2020-09-11 620 ![CDATA[<p><span style="font-family:&quot;Times New Roman&quot;,Times,serif">La Cámara Oficial de Comercio, Industria, Servicios y Navegación de Menorca, con el objetivo de cumplir con los principios de publicidad, concurrencia, transparencia, confidencialidad, igualdad y no discriminación, establece las bases de la convocatoria pública para la selección de los 8 comercios que se beneficiarán del Plan Mejora Punto de Venta, subvencionado por la</span><em> Direcció General de Comerç</em><span style="font-family:&quot;Times New Roman&quot;,Times,serif"> de la</span><em> Conselleria de Transició Energètica i Sectors Productius</em><span style="font-family:&quot;Times New Roman&quot;,Times,serif">, en el marco del Plan de Apoyo al Comercio Minorista 2020 – 2021, que ejecuta la Cámara de Menorca.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Primero. Objeto.</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El objeto de la convocatoria es la selección de los comercios a los que se elaborará un “Plan MPV” durante el 2020, consistente en una identificación y diagnóstico de los puntos fuertes y débiles del punto de venta, así como la realización de una serie de recomendaciones para la renovación y optimización del establecimiento comercial.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Segundo. Beneficiarios y requisitos.</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Podrán beneficiarse de un “Plan MPV” sin coste, gracias a la subvención otorgada por la Direcció General de Comerç de la Conselleria de Transició Energètica i Sectors Productius a la Cámara de Menorca para el 2020 - 2021, un total de 8 comercios que cumplan los requisitos y acepten las condiciones establecidas en esta convocatoria.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:107%"><strong><span style="line-height:107%">I. Requisitos:</span></strong></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><strong>- </strong><span style="font-family:&quot;Times New Roman&quot;,Times,serif">Ser autónomo, microempresa o pequeña empresa en activo, con establecimiento comercial permanente en Menorca. Se podrá presentar, como máximo, un establecimiento por NIF.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>- </strong>Tener la actividad principal enmarcada dentro de uno de los epígrafes del IAE de comercio al por menor incluidos en la relación del Anexo I, o estar de alta en un IAE que permita la venta minorista.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>- </strong>Que el local comercial a analizar tenga una superficie de venta inferior a 400 m2 y disponga de la correspondiente licencia de actividad.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>- </strong>Estar al corriente de las obligaciones tributarias y frente a la Seguridad Social.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>- </strong>No encontrarse en ninguna de las circunstancias previstas en el art. 13.2 de la Ley 38/2003 General de Subvenciones y cumplir la norma minimis que exige la Unión Europea.</span></p> <p><strong><span style="line-height:107%">II. Condiciones imprescindibles para participar:</span></strong><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </strong></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>- </strong>Aceptar entrar en el proceso de selección establecido por la Cámara de Menorca y la Dirección General de Comercio y Empresa del Govern de les Illes Balears.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>- </strong>Seguir las pautas, procedimientos y especificaciones indicadas por el técnico consultor y la Cámara de Menorca, prestadora del servicio para el desarrollo del “Plan MPV” y mostrar interés en abordar actuaciones de mejora para su establecimiento, en el corto, en el medio y en el largo plazo.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>- </strong>Favorecer la realización de las visitas al establecimiento comercial necesarias para la recopilación de los datos en el calendario propuesto por el consultor y colaborar con él en la cumplimentación del cuestionario de apoyo a la realización del servicio, aportándole los datos necesarios.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>-&nbsp; </strong>Autorizar para que sus datos sean incluidos en un fichero automatizado del que es titular la Cámara de Comercio de Menorca y puedan ser utilizados con el fin de posibilitar el desarrollo, ejecución, justificación y evaluación del “Plan MPV”, cumpliendo los criterios de confidencialidad y protección de datos personales.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>- </strong>Facilitar, a requerimiento de la Cámara de Menorca, la documentación que pudiera ser solicitada para la comprobación de los datos y de los requisitos indicados para el comerciante.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Tercero. Importe. </strong>&nbsp;Bonificación del 100% del precio del informe “MPV” para el comercio.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Cuarto. Solicitudes.&nbsp; </strong>Los interesados que reúnan los requisitos deberán cumplimentar el formulario de solicitud (Anexo II) accesible en la Cámara de Menorca y aceptar las condiciones de participación en el “Plan MPV” para entrar en el proceso de la selección.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Quinto. Lugar y plazo de presentación. </strong>Las solicitudes deben presentarse a través de correo electrónico enviado a camaramenorca@camaramenorca.com. El plazo máximo para su presentación será el 30 de septiembre de 2.020.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Sexto. Resolución y criterios de valoración. </strong>La concesión de la solicitud se hará mediante la comprobación, en un único procedimiento, de las solicitudes presentadas en plazo y que cumplan los requisitos y condiciones. En caso de que ser más comercios los interesados, y siempre que cumplan los requisitos y las condiciones, que las vacantes disponibles a bonificar, la concesión de la solicitud se hará por el procedimiento de concurso, con el fin de establecer la prelación, de acuerdo con los criterios de valoración siguientes:</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>· </strong>Antigüedad del establecimiento comercial (de 5 a 20 puntos: más de 5 años – 5 puntos; más de 10 años – 10 puntos; más de 15 años – 15 puntos; más de 20 años- 20 puntos).</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>·</strong>Tipo de actividad (de 5 a 20 puntos en función de su adecuación a los siguientes aspectos: venta de producto local - 5 puntos; originalidad - 5 puntos; exclusividad – 5 puntos; y/o servicio de proximidad – 5 puntos).</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>. </strong>Motivación del comerciante para participar en el “Plan MPV” (de 5 a 30 puntos).</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>. </strong>Necesidad del comercio y el aprovechamiento del “Plan MPV”” (de 5 a 30 puntos).</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">· Miembro del Club Cámara de la Cámara Oficial de Comercio, Industria, Servicios y Navegación de Menorca (5 puntos).</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">· Participante de la plataforma online Xuroa.com (2 puntos).</span></p> <p><span style="font-family:&quot;Times New Roman&quot;,Times,serif">Para examinar las solicitudes presentadas se convocará una Comisión evaluadora presidida por el Director General de Comercio y Empresa del Govern de les Illes Balears y compuesta, como vocales, el Presidente de la Cámara de Menorca o persona en la que delegue, el vocal del Pleno representante del Sector Comercio y un técnico de la Cámara de Comercio de Menorca.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Dicha comisión evaluadora será la que asigne un técnico consultor, homologado por la Cámara de Comercio de Menorca, a cada comercio seleccionado, para la realización del “Plan MPV”.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El plazo máximo para que la Comisión evaluadora seleccione a los comercios participantes en el “Plan MPV” 2020 - 2021 y se comunique con los beneficiarios será de 5 días desde la finalización del plazo de presentación de las solicitudes.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Si tras el primer contacto del consultor o técnico con el establecimiento comercial se comprobara que el solicitante no reúne los requisitos y/o no respetara las condiciones exigidas en la presente convocatoria, se le tendrá por desistido de la solicitud, en cuyo caso se procederá a seleccionar al siguiente comercio mejor valorado conforme a la resolución o revisión de la Comisión evaluadora.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">En caso de no cubrirse las plazas ofertadas con las solicitudes presentadas, la Comisión evaluadora se reserva el derecho a aceptar solicitudes registradas con posterioridad al plazo de presentación establecido en la convocatoria, hasta agotarse el presupuesto disponible y cubrir el cupo de los 8 posibles comercios beneficiarios, a criterio de la Comisión evaluadora.</span></p> <p><span style="font-family:Times New Roman,Times,serif;
