    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El Pleno del Ayuntamiento, en sesión ordinaria celebrada el día 19 de mayo de 2021, adoptó entre otros, el siguiente acuerdo:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;• Aprobar inicialmente y en el supuesto de que no se produzcan alegaciones en el periodo de información pública, también definitivamente, el reglamento que regula la creación y el funcionamiento del Consejo Asesor de Su Común de Bunyola.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Publicado anuncio en el BOIB número 68 de fecha 25 de mayo de 2021, no se ha formulado ninguna reclamación contra el mencionado acuerdo durante el plazo de exposición pública de 30 días, por el que el acuerdo de aprobación es definitivo, de tal manera que el texto íntegro quedará redactado tal como sigue: &lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;REGLAMENTO DEL CONSEJO ASESOR DE SA COMUNA DE BUNYOLA&lt;/strong&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;CAPÍTULO I. &lt;span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px; width:100%"&gt; &lt;/span&gt;DISPOSICIONES GENERALES&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 1. Finalidades&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;1. El Consejo asesor de Sa Comuna de Bunyola&amp;nbsp; tiene por objeto&amp;nbsp; canalizar la participación de la ciudadanía y de sus entidades en la gestión de los asuntos municipales relacionados con Sa Comuna, así como en otros ámbitos directamente relacionados.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;2. El Consejo asesor de Sa Comuna tiene&amp;nbsp; por finalidad lograr la máxima participación del tejido social del municipio&amp;nbsp; recogiendo las diferentes aportaciones, propuestas, sugerencias y demandas dentro del marco institucional, que se realicen desde las diferentes entidades municipales y desde diferentes sectores sociales, para mejorar el fomento de las actividades para la protección de&amp;nbsp; Sa Comuna.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Este organismo tiene carácter consultivo y en ningún caso, no podrá sustituir ni asumir competencias propias de los órganos representativos. El Consejo asesor estará adscrito a la concejalía de Medio ambiente.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 2. Ámbito&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;El ámbito de actuación del Consejo asesor de Sa Comuna queda circunscrito exclusivamente a Sa Comuna de Bunyola.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 3. Constitución&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;El Consejo Asesor de Sa Comuna se constituirá por acuerdo de pleno.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 4. Funciones&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;El Consejo Asesor se configura como órgano voluntario, de consulta y de asesoramiento&amp;nbsp; del Ayuntamiento, al cual se encuentra orgánicamente y funcionalmente subordinado.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Funciones:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Promover el intercambio de información, el diálogo y coordinación entre el gobierno municipal y las diversas asociaciones del municipio.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Velar por la protección de Sa Comuna y la prevención de los impactos ambientales&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Conocer las acciones del Ayuntamiento en el área de Medio Ambiente en aquello relacionado con Sa Comuna.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Proponer iniciativas al Ayuntamiento&lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;CAPÍTULO II. &lt;span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px; width:100%"&gt; &lt;/span&gt;COMPOSICIÓN &lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 5. Miembros&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;El Consejo Asesor de Sa Comuna estará constituido por los siguientes miembros:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;a. La Presidencia recae en el Alcalde o Alcaldesa del municipio o en aquel cargo electo en quien delegue.&amp;nbsp;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;b. La Secretaría recae en el Regidor o Regidora del área de Medio ambiente.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;c. Vocales:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- El garriguer de&amp;nbsp; Sa Comuna&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Un representante electo de cada uno de los grupos políticos con representación en el consistorio&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Un representante de cada una de las entidades sociales, ambientales, cívicas, deportivas, culturales... del municipio que lo solicite expresamente y estén inscritas en el Registro Municipal de Entidades.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Un representante de cada uno de los sectores económicos relevantes en el municipio que lo soliciten expresamente: agricultura, comercio, servicios, restauración-turismo, etc&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Un representante de Protección civil&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Un representante del Ceip Mestre Colom&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Un representante del Ceip Gaspar Sabater&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 6.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Todos los miembros del Consejo disfrutan de voz y voto&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 7.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Los representantes de los grupos políticos municipales serán propuestos por el correspondiente portavoz de grupo.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 8.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Los representantes de las entidades y de los sectores económicos serán propuestos por el representante de la entidad o sector económico respectivo con el certificado de acuerdo de la junta o asamblea al respeto.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 9.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Si algún sector económico no estuviera convenientemente organizado y estructurado en una asociación se precisará el aval de tres miembros del sector para hacer la propuesta de un representante al Pleno del Consejo. Si de un sector se presentaran más de una propuesta, se tendrá que buscar el consenso en su sí.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 10.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Los miembros que forman parte del consejo perderán esta condición cuando&amp;nbsp; renuncien&amp;nbsp; o pierdan el carácter de representante o cargo público que los ampara.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 11.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El Pleno del Consejo podrá decidir la posible ampliación o restricción del número de sus miembros.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 12.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;La relación de miembros del Consejo Asesor se podrá hacer pública.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 13.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El cargo es renunciable.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 14. Funciones y facultades de la presidencia del Consejo Asesor&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Corresponde al presidente el ejercicio de las siguientes atribuciones:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;1. Asumir la representación del Consejo Asesor.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;2. Acordar la convocatoria de las sesiones ordinarias y extraordinarias y la fijación del orden del día, atendidas las peticiones de los otros miembros del Consejo.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3. Presidir las sesiones, moderar el desarrollo de los debates y suspenderlos por causas justificadas.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Artículo 15. Funciones y facultades de la secretaría&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;1. Levantar las actas de las reuniones&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;2. Enviar las convocatorias de las sesiones y la correspondiente documentación a los miembros del Consejo.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;3. Archivar y custodiar toda la documentación del Consejo&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;4. Elaborar la memoria anual de las actividades y las propuestas realizadas por el consejo de acuerdo con la concejalía de Medio ambiente.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Artículo 16. Funciones y facultades de los miembros del Consejo Asesor&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Los miembros del Consejo Asesor, los cuales actuarán en el ejercicio de sus funciones con plena autonomía e independencia, tienen las siguientes facultades:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;1. Participar en los debates y deliberaciones y otros asuntos incluidos en el&amp;nbsp; orden&amp;nbsp; del día, así como proponer las modificaciones que estimen oportunas en las propuestas sometidas a debate.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;2. Obtener la información precisa para el cumplimiento de sus funciones.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3. Solicitar la inclusión de algún asunto en el orden del día con la antelación prevista en este Reglamento&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;4. Formular ruegos y preguntas.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;CAPÍTULO III. &lt;span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px; width:100%"&gt; &lt;/span&gt;FUNCIONAMIENTO&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Artículo 17. Régimen de sesiones&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;1. El Consejo Asesor se reunirá al menos cuatro veces al año.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;2. La reunión será convocada por el presidente del Consejo asesor&amp;nbsp; y tendrá lugar en la sala de plenos o alternativamente donde indique la convocatoria junto con orden del día, lugar, fecha y hora de celebración de la reunión y se realizará por medios telemáticos, con al menos quince días de antelación a la fecha de la reunión.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3. La reunión podrá celebrarse con la asistencia mínima de un tercio de sus miembros en primera convocatoria y con cualquier número de miembros en segunda convocatoria en el jefe de media hora. Necesariamente se contará con la presencia de la Presidencia o de quien lo sustituya y de la Secretaría. En ausencia de este último, los miembros asistentes decidirán quién haga sus funciones.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;4. Los acuerdos de las reuniones se adoptarán buscando el máximo consenso de sus miembros presentes. En caso de imposibilidad de lograr la unanimidad, los acuerdos se tomarán por mayoría cualificada de 2/3 de los miembros presentes. Se recogerán los votos particulares de los miembros discrepantes.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;5. En caso de que un miembro del Consejo no asista de forma continuada y sin justificación a las sesiones a qué haya sido convocado, el&amp;nbsp; Consejo puede acordar su exclusión y sustitución.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;6. Igualmente, el Consejo puede acordar la exclusión y sustitución de aquellos miembros que de manera notoria y reiterada no se comportan según los principios de independencia e interés.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;7. El Consejo Asesor podrá acordar la constitución de Grupos de Trabajo para que le asistan en el desempeño de sus cometidos. Podrán ser invitados a participar en los grupos de trabajo, en calidad de expertos, personas del sector público o privado relacionados con los asuntos objeto de estudio.&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Bunyola, 19 de julio de 2021&lt;/span&gt;&lt;/p&gt;
