&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;1. El Consejo Ejecutivo, en la sesión de día 13 de diciembre de 2021, aprobó el Plan Estratégico de Subvenciones del Consejo Insular de Menorca (PES) para el año 2022 (BOIB núm. 8 de 13 de enero de 2022). El PES establece la previsión de la actividad subvencionadora en la línea de fomento de actividades de interés general, dentro del marco normativo establecido para la concesión de subvenciones. Una de las líneas de subvención incluidas en este PES es una ayuda para el fomento de las asociaciones de defensa vegetal de Menorca. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;2. La misión de las agrupaciones de defensa vegetal es velar por el estado sanitario de las producciones vegetales, asesorar los productores sobre los productos que pueden utilizar en los tratamientos fitosanitarios y auxiliarlos en todas las cuestiones relativas a los productos cultivados.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;Las condiciones de la agricultura de Menorca, en cuanto a climatología, intensidad y variedad de cultivos, hacen que la problemática de la sanidad vegetal revista una especial complejidad.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;La reducida estructura de las fincas hace recomendable su asociación en agrupaciones de defensa vegetal. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;3. El objeto de estas ayudas es apoyar a las actuaciones llevadas a cabo desde el 1 de diciembre de 2021 hasta el 30 de noviembre de 2022 por las agrupaciones de defensa vegetal de Menorca (de ahora en adelante ADV) constituidas según el Decreto 52/2013, de 29 de noviembre, por el cual se regulan las agrupaciones de defensa vegetal en el ámbito de las Islas Baleares y se crea el Registro oficial de agrupaciones de defensa vegetal de las Islas Baleares.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;El interés público de esta convocatoria es apoyar a la actividad llevada a cabo por las agrupaciones de defensa vegetal, que, conjuntamente con la actividad realizada por la administración en el ámbito de la sanidad vegetal, permitirá reforzar la eficacia de las actuaciones de prevención y lucha contra los agentes nocivos de los vegetales mediante la utilización racional de técnicas de aplicación, productos y medios fitosanitarios. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;4. El Consejo Ejecutivo del Consejo Insular de Menorca, en sesión ordinaria de día 30 de agosto de 2021, aprobó el texto refundido de las bases de la ayuda para las agrupaciones de defensa vegetal de Menorca para el año 2021 (BOIB núm. 130 de 21 de septiembre de 2021).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;El Plan Estratégico de Subvenciones del CIM para el año 2022, en su punto 1.5, dice que se considerará eficiente recurrir al trámite de aprovechar bases ya aprobadas en ejercicios anteriores. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;La normativa específica que regula estas ayudas no ha cambiado por lo cual la convocatoria para el año 2022 se puede regir por el texto refundido de las bases aprobado el año anterior, con la modificación siguiente: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;- Se sustituirán las referencias del año 2019 por el año 2020, del año 2020 por el año 2021 y del año 2021 por el año 2022.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;5. El artículo 2.2 de la Ley 8/1999, de 12 de abril, de atribución de competencias a los consejos insulares de Menorca y de Ibiza y Formentera en materia de Agricultura, Ganadería, Pesca y Artesanía, dice que son funciones de los consejos insulares de Menorca y Formentera, que pueden desarrollar en su ámbito territorial, entre otras, las actuaciones en materia de agricultura y ganadería. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;El artículo 30 de la Ley Orgánica 1/2007, de 28 de febrero, de reforma del Estatuto de autonomía de las Islas Baleares, dice que son competencias propias de los consejos insulares, entre otros, la agricultura, ganadería y pesca; calidad, trazabilidad y condiciones de los productos agrícolas y ganaderos y de los productos alimentarios que se derivan. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;Por todo esto, dado el interés del Departamento de Economía y Territorio del Consejo Insular de Menorca de apoyar a las producciones autóctonas de Menorca, de fomentar los organismos interesados en su mantenimiento y ayudar las agrupaciones de defensa vegetal constituidas en Menorca,&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;Vista la propuesta del consejero ejecutivo del Departamento de Economía y Territorio,&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;El Consejo Ejecutivo, por unanimidad de los siete miembros presentes (señora Mora Humbert, señor Maria Ballester, señora Torrent Bagur, señor Pastrana Huguet, señor Juaneda Mercadal, señora Gomis Luís y señora Gómez Estévez) y en votación ordinaria, adopta los acuerdos siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Primero.&lt;/strong&gt; Aprobar la convocatoria de &lt;em&gt;minimis&lt;/em&gt; correspondiente al año 2022 de las ayudas del CIM para las agrupaciones de defensa vegetal de Menorca, que se regirá por el texto refundido de las bases aprobadas por el Consejo Ejecutivo del Consejo Insular de Menorca, reunido en sesión de carácter ordinario día 30 de agosto de 2021 (BOIB núm. 130 de 21 de septiembre de 2021), con la modificación siguiente:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;- Se sustituirán las referencias del año 2019 por el año 2020, del año 2020 por el año 2021 y del año 2021 por el año 2022.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;Y de acuerdo con las condiciones siguientes: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;a) Importe global máximo de las ayudas y crédito presupuestario: las ayudas concedidas se atenderán con cargo a las partidas presupuestarias y con los importes máximos que se indican más abajo, sin perjuicio que los importes puedan ser ampliados por aportaciones exprés de terceros para contribuir a la financiación del objeto de la convocatoria:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;b) El plazo de presentación de solicitudes es de 20 días naturales contados a partir del día siguiente de haberse publicado la convocatoria en el &lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt; (BOIB).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;c) La instrucción corresponde a la señora Isabel Martín Neira, técnica del Consejo Insular de Menorca. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Tercero.&lt;/strong&gt; Remitir a la Base de datos Nacional de Subvenciones, información sobre la presente convocatoria, en los términos establecidos en el artículo 20.8 de la Ley 38/2003, de 17 de noviembre, general de subvenciones, de forma previa en la publicación en el &lt;em&gt;Boletín Oficial de las Illes Balears &lt;/em&gt;(BOIB).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Contra este acuerdo – que no agota la vía administrativa – se puede interponer un recurso de alzada ante la Comisión de Gobierno en el plazo de un mes contador desde el día siguiente que se haya publicado, de acuerdo con el artículo 122 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas y el artículo 22 de la Ley 8/2000, de 27 de octubre, de consejos insulares.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;El mencionado recurso se entenderá desestimado, si no se notifica la resolución correspondiente, cuando hayan transcurrido tres meses desde su interposición. Contra la desestimación del recurso de alzada por silencio administrativo podréis interponer recurso contencioso-administrativo ante el Juzgado de lo contencioso-administrativo de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
