La crisis sanitaria provocada por el brote de COVID-19 se está transmitiendo a la economía y a la sociedad, afectando tanto a la actividad productiva como la demanda y al bienestar de los ciudadanos.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">Es por eso que este Ayuntamiento, en este contexto, tiene como prioridad absoluta en materia económica proteger, preservar y apoyar al tejido productivo y social para minimizar el impacto y conseguir que se produzca lo antes posible una normalización en la actividad económica local. Por eso se ha dotado un fondo para la prestación de estas subvenciones.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">1.3 De acuerdo con lo previsto en el artículo 29.2.t) de la Ley 20/2006 Municipal y de Régimen Local de las Islas Baleares, en relación con el artículo 25.1. y 5 de la Ley 7/1985 de Bases de Régimen Local y el artículo 32 del Decreto Ley 8/2020, el Ayuntamiento puede otorgar las presentes subvenciones como medida de fomento que coadyuve a la recuperación económica. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%"><strong>2.- Personas beneficiarias, requisitos de las personas solicitantes, líneas y supuestos</strong></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">2.1 Podrán ser beneficiarias de la subvención las agrupaciones de personas físicas o jurídicas privadas, las comunidades de bienes o cualquier otro tipo de unidad económica o patrimonio separado, que sean titulares de cualquier negocio la actividad del cual se haya visto afectada por las medidas adoptadas para contener la difusión de la COVID-19.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">2.2 Las personas o entidades interesadas en esta subvención tendrán que cumplir los requisitos siguientes:</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">-&nbsp;Tendrán que tener su domicilio fiscal y su actividad en el municipio de Algaida. Se entenderá por domicilio fiscal el último que figure como tal en el Impuesto de actividades Económicas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">-&nbsp;&nbsp;Contar con el correspondiente título habilitante municipal para ejercer la actividad.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">-&nbsp;Estar de alta en el Impuesto sobre Actividades Económicas y en el Régimen Especial de la Seguridad Social de los Trabajadores por Cuenta Propia. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; Tendrá que ser un establecimiento fijo de titularidad privada, con acceso directo e independiente desde la calle. Los servicios de mantenimiento de vehículos tienen que estar realizados por talleres autorizados.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">•&nbsp;Gastos suministras de energía eléctrica, agua y comunicaciones (Internet, teléfono, etc.) vinculados al local comercial donde se desarrolle la actividad.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">•&nbsp;Gastos de préstamos hipotecarios de inmuebles vinculados a la actividad empresarial: importes pagados a entidades bancarias para la adquisición de un local donde se ejerza la actividad principal.</span></span></p> <p style="margin-bottom:0px; font-size:12px"><span style="line-height:107%">3.2 Los gastos anteriores habrán, de manera indudable, de responder a la naturaleza y objeto de la actividad subvencionada, y haberse abonado efectivamente previamente a la solicitud de subvención hecha por el beneficiario.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%"><strong>4.- Periodo subvencionable, crédito presupuestario e importes máximos por línea</strong></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">4.1 El periodo subvencionable será lo comprendido entre el 14 de marzo de 2020 (declaración del estado de alarma) y el día anterior a la publicación de la presente *convocatoria al Boletín Oficial de las Islas Baleares.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">4.2 El Crédito presupuestario total máximo por la subvención es de 101.450,00 euros, que figura consignado en la partida presupuestaria 2021/01/433/47900. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">En caso de que el total de ayudas supere la consignación presupuestaria, se reducirán proporcionalmente las cantidades concedidas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">La presente subvención se encuentra financiada por el Ayuntamiento de Algaida (20.500,60 euros), por la Comunidad Autónoma de las Islas Baleares (40.474,70 euros) y por el Consejo Insular de Mallorca (40.474,70 euros).</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%"><strong>5.- Plazo y forma de presentación de las solicitudes</strong></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">5.1 El plazo para la presentación de solicitudes será de 15 días hábiles, a contar desde el día siguiente de la publicación de las presentes bases y convocatoria en el Boletín Oficial de las Islas Baleares y a la página web municipal. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">Los modelos normalizados, así como las bases y el resto de documentación asociada al expediente, estarán disponibles en la página web del Ayuntamiento de Algaida.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">5.2 Solo se atenderá una solicitud por empresa (persona física o jurídica) y actividad económica afectada, independientemente de que realicen más de una actividad económica.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">5.3 Las solicitudes se formalizarán por escrito en modelo normalizado de solicitud que se acompaña como Anexo 1, dirigidas a la Alcaldía- Presidencia e irán acompañadas de la documentación indicada en la base siguiente.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">7.1 El procedimiento de concesión se tramitará en régimen de concurrencia competitiva, según el establecido en el artículo 22.1 de la Ley 38/2003, de 17 de noviembre.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">Los actos de trámite del presente procedimiento, así como la resolución de este, se publicarán en la sede electrónica del Ayuntamiento de Algaida (http://ajalgaida.sedelectronica.es).</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%">En caso de ser necesario, se requerirá a los solicitantes porque aporten cuánta documentación e información complementaria se estime oportuna para fundamentar su derecho, así como porque se proceda a la enmienda de los defectos apreciados en la solicitud, en el plazo de diez días hábiles.
