    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;La gestión de los servicios sociales puede realizarse mediante diversas fórmulas. La acción concertada es la figura de colaboración entre el sector público y el privado que más se adecua a los principios que deben regir el sistema de servicios sociales, especialmente a raíz de la aprobación de la Ley 12/2018, de 15 de noviembre, de servicios a las personas en el ámbito social en la comunidad autónoma de las Illes Balears.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Esta Ley, en su artículo 4.1, establece que, con una periodicidad anual, las administraciones de las Illes Balears competentes en materia social y de empleo, como parte de las competencias en planificación, deben hacer una previsión de las prestaciones y los servicios que pretenden que sean objeto de acción concertada. Conjuntamente, deben hacer una tasación del coste y un informe justificativo de la carencia de medios propios para la gestión, de la idoneidad de la modalidad de gestión elegida y de la planificación establecida para dotarse de medios propios para la gestión directa de estas prestaciones o servicios cuando sea previsible que deban prestarse permanentemente y, además, sean esenciales para la efectividad de los derechos sociales.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El Acuerdo del Consejo de Gobierno de 16 de mayo de 2022, publicado en el BOIB núm. 65, de 19 de mayo de 2022, aprueba esta previsión, define los servicios de interés económico general y designa a los órganos instructores de los procedimientos de concertación.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Visto el informe del director general de Planificación, Equipamientos y Formación, de 3 de junio de 2022, se propone la modificación del Acuerdo del Consejo de Gobierno citado, para reprogramar parte de las actuaciones previstas para incrementar plazas, vista la demanda cambiante y creciente de los servicios sociales así como la dificultad en su acreditación. Asimismo, este informe indica que la modificación de la previsión de la concertación prevista para 2022 supone un incremento presupuestario sobre la previsión inicial para el que existe crédito suficiente y/o, en su caso, se deberán habilitar las partidas por los importes que se detallan.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Concretamente, se propone ampliar las plazas del servicio de estancias diurnas para personas mayores en situación de dependencia, ampliando las 60 plazas previstas inicialmente hasta las 100. También se propone incluir una nueva convocatoria de concertación del servicio de vivienda supervisada para personas con diagnóstico de salud mental, necesidad de apoyo extenso y discapacidad, en la localidad de Inca, con 10 plazas. Además de la concertación de nuevas plazas del servicio de apoyo a la vivienda para personas con diagnóstico de salud mental, con 25 plazas, en la isla de Menorca.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:black"&gt;Asimismo, se amplía la declaración de servicios declarados de interés económico general con el fin de incluir el servicio de promoción de la autonomía personal y prevención de la situación de dependencia (2.5.9), ya no limitado a personas mayores y en situación de dependencia, como se recoge en el apartado &lt;em&gt;a)&lt;/em&gt; del anexo 2 del Acuerdo del 16 de mayo de 2022, sino dirigido a niños de 6 a 11 años. De acuerdo con el informe del director general, en este servicio es imprescindible contar con la iniciativa privada mercantil, vista la implantación territorial de los servicios del tercer sector, así como el arraigo de las personas usuarias atendidas en el marco del servicio de atención temprana, que también está reconocido como servicio de interés económico general.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:black"&gt;El Decreto 11/2021, de 15 de febrero, de la presidenta de las Illes Balears, por el que se establecen las competencias y la estructura orgánica básica de las consejerías de la Administración de la Comunidad Autónoma de las Illes Balears, incluye la Dirección General de Planificación, Equipamientos y Formación, atribuyéndole, entre otras competencias, la planificación de la política de servicios sociales.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:black"&gt;Finalmente cabe indicar que esta previsión tiene carácter estimativo, sin perjuicio de que los datos reflejados puedan variar sensiblemente, especialmente en cuanto al calendario y previsiones presupuestarias indicadas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:black"&gt;Por todo ello, el Consejo de Gobierno, a propuesta de la consejera de Asuntos Sociales y Deportes, en la sesión de 13 de junio de 2022, adoptó entre otros, el siguiente Acuerdo:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Primero.&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; Modificar y ampliar, en los términos que se indican en el anexo1, la previsión de los servicios que deben concertarse durante el año 2022, previstos en el anexo 1 del Acuerdo del Consejo de Gobierno de 16 de mayo de 2022, respecto a los siguientes servicios &lt;em&gt;(la numeración que se indica se corresponde con la numeración de los servicios de la Cartera Básica de Servicios Sociales, del anexo del Decreto 66/2016)&lt;/em&gt;:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;a)&lt;/em&gt; 2.5.4. Servicio de estancias diurnas para personas mayores en situación de dependencia.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;b) &lt;/em&gt;2.6.1. Servicio de vivienda supervisada para personas con diagnóstico de salud mental, necesidad de apoyo extenso y discapacidad.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:black"&gt;&lt;em&gt;c)&lt;/em&gt; 2.6.4. Servicios de apoyo a la vivienda para personas con diagnóstico de salud mental.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Segundo. &lt;/strong&gt;Modificar el anexo 2 del Acuerdo del Consejo de Gobierno de 16 de mayo de 2022 a fin de incluir, como servicio declarado de interés general económico, el siguiente servicio:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;c)&lt;/em&gt; Servicio de promoción de la autonomía personal y prevención de la situación de dependencia (servicio 2.5.9), para niños de 6 a 11 años.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Tercero.&lt;/strong&gt; Publicar este Acuerdo en el &lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt;.&lt;/span&gt;&lt;/p&gt;
