2723 644278 370 2021-01-28 CAIB ![CDATA[Acuerdo del Consejo Ejecutivo del Consell Insular de Menorca, de fecha 28.12.2020, relativo a la concesión de las ayudas destinadas a paliar los efectos económicos y sociales de carácter negativo producidos en la juventud de Menorca a consecuencia de la crisis sanitaria derivada del COVID-19 (exp. 5226-000001-2020)]] 2716 2021-01-28 text/html 738 es CAIB CAIB es ![CDATA[<p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Mediante acuerdo del Consejo Ejecutivo del Consejo Insular de Menorca de día 19-10-2020 se aprobaron las bases que rigen la concesión de ayudas destinadas a paliar los efectos económicos y sociales de carácter negativo producidos en la juventud de Menorca consecuencia de la crisis sanitaria derivada del Covid-19, y la convocatoria para el año 2020, publicada en el BOIB núm. 188 de 10.31.2020, con varias líneas de ayudas:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Línea 1. Ayudas a la adquisición de equipos informáticos</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Línea 2a. Ayudas para la obtención de permisos de conducción</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Línea 2b. Ayudas a la adquisición de equipos informáticos: 500 euros</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Línea 2a. Ayudas para participar en actividades formativas no regladas artísticas, culturales y de ocio: 300 euros</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Línea 3. Ayudas a la constitución de asociaciones juveniles: 1.000 euros</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%"><span style="color:#000000">Mediante el Decreto de la Presidencia del Consell Insular de Menor ca núm. 265/2020, de 17 de noviembre, publicado en el BOIB núm. 197 de 11.19.2020, se rectificaron unos errores materiales de las bases y se amplió el plazo de presentación de solicitudes a la convocatoria para el año 2020 en 5 días hábiles más.</span></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Consta en el expediente un informe conjunto de la técnica del Instituto de la Juventud de Menorca (INJOVE), colaboradora en la instrucción del expediente, y la técnica de gestión del Departamento de Cultura, Educación, Juventud y Deportes, instructora del expediente, firmado en fecha 17/12/2020, de acuerdo con el cual se han revisado las solicitudes y la documentación presentada para comprobar administrativamente y técnicamente el cumplimiento de los requisito exigidos, se han requerido una serie de subsanación de deficiencias, y se ha examinado y revisado la documentación presentada en respuesta a los requerimientos. El orden de valoración de las diversas líneas contenida en el informe se ha establecido en función de la posibilidad de recibir remanentes de las otras líneas, de acuerdo con lo previsto en la convocatoria. El contenido del informe, en síntesis, es el siguiente:</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%"><span style="color:#000000">1. En cuanto a la Línea 1, de ayudas a la adquisición de equipos informáticos:</span></span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Se han presentado un total de 79 solicitudes de ayudas a la Línea 1. En el momento de emisión del informe, varias solicitudes se encontraban dentro de plazo de subsanación de deficiencias, otras se había comprobado que cumplían los requisitos y finalmente otras deben ser excluidas por diversos motivos de exclusión. Teniendo en cuenta que la cuantía total máxima que puede ser atendida con cargo a la partida correspondiente del ejercicio presupuestario del año 2020 para esta línea es de 15.000 €, que la convocatoria no prevé que esta línea se vea beneficiada de los eventuales remanentes de otras líneas, y que el importe máximo por solicitante previsto en la convocatoria para esta línea es de 500 euros, se concluye que la suma de los importes solicitados (hasta, como máximo, el límite individual mencionado) correspondientes a las solicitudes valoradas favorablemente y a las solicitudes pendientes de subsanación resulta insuficiente para atender todas las solicitudes presentadas, por lo que, una vez finalizado el plazo de subsanación de deficiencias se deberán aplicar los criterios y la fórmula previstos en las bases para la distribución de las ayudas y la determinación del importe de cada subvención (bases novena y décima) en el supuesto de que sea necesario repartir el importe total de la convocatoria. En consecuencia, se concluye que la valoración de esta Línea 1 será objeto de un informe posterior.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">2. En cuanto a la Línea 2b, de Ayudas para participar en actividades formativas no regladas artísticas, culturales y de ocio:</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Se han presentado un total de 9 solicitudes de ayudas a la Línea 2b. En el momento de emisión del informe, una solicitud se encontraba dentro de plazo de subsanación de deficiencias, otras se había comprobado que complían los requisitos y finalmente otras deben ser excluidas por diversos motivos de exclusión. Teniendo en cuenta que la cuantía total máxima que puede ser atendida con cargo a la partida correspondiente del ejercicio presupuestario del año 2020 para esta línea es de 15.000 € y que el importe máximo por solicitante previsto en la convocatoria para esta linea es de 300 euros, se concluye que la suma de los importes solicitados (hasta, como máximo, el límite individual mencionado) correspondientes a las solicitudes valoradas favorablemente ya la solicitud pendiente de subsanación, resultará suficiente para atender todas las solicitudes presentadas, por lo que, una vez finalizado el plazo de subsanación de deficiencias, no será necesario aplicar los criterios y la fórmula que las bases prevén para el supuesto de que se tenga que repartir el importe total de la convocatoria presupuestado para la línea correspondiente, de forma que el importe individual de cada subvención se corresponderá con el importe de los gastos subvencionables acreditados, en aplicación de la base quinta. Teniendo en cuenta, además, la proximidad de la finalización del presente ejercicio presupuestario, se propone resolver las solicitudes ya valoradas y continuar con la instrucción del procedimiento de concesión de ayudas respecto del resto de solicitudes. </span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">En consecuencia, se propone:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">- Denegar las solicitudes de ayudas a los solicitantes que presentan motivos de exclusión, de acuerdo con la tabla contenida en el informe.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">- Conceder las solicitudes de ayudas a los solicitantes que cumplen los requisitos establecidos en las bases que regulan la convocatoria del año 2020 y por el importe que se indica en la tabla contenida en el informe.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">- Continuar con la instrucción del procedimiento de concesión de ayudas, respecto del resto de solicitudes, que se especifiquen en la tabla contenida en el informe.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Por otra parte, en cumplimiento del acuerdo aprobatorio de la convocatoria, la cuantía sobrante de esta línea 2b, por importe de 13.500 €, deberá revertir en la línea 2a. Esta cantidad sobrante es el resultado de restar de la cantidad global presupuestada para esta línea (15.000 €) las ayudas concedidas (1.200 €) y la cantidad máxima que podría llegar a recibir la solicitud en fase de instrucción (300 €).</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">3. En cuanto a la Línea 3, de Ayudas a la constitución de asociaciones juveniles:</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Se ha presentado una única solicitud de ayuda, la qual no cumple los requisitos exigidos en las bases para ser beneficiaria, por lo que se la excluirá del procedimiento y en consecuencia se propone denegarla.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Por otra parte, en cumplimiento del acuerdo aprobatorio de la convocatoria, la cuantía sobrante de esta línea, por importe de 5.000 €, revertirá en la línea 2a.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">4. En cuanto a la Línea 2a, de Ayudas para la obtención de permisos de conducción:</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">En cumplimiento del acuerdo aprobatorio de la convocatoria, y teniendo en cuenta los remanentes ya explicados de las otras líneas, la cuantía sobrante de la línea 2b (13.500 €) y de la línea 3 (5.000 €) revertirá en la línea 2a, que contará con una cuantía total máxima que podrá ser atendida con cargo a la partida correspondiente del ejercicio presupuestario del año 2020, de 33.500 €.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Se han presentado un total de 110 solicitudes de ayudas a la Línea 2a. En el momento de emisión del informe varias solicitudes se encontraban dentro del plazo de subsanación de deficiencias, otros se había comprobado que cumplían los requisitos y finalmente otras deben ser excluidas por diversos motivos de exclusión. Teniendo en cuenta que finalmente la cuantía total máxima que puede ser atendida con cargo a la partida correspondiente del ejercicio presupuestario del año 2020 para esta línea es de 33.500 € y que el importe máximo por solicitante previsto en la convocatoria para esta línea es de 500 euros, se concluye que la suma de los importes solicitados (hasta, como máximo, el límite individual mencionado) correspondientes a las solicitudes valoradas favorablemente y a las solicitudes pendientes de subsanación (30.951,51 €) resultará suficiente para atender todas las solicitudes presentadas, por lo que, una vez finalizado el plazo de subsanación de deficiencias no será necesario aplicar los criterios y la fórmula que las bases prevén para el supuesto de que se deba repartir el importe total de la convocatoria presupuestado para la línea correspondiente, de forma que el importe individual de cada subvención se corresponderá con el importe de los gastos subvencionables acreditados, en aplicación de la base quinta. Teniendo en cuenta, además, la proximidad de la finalización del presente ejercicio presupuestario, se propone resolver las solicitudes ya valoradas y continuar con la instrucción del procedimiento de concesión de ayudas respecto del resto de solicitudes. En consecuencia, se propone:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">- Denegar las solicitudes de ayudas a los solicitantes que presentan motivos de exclusión, de acuerdo con la tabla contenida en el informe.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">- Tener por desistidos de la solicitud, dado que no han subsanado en el plazo otorgado, los solicitantes que se relacionan en la tabla contenida en el informe.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">- Conceder las solicitudes de ayudas a los solicitantes que cumplen los requisitos establecidos en las bases que regulan la convocatoria del año 2020 y por el importe que se indica en la tabla contenida en el informe.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">- Continuar con la instrucción del procedimiento de concesión de ayudas respecto del resto de solicitudes, que se especifican en la tabla contenida en el informe.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">El informe técnico propone finalmente, dado que los solicitantes que cumplen los requisitos requeridos en las bases reguladoras han presentado los justificantes correspondientes de los gastos subvencionables junto con la solicitud, que de acuerdo con lo que se exige en las bases se abonen las ayudas a los beneficiarios en las cuantías especificadas en las relaciones, las cuales se aplicarán a la partida presupuestaria indicada en la convocatoria.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Considerando el dictamen de la Comisión Evaluadora, reunida día 18.12.2020, adoptado por unanimidad de sus miembros, por el que se acuerda:</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">1º. Aceptar el contenido del informe técnico</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">2º. Proponer al consejero del Departamento de Educación, Cultura, Juventud y Deportes, que eleve al Consejo ejecutivo del Consejo Insular de Menor ca, la siguiente propuesta de acuerdo:</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Primero. Denegar las solicitudes de ayudas destinadas a paliar los efectos económicos y sociales de carácter negativo producidos en la juventud de Menor ca a consecuencia de la crisis sanitaria derivada del Covid-19, para participar en actividades formativas no regladas artísticas, culturales y de ocio (Línea 2b), a los solicitantes por los motivos que se especifican: (...)</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Segundo. Denegar la única solicitud presentada de ayudas destinadas a paliar los efectos económicos y sociales de carácter negativo producidos en la juventud de Menorca a consecuencia de la crisis sanitaria derivada del Covid-19, para Ayudas a la constitución de asociaciones juveniles (Línea 3), al solicitante siguiente por el motivo que se especifica: (...)</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Sexto. Revertir el remanente de la línea 3ª de ayudas a la constitución de asociaciones juveniles, por importe de 5.000 €, en la línea 2a, de ayudas para la obtención de permisos de conducción.</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Séptimo. Denegar las solicitudes de ayudas destinadas a paliar los efectos económicos y sociales de carácter negativo producidos en la juventud de Menorca a consecuencia de la crisis sanitaria derivada del Covid-19, para la obtención de permisos de conducción (Línea 2a) a los solicitantes por los motivos que se especifican: (...)</span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#00000a"><span style="line-height:100%">Octavo.
