&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Además, queda acreditado el cumplimiento de los requisitos que establece el artículo 37.2, apartados a) y b), del Real decreto 500/1990, de 20 de abril, por el cual se desarrolla el Capítulo primero del Título sexto de la Ley 39/1988, de 28 de diciembre, reguladora de las Haciendas Locales, en materia de presupuestos, que son los siguientes:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;a) El carácter específico y determinado del gasto a realizar y la imposibilidad de demorarlo a ejercicios posteriores.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;b) La inexistencia en el estado de gastos del Presupuesto de crédito destinado a esta finalidad específica, que tendrá que verificarse en el nivel en que esté establecida la vinculación jurídica.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Contra el presente Acuerdo, en virtud de lo que se dispone en el artículo 171 del Real decreto Legislativo 2/2004, de 5 de marzo, los interesados podrán interponer directamente recurso contencioso-administrativo en la forma y plazos establecidos en los artículos 25 a 42 de la Ley 29/1998, de 13 de julio, Reguladora de dicha Jurisdicción.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Sin perjuicio de lo citado anteriormente, según lo que se ha fijado en el artículo 113,3 de la Ley 7/1985, la interposición de dicho recurso no suspenderá por sí sola la efectividad del acto o Acuerdo impugnado.&lt;/span&gt;&lt;/p&gt;
