El Consejo Ejecutivo del Consejo Insular de Menorca, en la sesión de carácter ordinario de día 2 de noviembre de 2020, aprobó la convocatoria de ayudas de &lt;em&gt;minimis&lt;/em&gt; del CIM para el fomento de las razas autóctonas de Menorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Esta convocatoria se rige por las bases aprobadas por el Consejo Ejecutivo del CIM en la sesión de carácter ordinario de día 20 de mayo de 2019 (BOIB núm. 82 de 20 de junio de 2019).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2. La dotación presupuestaria de esta convocatoria es de 20.000 € de la partida 5.41240.4890000.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;3. El plazo de presentación de solicitudes era de 10 días naturales contados a partir del día siguiente de haberse publicado la convocatoria en el &lt;em&gt;BOIB&lt;/em&gt;. En este plazo se han presentado tres solicitudes. Los tres solicitantes cumplen los requisitos de la convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;4. El objeto de esta convocatoria es dar apoyo a las actividades que hayan llevado a cabo, entre día 1 de enero de 2019 y día 31 de octubre de 2020, las asociaciones ganaderas de razas autóctonas de Menorca, por tal de compensar el coste de los gastos relacionados con la gestión de los libros genealógicos y la mejor genética, para obtener productos primarios de calidad, y también los gastos derivados de los trabajos que realizan las asociaciones para promocionar estos productos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;5. El punto 4 de las bases enumera las actividades subvencionables y el punto 7 indica la documentación que deben presentar los solicitantes de las ayudas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;6. El punto 8 de las bases indica la prelación y valoración de las solicitudes. Para la concesión de las subvenciones previstas, se establece que se tendrá en cuenta el siguiente criterio : censo medio de cada explotación, obtenido de la división entre el número de animales inscritos en el libro genealógico y el número de afiliados a cada asociación:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;a)&lt;/em&gt; &amp;lt; 20 cabezas : 4 puntos&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;b)&lt;/em&gt; 20-40 cabezas: 5 puntos&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;c)&lt;/em&gt; &amp;gt; 40 cabezas: 6 puntos&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Según el resultado en la puntuación corresponderán las cantidades siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;a)&lt;/em&gt; menos de 5 puntos : 6.000€ &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;b)&lt;/em&gt; igual o más de 5 puntos: 12.000€&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;7. El punto 12.1 de las bases prevé la presentación de la justificación de los gastos objeto de subvención juntamente con la solicitud.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;8. Día 3 de diciembre de 2020 se reunió la Comisión Evaluadora de las ayudas y emitió su respuesta.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Vista la propuesta del consejero ejecutivo del Departamento de Economía y Territorio;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;El Consejo Ejecutivo, por unanimidad y en votación ordinaria, adopta los siguientes acuerdos:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Primero.&lt;/strong&gt; Conceder y tramitar el pago, por un importe total de 19.880,60 €, de las ayudas siguientes de la convocatoria de ayudas de &lt;em&gt;minimis&lt;/em&gt; del CIM para el fomento de las razas autóctonas de Menorca, por tal de compensar el coste de los gastos relacionados con la gestión de los libros genealógicos y la mejora genética, para obtener productos primarios de calidad, y también para los gastos derivados de los trabajos que realizan las asociaciones para promocionar estos productos, llevados a cabo entre el 1 de enero de 2019 y el 31 de octubre de 2020, con cargo a la partida 5.41240.4890000 del Presupuesto General del Consejo Insular de Menorca para el año 2020:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Estas ayudas, en virtud de su naturaleza específica, como ayudas de &lt;em&gt;minimis&lt;/em&gt;, están sometidas al Reglamento (UE) núm. 1408/2013 de la Comisión, de 18 de diciembre de 2013 relativo a la aplicación de los artículos 107 y 108 del Tratado de funcionamiento de la Unión Europea de las ayudas de &lt;em&gt;minimis&lt;/em&gt; en el sector agrícola, modificado por el Reglamento (UE) núm. 2019/316 de 21 de febrero, lo cual implica, entre otras cosas, que el beneficiario final de ayuda no pueda recibir, en los tres últimos ejercicios fiscales (2018, 2019 y 2020), ayudas públicas o de entes privados financiados con cargo a los presupuestos públicos en concepto de &lt;em&gt;minimis&lt;/em&gt; por un importe superior a 20.000 €&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Segundo.&lt;/strong&gt; Remitir la resolución del expediente de concesión de ayudas a la BDNS y publicarla en el Boletín Oficial de las Islas Baleares, sin perjuicio de la obligación de notificarla individualmente a las personas interesadas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Tercero.&lt;/strong&gt; Comunicar el acuerdo primero a la Consejería de Agricultura, Pesca y Alimentación del Gobierno de las Islas Baleares por tal de que tenga los efectos que correspondan.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Contra este acuerdo – que no agota la vía administrativa – se podrá interponer un recurso de alzada ante la Comisión de Gobierno en el plazo de un mes contador desde el día siguiente a que se haya publicado, de acuerdo con el artículo 122 de la Ley 39/20105, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas y el artículo 22 de la Ley 8/2000, de 27 de octubre, de consejos insulares&lt;em&gt;.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;El mencionado recurso se entenderá desestimado, si no se notifica la resolución correspondiente, cuando hayan transcurrido tres meses desde su interposición. Contra la desestimación del recurso de alzada por silencio administrativo podréis interponer recurso contencioso administrativo ante el Juzgado Contencioso Administrativo de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
