El Consejo Ejecutivo del Consejo Insular de Menorca, reunido en sesión de carácter ordinario de 30 de agosto de 2021 -acuerdo modificado por el Decreto de Presidencia núm. 325/2021 de 29 de octubre-, aprobó las bases y la convocatoria de las ayudas del CIM para las agrupaciones de defensa sanitaria correspondiente al año 2021 (BOIB núm. 169 de 9 de diciembre de 2021).</span></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">2. El plazo de presentación de solicitudes era de un mes a partir del día siguiente de haberse publicado la convocatoria en el BOIB. La <em>Associació&nbsp;de Defensa Sanitària Ovella&nbsp;de Menorca</em> justificó el 74,96 % de la ayuda que se le concedió, mientras que la&nbsp;<em>Associació&nbsp;de Defensa Sanitària de Boví&nbsp;de Menorca</em> justificó el 87,07 €.</span></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">3. La partida presupuestaria, el importe máximo de la ayuda y el crédito presupuestario son los siguientes:</span></span></span></span></p> <p style="margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">- Partida 5.41240.4890002 Control Sanitario ADS </span></span></span></span></p> <p style="margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">- Cantidad máxima: 65.000 euros</span></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">4. El objeto de esta ayuda es compensar el coste, desde la fecha de presentación de las solicitudes hasta el 31 de diciembre de 2021, de las actuaciones de vigilancia, erradicación y control de enfermedades de los animales incluidos en los programas sanitarios y zootécnicos de las agrupaciones de defensa sanitaria ganadera (ADS) de oveja y vacuno de la isla de Menorca aprobados por la Dirección General de Medio Rural y Marino del Gobierno de las Islas Baleares.</span></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">Estas ayudas se conceden de acuerdo con el Reglamento (CE) núm. 702/2014 de la Comisión, de 25 de junio de 2014, modificado por el Reglamento UE 289/2019, de 19 de febrero, y por el Reglamento 2008/2020, de 8 de diciembre, por el cual se declaran determinadas categorías de ayuda en los sectores agrícola y forestal y en zonas rurales compatibles en el mercado interior en aplicación de los artículos 107 y 108 del Tratado de Funcionamiento de la Unión Europea. También se tienen en cuenta las previsiones del Real Decreto 81/2015, de 13 de febrero, por el cual se establecen las bases que regulan las subvenciones estatales destinadas a las agrupaciones de defensa sanitaria ganaderas, que constituyen normativa básica de acuerdo con la disposición final primera de dicha disposición.</span></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">5. La finalidad de estas ayudas es conseguir, mediante la puesta en práctica de un programa sanitario común, la mejora sanitaria y productiva de las explotaciones ganaderas.</span></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">6. La base 4 de estas ayudas establece cuales son las actividades subvencionables y la base 8 indica los criterios que se tendrán en cuenta para la concesión de las ayudas y para la determinación del importe de la subvención. El punto primero de esta base dice que siempre que se cumplan los requisitos de la convocatoria se otorgarán las ayudas solicitantes con los límites fijados en la convocatoria y en las bases, y dentro del crédito disponible.</span></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">7. Día 15 de febrero de 2022 se reunió la comisión evaluadora de estas ayudas, que examinó la propuesta de resolución de la instructora, que iba acompañada del expediente correspondiente y emitió su informe sobre la propuesta de resolución para la distribución de los fondos.</span></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">8. El plazo máximo para justificar el cumplimiento de los compromisos adquiridos era del 3 de diciembre de 2021, según dice la base 12.1.</span></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">Vista la propuesta del consejero ejecutivo del Departamento de Economía y Territorio, </span></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">El Consejo Ejecutivo, por unanimidad de los cinco miembros presentes (señor Maria Ballester, señor Pastrana Huguet, señor Juaneda Mercadal, señora Gomis Luís y señora Gómez Estévez) y en votación ordinaria, adopta los siguientes acuerdos:</span></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif;
