deportivos legalmente constituidos solo pueden presentar una única solicitud de subvención dentro de cada convocatoria anual de subvenciones del Ayuntamiento de Sineu.</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Para pedir subvención, el Ayuntamiento de Sineu tiene que facilitar el siguiente modelo normalizado: Impreso SUBVCLUBS2022: solicitud de subvención para actividad deportiva dirigida a clubes deportivos del municipio de Sineu y para acontecimientos deportivos del año 2022.</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Además, la documentación adicional a presentar será:</span></span></span></p> <p dir="ltr" style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">- Fotocopia de la tarjeta de identificación fiscal de la entidad.</span></span></span></p> <p dir="ltr" style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">- Fotocopia compulsada de los estatutos inscritos en el registro oficial correspondiendo debidamente legalizados, en los cuales tiene que constar explícitamente la inexistencia de ánimo de lucro de la entidad.</span></span></span></p> <p dir="ltr" style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">- Documento firmado por el secretario del club donde conste la junta directiva actualizada con los datos de contacto de cada uno de sus miembros.</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">No es necesario la presentación de los documentos exigidos, si estos se han acreditado en anteriores convocatorias o cuando la entidad se dio de alta en el Registro de Asociaciones Municipal, salvo que, desde la última vez que el beneficiario en cuestión presentó la documentación, se haya producido alguna modificación. En este caso, solo se tiene que presentar la documentación que acredite los cambios.</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Si la solicitud presentada no reúne alguna de los datos de identificación, tanto de la subvención o ayuda económica solicitada como de la persona solicitante, o de algunos de los requisitos previstos en el artículo 66 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas , se requerirá la entidad solicitante, de acuerdo con el que establece el apartado 1 del artículo 68 de la mencionada ley, porque en un plazo de manantial (10) días hábiles enmiende la falta o acompañe los documentos preceptivos con indicación que, si no lo hace, se considerará que ceja en la petición y se archivará sin hacer más trámites.</span></span></span></p> <p dir="ltr"><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6. CRITERIOS GENERALES DE VALORACIÓN</span></span></strong></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Solo se puede recibir subvención por las actividades y competiciones realizadas entre día 1 de septiembre de 2021 y día 31 de agosto de 2022, ambos incluidos.</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Solo se consideran las solicitudes de subvención que hagan referencia a competiciones deportivas oficiales (reconocidas por la federación deportiva territorial correspondiendo) o bien las organizadas por el Consejo de Mallorca dentro de los programas de fomento del deporte base.</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">La concesión de estas subvenciones se tiene que hacer mediante régimen de concurrencia competitiva.</span></span></span></p> <p dir="ltr"><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">7<span style="background-color:transparent; color:#000000">. </span>DETERMINACIÓN DE LA CUANTÍA DE CADA SUBVENCIÓN</span></span></strong></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Para asignar la cuantía económica a cada subvención, se tiene que seguir el siguiente procedimiento:</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">1. Se tienen que tomar como referencia la partida que presupuestariamente el Ayuntamiento de Sineu ha asignado a los clubes deportivos, con un total disponible de 15.000 € para el ejercicio 2022 correspondientes a la aplicación presupuestaria 341-48000</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">2. Además, las subvenciones se tienen que otorgar en función del siguiente baremo de criterios:</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">a) Número de deportistas, ya sea con ficha federativa o con ficha del juegos escolares del Consejo de Mallorca (puntuación máxima 4 puntos). El total de puntos se multiplicará por el coeficiente corrector de deportista&nbsp; de Sineu que se explica más abajo .</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">COEFICIENTE CORRECTOR (porcentaje de deportistas de Sineu)</span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Este coeficiente se tendrá que multiplicar por el total de puntos anterior (que no podrá ser mayor de 4) porque resulte la puntuación definitiva de este apartado.</span></span></span></p> <p dir="ltr"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif;
