&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;1. El artículo 16 y siguientes del Real Decreto Legislativo 5/2015, de 30 de octubre, por el que se aprueba el texto refundido de la Ley del Estatuto básico del empleado público (EBEP), establecen la carrera profesional como el conjunto ordenado de oportunidades de ascenso y expectativas de progreso profesional conforme a los principios de igualdad, mérito y capacidad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;2. El día 30 de octubre de 2018, el Consejo de la Sindicatura aprobó el Acuerdo por el que se ratifica el Acuerdo de la Mesa de Negociación de 16 de octubre de 2018 mediante el que se aprueban las bases del sistema de carrera profesional horizontal del personal funcionario y laboral de la Sindicatura de Cuentas de las Illes Balears (BOIB n.º 139, de 6 de noviembre de 2018).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;3. En la disposición transitoria cuarta de este Acuerdo se establece que la progresión en el sistema ordinario de carrera profesional no puede llevarse a cabo hasta que no se haga el desarrollo de la evaluación del desempeño de la SCIB o, subsidiariamente, de la Comunidad Autónoma. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;4. Mediante el Acuerdo del Consejo de la Sindicatura de 3 de diciembre de 2020, se ratificó el Acuerdo de la Mesa de Negociación de 20 de noviembre de 2020 por el que se aprueba el sistema de evaluación de competencias profesionales del personal funcionario y laboral de la Sindicatura de Cuentas de las Illes Balears, que contiene unos criterios similares a los del Acuerdo del Consejo de Gobierno de 17 de noviembre de 2017 de ratificación del Acuerdo de la Mesa Sectorial de Servicios Generales de 18 de octubre de 2017 y del Acuerdo del Comité Intercentros de 2 de octubre de 2017 por los que se aprueba el sistema de evaluación de competencias profesionales que se ha de aplicar al personal funcionario y laboral de servicios generales de la CAIB.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;5. El mencionado Acuerdo de 30 de octubre de 2018 del Consejo de la Sindicatura establece, además, que la primera convocatoria ordinaria para acceder a los diferentes niveles que integran la carrera profesional horizontal se ha de llevar a cabo en el segundo semestre de 2020, de acuerdo con los requisitos establecidos, y que en esta convocatoria y, por una sola vez, se tendrán en cuenta las fracciones de tiempo remanentes que no hayan sido utilizadas para obtener un nivel en la fase extraordinaria de implantación y siempre que la duración del periodo excedente sea superior a tres años. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Por todo ello, y haciendo uso de la competencia que me atribuye el artículo 24 de la Ley 4/2004, de 2 de abril, de la Sindicatura de Cuentas de las Illes Balears,&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt; &lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;Resuelve&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;1. Convocar un procedimiento para acceder o progresar en el modelo de carrera profesional del personal funcionario de carrera y laboral fijo de la Sindicatura de Cuentas de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;2. Aprobar las bases que rigen esta convocatoria (anexo 1).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;3. Aprobar los criterios de valoración y el baremo de puntuación aplicable a esta convocatoria relativo al bloque de Aprendizaje, docencia y gestión del conocimiento (anexo 2) &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;4. Aprobar al modelo de solicitud para participar en ella (anexo 3).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;5. Designar a los miembros del Comité de Valoración que se indican en el anexo 4 de esta Resolución.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;6. Publicar esta Resolución y sus anexos en la página web de la SCIB y en el &lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Contra esta resolución, que no agota la vía administrativa, se puede interponer un recurso de alzada ante el Consejo de la Sindicatura en el plazo de un mes a contar desde el día siguiente de su publicación, de conformidad con la disposición adicional primera del Reglamento de régimen interior de la SCIB y los artículos 121 y siguientes de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones publicas&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;1. Objeto&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;1.1 Esta convocatoria tiene como objeto dar cumplimiento a la disposición transitoria 4 del Acuerdo del Consejo de la Sindicatura de 30 de octubre de 2018 por el que se ratifica el Acuerdo de la Mesa de Negociación de 16 de octubre de 2018 mediante el que se aprueban las bases del sistema de carrera profesional horizontal del personal funcionario y laboral de la Sindicatura de Cuentas de las Illes Balears (BOIB n.º 139, de 6 de noviembre de 2018) &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;2. Ámbito de aplicación&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;2.1 Puede participar en este procedimiento ordinario, siempre que cumpla los requisitos del punto 3, el personal funcionario de carrera y laboral fijo de la Sindicatura de Cuentas de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;3. Requisitos&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Para participar en esta convocatoria, el personal debe cumplir los siguientes requisitos:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;3.1 Disponer de fracciones de tiempos remanentes que no hayan sido utilizadas para obtener un nivel en la fase extraordinaria de implantación, siempre que este excedente sea superior a tres años (1096 días) a fecha 1 de agosto de 2018&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Para facilitar información relativa al cumplimiento del requisito relativo a la disposición de fracciones de tiempos remanentes que no hayan sido utilizadas para obtener un nivel, siempre que este excedente sea superior a tres años, se publicará en la página web de la SCIB una relación de las personas que cumplen este requisito junto con el periodo de servicios sobrantes (remanentes) y que, por lo tanto, no han de acreditarlo. En el supuesto de que una persona no aparezca en la lista y considere que cumple el mencionado requisito específico, puede solicitar un certificado de servicios prestados que lo acredite y adjuntarlo a la solicitud. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;3.2 Tener reconocido el nivel inmediatamente anterior cuando se trate de acceder a los niveles II, III y IV.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;3.3 Tener, al menos, cinco años de servicios prestados computados de la forma siguiente:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;─ Tiempo de servicios sobrantes superiores a tres años (1096 días) establecido en el punto 3.1 anterior.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;─ Tiempo de servicios prestado en el cuerpo o la categoría en que se pretende progresar hasta la fecha de publicación de esta convocatoria en el &lt;em&gt;Boletín Oficial de las Illes Balears &lt;/em&gt;(fecha de efectos administrativos).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Se entiende como situación computable a efectos de tiempo las siguientes situaciones administrativas:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;a) Servicio activo&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;b) Servicios especiales&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;c) Excedencia forzosa laboral&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;d) Excedencia voluntaria en razón de violencia de género&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;e) Excedencia por cuidado de familiares&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;f) Excedencia en razón de violencia terrorista&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;g) Expectativa de destino y excedencia forzosa por el transcurso del tiempo máximo de duración de la situación de expectativa de destino &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;h) Excedencia voluntaria especial regulada en el Decreto ley 5/2012, de 1 de junio, de medidas urgentes en materia de personal y administrativas para la reducción del déficit público del sector público de la comunidad autónoma de las Illes Balears y de otras instituciones autonómicas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;4. Méritos necesarios&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;4.1 Haber obtenido el certificado de aprovechamiento de la formación específica sobre la Evaluación 360º promovida por&amp;nbsp; la SCIB o estar en condiciones de obtenerlo antes de la fecha de fin de presentación de solicitudes.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;4.2 Contar, para&amp;nbsp; esta convocatoria, con la siguiente puntuación mínima relativa al bloque de Aprendizaje, docencia y gestión del conocimiento que establece el anexo 2 de esta convocatoria:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;─ Personal funcionario de carrera de los subgrupos A1 y A2, y también personal laboral fijo de los niveles 1 y 2: 30 puntos.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;─ Personal funcionario de carrera de los subgrupos C1 y C2, y también personal laboral fijo de los niveles 3 a 5: 20 puntos.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;─ Personal funcionario de carrera del grupo AP y laboral fijo de los niveles 6 y 7: 10 puntos.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;5. Criterios aplicables únicamente y exclusivamente para&amp;nbsp; esta convocatoria&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;5.1 En el supuesto de los apartados relativos a formación de actualización y perfeccionamiento, docencia y gestión del conocimiento, se tendrán en cuenta los méritos obtenidos en el periodo comprendido entre el 1 de enero de 2010 y el día anterior a la publicación de la convocatoria en el &lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;5.2 En el supuesto de los apartados relativos a titulaciones académicas diferentes de la exigida para el acceso en el cuerpo o categoría en la que se pretende progresar en la carrera; a certificados de niveles de idiomas del Marco común europeo de referencia, incluidos certificados de niveles de catalán superiores al exigido para acceder al cuerpo o la categoría correspondiente, y al certificado del conocimiento de lenguaje administrativo, se tendrán en cuenta los obtenidos en cualquier momento anterior a la publicación de la convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;6. Procedimiento&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;6.1 Plazo para presentar solicitudes&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;El plazo para presentar solicitudes es de un mes, a contar desde el día siguiente de la publicación de esta resolución en el &lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;6.2 Modelo de solicitud&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Las solicitudes se ajustarán al modelo oficial establecido, disponible en la web de la SCIB.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;6.3 Presentación de solicitudes&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Las solicitudes se han de rellenar y presentar en el Registro General de la Sindicatura de Cuentas de las Illes Balears o en cualquier otra de las formas establecidas en el artículo 16.4 de la Ley 39/2015.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;6.4 Acreditación de requisitos y méritos necesarios&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Los requisitos se acreditan con los documentos que constan en el expediente personal. No obstante, en caso de que las personas solicitantes consideren que falta acreditar alguno podrán aportarlo con la solicitud.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Con respecto a los méritos, las personas solicitantes pueden aportar los que consideren oportunos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Por el hecho de presentar la solicitud, la persona interesada acepta las bases de la convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;6.5 Comité de Valoración&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Para valorar las solicitudes presentadas se crea un Comité de Valoración.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;6.6 Funciones del Comité de Valoración&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;─ Recibir las solicitudes presentadas, comprobar los requisitos y valorar los méritos de las personas solicitantes.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;─ Elevar al síndico mayor las propuestas provisionales y definitivas de las listas de personas admitidas y excluidas de la convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;─ Elevar al síndico mayor la propuesta definitiva de estimación o desestimación de la solicitud de acceso a cada nivel.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;6.7 Composición y funcionamiento del Comité de Valoración&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;El Comité de Valoración está formado por cuatro miembros:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;─ Tres vocales que designará el síndico mayor de entre el personal de la Sindicatura, uno de los cuales ejercerá las funciones de presidente o presidenta.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;─ Un vocal que designará la Mesa de Negociación de la SCIB. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;El Comité designará, en la primera sesión, a las personas que actuarán de presidente o presidenta y de secretario o secretaria de entre las que ha nombrado el síndico mayor, las cuales puede sustituir, en caso de ausencia en alguna de las sesiones del Comité, cualquier otro de los vocales asistente.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Por cada miembro del Comité de Valoración se designará una persona titular y una suplente.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;En la composición del Comité de Valoración, se procurará respetar el principio de presencia equilibrada de mujeres y hombres, siempre que no implique vulnerar los principios de profesionalidad y especialización de sus miembros.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Los miembros del Comité de Valoración que ha designado al síndico mayor deben pertenecer, en todo caso, como personal funcionario de carrera o personal laboral fijo, a un grupo de titulación igual o superior al que se exige para ingresar en los cuerpos, las escalas o las categorías profesionales a los que corresponde la valoración de las solicitudes de reconocimiento de nivel de carrera profesional presentadas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Las personas que son miembros del Comité de Valoración se abstendrán de formar parte de él si se dan los motivos de abstención que establece la Ley 40/2015, de 1 de octubre, de régimen jurídico del sector público.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Para que el Comité de Valoración se constituya válidamente, para llevar a cabo las sesiones, las deliberaciones, las valoraciones, las puntuaciones y la toma de acuerdos, se requiere siempre la presencia del presidente o la presidenta y del secretario o la secretaria, y que esté presente al menos unos de los otros miembros, titular o suplente. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Los miembros del Comité de Valoración están obligados a guardar secreto sobre los informes, las evaluaciones, las deliberaciones y los comentarios hechos sobre las personas evaluadas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;6.8 Listas provisionales&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Una vez vencido el plazo para presentar solicitudes, se publicará, en la página web y en el tablón de anuncios de la SCIB, la Resolución del síndico mayor, que contendrá las listas provisionales de personas admitidas, de las que han de subsanar las deficiencias de la solicitud y de las excluidas junto con la causa de exclusión.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Las personas interesadas dispondrán del plazo de diez días hábiles, a contar desde el día siguiente de la publicación de la resolución que contiene las listas provisionales para subsanar las deficiencias y para formular las alegaciones que consideren oportunas contra la exclusión.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;6.9 Listas definitivas&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Resueltas las subsanaciones y las alegaciones, el síndico mayor dictará las correspondientes resoluciones, que contendrán las listas definitivas de personas admitidas y excluidas, especificando la causa de la exclusión. Estas resoluciones se publicarán de la misma manera que la resolución con las listas provisionales.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;6.10 Resolución&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;El comité de valoración, una vez valorados el méritos aportados, elevará una propuesta al síndico mayor, en la qué especificará el personal que accede a un nuevo nivel de carrera profesional, así como el que no lo hace.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;El síndico mayor dictará una resolución definitiva, en la que constará de manera individualizada la consecución o no del nivel de carrera correspondiente, que se publicará en el BOIB.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Contra esta resolución, que no agota la vía administrativa, se puede interponer un recurso de alzada ante el Consejo de la Sindicatura en el plazo de un mes a contar desde el día siguiente de su publicación, de conformidad con la disposición adicional primera del Reglamento de régimen interior de la SCIB y los artículos 121 y siguientes de la Ley 39/2015, de 1 de octubre, del Procedimiento Administrativo Común de las Administraciones Públicas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;div style="page-break-after:always"&gt;&lt;span style="display:none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/div&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;​​​​​​​&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;6.11 Plazo de resolución y efectos&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;El plazo máximo para resolver este procedimiento es de seis meses. Los efectos de la falta de resolución expresa son desestimatorios, de acuerdo con la disposición adicional octava de la Ley 3/2007, de 27 de marzo, de la función pública de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;7. Efectos administrativos y económicos derivados del nivel de carrera alcanzado&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;7.1 El reconocimiento administrativo del nivel correspondiente y los efectos económicos del reconocimiento para el personal que lo solicite se retrotraen a la fecha de la publicación de la convocatoria en el &lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt;, de conformidad con lo establecido en el punto 9.5 del Acuerdo del Consejo de la Sindicatura de 30 de octubre de 2018 por el que se ratifica el Acuerdo de la Mesa de Negociación de 16 de octubre de 2018 mediante el que se aprueban las bases del sistema de carrera profesional horizontal del personal funcionario y laboral de la Sindicatura de Cuentas de las Illes Balears (BOIB n.º 139, de 6 de noviembre de 2018).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;7.2 La cuantía, en cómputo anual, del complemento de carrera correspondiente a cada nivel es la indicada en el punto 7 del Acuerdo del Consejo de la Sindicatura de 30 de octubre de 2018 por el que se ratifica el Acuerdo de la Mesa de Negociación de 16 de octubre de 2018 mediante el que se aprueban las bases del sistema de carrera profesional horizontal del personal funcionario y laboral de la Sindicatura de Cuentas de las Illes Balears (BOIB n.º 139, de 6 de noviembre de 2018).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;ANEXO&amp;nbsp;2&lt;span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px"&gt; &lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;Criterios de valoración y baremo de puntuación relativos al bloque de Aprendizaje, docencia y gestión del conocimiento&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;1. Aprendizaje&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Se entiende por aprendizaje el proceso mediante el que se adquiere una determinada habilidad, se asimila información o se adopta una nueva estrategia para el mantenimiento y la mejora de la competencia profesional, con la finalidad de contribuir a elevar la calidad de los servicios, la consecución de los objetivos estratégicos de la organización y el desarrollo profesional de los empleados públicos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;1.1 Aprendizaje para la actualización y el perfeccionamiento profesional&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;La SCIB es el órgano competente para establecer, organizar y desarrollar una parte de la acción formativa del personal a su servicio.&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;En este apartado se valora la participación en acciones formativas encaminadas al mantenimiento, la actualización y el perfeccionamiento profesional, que imparte la SCIB o imparte u homologa la EBAP, así como la participación en otras actividades impartidas en el marco del Acuerdo de Formación para el Empleo de las Administraciones Públicas, independientemente de quien sea el promotor en el periodo correspondiente.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;También se valora la asistencia a congresos, jornadas y conferencias relacionadas con la actividad profesional e institucional que organicen la SCIB, la EBAP, la Administración de la CAIB y otras administraciones, sus entes instrumentales, las universidades, los colegios profesionales, así como las corporaciones de derecho público vinculadas al ámbito de actuación de la SCIB, como el Instituto de Censores Jurados de Cuentas. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Asimismo, la asistencia a la formación que realiza el Servicio de Prevención de Riesgos Laborales de la Comunidad Autónoma de las Illes Balears también se valora como asistencia de acuerdo con el número de horas certificado.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;En caso de que en los certificados de las acciones formativas no conste su duración se valorarán con 0,15 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;1.2 Formación académica&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Se valoran todas las titulaciones académicas el carácter oficial o cuya equivalencia tenga reconocido y establecido el Ministerio de Educación y Formación Profesional diferentes a las exigidas como requisito de acceso, así como las titulaciones universitarias no oficiales y los títulos propios de posgrado de las universidades en la regulación de las enseñanzas propias.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;1.3 Formación en una lengua del Marco común europeo de referencia&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Se valoran todos los certificados del Marco común europeo de referencia para las lenguas o las equivalencias legalmente establecidas, que expidan las escuelas oficiales de idiomas, las universidades u otros organismos oficiales.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;div style="page-break-after:always"&gt;&lt;span style="display:none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/div&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;​​​​​​​&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;1.4 Conocimientos de lengua catalana&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Se valoran todos los certificados de lengua catalana superiores a los exigidos como requisito de acceso, además del certificado de conocimientos de lenguaje administrativo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Se valoran los certificados que expide la EBAP, los que expide u homologa el órgano correspondiente competente en materia de normalización lingüística o los que haya declarado equivalentes.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;2. Docencia y gestión del conocimiento&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Se entiende por docencia el proceso de transmisión de conocimientos, técnicas y habilidades. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Por otra parte, se entiende por gestión del conocimiento, las diferentes acciones encaminadas a crear, capturar, transformar, difundir y utilizar el conocimiento para la gestión efectiva del capital intelectual en el desarrollo de la organización.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;2.1 Docencia y colaboración en el diseño y la planificación de la formación&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Son objeto de valoración las siguientes actividades:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;a) Docencia, definida como acción de impartir acciones formativas de cualquier modalidad al personal de la SCIB, de la Administración autonómica y a otros empleados públicos, dentro de los planes de formación que organiza u homologa la EBAP u otras administraciones públicas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
