&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;1. Mediante el Acuerdo del Consejo de Gobierno de 9 de marzo de 2018 (BOIB núm. 31, de 10 de marzo) se aprobó el Plan Estratégico de Subvenciones de la Comunidad Autónoma de las Illes Balears para los ejercicios 2018-2020. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;2. El carácter estimativo de las cuantías que se prevén en el Plan Estratégico, el tiempo transcurrido y las circunstancias sociales actuales, hace necesario ajustar las previsiones contenidas en el anexo, en cuanto a la creación de dos nuevos tipos de ayudas a la línea 1, lucha contra la pobreza del objetivo III, lucha contra las desigualdades, y a la modificación de la convocatoria prevista a la línea 3 Programas de integración e inclusión sociales, del objetivo IV Convivencia e instituciones sólidas, gestionada esta última por la Dirección General de Menores y Familias y las otras dos por la Dirección General de Servicios Sociales, ambas de la Consejería de Asuntos Sociales y Deportes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;Como consecuencia de la declaración de pandemia internacional por la Organización Mundial de la Salud, y concretamente, dentro del Estado español, la declaración del estado de alarma mediante el RD 463/2020, de 14 de marzo, se ha producido una situación de grave crisis sanitaria ocasionada por el COVID-19, que ha provocado un grave impacto en la economía. A consecuencia de esta situación, se ha originado un empobrecimiento de muchas familias de forma rápida y generalizada, lo cual está dificultando a muchas de ellas la cobertura de necesidades básicas, dificultad especialmente grave en el caso de familias con menores. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;Por todo esto, teniendo en cuenta esta situación, se ha considerado necesario crear las ayudas mencionadas, destinadas especialmente a garantizar la cobertura de necesidades básicas (alimentos, vivienda, medicamento, etc.) a familias en situación de precariedad económica, riesgo o exclusión social de las Illes Balears. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;En cuanto a la modificación de la convocatoria prevista a la línea 3 del objetivo IV se trata de reflejarla por la dirección general que actualmente la gestiona, adecuándola a la nueva estructura de la Administración autonómica, así como prever su gestión en los próximos tres ejercicios presupuestarios. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;3. En el apartado 3 del Acuerdo mencionado se delega la aprobación y las eventuales modificaciones del anexo al Plan Estratégico de Subvenciones en la persona titular de la consejería competente en materia de hacienda, de acuerdo con el artículo 25 de la Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;Corresponde, por lo tanto, a la persona titular de la Consejería de Hacienda y Relaciones Exteriores la aprobación y/o modificación del anexo al Plan Estratégico de Subvenciones.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Fundamentos de derecho&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;1. El artículo 25 de la&lt;/span&gt;&lt;span style="color:blue"&gt;&lt;u&gt;&lt;span style="color:black"&gt; &lt;/span&gt;&lt;/u&gt;&lt;span style="color:black"&gt;Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;2. El Decreto 9/2019, de 2 de julio, de la presidenta de las Illes Balears, por el cual se determina la composición del Gobierno y se establece la estructura de la Administración de la Comunidad Autónoma de las Illes Balears. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;3. El &lt;/span&gt;&lt;span style="color:black"&gt;Decreto 10/2019, de 2 de julio, de la presidenta de las Illes Balears, por el cual se dispone el nombramiento de los miembros de Gobierno de las Illes Balears, mediante el cual se nombra la señora Rosario Sánchez Grau, consejera de Hacienda y Relaciones Exteriores.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;Por todo esto, dicto la siguiente&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Resolución&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;1. Aprobar la modificación del anexo al Plan Estratégico de Subvenciones de la Comunidad Autónoma de las Illes Balears para los ejercicios 2018-2020, aprobado por el Acuerdo del Consejo de Gobierno de 9 de marzo de 2018, en el sentido siguiente:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;A) Se añaden dos nuevas líneas:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;&lt;span style="background-color:white"&gt;&lt;span style="color:black"&gt;OBJETIVO III&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Objetivos y efectos:&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; garantizar la cobertura de necesidades básicas (alimentos, vivienda, medicamento, etc.) a familias en situación de precariedad económica, riesgo o exclusión social que no tengan acceso a ninguna otra prestación económica de subsistencia.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Coste:&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; 1.500.000 €.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Objetivos y efectos&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt;: garantizar la cobertura de necesidades básicas (alimentos, vivienda, medicamento, etc.) de las familias en situación de riesgo o exclusión social de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-size:12px"&gt;&lt;span style="font-family:Times New Roman,Times,serif"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Coste:&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; 600.000 € (2020: 200.000 €; 2021: 400.000 €). &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
