Alcaldesa del Ayuntamiento de Algaida ha dictado la siguiente:</span></p> <p style="text-align:center"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>RESOLUCIÓN DE ALCALDÍA NÚM. 501, DE 15 DE NOVIEMBRE DE 2021</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. Dado que el Ayuntamiento de Algaida pretende fomentar la actividad deportiva realizada por los deportistas individuales de Algaida que participen en competiciones deportivas oficiales de ámbito insular, autonómico y/o estatal, que no se encuentren incluidas en ningún otro programa municipal de subvenciones.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. Dado que dicha convocatoria cuenta con consignación presupuestaria suficiente en el vigente presupuesto municipal de gastos.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. De acuerdo con la Ley 38/2003, de 17 de noviembre, general de subvenciones, el Real Decreto 887/2006 de 21 de julio que la desarrolla y en ejercicio de las competencias que me atribuye la Ley 7/1985, de 2 de abril, reguladora de las bases de régimen local,</span></p> <p style="text-align:center"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>HE RESUELTO</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. Convocar la concesión de ayudas económicas a los deportistas locales 2021 para la práctica de deportes individuales del Ayuntamiento de Algaida.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. Aprobar les Bases que regirán esta convocatoria</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. Autorizar el gasto máximo previsto por esta convocatoria.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Publicar esta resolución en la sede electrónica del Ayuntamiento de Algaida y en el Boletín Oficial de les Illes Balears.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Contra esta resolución, que agota la vía administrativa, se puede interponer un recurso potestativo de reposición ante la Alcaldesa, en el plazo de un mes a contar desde el día siguiente de haber publicado la resolución en el Boletín Oficial de las Islas Baleares, de acuerdo con los artículos 123 y 124 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas. Las ayudas objeto de la presente convocatoria no crean ningún tipo de derecho para años futuros.</span></p> <div style="page-break-after:always"><span style="display:none">&nbsp;</span></div> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>2.- RÉGIMEN APLICABLE</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La presente convocatoria se somete a la Ley 38/2003, de 17 de noviembre, general de subvenciones, y al Real decreto 887/2006, de 21 de julio, que la desarrolla.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Esta convocatoria se publicará en el Boletín Oficial de las Illes Balears y en la Base de Datos Nacional de Subvenciones. También se encontrará a disposición de todas las personas interesadas en la sede electrónica del Ayuntamiento de Algaida (<span style="color:blue"><span style="color:black">http://ajalgaida.sedelectronica.es</span></span>).</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>3.- CONSIGNACIÓN PRESUPUESTARIA Y CUANTÍA</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El presupuesto máximo que se destinará para la concesión de las ayudas reguladas en las presentes bases reguladoras será de MIL EUROS (1.000 €), con cargo al vigente presupuesto municipal 2021, aplicación presupuestaria 2021/01/341/48600.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La cuantía de las ayudas económicas será de 200,00 € cada una.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">En caso de que el total de ayudas supere la consignación presupuestaria, se reducirán proporcionalmente les cantidades concedidas.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>4.- GASTOS SUBVENCIONABLES</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Se considerarán gastos subvencionables los siguientes:</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Gastos generados de licencias deportivas, arbitrajes / jueces de competición, Inscripción a las competiciones oficiales, seguros / mutualidades y todas las relacionadas con la federación deportiva correspondiente.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Gastos generados por desplazamientos y / o alojamientos de los deportistas para participar en competiciones deportivas oficiales. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Los gastos subvencionables deberán haber sido ejecutados y pagados dentro del período comprendido entre el 27 de octubre del año 2020 (fecha del día siguiente de la aprobación de las bases reguladoras del año 2020) y la fecha de aprobación de las presentes bases reguladoras.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>5.- CONDICIONES GENERALES DE LOS SOLICITANTES</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Podrán acogerse a esta convocatoria los jóvenes entre el día 27 de octubre de 2020 y la fecha de aprobación de las presentes bases reguladoras reúnan las siguientes condiciones:</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Estar empadronados en el municipio de Algaida (el Ayuntamiento lo comprobará de oficio).</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Ser menor de 30 años.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Disponer de licencia federativa vigente de una disciplina deportiva individual que no se pueda desarrollar en ningún club deportivo del municipio de Algaida.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">d) Encontrarse al corriente de las obligaciones tributarias y con la seguridad social.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">e) No encontrarse incurso en ninguna de las causas de incompatibilidad y cumplir los requisitos que fija el artículo 13 de la Ley 30/2003, de 17 de noviembre, general de subvenciones.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>6.- FORMA Y PLAZO DE PRESENTACIÓN DE SOLICITUDES</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las instancias se dirigirán a la Alcaldía del Ayuntamiento de Algaida, y se presentarán en el Registro General del Ayuntamiento de Algaida o o en cualquiera de los lugares previstos en el artículo 16.4 de la 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Los solicitantes deberán adjuntar a la solicitud <strong>(modelo 1)</strong> la siguiente documentación:</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a. Identificación de quien suscribe la solicitud y del carácter con que lo hace, mediante fotocopia de su DNI, NIF u otro documento acreditativo.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b. Identificación de quién será el beneficiario mediante fotocopia del su DNI, NIF u otro documento acreditativo.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c. Declaración responsable por parte del beneficiario, si es mayor de edad, de encontrarse al corriente de las obligaciones tributarias y con la seguridad social, y de no encontrarse incurso en ninguna de las causas de incompatibilidad y cumplir los requisitos que fija el artículo 13 de la Ley 30/2003, de 17 de noviembre, general de subvenciones. En caso de ser menor de edad la declaración deberá ser firmada por el padre, madre o tutor legal <strong>(modelo 2).</strong></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">d. Datos de la cuenta bancaria a la que se tiene que transferir el importe de la subvención que eventualmente se pudiera conceder (<strong>modelo 3)</strong></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">e. Cuenta justificativa de las actividades realizadas y gastos justificados, acompañada de la factura original de los gastos correspondientes y del justificante bancario de pago <strong>(modelo 4).</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">En caso de ser menor de edad, la solicitud deberá ser firmada por el padre, madre o tutor legal.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El plazo de presentación de las solicitudes será de 15 días naturales, contados desde el día siguiente de la publicación de las presentes bases en el Boletín Oficial de las Illes Balears (BOIB).</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La presentación de la solicitud supone la aceptación de las condiciones reguladas en las presentes bases reguladoras.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La falta de presentación de alguno de los documentos exigidos, o la falta de cumplimentación en el plazo de subsanación de solicitudes, que en su caso, se podrá conceder a los interesados, podrá dar lugar, de acuerdo con lo dispuesto en el artículo 68 de la Ley 39/2015, a tenerlo por desistido de la solicitud presentada.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>7.- RÉGIMEN DE LAS AYUDAS</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La concesión de la subvención se llevará a cabo mediante el régimen de concurrencia no competitiva. Sólo podrán obtener subvención aquellos solicitantes que, reuniendo los requisitos exigidos, cumplan las condiciones señaladas en la base 4.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las ayudas objeto de esta convocatoria son compatibles con otras ayudas efectuadas por cualquier otra administración pública o institución privada.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>8.- COMISIÓN DE VALORACIÓN</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Para la valoración de les solicitudes presentadas se constituirá una comisión de valoración que estará compuesta por:</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Presidente: La Alcaldesa o persona en quien delegue.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Vocales:</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. Llorenç Gil Mateu, concejal de Deportes y Fiestas, o persona en quien delegue.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. <span style="color:black">Bartomeu Fiol Vanrell</span>, Interventor accidental del Ayuntamiento, o persona en quien delegue.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Secretaria con voz y voto: Sara Encinas Cañadas, TAG jurídica de la Corporación, o persona en quien delegue.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Corresponde a la Comisión de Valoración formular la propuesta de resolución. La propuesta, que no tendrá carácter vinculante, deberá expresar el solicitante o la relación de solicitantes para los que se proponga la concesión de la subvención, y su cuantía, expresando los criterios de valoración seguidos para efectuarla.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>9.- RESOLUCIÓN DEL PROCEDIMIENTO</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El órgano competente para resolver el procedimiento es la Alcaldesa del Ayuntamiento de Algaida, que deberá dictar y notificar a los interesados la resolución del procedimiento en el plazo máximo de tres meses contados desde la publicación de la presente convocatoria en el Boletín Oficial de las Illes Balears.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Los actos de trámite del presente procedimiento, así como la resolución de éste, se publicarán en la sede electrónica del Ayuntamiento de Algaida (http://ajalgaida.sedelectronica.es).</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>10.- FACULTADES DE LA INTERVENCIÓ MUNICIPAL PARA GARANTIZAR LA ADECUADA JUSTIFICACIÓN DE LA SUBVENCIÓN</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Para ejercer el control, la Intervención municipal tendrá las siguientes facultades:</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a. El libre acceso a la documentación objeto de comprobación.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b.
