&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1. El artículo 16 y siguientes del Real Decreto Legislativo 5/2015, de 30 de octubre, por el que se aprueba el texto refundido de la Ley del Estatuto básico del empleado público (EBEP), establecen la carrera profesional como el conjunto ordenado de oportunidades de ascenso y expectativas de progreso profesional conforme a los principios de igualdad, mérito y capacidad. Por su parte, la Ley 3/2007, de 27 de marzo, de la Función Pública de la Comunidad Autónoma de las Illes Balears, configura la carrera profesional como la progresión en el seno de la Administración mediante la consolidación del grado personal, la promoción interna y la movilidad, rigiéndose por los mismos principios constitucionales de igualdad, mérito y capacidad. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;2. El día 14 de diciembre de 2020 se adoptó Acuerdo entre la Oficina de Prevención y Lucha contra la Corrupción en les Illes Balears y su Delegación de Personal relativo al sistema de carrera profesional horizontal del personal funcionario de carrera al servicio de la misma, determinándose que se declarase abierto el proceso de progresión en el sistema ordinario de carrera profesional para el personal funcionario de carrera de esta Oficina, de tal forma que la primera convocatoria de carrera ordinaria para acceder a los distintos niveles que integran la carrera profesional horizontal se lleve a cabo de acuerdo con los requisitos legalmente establecidos y antes de que finalizase el presente año 2020. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3. Mediante Resolución de fecha 14 de diciembre de 2020, de la Oficina de Prevención y Lucha contra la Corrupción en les Illes Balears, se acordó, de un lado, aprobar el sistema de carrera profesional horizontal y la evaluación del cumplimiento del personal funcionario de carrera de esta Oficina en los mismos términos que el Acuerdo sobre el modelo de carrera profesional del personal funcionario y laboral al servicio de los Servicios Generales de la Comunidad Autónoma de las Illes Balears y, de otro, declarar abierto el proceso de progresión en el sistema ordinario de carrera profesional para el personal funcionario de carrera de esta Oficina, de tal forma que la primera convocatoria de carrera ordinaria para acceder a los distintos niveles que integran la carrera profesional horizontal se llevará a cabo de acuerdo con los requisitos legalmente establecidos&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;En su virtud, y haciendo uso de la competencia que me atribuye el artículo 6.1.l) del Reglamento de funcionamiento y régimen interior de la Oficina de Prevención y Lucha contra la Corrupción en les Illes Balears&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Resuelvo&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;1. Convocar un procedimiento para progresar en el modelo de carrera profesional del personal funcionario de carrera de la Oficina de Prevención y Lucha contra la Corrupción en les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;2. Aprobar las bases que rigen esta convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3. Aprobar los criterios de valoración y el baremo de puntuación aplicable a esta convocatoria relativo al bloque de Aprendizaje, docencia y gestión del conocimiento (anexo 1)&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;4. Aprobar al modelo de solicitud para participar en ella (anexo 2).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;5. Designar a los miembros del Comité de Valoración que se indican en el apartado 6.5 de esta Resolución.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;6. Publicar esta Resolución y sus anexos en la página web de la Oficina y en el BOIB.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Interposición de recursos&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Contra esta resolución, que agota la vía administrativa, se puede interponer, con carácter potestativo, recurso de reposición ante el mismo órgano que lo dictó en el plazo de un mes contado a partir del día siguiente de su publicación en el Boletín Oficina de las Illes Balears (BOIB), de acuerdo con lo dispuesto en los artículos 123 y 124 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas; o bien se puede interponer directamente recurso contencioso-administrativo ante los juzgados de lo contencioso-administrativo de Palma en el plazo de dos meses contados a partir del día siguiente al de su publicación en el BOIB, de acuerdo con lo dispuesto en los artículos 8.2, 14 y 46 de la Ley 29/1998, de 13 de julio, reguladora de la jurisdicción contencioso-administrativa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;BASES DE LA CONVOCATORIA&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;1. Objeto&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Esta convocatoria tiene como objeto dar cumplimiento al Acuerdo Tercero de la Resolución de 14 de diciembre de 2020 de la Oficina de Prevención y Lucha contra la Corrupción en les Illes Balears, por la que se reguló el sistema de carrera profesional horizontal y la evaluación del cumplimiento del personal funcionario de carrera que presta servicios en la misma. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;2. Ámbito de aplicación&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;2.1 Puede participar en este procedimiento ordinario, siempre que cumpla los requisitos del punto 3, el personal funcionario de carrera de la Oficina.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;3. Requisitos&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Para participar en esta convocatoria, el personal debe cumplir los siguientes requisitos:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;3.1. Disponer de fracciones de tiempos remanentes que no hayan sido utilizadas para obtener un nivel en la fase de encuadramiento inicial de implantación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3.2. Tener reconocido el nivel inmediatamente anterior cuando se trate de acceder a los niveles II, III y IV.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;3.3. Tener, al menos, cinco años de servicios prestados computados de la forma siguiente:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Tiempo de servicios sobrantes establecido en el punto 3.1 anterior.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Tiempo de servicios prestado en el cuerpo o la categoría en que se pretende progresar hasta la fecha de publicación de esta convocatoria en el Boletín Oficial de las Illes Balears (fecha de efectos administrativos).&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Se entiende como situación computable a efectos de tiempo, las siguientes situaciones administrativas:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;a) Servicio activo&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;b) Servicios especiales&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;c) Excedencia forzosa laboral&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;d) Excedencia voluntaria por razón de violencia de género&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;e) Excedencia por cuidado de familiares&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;f) Excedencia por razón de violencia terrorista&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;g) Expectativa de destino y excedencia forzosa por el transcurso del tiempo máximo de duración de la situación de expectativa de destino&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;h) Excedencia voluntaria especial regulada en el Decreto ley 5/2012, de 1 de junio, de medidas urgentes en materia de personal y administrativas para la reducción del déficit público del sector público de la comunidad autónoma de las Illes Balears y de otras instituciones autonómicas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;4.&amp;nbsp;Méritos necesarios&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;4.1. Haber obtenido del Director de la Oficina un informe de aprovechamiento satisfactorio que haya evaluado los siguientes ítems:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;A) Evaluación de objetivos. La evaluación de los resultados obtenidos es fundamental en la consecución de los objetivos de una unidad, así como conocer el grado de consecución de los mismos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;B) Evaluación de competencias profesionales. La evaluación de las competencias se fundamenta en la evaluación de las conductas profesionales relacionadas con las competencias necesarias para desarrollar las funciones asignadas al puesto de trabajo. La definición de estas competencias permitirá identificar los conocimientos, habilidades, aptitudes y valores necesarios para desarrollar el trabajo con un grado de eficacia y eficiencia óptimo. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;4.2. Evaluación de desarrollo personal: formación, innovación y transferencia del conocimiento (aprendizaje, docencia y gestión del conocimiento). Se entiende por aprendizaje el proceso por el cual se adquiere una determinada habilidad, se asimila información o se adapta una nueva estrategia para mantener la competencia profesional y mejorarla, con la finalidad de contribuir a elevar la calidad de los servicios, a la consecución de los objetivos estratégicos de la organización y al desarrollo profesional de los empleados públicos. Se entiende por docencia el proceso de transmisión de conocimientos, técnicas y habilidades. Por otra parte, se entiende por gestión del conocimiento las diferentes acciones encaminadas a crear, capturar, transformar, difundir y utilizar el conocimiento para la gestión efectiva del capital intelectual en el desarrollo de la organización.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;En este bloque hay que obtener la siguiente puntuación mínima, según detalle del Anexo I de esta convocatoria,&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Personal funcionario de carrera de los subgrupos A1 y A2: 30 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Personal funcionario de carrera de los subgrupos C1 y C2: 20 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;5. Criterios aplicables para esta convocatoria&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;5.1. En el supuesto de los apartados relativos a formación de actualización y perfeccionamiento, docencia y gestión del conocimiento, se tendrán en cuenta los méritos obtenidos en el periodo comprendido entre la fecha de la toma de posesión de cada funcionario en la Oficina y el día anterior a la publicación de la convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;5.2. En el supuesto de los apartados relativos a titulaciones académicas diferentes de la exigida para el acceso en el cuerpo o categoría en la que se pretende progresar en la carrera; a certificados de niveles de idiomas del Marco común europeo de referencia, incluidos certificados de niveles de catalán superiores al exigido para acceder al cuerpo o la categoría correspondiente, y al certificado del conocimiento de lenguaje administrativo, se tendrán en cuenta los obtenidos en cualquier momento anterior a la publicación de la convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;6. Procedimiento&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;6.1. Plazo para presentar solicitudes&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El plazo para presentar solicitudes es de quince días, a contar desde el día siguiente de la publicación de esta resolución.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;6.2. Modelo de solicitud&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Las solicitudes se ajustarán al modelo oficial establecido en el Anexo 2.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;6.3. Presentación de solicitudes&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Las solicitudes se han de rellenar y presentar en el Registro General de la Oficina o en cualquier otra de las formas establecidas en el artículo 16.4 de la Ley 39/2015, 1 de octubre.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;6.4. Acreditación de requisitos y méritos necesarios&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Los requisitos se acreditan con los documentos que constan en el expediente personal. No obstante, en caso de que las personas solicitantes consideren que falta acreditar alguno podrán aportarlo con la solicitud.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Con respecto a los méritos, las personas solicitantes pueden aportar los que consideren oportunos. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Por el hecho de presentar la solicitud, la persona interesada acepta las bases de la convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;6.5. Comité de Valoración&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Para valorar las solicitudes presentadas se crea un Comité de Valoración.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;6.6. Funciones del Comité de Valoración&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Recibir las solicitudes presentadas, comprobar los requisitos y valorar los méritos de las personas solicitantes.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Elevar al Director de la Oficina las propuestas provisionales y definitivas de las listas de personas admitidas y excluidas de la convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Elevar al Director la propuesta definitiva de estimación o desestimación de la solicitud de acceso a cada nivel.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;6.7. Composición y funcionamiento del Comité de Valoración&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El Comité de Valoración está formado por tres miembros:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El Director o la directora de la Oficina o persona en quien delegue. &lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El Jefe o la Jefa de Área de Asesoramiento, Representación y Defensa Jurídica&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El Delegado o la Delegada de Personal.&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Las personas que son miembros del Comité de Valoración se abstendrán de formar parte de él si se dan los motivos de abstención que establece la Ley 40/2015, de 1 de octubre, de régimen jurídico del sector público.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Los miembros del Comité de Valoración están obligados a guardar secreto sobre los informes, las evaluaciones, las deliberaciones y los comentarios hechos sobre las personas evaluadas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;6.8. Listas provisionales&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Una vez vencido el plazo para presentar solicitudes, se publicará, en la página web y en el tablón de anuncios de la Oficina la Resolución del Director, que contendrá las listas provisionales de personas admitidas, de las que han de subsanar las deficiencias de la solicitud y de&amp;nbsp; las excluidas junto con la causa de exclusión.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Las personas interesadas dispondrán del plazo de diez días hábiles, a contar desde el día siguiente de la publicación de la resolución que contiene las listas provisionales para subsanar las deficiencias y para formular las alegaciones que consideren oportunas contra la exclusión.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;6.9. Listas definitivas&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Resueltas las subsanaciones y las alegaciones, el Director dictará las correspondientes resoluciones, que contendrán las listas definitivas de personas admitidas y excluidas, especificando la causa de la exclusión. Estas resoluciones se publicarán de la misma manera que la resolución con las listas provisionales.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;6.10. Resolución&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El Comité de Valoración, una vez valorados los méritos aportados, elevará una propuesta al Director, en la que especificará el personal que accede a un nuevo nivel de carrera profesional, así como el que no lo hace.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El Director dictará una resolución definitiva, en la que constará de manera individualizada la consecución o no del nivel de carrera correspondiente.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;6.11. Plazo de resolución y efectos&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El plazo máximo para resolver este procedimiento es de seis meses. Los efectos de la falta de resolución expresa son desestimatorios, de acuerdo con la disposición adicional octava de la Ley 3/2007, de 27 de marzo, de la función pública de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;7. Efectos administrativos y económicos derivados del nivel de carrera alcanzado&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El reconocimiento administrativo del nivel correspondiente y los efectos económicos del reconocimiento para el personal que lo solicite se retrotraen a la fecha de la publicación de la convocatoria en el Boletín Oficial de las Illes Balears, de conformidad con lo establecido en el punto 9.5 del el Acuerdo sobre el modelo de carrera profesional del personal funcionario y laboral al servicio de los Servicios Generales de la Comunidad Autónoma de las Illes Balears, al que se remite el apartado Primero de la RESOLUCIÓN de 14 de diciembre de 2020, de la Oficina de Prevención y Lucha contra la Corrupción en las Illes Balears, por la que se regula el sistema de carrera profesional horizontal y la evaluación del cumplimiento del personal funcionario de carrera que presta servicios en la misma.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;ANEXO I&lt;span style="display:block; margin-bottom:0px; margin-top:0px"&gt; &lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;strong&gt;Criterios de valoración y baremo de puntuación relativos al bloque de aprendizaje, docencia y gestión del conocimiento&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;strong&gt;1. Aprendizaje&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Se entiende por aprendizaje el proceso mediante el que se adquiere una determinada habilidad, se asimila información o se adopta una nueva estrategia para el mantenimiento y la mejora de la competencia profesional, con la finalidad de contribuir a elevar la calidad de los servicios, la consecución de los objetivos estratégicos de la organización y el desarrollo profesional de los empleados públicos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1.1. Aprendizaje para la actualización y el perfeccionamiento profesional&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;La Oficina es el órgano competente para establecer, organizar y desarrollar una parte de la acción formativa del personal a su servicio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;En este apartado se valora la participación en acciones formativas encaminadas al mantenimiento, la actualización y el perfeccionamiento profesional, que imparte la Oficina o imparte u homologa la EBAP, así como la participación en otras actividades impartidas en el marco del Acuerdo de Formación para el Empleo de las Administraciones Públicas, independientemente de quien sea el promotor en el periodo correspondiente.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;También se valora la asistencia a congresos, jornadas y conferencias relacionadas con la actividad profesional e institucional que organicen&amp;nbsp; la Oficina, la EBAP, la Administración de la CAIB y otras administraciones, sus entes instrumentales, las universidades, los colegios profesionales, así como las corporaciones de derecho público vinculadas al ámbito de actuación de la Oficina, así como do otros entes e instituciones cuya actividad tenga relación con el ámbito de la Oficina.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Asimismo, la asistencia a la formación que realiza el Servicio de Prevención de Riesgos Laborales de la Comunidad Autónoma de las Illes Balears también se valora como asistencia de acuerdo con el número de horas certificado.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;En caso de que en los certificados de las acciones formativas no conste su duración se valorarán con 0,15 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;1.2. Formación académica&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Se valoran todas las titulaciones académicas el carácter oficial o cuya equivalencia tenga reconocido y establecido el Ministerio de Educación y Formación Profesional diferentes a las exigidas como requisito de acceso, así como las titulaciones universitarias no oficiales y los títulos propios de posgrado de las universidades en la regulación de las enseñanzas propias.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;1.3. Formación en una lengua del Marco común europeo de referencia&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Se valoran todos los certificados del Marco común europeo de referencia para las lenguas o las equivalencias legalmente establecidas, que expidan las escuelas oficiales de idiomas, las universidades u otros organismos oficiales.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;1.4. Conocimientos de lengua catalana&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Se valoran todos los certificados de lengua catalana. Se valoran los certificados que expide la EBAP, los que expide u homologa el órgano correspondiente competente en materia de normalización lingüística o los que haya declarado equivalentes.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;2. Docencia y gestión del conocimiento&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Se entiende por docencia el proceso de transmisión de conocimientos, técnicas y habilidades.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Por otra parte, se entiende por gestión del conocimiento, las diferentes acciones encaminadas a crear, capturar, transformar, difundir y utilizar el conocimiento para la gestión efectiva del capital intelectual en el desarrollo de la organización.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;2.1. Docencia y colaboración en el diseño y la planificación de la formación&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Son objeto de valoración las siguientes actividades:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;a) Docencia, definida como acción de impartir acciones formativas de cualquier modalidad al personal de la Oficina, de la Administración autonómica y a otros empleados públicos, dentro de los planes de formación que organiza u homologa la EBAP u otras administraciones públicas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;b) Realización de tareas de coordinación de áreas de formación de la Oficina o la EBAP.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;c) Realización de las funciones que encomienda la Oficina como responsable de formación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;d) Coordinación de actividades de aprendizaje o de gestión de conocimiento, así como colaboración en el diseño y la dirección de acciones formativas de nueva creación que nombre la Oficina o la EBAP.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;e) Participación en congresos, jornadas o conferencias como ponente o conferenciante y actividades de docencia universitaria relacionados, en todos los casos, con la actividad profesional e institucional.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;2.2. Gestión del conocimiento. Son objeto de valoración las siguientes actividades:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;a) Participación en grupos y comunidades de aprendizaje relacionados con la actividad profesional o institucional que organiza la Oficina o la EBAP.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;b) Participación como mentor o mentora, tutor o tutora o cualquier otra figura análoga, en los programas que desarrolla la Oficina o la EBAP.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;c) Elaboración de material que encarga la Oficina o la EBAP expresamente para la transmisión y la difusión del conocimiento.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;d) Publicaciones relacionadas con la administración pública, tanto en formato digital como en papel, siempre que dispongan de ISBN, ISSN o depósito legal.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;e) Obtención de reconocimientos públicos y premios relacionados con el ámbito de la Administración pública o con la actividad profesional o institucional.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;3. Baremo de puntuación del Área de aprendizaje, docencia y gestión del conocimiento&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
