&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1. Mediante el Acuerdo del Consejo de Gobierno de 20 de diciembre de 2021 (BOIB núm. 175, de 23 de diciembre), se aprobó el Plan Estratégico de Subvenciones de la Comunidad Autónoma de las Illes Balears para los ejercicios 2021-2023.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;2. La Dirección General de Investigación en Salud, Formación y Acreditación (Consejería de Salud y Consumo) ha instado la modificación del mencionado Plan Estratégico de Subvenciones, concretamente en el punto 3 («Innovación y emprendimiento ») del objetivo I («Diversificación económica»), con el fin de añadir dos nuevas líneas, la línea I.3.15 y la línea I.3.16, consistentes, respectivamente, en a&lt;span style="color:black"&gt;yudas &lt;/span&gt;para llevar a cabo proyectos transformadores y de impacto en el ámbito de la I+D+i en salud, para el fomento de la excelencia científica del sistema (2022-2025), y en ayudas para la contratación de personal de investigación predoctoral para la realización de tesis doctorales dentro del ecosistema de conocimiento e innovación en salud (2023-2027).&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;3. En el apartado tercero del Acuerdo del Consejo de Gobierno mencionado se establece que la aprobación y las eventuales modificaciones del anexo del Plan Estratégico de Subvenciones se delegan en la persona titular de la consejería competente en materia de hacienda, de acuerdo con el artículo 25 de la Ley&amp;nbsp;3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Corresponde, por lo tanto, a la consejera de Hacienda y Relaciones Exteriores aprobar o modificar el anexo del Plan Estratégico de Subvenciones.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Fundamentos de derecho&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1. El artículo 25 de la Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;2. El Decreto 11/2021, de 15 de febrero, de la presidenta de las Illes Balears, por el que se determina la composición del Gobierno y se establece la estructura de la Administración de la Comunidad Autónoma de las Illes Balears, modificado por el Decreto 25/2021, de 8 de marzo, de la presidenta de las Illes Balears.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;3. El Decreto 10/2019, de 2 de julio&lt;span style="color:black"&gt;, de la presidenta de las Illes Balears, por el que se &lt;/span&gt;&lt;span style="color:black"&gt;dispone el nombramiento de los miembros del Gobierno de las Illes Balears&lt;/span&gt;, en que se nombra a la señora Rosario Sánchez Grau consejera de Hacienda y Relaciones Exteriores.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Por todo esto, dicto la siguiente&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Resolución&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1. Aprobar la modificación del anexo del Plan Estratégico de Subvenciones de la Comunidad Autónoma de las Illes Balears para los ejercicios 2021-2023, aprobado por el Acuerdo del Consejo de Gobierno de 20 de diciembre de 2021, en cuanto al objetivo I, sobre diversificación económica, y más concretamente el punto 3, relativo a innovación y emprendimiento, de manera que se añaden dos nuevas líneas, la línea I.3.15 y la línea I.3.16, con el siguiente contenido&lt;span style="color:black"&gt;:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;em&gt;&lt;span style="color:black"&gt;I.3.15&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;em&gt;Dirección general:&lt;/em&gt;&lt;/strong&gt;&lt;em&gt; Dirección General de Investigación en Salud, Formación y Acreditación.&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;em&gt;Descripción:&lt;/em&gt;&lt;/strong&gt;&lt;em&gt; &lt;/em&gt;&lt;em&gt;ayudas para llevar a cabo proyectos transformadores y de impacto en el ámbito de la I+D+i en salud, para el fomento de la excelencia científica del sistema (2022-2025)&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;em&gt;Objetivo y efectos: &lt;/em&gt;&lt;/strong&gt;&lt;em&gt;fomentar la excelencia científica en la I+D+i en salud impulsando la generación de nuevos conocimientos en áreas estratégicas de salud y la investigación traslacional, así como potenciar la colaboración público-privada en el ecosistema de I+D+i sanitaria&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;em&gt;Convocatoria:&lt;/em&gt;&lt;/strong&gt;&lt;em&gt; anual (2022)&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;em&gt;Objetivo y efectos: &lt;/em&gt;&lt;/strong&gt;&lt;em&gt;promover la incorporación a la carrera de investigación de personal investigador predoctoral y aumentar la masa crítica de los recursos humanos dedicados a la I+D+i en salud de las Illes Balears&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;em&gt;Convocatoria:&lt;/em&gt;&lt;/strong&gt;&lt;em&gt; anual (2023)&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;
