El Consejo Ejecutivo del Consejo Insular de Menorca, en la sesión de carácter ordinario de 5 de octubre de 2020, aprobó la convocatoria de ayudas a las agrupaciones de defensa sanitaria para el año 2020 (BOIB<strong> </strong>núm. 195 de 14 de noviembre de 2020).</span></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">Esta convocatoria se rige por las bases reguladoras aprobadas por el CIM en la sesión de carácter ordinario de 5 de marzo de 2018 (BOIB<strong> </strong>núm. 75 de 19 de junio de 2018), con las sustituciones siguientes:</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">1. Se sustituyen las referencias del 2018 por el año 2020.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">2. Donde decía 30 de noviembre de 2018 tiene que decir 31 de diciembre de 2020.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">3. En cumplimiento del artículo 9 del Reglamento (CE) núm. 702/2014, el número de registro del documento validado para la aplicación SANE (programa informático específico para las comunicaciones de ayudas en la Comunidad Europea) se sustituiría por el número que se validara para la convocatoria del año 2020.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">4. La asociación de defensa sanitaria Oveja de Menorca justificó el 93,30% de la ayuda que se le concedió, mientras que la asociación de defensa sanitaria de Vacuno Menorca justificó la ayuda en su totalidad.</span> </span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">3. La partida presupuestaria, el importe máximo de la ayuda y el crédito presupuestario son:</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">-Partida 5.41240.4890002 Control Sanitario ADS</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">-Cuantía máxima: 65.000 euros</span></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">4. El objeto de esta ayuda es compensar el coste, desde la fecha de presentación de las solicitudes hasta el 31 de diciembre de 2020, de las actuaciones de vigilancia, erradicación y control de enfermedades de los animales incluidas en los programas sanitarios y zootécnicos de las agrupaciones de defensa sanitaria ganadera (ADS) de ovino y vacuno de la isla de Menorca aprobados por la Dirección General de Medio rural y Marino del Gobierno de las Islas Baleares.</span></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">Estas ayudas se conceden de acuerdo con el Reglamento (CE) núm. 702/2014 de la Comisión, de 25 de junio de 2014, por el cual se declaran determinadas categorías de ayuda en los sectores agrícola y forestal y en zonas rurales compatibles en el mercado interior en aplicación de los artículos 107 y 108 del Tratado de Funcionamiento de la Unión Europea. También se tendrán en cuenta las previsiones del Real Decreto 81/2015, de 13 de febrero, por el cual se establecen las bases que regulan las subvenciones estatales destinadas en las agrupaciones de defensa sanitaria ganaderas, que constituye normativa básica de acuerdo con la disposición final primera de la mencionada disposición.</span> </span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">5. La finalidad de estas ayudas es conseguir, mediante la puesta en práctica de un programa sanitario común, la mejora sanitaria y productiva de las explotaciones ganaderas.</span></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">6. La base 4 de estas ayudas establece cuáles son las actividades subvencionables y la base 8 indica los criterios que se tendrán en cuenta para la concesión de las ayudas y para la determinación del importe de la subvención.</span></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">La base 8.1 dice que siempre que se cumplan los requisitos de la convocatoria se otorgarán las ayudas solicitadas, con los límites fijados en la convocatoria y en las bases, y dentro del crédito disponible.</span> </span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">7. Día 16 de marzo de 2021 se reunió la comisión evaluadora de estas ayudas, que examinó la propuesta de resolución de la instructora, que iba acompañada del expediente correspondiente, y emitió informe sobre la propuesta de resolución para la distribución de los fondos.</span> </span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">8. La base 12.1 dice que el plazo máximo para justificar el desempeño de los compromisos adquiridos era día 3 de diciembre de 2020. Teniendo en cuenta que no ha estado posible cumplir este plazo, la comisión evaluadora de estas ayudas propone ampliarlo hasta el décimo día posterior al de la publicación de la concesión de las ayudas en el BOIB.</span></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">9. El Consejo Ejecutivo del CIM, en la sesión de día 5 de octubre de 2020, acordó que el presidente de la comisión evaluadora de estas ayudas fuera el consejero de Economía y Territorio. Ahora bien, por el Decreto de Presidencia núm. 54, de 12 de febrero de 2021 (BOIB núm.19 de 13-2-2021), el señor Miquel Company Pons cesó como consejero de Economía y Territorio, y por el Decreto de Presidencia Núm. 69/2021, de 26 de febrero, se nombró el señor Josep Pastrana Huguet como nuevo consejero de Economía y Territorio, por lo cual fue este quién presidió la comisión evaluadora de estas ayudas reunida día 16 de marzo de 2021.</span></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">Dada la propuesta del consejero ejecutivo del Departamento de Economía y Territorio;</span> </span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333">El Consejo ejecutivo, por unanimidad de los 7 miembros presentes y en votación ordinaria, adopta los acuerdos siguientes:</span> </span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333"><strong>Primero.</strong> Ratificar la modificación de la Presidencia de la Comisión, que pasa a ser ejercida por el nuevo consejero de Economía y Territorio, señor Josep Pastrana Huguet, nombrado por el Decreto de Presidencia núm. 69/2021 de 26 de febrero.</span> </span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000"><span style="color:#333333"><strong>Segundo.</strong> Conceder la cantidad total de 60.500 €, de la partida 5.41240.4890002 del presupuesto del CIM para el año 2021, a los solicitantes que se indican, como ayuda del CIM a las agrupaciones de defensa sanitaria de Menorca (ADS), ayudas que se conceden de acuerdo con el Reglamento (CE) núm. 702/2014 de la Comisión, de 25 de junio de 2014, por el cual se declaran determinadas categorías de ayuda en los sectores agrícola y forestal y en zonas rurales compatibles en el mercado interior en aplicación de los artículos 107 y 108 del Tratado de Funcionamiento de la Unión Europea.
