2022-09-15 516250 2022-09-15 380 CAIB CAIB es text/html ![CDATA[<p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Consell Executiu del Consell Insular de Eivissa, en sesión ordinaria de fecha 9 de agosto, aprobó por unanimidad el siguiente acuerdo:</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Primero- </strong>Aprobar la convocatoria de prestaciones económicas de derecho de concurrencia para personas con discapacidad en el ámbito de la isla de Eivissa para el año 2022 que obra en el expediente administrativo de referencia copn CSV 14161356043245606444.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Segundo- </strong>Autorizar el gasto de un importe de 135.000 € (ciento treinta y cinco mil euros), con cargo a la aplicación presupuestaria 2310.4890000, y de un importe de 45.000€ con cargo a la aplicación presupuestaria 2310.78900 de los vigentes presupuestos de la Corporación, para la convocatoria de prestaciones econòmicas de derecho de concurrencia para personas con discapacidad en el ámbito de la isla de Eivissa para el año 2022.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Tercero- </strong>Delegar en la consellera executiva del Departament de Benestar Social i Recursos Humans la resolución de concesión y de pago de las prestaciones de conformidad con lo previsto en el punto décimo de la convocatoria. </span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Cuarto- </strong>Publicar en el Boletín Oficial de las Illes Balears y en la sede electrónica del Consell Insular la convocatoria de prestaciones económicas de derecho de concurrencia para personas con discapacidad en el ámbito de la isla de Eivissa para el año 2022.</span></span></p> <p> </p> <p style="text-align:center"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Eivissa, 9 de septiembre de 2022</span></span></p> <p style="text-align:center"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">La jefa de sección de Servicios Sociales<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px"> </span></span></strong><span style="color:black"><em>(Ana Andreu Mas)</em></span></span></span></p> <p style="text-align:center"> </p> <p style="text-align:center"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Convocatoria de prestaciones económicas de derecho de concurrencia para personas con discapacidad en el ámbito de la isla de Eivissa para el año 2022</strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Primero. Justificación</strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Estatuto de autonomía de las Illes Balears (según redacción dada por la Ley Orgánica 1/2007, de 28 de febrero, que lo reformó) establece en el artículo 12 los principios rectores de la actividad pública y dispone que las instituciones propias de la comunidad autónoma tienen que promover, entre otros, la cohesión social y el derecho a la protección social. Así mismo, en su artículo 16.4 dispone que las administraciones públicas, en el marco de sus competencias respectivas, tienen que promover las condiciones necesarias para que los derechos sociales de los ciudadanos de las Illes Balears y de los grupos y colectivos en que se integran sean objeto de una aplicación real y efectiva.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">La Ley 4/2009, de 11 de junio, de servicios sociales en las Illes Balears, tiene como finalidad principal conseguir el mayor bienestar social posible en el territorio de las Illes Balears, de forma progresiva y en todos sus aspectos, mediante un sistema de acción social integrado por servicios sociales y medidas de asistencia social que favorezcan el desarrollo pleno de la persona dentro de la sociedad para superar y prevenir las causas determinantes de su marginación y promover la plena integración social.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Y en el artículo 6 de la mencionada norma se establecen como personas destinatarias de los servicios sociales, con carácter prioritario, las que se encuentren, entre otros, en situación de discapacidad física, psíquica o sensorial.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Por otro lado, el artículo 20 de la referida Ley 4/2009, de 11 de junio, establece que las prestaciones del sistema público de servicios sociales pueden ser técnicas, económicas o tecnológicas. Y en el artículo 22 define las prestaciones económicas estableciendo:</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">“1. Son prestaciones económicas las aportaciones dinerarias que tienen como finalidad atender determinadas situaciones de necesidad en que se encuentran las personas que no disponen de recursos económicos suficientes para hacer frente y no están en condiciones de conseguir o recibir otras fuentes.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. Las prestaciones económicas se pueden otorgar con carácter de derecho subjetivo, derecho de concurrencia o urgencia social.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. Las prestaciones económicas que se deriven del desarrollo de este artículo quedan excluidas del ámbito de aplicación de la normativa general de subvenciones.”</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Decreto Ley 7/2022 de 11 de julio, de prestaciones sociales de carácter económico de las Illes Balears, regula los diferentes tipos de prestaciones económicas establecidas en la Ley 4/2009, de 11 de junio, de servicios sociales de las Illes Balears, y dedica su título III a la regulación de las prestaciones económicas de derecho de concurrencia. Estas prestaciones sociales de carácter económico de concurrencia competitiva permiten desarrollar, al margen de la normativa de subvenciones, convocatorias de ayudas económicas que tengan una disponibilidad económica limitada.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Consell Insular de Eivissa ha asumido competencias en materia de servicios sociales y asistencia social en virtud de la Ley 12/1993, de 20 de diciembre, de atribución de competencias a los consejos insulares en materia de servicios sociales y asistencia social, y de la Ley 14/2001, de 29 de octubre, de atribución de competencias a los consejos insulares en materia de servicios sociales y seguridad social, en los términos y con el alcance que establecen estas leyes.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Por parte del Departamento de Benestar Social i Recursos Humans se pretende, con la aprobación de la presente convocatoria de prestaciones, atender determinadas situaciones de necesidad en que se encuentran las personas con discapacidad de la isla de Eivissa que no disponen de recursos económicos suficientes para afrontarlas.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Segundo. Objeto</span></strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">El objeto de la presente convocatoria es establecer el procedimiento para otorgar las prestaciones económicas de derecho de concurrencia para personas con discapacidad física, psíquica o sensorial reconocida que sean residentes en la isla de Eivissa.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Estas prestaciones económicas tienen como finalidad atender la necesidad de hacer frente a tratamientos u otros gastos para la mejora física, psíquica y sensorial, así como suplir o compensar las limitaciones y las carencias funcionales, facilitando el desarrollo de la vida diaria, aumentando la calidad de vida y el bienestar social de las personas beneficiarias a quienes van destinadas cuando estas no disponen de recursos económicos suficientes para hacer frente.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Tercero. Consignación presupuestaria habilitada para atender las prestaciones</strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El importe global de las ayudas que se distribuyen en esta convocatoria es de 180.000 euros (ciento ochenta mil euros) para el ejercicio presupuestario 2022, a cargo de las aplicaciones presupuestarias 2310.4890000 y 2310.78900 del presupuesto del Consell Insular de Eivissa. </span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El 75% de la referida consignación presupuestaria (135.000 euros) correspondería al capítulo IV de conceptos no inventariables, y el 25% (45.000 euros) al capítulo VII de inversiones inventariables.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En ningún caso el importe máximo concedido a una misma persona al amparo de esta convocatoria podrá superar los 4.375 € (cuatro mil trescientos setenta y cinco euros), con los límites que se detallan en el punto tercero de la presente convocatoria.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Cuarto. Personas beneficiarias y condiciones para acceder</span></strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Pueden ser personas beneficiarias de las prestaciones económicas de derecho de concurrencia que se regulan en esta convocatoria aquellas que cumplan con los requisitos siguientes:</span></span></span></p> <ul> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Tener menos de 65 años a la fecha de presentación de la solicitud.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Tener reconocido un grado de discapacidad igual o superior al 33% y vigente en la fecha de presentación de la solicitud, o ser beneficiario de una pensión de la Seguridad Social por incapacidad permanente en grado de total, absoluta o gran invalidez, o ser pensionista de clases pasivas de jubilación o retiro por incapacidad permanente para el servicio o inutilidad.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Acreditar que se está residiendo en la isla de Eivissa.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Tener una renta per cápita de la unidad económica de convivencia igual o inferior a 20.265,70 € (renta calculada en base a 2,5 veces el indicador público de renta de efectos múltiples, el IPREM, anual y teniendo en cuenta 14 pagas). El valor oficial del IPREM para 2022 está establecido en 8.106,28 euros.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Justificar que se han realizado y abonado gastos en concordancia a la discapacidad que se tiene reconocida, de la persona beneficiaria de la prestación, durante el periodo comprendido entre el <strong>1 de septiembre de 2021 y el 31 de agosto de 2022,</strong> ambos incluidos.</span></span></span></li> </ul> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Los gastos que se han realizado tienen que entrar dentro de alguno de los siguientes supuestos:</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>I. Rehabilitación:</strong> Las ayudas para rehabilitación tienen por objeto contribuir a sufragar los gastos derivados de los tratamientos de psicoterapia, fisioterapia, tratamientos psicopedagógicos, psicomotricidad, logopedia, atención temprana y otras actividades terapéuticas de las personas beneficiarias de esta ayuda.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las referidas actuaciones tienen que estar realizadas por profesionales con titulación oficialmente reconocida.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>II. Movilidad,</strong> las cuales tienen por objeto facilitar la mayor autonomía posible, dentro del entorno familiar y social, de las personas mayores y con discapacidad que tengan problemas de movilidad y se podrán solicitar para conseguir un aumento de la capacidad de desplazamiento.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>III. Adaptación del hogar</strong>, las cuales tienen el objetivo de la supresión de barreras arquitectónicas para el hogar y/o la adaptación de esta para dar accesibilidad a las personas beneficiarias de estas ayudas.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En el caso de obras, se tendrá que adjuntar, si procede, la documentación acreditativa del ayuntamiento y/o la normativa vigente, para poder realizarlas.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>IV. Ayudas técnicas y otras:</strong> aquellos instrumentos que, actuando como intermediarios entre la persona y el entorno, ya sea con medios mecánicos o estáticos, permitan su cura, faciliten su relación y permitan una mayor movilidad y autonomía y así mejorar su calidad de vida.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">En cuanto a los gastos presentados se tiene que tener presente que tienen que ser concordantes con la discapacidad de la persona solicitante, esto significa que tienen que estar relacionadas con su particular discapacidad.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">En aquellos casos en que no quede acreditada estrictamente la concordancia entre la discapacidad y el gasto, se valorará la idoneidad de dicha solicitud siempre que esté acompañada del informe técnico profesional de los servicios públicos donde se especifique la relación entre el gasto realizado y la discapacidad.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Por otro lado, la justificación del pago de los referidos gastos se realizará aportando la acreditación de su abono; según el medio de pago que se haya utilizado, se tendrá que aportar la documentación que a continuación se indica:</span></span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">a) Pago mediante transferencia bancaria o ingresos en cuenta bancaria:</span></span></span></p> <ul style="margin-left:40px"> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Documento bancario acreditativo del pago en el cual figuren el concepto de la transferencia o el ingreso, la fecha del documento, el importe y los datos del ordenante y del destinatario, que tienen que coincidir con el beneficiario y con el emisor de la factura, respectivamente. No se aceptarán capturas de móvil, ni resguardo del cajero.</span></span></span></li> </ul> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">b) Pago en metálico:</span></span></span></p> <ul style="margin-left:40px"> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Una factura original firmada y sellada por el proveedor, con la expresión “recibido en metálico” o similar.</span></span></span></li> </ul> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">c) Pago mediante cheque nominativo:</span></span></span></p> <ul style="margin-left:40px"> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Copia del cheque nominativo o pagaré nominativo emitido a nombre del proveedor que emite la factura o documento equivalente, siempre que esté vencido.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Extracto de la cuenta corriente del beneficiario de la ayuda en la cual figure el cargo de este cheque o pagaré.</span></span></span></li> </ul> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">d) Pago mediante tarjeta de crédito o débito:</span></span></span></p> <ul style="margin-left:40px"> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Extracto de la cuenta en el que figure el cargo del pago con tarjeta. No se aceptarán capturas de móvil, ni resguardo del cajero.</span></span></span></li> </ul> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">e) Pago mediante domiciliación bancaria:</span></span></span></p> <ul style="margin-left:40px"> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Extracto bancario en el que figure el cargo de la domiciliación.</span></span></span></li> </ul> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Quinto. Solo se tendrán en cuenta las adaptaciones de la vivienda donde el solicitante se encuentre empadronado. Las facturas se tienen que desglosar y reflejar las diferentes actuaciones que realiza la empresa contratada. No se tendrán en cuenta aquellas mejoras globales u ornamentales que no correspondan directamente al concepto de la adaptación.</span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">(2) En el caso de los audífonos, los implantes cocleares y otros dispositivos similares o análogos no se considerará como valorable de la necesidad el gasto de las pilas que no sean las iniciales.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">(3) En referencia a la obtención del carné de conducir, habrá que acreditar tener dificultades de movilidad de conformidad con lo previsto en el Real Decreto 1971/1999, de 23 de diciembre, de procedimiento para el reconocimiento, declaración y calificación del grado de discapacidad.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Con este concepto se contemplan los gastos de traslado y manutención que supone hacer las prácticas en coche adaptado fuera de la isla, cuando en Eivissa no sea posible. Para justificar este extremo habrá que aportar factura de la autoescuela a nombre del beneficiario y escrito de la misma conforme no es posible realizar las prácticas en Eivissa.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">(4) En referencia a los gastos de desplazamientos, todas las facturas de billetes de avión y de barco tendrán que especificar el trayecto de ida o de vuelta, la fecha y el precio total. No estarán permitidos para la valoración de la necesidad los billetes abiertos ni de primera clase, business o análogos. En estos billetes se tendrán en cuenta que la fecha en la que se efectúe el trayecto sea dentro del periodo comprendido en la convocatoria.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">(5) En referencia a los gastos de adquisición y adaptación de vehículo de motor, es necesario que la persona beneficiaria esté en posesión del carnet de conducir y acredite tener dificultades de movilidad de conformidad con lo previsto en el Real Decreto 1971/1999, de 23 de diciembre, de procedimiento para el reconocimiento, la declaración y la calificación del grado de discapacidad.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En el supuesto de que la persona beneficiaria no pueda obtener el carnet de conducir por motivos de su discapacidad o edad, podrán solicitar la ayuda para la adquisición de vehículo los familiares que se ocupen de su cuidado y estén en posesión del carnet de conducir, siempre que las personas beneficiarias tengan dificultades de movilidad de conformidad con lo previsto en el Real Decreto 1971/1999, de 23 de diciembre.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Para poder recibir estas ayudas hará falta que se acredite que han transcurrido cinco (5) años desde la fecha de adquisición del último vehículo subvencionado (Anexo V).</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">(6) Previa valoración del Departamento de Benestar Social i Recursos Humans.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Sexto. Régimen de incompatibilidad con otras prestaciones, si procede</span></strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Las prestaciones de concurrencia competitiva no son incompatibles, por su naturaleza, con ninguna pensión ni prestación pública.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">En ningún caso, el importe de la prestación que se conceda puede superar, aislada o en concurrencia con subvenciones de entidades públicas o privadas, el coste de los gastos presentados para valorar la necesidad, en cuanto a la finalidad y el periodo objeto de la prestación objeto de la presente convocatoria.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Séptimo. Publicidad</strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Esta convocatoria se publicará en el Boletín Oficial de las Illes Balears y en la Sede Electrónica del Consell Insular de Eivissa (https://seu.conselldeivissa.es).</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">La publicación de los actos y los trámites del procedimiento y la resolución de concesión se harán mediante su inserción en el tablón de anuncios y edictos electrónicos de la Sede Electrónica del Consell Insular de Eivissa (https://seu.conselldeivissa.es) de conformidad con lo previsto en el artículo 43 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas, y de conformidad con los requisitos contenidos en la Ley Orgánica 3/2018, de 5 de diciembre, de protección de datos de carácter personal y garantía de los derechos digitales, y las indicaciones de la Agencia Española de Protección de Datos.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Departamento competente, sin perjuicio de la publicidad preceptiva, tiene que dar la máxima difusión a la convocatoria para conceder prestaciones sociales de carácter económico.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Octavo. Presentación de solicitud de la prestación, plazos y documentación a adjuntar</strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El plazo para presentar las solicitudes será de quince días hábiles, a partir del día siguiente a la fecha de publicación de la presente convocatoria en el Boletín Oficial de las Illes Balears.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las solicitudes de la prestación se formalizarán mediante instancia, según el modelo normalizado que figura como Anexo I de esta convocatoria.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las solicitudes se dirigirán a la Presidencia del Consell Insular de Eivissa y se presentarán en el Registro General de la misma institución (avenida de España, 49, 07800 Eivissa). Así como también habrá la posibilidad de presentar las solicitudes telemáticamente en la propia Sede Electrónica habilitada a tal fin, de conformidad con el artículo 14.2 de la Ley 39/2015 o en cualquiera de las formas establecidas en el artículo 16.4 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Si la solicitud se envía por correo, la documentación correspondiente se tiene que presentar en un sobre abierto para que el ejemplar destinado al Consell Insular de Eivissa se feche y se selle antes de que se certifique. En el supuesto de que la oficina de correos correspondiente no feche y selle la solicitud, se entenderá como fecha válida de presentación la de entrada en el Registro General del Consell Insular de Eivissa.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Si la solicitud se presenta en un lugar que no es el Registro del Consell Insular de Eivissa, se recomienda enviar al correo electrónico dep.benestar@conselldeivissa.es, la hoja con el sello de entrada dentro de plazo al Departamento de Benestar Social i Recursos Humans durante las 24 horas siguientes a la entrega. En los mismos términos, si se envía por correo certificado, se recomienda enviar por fax la hoja de la solicitud con el sello de Correos en la que conste la remisión dentro de plazo.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Las solicitudes irán acompañadas de la siguiente documentación:</span></span></span></p> <ul> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">DNI/NIE de la persona solicitante. En el supuesto de que la solicitud se presente en representación de otra persona, también se tendrá que presentar el DNI/NIE de la persona representante debidamente autorizada.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">En el caso de presentación de NIE, este tiene que ir acompañado de la documentación que acredite la identidad de la persona beneficiaria.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">En el supuesto de que el beneficiario sea mayor de 18 años y tenga capacidad legal modificada, se tendrá que adjuntar la sentencia legal.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Libro de familia o documentación análoga oficial que lo sustituya en el supuesto de que la persona beneficiaria no viva sola en la vivienda, o certificado de estar inscrita en el correspondiente registro de parejas estables.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Certificado de convivencia emitido por el ayuntamiento del municipio de residencia.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Certificado de empadronamiento a nombre de la persona beneficiaria, en cualquier municipio de la isla de Eivissa.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Documentación en vigor, acreditativa del reconocimiento de la situación de discapacidad mediante resolución o tarjeta acreditativa; resolución que acredite la condición de pensionista de la Seguridad Social por incapacidad permanente total, absoluta o gran invalidez, pensionista de clases pasivas de jubilación o retiro por incapacidad permanente para el servicio o inutilidad, emitido por el órgano competente.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Título de familia monoparental, si es el caso.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Para los supuestos de solicitud de ayuda para institucionalización, informe acreditativo del centro donde se encuentra institucionalizada la persona beneficiaria de la ayuda, donde conste que se trata de una plaza privada.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Declaración de la renta de los miembros mayores de edad de la unidad de convivencia, correspondiendo al ejercicio 2021. En el caso de no estar obligado a hacerla, se tendrá que aportar el certificado de renta expedido por la Agencia Tributaria. En su caso, se puede autorizar al Consejo Insular de Eivissa para que pueda conseguir esta documentación, según los modelos que figuran como anexos II y III.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">En el caso de ciudadanos de la Unión Europea o personas extranjeras residentes en Eivissa, cuando no consten datos sobre sus ingresos tendrán que presentar documentación suficiente acreditativa en que conste en que país tributan y los ingresos que perciben del país correspondiente.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Facturas originales del gasto realizado, emitidas entre el 1 de septiembre de 2021 y el 31 de agosto de 2022, ambos incluidos, y la documentación justificativa del pago de las facturas de conformidad con lo previsto en el punto cuarto de la presente convocatoria.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">En el supuesto de gastos por obras, se tendrá que adjuntar, si procede, la documentación acreditativa del ayuntamiento y/o la normativa vigente, para poder realizarlas.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Las facturas originales a nombre de la persona beneficiaria, o su representante legal, justificativas de los gastos, emitidas y pagadas del día 1 de septiembre de 2021 hasta el 31 de agosto de 2022, ambos incluidos, exceptuando las facturas emitidas la última semana del mes de julio, que podrán ser pagadas hasta el día 10 de septiembre de 2022.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">En el supuesto que la persona beneficiaria sea menor de edad o esté incapacitada judicialmente, la factura podrá ir a nombre de su representante legal.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Cuando se haya pedido y/o recibido una subvención para hacer frente al gasto presentado para valorar la necesidad (por el mismo concepto y dentro del mismo periodo de la prestación), se tendrá que acreditar el importe, la procedencia y la aplicación al objeto de la ayuda, y se tendrá que presentar una declaración responsable (Anexo IV).</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Impreso de transferencia bancaria del Consell Insular expedido necesariamente a nombre de la persona beneficiaria de la ayuda, sellado por la entidad bancaria y firmado por la persona beneficiaria. En el supuesto de que la persona beneficiaria sea menor de edad, el documento mencionado tendrá que ir a nombre de la persona representante. Podréis encontrar este documento en la página web de la institución (www.conselldeivissa.es) y también a la Sede Electrónica.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Cualquier otro documento que se considere oportuno aportar.</span></span></span></li> </ul> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Cuando el gasto sea para la adquisición de vehículo de motor, las solicitudes de ayudas irán acompañadas de la documentación específica siguiente:</span></span></span></p> <ul> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Fotocopia compulsada del carnet de conducir correspondiente al tipo de vehículo que se pretenda adquirir.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Declaración responsable que garantice que el vehículo se utilizará para uso personal y privado (Anexo V).</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Declaración responsable en la que conste que han transcurrido cinco años desde la fecha de adquisición del último vehículo subvencionado (Anexo V).</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Acreditar tener dificultades de movilidad de conformidad con el Real Decreto 1971/1999, de 23 de diciembre.</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Carnet de conducir.</span></span></span></li> </ul> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Cuando el gasto sea para la adaptación de vehículo a motor:</span></span></p> <ul> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Carnet de conducir correspondiente, en el que se especifique el tipo de adaptación prescrita.</span></span></li> </ul> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Cuando el gasto sea para adaptación de vehículo a motor para obtener el carnet de conducir:</span></span></p> <ul> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Matrícula de la autoescuela.</span></span></li> </ul> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las personas que hayan presentado en este Consell Insular cualquiera de estos documentos en virtud de anteriores solicitudes solo tendrán que aportar la documentación que sea necesario actualizar o renovar, siempre que no hayan transcurrido más de cinco años desde que la documentación fue presentada y se señalen la fecha y el número de registro de entrada del escrito con el cual se aportaron.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Consell Insular de Eivissa puede solicitar toda la documentación complementaria que considere necesaria para evaluar correctamente la solicitud de prestación presentada, como puede ser la prescripción técnica del profesional correspondiente, memoria explicativa de las actuaciones a realizar, etc.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Si la solicitud no reúne los datos de identificación, tanto de la prestación solicitada como de la persona solicitante, o algunos de los requisitos establecidos en la presente convocatoria, se tiene que requerir de acuerdo con lo que establece el artículo 73 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas para que, en un plazo no superior a los diez días, se enmiende la falta o se acompañen los documentos preceptivos con indicación de que, si no lo hace, se tendrá por desistida la petición, con resolución previa expresa.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Noveno. Los criterios de valoración y prelación de la situación de necesidad</span></strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">9.1. Estas prestaciones se otorgarán teniendo presentes tres criterios: la unidad económica de convivencia, la renta per cápita de la unidad económica de convivencia y la realización y el pago de los gastos correspondientes a la necesidad a valorar.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">A) La unidad económica de convivencia.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">A.1) La unidad económica de convivencia del grupo familiar.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Se entenderá como unidad económica de convivencia del grupo familiar aquel que resida en la vivienda cuando entre los componentes del grupo haya un vínculo de matrimonio o estén inscritos en el registro de parejas estables o tengan algún hijo en común, un vínculo de consanguinidad o afinidad hasta el primer grado.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">En los casos de acogida familiar permanente de menores, el/la menor tendrá la consideración de miembro de la unidad económica de convivencia cuando conste resolución administrativa, o judicial, si es el caso.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El grado de parentesco se computará según dispone el Código civil y a partir de la persona beneficiaria de la ayuda.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En el supuesto de que la unidad económica de convivencia descrita anteriormente supere la renta per cápita prevista para recibir las prestaciones, se contabilizarán también las personas menores de edad o discapacitadas menores de 65 años (o mayores de 65 años que acrediten que la condición de persona con discapacidad se reconoció antes de cumplir esta edad) que viven en el mismo domicilio unidas a la persona beneficiaria de la ayuda por un grado de parentesco por consanguinidad hasta el tercer grado y de afinidad hasta el segundo grado a efectos de determinar la renta per cápita.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Cuando del certificado de convivencia municipal junto con la documentación relativa a la discapacidad o equivalente se derive que en la vivienda hay dos o más personas con discapacidad menores de 65 años (o mayores de 65 años que acrediten que la condición de persona con discapacidad se reconoció antes de cumplir esta edad) y tengan alguna relación de parentesco con el beneficiario o beneficiaria de la ayuda, no se aplicará el requisito de renta.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">A.2) Unidad económica de convivencia de personas que viven solas.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En el caso de personas que viven solas, se dividirá la renta anual por 1,5 a efectos de determinar la renta per cápita.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">A.3) La unidad económica de convivencia de familias monoparentales.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">A los efectos de esta convocatoria, se entiende por familia monoparental la definida como tal en la Ley 8/2018, de 31 de julio, de apoyo a las familias de las Illes Balears. Para acreditar esta condición se requiere la presentación de la resolución del título de familia monoparental.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En este caso, se incluirá a efectos de cómputo un miembro más a la unidad familiar a efectos de determinar la renta per cápita.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">B) La renta per cápita de la unidad económica de convivencia</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">La renta se obtendrá de la suma de la base imponible general y la base imponible del ahorro.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En el caso de las personas contribuyentes que no estén obligadas a presentar declaración de renta, se obtendrá de la suma de los rendimientos íntegros del trabajo, los rendimientos del capital mobiliario y las ganancias patrimoniales sometidas a retención, menos los gastos deducibles de los rendimientos del trabajo.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">No tienen la consideración de rentas aquellas que restan exentas del IRPF.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">No tendrán derecho a recibir las prestaciones aquellas personas que estén obligadas a hacer la declaración de renta y no la hayan presentado.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">C) Los gastos correspondientes a las necesidades para hacer frente a tratamientos u otros gastos para la mejora física, psíquica y sensorial, así como suplir o compensar las limitaciones y las carencias funcionales de conformidad con lo establecido en el punto cuarto de la presente convocatoria de prestaciones.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">9.2. Orden de prelación</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En el caso de que las cantidades solicitadas superen la dotación de la convocatoria, se establecerá un orden de prelación con los siguientes criterios:</span></span></p> <ul> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1.º Beneficiarios no obligados a presentar renta.</span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2.º Renta per cápita de la unidad familiar, en orden de menor a mayor.</span></span></li> </ul> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En el supuesto de empate, tendrán prioridad las unidades familiares en las que haya personas menores de edad y, si persiste el empate, por orden de entrada de la solicitud.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Décimo. Instrucción, resolución y notificación</strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Departament de Benestar Social i Recursos Humans del Consell Insular de Eivissa será el competente para instruir el procedimiento de tramitación de solicitudes. Las ayudas se concederán, por delegación del Consell Executiu, mediante resolución de la consejera ejecutiva del Departament de Benestar Social i Recursos Humans.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las resoluciones de la consejera ejecutiva, dictadas por delegación, y que se tienen que considerar dictadas por el órgano delegante (el Consejo Ejecutivo), no agotan la vía administrativa y se podrá interponer recurso de alzada ante la Comisión de Gobierno del Consell Insular de Eivissa en el plazo de un mes contador a partir del día siguiente de la publicación de la resolución en el BOIB, de acuerdo con los artículos 112.1, 121 y 122 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas, en relación con el artículo 22.2 de la Ley 8/2000, de 27 de octubre, de consejos insulares, y el artículo 147.1 del Reglamento orgánico del Consell Insular de Eivissa.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Los expedientes se resolverán en un plazo máximo de tres meses a contar desde la presentación de la solicitud. Transcurrido este plazo sin que se haya dictado acto expreso, la solicitud se tiene que entender desestimada. La notificación de la resolución de las ayudas se realizará mediante la publicación en el tablón de edictos de la Sede Electrónica del Consell Insular de Eivissa (https://seu.conselldeivissa.es).</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">La obtención de la prestación en virtud de esta convocatoria no genera ningún derecho a la obtención otras prestaciones en ejercicios posteriores.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Undécimo. Pago de la prestación</strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El pago se realizará mediante un pago único por transferencia bancaria y al número de cuenta que conste en el impreso presentado junto con la solicitud de prestación, una vez dictada la resolución de la consejera ejecutiva del Departament de Benestar Social i Recursos Humans.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Estas prestaciones no requerirán más justificación que la acreditación previa del cumplimiento de los requisitos exigidos en la convocatoria por parte de la persona beneficiaria. Aun así se podrán realizar los controles que se estimen pertinentes para verificar el cumplimiento de los requisitos y las condiciones previstas en la convocatoria.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Doceavo. Obligaciones de las personas beneficiarias</strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las personas beneficiarias de esta prestación están obligadas a:</span></span></p> <ul> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Colaborar en todo aquello que el Departament de Benestar Social i Recursos Humans les requiera.</span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Comunicar la solicitud y la obtención de una subvención para hacer frente al gasto presentado para valorar la necesidad de la prestación.</span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Reintegrar el importe de las prestaciones indebidamente percibidas.</span></span></li> </ul> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Decimotercero. Causas específicas de extinción de la prestación</strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las causas específicas de extinción de la prestación son:</span></span></p> <ul> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Falseamiento u ocultamiento de los datos para obtener o aumentar la prestación.</span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Renuncia de la persona beneficiaria a la prestación económica.</span></span></li> </ul> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Decimocuarto. Supuestos de reintegro</strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las personas destinatarias, por iniciativa propia o por requerimiento de la administración, tienen que reintegrar las cuantías recibidas por error o percibidas indebidamente cuando se produzca alguna de las causas de extinción o suspensión de la prestación, por modificación de la prestación o cualquier otra causa admitida en derecho de acuerdo con el artículo 40 del Decreto 75/2004, de 27 de agosto, de despliegue de determinados aspectos de la Ley de finanzas y de las de presupuestos generales de la comunidad autónoma de las Illes Balears, y con el artículo 77 de la Ley 14/2014, de 29 de diciembre, de finanzas de la comunidad autónoma de las Illes Balears.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Decimoquinto. Régimen jurídico</strong></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En todo aquello no previsto en la presente convocatoria se tiene que aplicar lo previsto en el Decreto Ley 7/2022 de 11 de julio, de prestaciones sociales de carácter económico de las Illes Balears, en la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas, y en la Ley 40/2015, de 1 de octubre, de régimen jurídico del sector público.</span></span></p> <div style="page-break-after:always"><span style="display:none">&nbsp;</span></div> <p style="text-align:center"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif;
