    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:0.18cm"&gt;&lt;span style="color:#000000"&gt;Dado que el Consell Insular de Menorca otorga mucha importancia al sector de la creación, ha puesto en marcha una serie de actuaciones y programas para apoyar a las personas y entidades que desde diversos ámbitos se dedican a la creación artística. Uno de estos ámbitos es la creación literaria, entendida como la producción de obras con finalidad artística en los diversos géneros de poesía, narrativa, teatro y ensayo, por lo que, en el año 2017, se consideró necesaria la redacción de un plan de apoyo a autores literarios de Menorca;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:0.18cm"&gt;&lt;span style="color:#000000"&gt;El Pleno del Consell Insular de Menorca, en sesión de carácter extraordinario de 23 de enero de 2017, aprobó el Plan SALM (Plan de Apoyo a Autores Literarios de Menorca), que se publicó en el BOIB número 21, de 18 de febrero de 2017.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:0.18cm"&gt;&lt;span style="color:#000000"&gt;Dado que el propósito del Plan SALM es dar un apoyo directo a los creadores literarios en sus actividades extraliterarias y como consecuencia incidir en el fomento de la lectura de nuestros escritores y facilitar su difusión, el Plan concreta la cuantía de las ayudas para el momento en que se aprobó, en 2017;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:0.18cm"&gt;&lt;span style="color:#000000"&gt;Pasados cuatro años, se considera conveniente subir la cuantía de las ayudas en un 25%, que es la referencia empleada para la subida de los cachés de las actividades que organiza la Red de Bibliotecas de Menorca. Se ha empleado esta referencia porque las bibliotecas públicas son las instituciones que hacen más uso de este plan. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:0.18cm"&gt;&lt;span style="color:#000000"&gt;Las cantidades propuestas en la modificación del Plan son para el año 2021. En el futuro, el incremento de estas se podrá aprobar por resolución del consejero ejecutivo en materia de cultura.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:0.18cm"&gt;&lt;span style="color:#000000"&gt;Dado que el Plan SALM tiene una programación anual y el presupuesto del Consell abarca años naturales, se propone que el Plan también lo haga así. Se propone la supresión del párrafo que se refiere a la programación anual coincidente con el curso escolar, dentro del apartado «Calendario y plazos»;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:0.18cm"&gt;&lt;span style="color:#000000"&gt;Dado que el formulario de solicitud se ha mejorado y adaptado a la Ley orgánica 3/2018, de 5 de diciembre, de protección de datos personales y garantía de los derechos digitales, se introducen estos cambios;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:0.18cm"&gt;&lt;span style="color:#000000"&gt;El anexo 1, presupuesto de las acciones previstas en el Plan SALM, se ha actualizado según los gastos previstos para el año 2021, incluidas en el presupuesto del Consell Insular de Menorca de 2021.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:0.18cm"&gt;&lt;span style="color:#000000"&gt;Por todo esto, el Pleno del Consell Insular de Menorca, en sesión de carácter extraordinario de 1 de febrero de 2021, adopta el siguiente acuerdo:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:0.18cm"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Punto único.&lt;/strong&gt; Aprobar la modificación parcial del Plan de Apoyo a Autores Literarios de Menorca (SALM). &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Contra el acuerdo precedente, que pone fina a la vía administrativa, podrán interponerse los siguientes recursos:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;- En el plazo de un mes a partir del día siguiente al de la publicación de este edicto en el Boletín Oficial de las Illes Balears, recurso potestativo de reposición ante el Pleno. Este recurso se entenderá desestimado si no se hubiera notificado la resolución después de haber transcurrido un mes des de su interposición. Contra la desestimación por silencio del recurso de reposición podrá interponerse recurso contencioso administrativo ante el Juzgado Contencioso Administrativo de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;- En el plazo de dos meses a partir del día siguiente al de la publicación de este edicto en el Boletín Oficial de las Illes Balears, recurso contencioso administrativo ante el Juzgado Contencioso Administrativo de Palma siempre que no se hubiera interpuesto recurso potestativo de reposición, dado que en este caso debería esperarse a que se dicte la resolución.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Todo esto sin perjuicio que se pueda utilizar cualquier otro recurso que se considere procedente en derecho.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Todo lo anterior se ajusta a la Ley 29/1998, de 013 de julio, que regula la jurisdicción contenciosa administrativa y a la Ley 39/2015 de 1 de octubre del Procedimiento Administrativo Común de las Administraciones Públicas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:0.18cm"&gt;&lt;span style="color:#000000"&gt;Finalmente, cabe indicar que la interposición de los recursos pertinentes no suspende la eficacia de la resolución impugnada ni interrumpe los plazos que se puedan derivar, excepto que la autoridad competente lo acuerde expresamente.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Exposición de motivos&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;El Consell Insular de Menorca otorga mucha importancia al sector de la creación. En este sentido ha puesto en marcha una serie de actuaciones y programas para apoyar a las personas y entidades que desde diversos ámbitos se dedican a la creación artística. Uno de estos ámbitos es la creación literaria, entendida como la producción de obras con finalidad artística en los diversos géneros de poesía, narrativa, teatro y ensayo y se ha considerado necesario la redacción de un plan de apoyo a autores literarios de Menorca.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Menorca vive actualmente un momento dulce de su literatura en las diversas vertientes. En toda la historia, Menorca no había contribuido tanto como en la actualidad a la riqueza y la diversidad de la producción literaria: autores de renombre, una pléyade de personalidades literarias que editan de forma regular y con notable éxito, nuevas voces de jóvenes que se incorporan, recitales anuales como Illanvers con muy buena acogida, ediciones y publicaciones diversas, presentaciones y premios, etc. En palabras de Josep M. Quintana, "Sin embargo, desde la década de los setenta del siglo pasado hemos visto cómo se generaba un indudable reflorecimiento de la literatura que, en los últimos veinte años, ha producido un buen número de escritores sólidos (poetas y narradores) que conforman, sin duda, uno de los periodos más fértiles en cuanto a la creación literaria. Además, se trata de autores que son conocidos, leídos y que tienen una clara incidencia sobre la sociedad. Creo, pues, que vivimos un momento muy bueno que, sin duda, producirá muchos más frutos en el futuro".&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Este plan prevé una serie de actuaciones que son un apoyo genérico a la literatura de Menorca y a su promoción y difusión y además incluye como novedad el programa llamado "Circuito de escritores", que tiene como objetivo la promoción de la literatura de Menorca y va dirigido al público en general, pero dirigido a públicos específicos según la actividad. El propósito marco es dar un apoyo directo a los creadores literarios en sus actividades extraliterarias y como consecuencia incidir en un doble sentido: fomentar la lectura de nuestros escritores y facilitar su difusión. Del "Circuito de escritores" se pueden beneficiar centros escolares de todos los niveles educativos, la Red de Bibliotecas de Menorca, los clubes de lectura, las editoriales, las librerías y cualquier otra entidad que trabaje en torno al libro y la lectura. El programa pone en relación los escritores y los lectores y es una herramienta que articula esta relación en torno a la creación literaria. Las actividades de este programa pueden ser diversas y tener formatos diferentes: tertulias literarias, talleres de creación, presentaciones de novedades, coloquios, recitales, conciertos, lecturas, etc.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Objectivos del Plan&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Son objetivos del Plan de Apoyo a Autores Literarios de Menorca: &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Reforzar programas y actuaciones que ya se realizan desde el Departamento de Cultura y Educación del Consell Insular de Menorca.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Crear nuevos programas de promoción de los escritores y sus obras.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Implicar a los colectivos en la actividad literaria y su difusión (medios de comunicación, bibliotecas, redes sociales) y enseñanza (centros educativos), en la puesta en marcha del Plan, así como las otras administraciones que puedan contribuir, las empresas del sector (editoriales y librerías) y asociaciones de escritores.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Dar a conocer los autores menorquines y sus obras.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Impulsar la lectura de autores menorquines entre los ciudadanos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Establecer vínculos entre el mundo de la creación literaria y el de la educación y la formación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Hacer consciente a la sociedad menorquina de la riqueza literaria de la isla.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Acercar escritores y lectores en una experiencia viva. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Dar a los autores menorquines más presencia social y en los medios de comunicación. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Profundizar en el conocimiento de la creación literaria menorquina por medio de programas didácticos de divulgación.&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;​​​​​​​&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Ámbitos de actuación&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Este plan quiere incidir en el conjunto de la ciudadanía de Menorca, pero cada actuación va dirigida a un segmento de la población específico según la naturaleza de la actuación y su objetivo. Así dividimos las actuaciones en diversos ámbitos de aplicación:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;a) Ámbito educativo: acciones de enseñanza y aprendizaje en centros escolares con fines educativos y actividades didácticas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;b) Ámbito divulgativo: acciones de difusión por medios diversos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;c) Ámbito bibliotecario: acciones de incremento de las actividades en torno a los autores y la lectura.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;d) Ámbito profesional: acciones de refuerzo a las actividades de librerías, editoriales y asociaciones en torno a la lectura de autores menorquines.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Evaluación&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;El Consell Insular creará una comisión evaluadora del Plan para hacer una valoración. Esta comisión se reunirá una vez el año y emitirá un informe que presentará al consejero de Cultura, Educación, Juventud y Deportes. El informe incluirá los indicadores y las estadísticas del conjunto de las actividades que se habrán realizado a lo largo del año.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;La comisión evaluadora del Plan SALM estará formada por el jefe de sección de archivos y bibliotecas del CIM, un técnico o administrativo del Departamento de Cultura, Educación, Juventud y Deportes del CIM, dos bibliotecarios de la Red de Bibliotecas de Menorca y el jefe de la Sección de Lengua y Literatura del IME. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Programa de actuaciones&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;El Plan se divide en dos tipos de actuaciones:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;A) &lt;strong&gt;Actuaciones propias del Plan&lt;/strong&gt;: son las que se realizan con la presencia del autor o autores y que se concretan principalmente en el programa "Circuito de escritores", tal como se detalla más adelante. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;B)&lt;strong&gt; Actuaciones complementarias en el Plan&lt;/strong&gt;: son las actividades o programas que se realizan sin la presencia del autor o autores y por las cuales los autores no reciben ninguna cantidad económica pero que son un apoyo genérico a la literatura de Menorca y a su promoción y difusión.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Son actuaciones complementarias:&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;● &lt;span style="color:#000000"&gt;&lt;strong&gt;Autores que pueden participar&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;El Consell Insular de Menorca contratará mediante factura los autores que participan en el programa "Circuito de escritores". Esta contratación se hará a partir de una solicitud que realizarán las entidades que soliciten una actividad con la presencia de un autor. El "Circuito de escritores" queda restringido a los escritores menorquines de nacimiento o de residencia en Menorca. El ámbito territorial del programa se circunscribe a la isla de Menorca. Los requisitos para participar son los siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;a) Haber nacido en Menorca o tener la residencia.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;b) Ser escritor de ficción literaria, es decir autor de obras de narrativa, poesía, teatro o ensayo literario.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;c) Ser miembro de una asociación profesional de escritores (AELC, PEN Club, CEDRO, etc.) o bien ser autor de un mínimo de dos obras individuales publicadas o haber participado como mínimo en tres libros colectivos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;d) Quedan excluidos los autores menorquines que residen en las otras Illes Balears (Mallorca, Eivissa y Formentera), dado que estos autores pueden optar al programa TALENTIB del IEB.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;● &lt;span style="color:#000000"&gt;&lt;strong&gt;Cuantía de las ayudas&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Las cantidades económicas serán destinadas directamente a los autores que realicen una actividad y se pagarán por medio de la factura que debe presentar el autor. Cada autor recibirá 125 € por actividad realizada, una vez presentada la factura correspondiente, si son residentes en Menorca. Si residen fuera de Menorca la cantidad a recibir será de 250 € para la primera actividad y de 125 € a partir de la segunda actividad durante una misma visita a Menorca. Cada autor podrá optar a un máximo de seis actividades o bien 750 € en total por cada año natural. Estas cantidades deben incluir el IVA correspondiente y en caso de las personas físicas es necesario también aplicar las retenciones de IRPF.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Estas cantidades se aplicarán a partir del año 2021. El incremento de las mismas se podrá aprobar por resolución del consejero ejecutivo en materia de cultura. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;● &lt;span style="color:#000000"&gt;&lt;strong&gt;Quién lo puede solicitar&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Pueden solicitar las actividades las entidades públicas o privadas (ayuntamientos, bibliotecas, centros educativos, asociaciones y entidades culturales o cívicas, librerías y empresas de gestión cultural -editoriales, programadores, curadores, etc.-) con una antelación mínima de 20 días a la celebración del acto o actividad, a través de un formulario al que se podrá acceder desde la web del Consell Insular de Menorca. Una vez comprobado el cumplimiento de los requisitos, el Consell Insular dará el visto bueno a la entidad solicitante para realizar la actividad y se comunicará al autor que la tiene que ofrecer.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;● &lt;span style="color:#000000"&gt;&lt;strong&gt;Calendario y plazos&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;El "Circuito de escritores" tiene una programación anual. Anualmente se incluirá en el presupuesto del Departamento de Cultura, Educación, Juventud y Deportes una partida por este concepto y la conformidad a la actividad estará condicionada a la disponibilidad presupuestaria. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
