&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:#000000"&gt;1. En el BOIB núm. 212, de 22 de diciembre de 2020 , se publicó la Resolución de la consejera de Administraciones Públicas y Modernización de 10 de diciembre de 2020, a propuesta de la directora gerente de la Escuela Balear de Administración Pública, por la cual se convoca un concurso para constituir una bolsa extraordinaria para cubrir, con carácter de interinidad, plazas vacantes del cuerpo facultativo técnico, escala humanística y de ciencias sociales, especialidad cooperación, de la Administración especial de la Comunidad Autónoma de las Illes Balears, en la isla de Mallorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:#000000"&gt;2. En el apartado f) de la base 3 del anexo 1 de la citada Resolución se dispone como uno de los requisitos de acceso que las persones aspirantes tienen que acreditar el título o el certificado del nivel B2 de inglés o del nivel B2 de francés. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;3. Para clarificar cuáles son los títulos y certificados del nivel B2 de inglés o del nivel B2 de francés del MERC que se admitirán como requisito de acceso se considera conveniente publicar un nuevo redactado de este requisito y añadir un anexo con los títulos y certificados de acreditación de la competencia en estas lenguas extranjeras que se considerarán válidos para poder participar en la bolsa, en sustitución del publicado en la Resolución de consejera Administraciones Públicas y Modernización, antes mencionada.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;Fundamentos de derecho&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;1. La Ley 39/2015, de 1 de octubre, del Procedimiento Administrativo Común de las Administraciones Públicas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;2. La Ley 3/2003, de 26 de marzo de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;3. El Real Decreto Legislativo 5/2015, de 30 de octubre, por el que se aprueba el texto refundido de la Ley del Estatuto Básico del Empleado Público.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;4. La Ley 3/2007, de 27 de marzo, de Función Pública de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;5. La Ley 2/2007, de 16 de marzo, de cuerpos y escalas de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;6. El Decreto 30/2009, de 22 de mayo, por el que se aprueba el Procedimiento de selección de personal funcionario interino al servicio de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;7. Resolución del consejero de Educación, Universidad e Investigación, de día 2 de abril de 2020 por la cual se dictan las instrucciones para regular el proceso de admisión y matriculación de los alumnos a las enseñanzas de idiomas de los centros sostenidos con fondos públicos de la Comunidad Autónoma de las Illes Balears, mientras no se publique la normativa autonómica que regule este proceso.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;8. El Decreto 10/2019, de 2 de julio, de la presidenta de las Illes Balears, por el cual se dispone el nombramiento de los miembros del Gobierno de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;9. El Decreto 21/2019, de 2 de agosto, de la presidenta de las Illes Balears, por el cual se establecen las competencias y la estructura orgánica básica de las consejerías de la Administración de la Comunidad Autónoma de las Illes Balears, redactado de acuerdo con el Decreto 22/2019, de 19 de agosto de la presidenta de las Illes Balears (modificado por el Decreto 36/2019, de 20 de diciembre, de la presidenta de las Illes Balears, por el cual se modifica el Decreto 21/2019, de 2 de agosto).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Por todo esto, dicto la siguiente&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;Resolución&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;1. Modificar el apartado f) de la base 3 del anexo 1 de la Resolución de la consejera de Administraciones Públicas y Modernización de 10 de diciembre de 2020, a propuesta de la directora gerente de la Escuela Balear de la Administración Pública, por la cual se convoca un concurso para constituir una bolsa extraordinaria para cubrir, con carácter de interinidad, plazas vacantes del cuerpo facultativo técnico, escala humanística y de ciencias sociales, especialidad cooperación, de la Administración especial de la Comunidad Autónoma de las Illes Balears, en la isla de Mallorca (BOIB núm. 212, de 22 de diciembre de 2020), que queda redactado de la siguiente forma:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;«f) Estar en posesión del título académico exigido o nivel de titulación exigido en la convocatoria específica, o en condiciones de obtenerlo en la fecha en que acabe el plazo de presentación de las solicitudes. &lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;La titulación exigida para participar en la bolsa convocada es cualquiera de las siguientes: &lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;- Título oficial de grado, diplomatura o título correspondiente al primer ciclo universitario del área de artes y humanidades o ciencias sociales y jurídicas.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;En el caso de titulaciones expedidas al extranjero, hay que aportar la homologación correspondiente del Ministerio competente en la materia.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;Si el título procede de un estado miembro de la Unión Europea, se tiene que presentar el certificado acreditativo del reconocimiento o de la homologación del título equivalente, en conformidad con la Directiva 89/48, de 21 de diciembre de 1988, el Real Decreto 1665/1992 y otras normas de transposición y despliegue.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;- Y además, certificado acreditativo de conocimiento del nivel B2 de inglés o del nivel B2 de francés del Marco Común Europeo de Referencia (MCER).&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;A estos efectos se tendrán en cuenta los títulos de certificación de nivel emitidos por las Escuelas Oficiales de Idiomas (EOI), así como los títulos o certificados de acreditación de la competencia en lenguas extranjeras que aparecen en la Resolución del consejero de Educación, Universidad e Investigación, de día 2 de abril de 2020 por la cual se dictan las instrucciones para regular el proceso de admisión y matriculación de los alumnos a las enseñanzas de idiomas de los centros sostenidos con fondos públicos de la CAIB (BOIB núm. 53, de 7 de abril de 2020) y recogidos en el anexo 5.»&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:#000000"&gt;2. Hacer público un nuevo anexo (anexo 5) de los títulos y certificados de acreditación de la competencia en lengua extranjera inglesa y francesa que se tendrán en cuenta a efectos de acreditar el conocimiento del nivel B2 de inglés o de francés del MCER, el cual quedan redactados en los términos establecidos en el anexo de la presente Resolución.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;3. Otorgar un plazo de quince días hábiles, a partir del día siguiente de la publicación de esta Resolución en el &lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt;, para que las personas interesadas puedan presentar las solicitudes para participar en el concurso para constituir una bolsa extraordinaria para cubrir, con carácter de interinidad, plazas vacantes del cuerpo facultativo técnico, escala humanística y de ciencias sociales, especialidad cooperación, de la Administración especial de la Comunidad Autónoma de las Illes Balears, en la isla de Mallorca, en los mismos términos que en la convocatoria de 10 de diciembre (BOIB núm. 212, de 22 de diciembre de 2020).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:#000000"&gt;4. Publicar esta Resolución en el &lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;Interposición de recursos&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Contra esta Resolución, que agota la vía administrativa, se puede interponer un recurso potestativo de reposición ante la consejera de Administraciones Públicas y Modernización, en el plazo de un mes a partir del día siguiente que se haya publicado la Resolución en el &lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt;, de acuerdo con los artículos 123 y 124 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;También se puede interponer un recurso contencioso administrativo ante el Juzgado Contencioso Administrativo de Palma en el plazo de dos meses a partir del día siguiente de la publicación de esta Resolución, de acuerdo con los artículos 8.2 y 46 de la Ley 29 / 1998, de 13 de julio, reguladora de la jurisdicción contencioso administrativa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
