&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;1. Por Decreto de Presidencia núm. 45/2021, de 5 de febrero, se aprobaron las bases y la convocatoria relativas a las ayudas del CIM para paliar los efectos económicos del mes de enero (que comprende del 15 de enero al 15 de febrero) en diferentes sectores económicos de Menorca como consecuencia de la adopción del nivel 4 de alerta sanitaria (BOIB núm. 16 de 6 de febrero de 2021).&lt;/span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;El objeto de esta convocatoria era la concesión de ayudas para el mes de enero del año 2021 a personas físicas y jurídicas, comunidades de bienes y entidades sin ánimo de lucro con actividades incluidas en los epígrafes del impuesto de actividades económicas definidos en la base 4.2 que ejercían su actividad en el momento de la adopción del nivel 4 de alerta sanitaria para la contención de la COVID-19, acordado por el Consejo de Gobierno de 15 de enero de 2021 en conformidad con el Acuerdo del Consejo de Gobierno de las Islas Baleares de 27 de noviembre de 2020, por el cual se adoptan medidas temporales y por razón de salud pública aplicables en la isla de Menorca (BOIB núm. 7 de 16 de enero de 2021).&lt;/span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;Estas ayudas otorgaban un importe fijo de 1.500 € por mes y por centro de trabajo o establecimiento y se podía pedir la ayuda por un máximo de dos centros de trabajo o establecimientos por persona beneficiaria y por mes.&lt;/span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;La Administración de la Comunidad Autónoma de las Islas Baleares, mediante el convenio firmado el día 4 de febrero de 2021, colabora económicamente con el Consejo Insular de Menorca para que este pueda realizar las actuaciones necesarias para ayudar a paliar las pérdidas producidas como consecuencia de las restricciones aprobadas por el Gobierno para parar la expansión de la crisis sanitaria ocasionada por la COVID-19 en los sectores económicos de Menorca que se describen en las bases que rigen esta convocatoria.&lt;/span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;2. El Consejo Ejecutivo del Consejo Insular de Menorca, en sesión de carácter ordinario de 3 de mayo de 2021, aprobó la cuarta concesión relativa a las ayudas mencionadas (BOIB núm. 67 de 22 de mayo de 2021). Este acuerdo, entre otros, informó que se había agotado el crédito destinado a la convocatoria.&lt;/span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;3. El Pleno del Consejo Insular de Menorca de 19 de julio de 2021, reunido en sesión de carácter ordinario, acordó, entre otros, la concesión de una ayuda nominativa a favor de 96 beneficiarios que cumplían con los requisitos para recibir la ayuda y que por falta de crédito presupuestario no se habían podido conceder (BOIB&amp;nbsp;núm. 105 de 7 de agosto de 2021).&lt;/span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;4. Una vez concedidos las ayudas, se detecta un error de duplicidad de un registro de entrada al entorno web producido día 8 de febrero de 2021. Según informa el Responsable de proyectos de&amp;nbsp;SILME, este error se produjo por una sobrecarga del sistema. El número de registro afectado es GE/002186/2021 (09:10:26), presentado por Jonathan Cutillas de Santos. De este registro no consta asentamiento en el Libro registre de entrada del Consejo Insular de Menorca, pero sí que se tiene la evidencia de la presentación de forma correcta de la documentación.&lt;/span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;5. Las restricciones obligatorias de los sectores descritos en la convocatoria ha producido un efecto económico muy negativo, con una disminución drástica de los ingresos de estos negocios, lo cual ha implicado una caída de la ocupación en Menorca sin precedentes. A causa de las restricciones impuestas con la declaración del estado de alarma por la situación de crisis sanitaria, estas actividades económicas se encuentran en una situación de mengua o cese de la actividad. El Departamento de Economía y Territorio del Consejo Insular de Menorca tiene la voluntad de apoyar a todos los solicitantes que cumplan los requisitos exigidos a la convocatoria relativa a las ayudas del CIM para paliar los efectos económicos del mes de enero (que comprende del 15 de enero al 15 de febrero) en diferentes sectores económicos de Menorca como consecuencia de la adopción del nivel 4 de alerta sanitaria (BOIB núm. 16 de 6 de febrero de 2021).&lt;/span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;6. El artículo 22.2.c de la Ley 38/2003, de 17 de noviembre, general de subvenciones, dice que con carácter excepcional se podrán conceder de forma directa las subvenciones en que se acrediten razones de interés público, social, económico o humanitario u otros debidamente justificadas que dificulten la convocatoria pública. El artículo 67 del Real Decreto 887/2006, de 21 de julio, por el cual se aprueba el Reglamento de la Ley 38/2003, de 17 de noviembre, general de subvenciones, regula las subvenciones de concesión directa en las cuales se acrediten razones de interés público, social, económico o humanitario, u otros debidamente justificadas, que dificulten la convocatoria pública. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;7. Se emite informe técnico favorable a la concesión y pago de una ayuda al señor Jonathan Cutillas de Santos por importe de 1.500&amp;nbsp;€, dado que cumple con las bases que rigen las ayudas del CIM para paliar los efectos económicos del mes de enero en diferentes sectores económicos de Menorca como consecuencia de la adopción del nivel 4 de alerta sanitaria. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;Vista&amp;nbsp;la propuesta del consejero ejecutivo del Departamento de Economía y Territorio, &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;El Consejo ejecutivo, por unanimidad de los seis miembros asistentes (señora Mora Humbert, señor Maria Ballester, señor Pastrana Huguet, señor Juaneda Mercadal, señora Gomis Luis y señora Gómez Estévez) y en votación ordinaria, adopta los acuerdos siguientes: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;Primero.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:#ffffff"&gt; Conceder y tramitar el pago de la siguiente ayuda directa, a cargo de la partida 5.43900.4790000 del presupuesto del CIM para el año 2021, para paliar los efectos económicos del mes de enero (que comprende del 15 de enero al 15 de febrero) en diferentes sectores económicos de Menorca como consecuencia de la adopción del nivel 4 de alerta sanitaria: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;Estas ayudas, que se rigen por las bases de ayudas del CIM para paliar los efectos económicos del mes de enero (que comprende del 15 de enero al 15 de febrero) en diferentes sectores económicos de Menorca como consecuencia de la adopción del nivel 4 de alerta sanitaria (BOIB&amp;nbsp;núm. 16 de 6 de febrero de 2021), están cofinanciados, en relación con los epígrafes del IAE relacionados en la base 4.2, a excepción de la base 4.2.c, por la Administración de la Comunidad Autónoma de las Islas Baleares, mediante el convenio firmado el día 4 de febrero de 2021, que tiene por objeto colaborar económicamente con el Consejo Insular de Menorca para que este pueda realizar las actuaciones necesarias para ayudar a paliar las pérdidas producidas como consecuencia de las restricciones aprobadas por el Gobierno para parar la expansión de la crisis sanitaria ocasionada por la COVID-19 en los sectores económicos de Menorca que se describen en las bases que rigen esta convocatoria. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;Segundo.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:#ffffff"&gt; Recordar al beneficiario la obligación de conservar los documentos justificativos de la aplicación de los fondos recibidos, incluidos los documentos electrónicos, en cuanto que puedan ser objeto de actuaciones de comprobación y control posterior por parte de la Intervención General de la Comunidad Autónoma. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;Tercero.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:#ffffff"&gt; Comunicar este acuerdo a la Consejería de Hacienda y Relaciones Exteriores, para que tenga los efectos oportunos. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;Cuarto.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:#ffffff"&gt; Remitir a la BDNS este acuerdo en cumplimiento del art. 20.8 de la LGS y publicarlo en el Boletín Oficial de las Islas Baleares a los efectos de notificación (art.1b de la LPACAP). &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;Contra este acuerdo – que no agota la vía administrativa – se puede interponer un recurso de alzada ante la Comisión de Gobierno en el plazo de un mes contador desde el día siguiente que se haya publicado, de acuerdo con el artículo 122 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas y el artículo 22 de la Ley 8/2000, de 27 de octubre, de consejos insulares. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;El mencionado recurso se entenderá desestimado, si no se notifica la resolución correspondiente, cuando hayan transcurrido tres meses desde su interposición. Contra la desestimación del recurso de alzada por silencio administrativo podréis interponer recurso contencioso-administrativo ante el Juzgado de lo contencioso-administrativo de Palma. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
